Question to the Department for Environment, Food and Rural Affairs:

To ask the Secretary of State for Environment, Food and Rural Affairs, if she will provide local authorities with powers to reduce residual waste from (a) domestic and (b) commercial properties.

We have set a statutory target under The Environmental Targets (Residual Waste) (England) Regulations 2023 to ensure that the total mass of residual waste (excluding major mineral wastes) for 2042 does not exceed 287 kg per person. This is the equivalent of a 50% reduction from 2019 levels.

We are introducing Consistency in recycling in England. This will give local authorities the legal framework to increase recycling and in turn, reduce residual waste. We also intend to publish our new Maximising Resources, Minimising Waste programme this summer. This will set out priorities for action to manage resources and waste in accordance with the waste hierarchy.
