In order to be able to operate services, operators of stations are required to operate and maintain a safety management system and to have this certified or authorised by the Office of Rail and Road (ORR) every five years. A key part of this management system is the arrangements for the provision of training to staff on their health and safety responsibilities and the arrangements for managing emergencies. Supervision and enforcement of these arrangements is a matter for the ORR, who have published guidance on their expectations for safety management systems in this regard.
