Community Rehabilitation Companies are measured on the proportion of offenders who successfully complete their Community Order or Suspended Sentence Order. The measure provides assurance that sentences are being delivered in their entirety and encourages CRCs to proactively work with offenders throughout to prevent them reoffending or breaching the order. If a CRC fails to meet the required performance, we can require the CRC to pay a Service Credit to recompense for the minimum level of loss or damage as a result of a reduced provision of services. The application of Service Credits is a standard part of our contract management process.

The number of offenders who have breached and not completed their Community Order or Suspended Sentence Order can result in a Service Credit being applied. Early completion of orders for good progress does not affect payment.
