To ask the Minister of State, Foreign, Commonwealth and Development Office, whether he has made an assessment of the potential implications for his policies of the UN Secretary-General invoking Article 99 of the UN Charter.

Israel has a right to self-defence and needs to be able to address the threat posed by Hamas, in a manner that abides by International Humanitarian Law. The UK is supportive of humanitarian pauses, and the temporary cessation of hostilities, to ensure the conditions are safe for humanitarian organisations to deliver aid to those in need and to give respite to civilians. However, we cannot vote in favour of a resolution which does not condemn the atrocities Hamas committed against innocent Israeli civilians on 7 October. We continue to press, at the UN and with Israel, for unhindered humanitarian access and substantive, repeated humanitarian pauses. We will continue to work with international partners to secure a long-term political solution to the conflict; a two-state solution which provides justice and security for both Israelis and Palestinians.
