As part of the Government’s work on lifetime learning, we have identified significant trends such as a decline in work-based training, and key barriers deterring adults from gaining new skills, including perceived costs and prevailing attitudes about the benefits of learning. As set out in the Industrial Strategy Green Paper, the Government is committed to exploring ambitious new approaches to tackle these barriers and encourage lifetime learning, including reaching out to workers whose industries are rapidly changing or in decline.
