We do not hold this information on behalf of HMG; it is held by each Government department for their own ministers. In the case of FCDO Ministers, we do not hold this information centrally and it could only be obtained at disproportionate cost.

To ask the Minister of State, Foreign, Commonwealth and Development Office, how many requests for consular support were made to each British Embassy or Consulate in 2023; and how many of those were responded to by officials within a period of 24 hours.

Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

To ask His Majesty's Government on which occasions in the past five years a UK ambassador to Bahrain, Saudi Arabia or Qatar has been a guest of the government, a government body or the F1 governing body, at F1 races.

All FCDO Staff are expected to maintain the highest standards of propriety and regularity at all times in line with the Civil Service Code and Diplomatic Service Code. It is recognised across HMG that, for example, the exchange of gifts and hospitality have long been an important part of building relations, particularly overseas. The motorsport industry provides significant economic opportunities for the UK, generating over £10 billion in revenue each year, and UK Ambassadors to Bahrain and Saudi Arabia have regularly attended F1 events as part of their official duties. Offers of gifts or hospitality to FCDO officials are recorded and regularly audited under our management assurance processes.

The Home Office publishes data on Electronic Travel Authorisation (ETA) in the `How many people come to the UK each year (including visitors)?` topic of the ‘Immigration System Statistics Quarterly Release’. In 2023 quarter 4 (October to December), there were 12,190 applications for ETA and 12,076 grants. All applications were for Qatari nationals. The latest data relates up to the end of December 2023. Statistics for Jan-Mar 2024, including information on the nationalities who require an ETA to enter the UK, will be published in the May edition of the Immigration System Statistics.

To ask His Majesty's Government for what reasons the Islamic Army of Aden is a proscribed organisation; and whether they have any plans to proscribe the Houthi group as a proscribed organisation.

The Islamic Army of Aden was proscribed in March 2001. It has a history of involvement in attempts to overthrow the Government of Yemen, including through use of terrorism to establish an Islamic State following Sharia Law.

The UK Government has been unequivocal: the illegal attacks by the Iran-backed Houthis on commercial shipping in the Red Sea, as well as attacks against British and allied warships, are unacceptable and will not be tolerated. Together with the US, the UK Government has imposed coordinated sanctions on the Houthis. This is in addition to the US-UK led strikes, conducted with support from the Netherlands, Canada, Bahrain and Australia.

The Government does not routinely comment whether an organisation is under consideration for proscription. The Government keeps the list of proscribed organisations under review.

Bahrain is well aware of the UK's long-standing policy to oppose the death penalty in all circumstances, in all countries, as a matter of principle. During Bahrain's Universal Periodic Review in November 2022, the UK recommended an immediate moratorium on the use of the death penalty and has continued to discuss this with the Government of Bahrain, most recently on 20 December 2023.
