NHS England’s pilot programmes of Palantir’s Foundry software include the Improving Elective Care Coordination for Patients Programme (IECCPP) and the Optimised Patient Tracking and Intelligent Choices Application (OPTICA) pilot.

The pilots have demonstrated the potential benefits of a Federated Data Platform, which will be a vital upgrade for the National Health Service, allowing it to make better use of its data to improve outcomes for patients, including reducing waits and discharging people quicker.

Question to the Department of Health and Social Care:

To ask the Secretary of State for Health and Social Care, with reference to the letter from Lord Markham, Parliamentary Under-Secretary of State, to the Chair of the Health and Social Care Select Committee, dated 30 August 2023, which are the 36 NHS trusts said in that letter to be participating in NHS England’s pilot programmes on improving elective care coordination for patients and care coordination solution.

Thirty-nine trusts signed Memoranda of Understanding indicating their intention to participate in the Improving Elective Care Co-ordination for Patients (IECCP) programme. 35 trusts are currently actively participating, with four trusts having withdrawn.

NHS England’s programmes also include the Optimised Patient Tracking and Intelligent Choices Application (OPTICA) pilot. OPTICA drives an efficient, shared way of working for health and social care teams, providing intelligence to help care teams properly plan for timely discharges.

The Office for National Statistics (ONS) publish a large range of labour market statistics, including releases that track the number of workers employed in the hospitality sector.

The ONS publish a detailed guide to using these statistics. As the guidance states, due to the survey design the preferred source for statistics at the industry level is the ONS JOBS02 workforce jobs by industry.

Data is also available from NOMIS, the official website for labour market statistics run by the University of Durham on behalf of the ONS.

To ask the Secretary of State for Science, Innovation and Technology, how many (a) schools and (b) students are participating in CyberFirst programmes in (i) Newcastle Central constituency and (ii) the North East.

The National Cyber Security Centre delivers a range of initiatives through CyberFirst, including a schools and colleges recognition programme, the undergraduate bursary scheme, and the CyberFirst Girls Competition for 12-13 year olds. As part of this effort, DSIT also delivers the Cyber Explorers platform for 11-14 year olds.

In the North East, girls from 17 schools entered the CyberFirst Girls Competition and 15 institutions are recognised as CyberFirst Schools and Colleges. Also, 80 schools participate in the Cyber Explorers online platform, including 6 in Newcastle Central.

There are 89 undergraduate bursary students studying at universities in the North East. A further 2,283 learners are registered on Cyber Explorers, including 50 in Newcastle Central, as well as 122 students who have applied to attend a CyberFirst summer course at Durham University.

To ask His Majesty's Government whether they have any plans to bring back a student loan forgiveness scheme for teachers, similar to that trialled between 2002 and 2004, in which 10 per cent of a new teacher’s total student loan was paid off each year that they stayed in the profession.

The Department has piloted two schemes in recent years which were designed to attract and retain teachers by repaying their student loans. The Repayment of Teachers’ Loans (RTL) scheme was trialled in the mid-2000s and an evaluation was completed by University of Durham in 2004. This indicated that RTL influenced 11% of participating teachers’ decisions to stay in teaching.

In 2017, the Department introduced the Teacher Student Loan Reimbursement (TSLR) scheme for science and languages teachers in 26 Local Authorities, which allows these teachers to claim back the student loan repayments they have made. The evaluation by CFE Research was published in January 2023, and found that TSLR exerts some influence on both retaining teachers and the areas where they choose to teach.

Both the RTL and TSLR evaluations found that offering bursaries for trainee teachers exerts the strongest influence on teacher recruitment. This is why the Department is offering increased bursaries worth £27,000 tax-free and scholarships worth £29,000 tax-free, to encourage talented trainees to key subjects such as mathematics, physics, chemistry and computing.

However, NHS England and NHS Improvement advise that County Durham and Darlington NHS Foundation Trust assessed the demand on services and reviewed current bed capacity at University Hospital North Durham as part of its annual planning requirement. In response, an additional 24 beds will be made available during the second half of 2022/23.

To ask the Secretary of State for Health and Social Care, what recent assessment the Government has made of capacity challenges in County Durham's accident and emergency departments.

No assessment has been made. However, NHS England and NHS Improvement advise that additional staff are being recruited at the University Hospital of North Durham and Darlington Memorial Hospital. Darlington’s emergency department was extended in 2020 and there are further plans to redevelop and increase capacity at Durham’s emergency department. Same day emergency care units were also opened at each site in 2021.

County Durham and Darlington NHS Foundation Trust has also enhanced paediatric services and facilities in the emergency departments and a new paediatric assessment unit has been installed at the Durham site. A new primary care hub has also been opened adjacent to the emergency department in Durham.
