Addressing obesity remains a priority for the Government and we are taking strong action to support people, including children and their families, in achieving and maintaining a healthier weight. This action includes: the introduction of restrictions on the promotion by location of less healthy products in key selling locations in store and online; working with the food industry to make further progress on reformulation and making healthier choices easier; the introduction of out of home calorie labelling regulations for food sold in large businesses, including restaurants, cafes, and takeaways; and supporting three million children through the Healthy Food Schemes.
The Government has taken steps towards providing access to open spaces for communities including children, this includes putting policies in place to require local authorities to provide access to open spaces for sport and physical activity, which is important for the health and well-being of communities. This includes a duty for all local councils to produce a design code for their local area. Design codes will be prepared locally, reflect the local context, and be based on effective community involvement. Officials in the Department are engaging with stakeholders, including those across Government, on a wide range of issues, to promote healthier places.

Restrictions on the advertising and volume price promotions, such as buy-one-get-one free or three for £2 offers, for less healthy foods will come into force on 1 October 2025. The advertising legislation will lead to the introduction of a 9:00pm television watershed and restrict paid-for advertising of less healthy products online, United Kingdom wide.
Impact assessments already published for these measures show that the volume price promotions restrictions are expected to accrue health benefits of £2 billion, and National Health Service savings of £180 million over 25 years. The advertising restrictions are expected to deliver health benefits of £2 billion, and NHS savings of £50 million over the next 100 years.
Voluntary guidelines to reduce levels of sugar and salt in, and improve the labelling of, commercial baby food and drink aimed at those aged up to 36 months old, are currently being finalised and will be published in the spring.
Businesses are being given until the end of 2025 to deliver the sugar and calorie reduction targets through the voluntary reformulation programme. These targets were due to be delivered earlier than this, but businesses have been given additional time because of the impacts of the COVID-19 pandemic on the food system. The Government will continue to monitor this area, but will explore other levers if progress is not made. Through the sugar reduction workstream of the overarching reformulation programme, between 2015 and 2020 reductions in sugar levels were delivered in breakfast cereals, yogurts, and pre-packed flavoured milk based drinks of 14.9%, 13.5%, and 29.7%, respectively.
Discussions are also underway to establish a Food Data Transparency Partnership (FDTP). This is a multi-year partnership between the Government, industry, and civil society to improve access to, and the availability of, data to build consistent reporting requirements for businesses on key health and sustainability objectives.

To ask the Secretary of State for Health and Social Care, what steps her Department is taking to help ensure retail food businesses comply with measures in the Food Information Regulations 2014 on providing written allergen information for labels.

The Food Standards Agency (FSA) is responsible for food safety related labelling, including allergens. Local authorities are responsible for enforcing food law in the vast majority of food businesses, including those in the retail and catering sector. As central competent authority, the FSA monitors the delivery of official controls by local authorities.
The FSA produces the statutory Food Law Code of Practice and associated Practice Guidance establishing a set of expectations for the activities local authorities are responsible for under food law, and how these are to be delivered. This is supported by a range of training, advice, and guidance to help food officers discharge their functions. Recent changes to the Food Law Code of Practice will enable a more risk-based and intelligence-driven approach to targeting premises for food standards inspections and carrying out interventions, and includes specific consideration of the risk factor for compliance with providing allergen information.
The FSA also provides support for food businesses, for example through guidance and training, on providing allergen information in line with the requirements of the 2014 Food Information to Consumer Regulations to help drive up compliance and make it easier for people with a food allergy, intolerance, and coeliac disease to make safe choices when eating out.

The United Kingdom Timber Regulations (UKTR) prohibit the placing of illegally harvested timber on the market. Under the Withdrawal Act, UKTR applies to GB. Businesses must exercise due diligence on timber imports to demonstrate legality of harvest.
The Forest Law Enforcement Governance and Trade (FLEGT) Regulations and associated Voluntary Partnership Agreements (VPA), aim to improve the supply of verified legal timber to the UK market. Producer countries who have agreed a VPA with the UK and can demonstrate effective nationwide controls verifying legality of harvest, can issue FLEGT licences.
Under the UK Government Timber Procurement Policy, all timber products procured for use on the Government estate must meet accepted standards of legality and sustainability.

We are taking strong action to support children and their families in achieving and maintaining a healthier weight. The Government is investing approximately £300 million to improve support for families though the joint Department of Health and Social Care and Department for Education Family Hubs and Start for Life Programme. The programme will implement many elements of the Best Start for Life Vision and is delivering a step change in outcomes for babies, children, and their parents and carers in 75 local authorities in England, including those with high levels of deprivation.
The funding package includes £50 million to invest in infant feeding services, which will enable participating local authorities to design and deliver a blended offer of advice and support, in line with local needs.
We support more than three million children through the Healthy Foods Scheme. We also support parents with primary aged children in England to eat well, and move more, through Better Health Families. This includes healthy eating advice and easy recipes, a Food Scanner app to help families to swap less healthy foods and drinks to healthier alternatives, and the Healthy Steps email-programme to inspire and support parents to take easy steps to improve their families' health and wellbeing.
We work with the Department for Education to ensure that children are provided healthy food options in early years settings, and in school. For children aged zero to five years old, the Early Years Foundation Stage framework states that where children are provided with meals, snacks, and drinks, they must be healthy, balanced, and nutritious. The Eat Better, Start Better guidelines and example menus support parents, carers, and anyone working with children to provide healthy food options.
The School Food Standards are set in legislation and require that school caterers serve healthy and nutritious food and drinks, to ensure children get the energy and nutrition they need throughout the school day. Foods high in fat, salt, and sugar are restricted. We are also helping schools boost physical activity to help children maintain a healthy weight and good overall health through the Primary School PE and Sport Premium and the School Games Organiser Network.
In addition, primary school children are educated about healthy eating through the relationships, sex, and health education curriculum. By the end of primary school, pupils should know what constitutes a healthy diet, the principles of planning and preparing a range of healthy meals, the characteristics of a poor diet, and risks associated with unhealthy eating. We have programmes to identify children living with excess weight, and local authorities and the National Health Service in England provide weight management services.
The National Child Measurement Programme monitors the weight status of children at the start and end of primary school. The programme provides is a useful prompt to parents and schools to support healthy eating and physical activity. Data is used to help local authorities plan healthy weight, food and activity support and services for children and their families.
Local authorities can fund weight management services to support children and families, to achieve a healthier weight from their Public Health Grant. The NHS has commissioned a number of Complications from Excess Weight clinics across England for children and young people living with complications related to severe obesity. We are also delivering an ambitious programme of work to create a healthier environment to help people achieve and maintain a healthier weight.

To ask His Majesty's Government whether they intend to implement the recommendations of Bite Back’s report Fuel Us Don’t Fool Us, published on 22 February, concerning the sale and marketing of unhealthy food and drink to children and young people.

The Government is committed to working with businesses to ensure we create the conditions for a healthier nation. We welcome Bite Back’s report, Fuel Us Don’t Fool Us, and will consider its recommendations.
Plans to restrict the location of foods high in fat, salt or sugar came into force on 1 October 2022. These restrictions are the single most impactful obesity policy at reducing children’s calorie consumption and are expected to accrue health benefits of over £57 billion and provide savings to the National Health Service of over £4 billion, over the next 25 years. Calorie labelling in large restaurants, cafes and takeaways has also been in force since April 2022 to support consumers to make healthier choices when eating out or getting a takeaway.
On 1 October 2025, the volume price promotion restrictions will come into force restricting volume price promotions such as "3 for 2" offers on less healthy products. The Government will simultaneously introduce a United Kingdom-wide 9pm TV watershed for products high in fat, salt or sugar and a restriction of paid-for advertising of these products online, also on 1 October 2025.
The Government has held a consultation to gather evidence on the existing UK colour coded front of pack labelling scheme and will respond in due course. The Government laid legislation in Parliament on 20 February 2024 which will introduce improvement notices for breaches to compliance with nutrition and health claims which will come into force on 1 October 2024. This will enable improvement notices to be used as a more proportionate first step in the enforcement of the requirements around the use of nutrition and health claims on food and drinks in England.
The Government is working with industry on the Food Data Transparency Partnership in co-developing voluntary reporting requirements for food business to demonstrate the healthiness of their sales.
Decisions about the future development of taxes are made by the Chancellor, in line with the Government’s tax policy-making framework.
