This Government is currently in negotiations with eight partners – India, the Gulf Cooperation Council, Canada, Mexico, Israel, Switzerland, Greenland and the Republic of Korea. We also have plans to start negotiations with Turkey and the Maldives.

With the Machine of Government, Trade Negotiation Group increased its responsibility to cover wider trade policy and FTA implementation. In October 2023, DBT had 722 staff in the Trade Policy, Implementation and Negotiations Group.

To ask the Secretary of State for Environment, Food and Rural Affairs, whether her Department held discussions at the recent North Atlantic Salmon Conservation Organisation on protecting salmon stocks as they migrate to feeding grounds in the North Atlantic; and if she will press for international agreement on such protections.

As a contracting party to the North Atlantic Salmon Conservation Organisation (NASCO), the UK took part in the organisation’s annual meeting in June. Salmon migrating to the North Atlantic are protected by NASCO’s prohibition of fishing salmon beyond coastal States’ jurisdictions with the exception of the waters off West Greenland, where salmon fishing is capped at 27 tonnes per annum until 2025.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to measure changes in the level of climate-related (a) loss of the coastline, (b) flooding, (c) drought and (d) other extreme weather events.

The Government uses cutting-edge science, including advances in climate modelling and projections, to inform and prepare our response to rising sea levels. The Government continues to work closely with the Met Office to assess the science of sea-level rise as part of the Met Office Hadley Centre Climate Programme, including examining the implications of the latest IPCC's 6th assessment report (AR6). This includes the outcome of significant ice mass loss from Antarctica and Greenland.

Our long-term policy statement sets out our ambition to create a nation more resilient to future flood and coastal erosion risk. It includes five ambitious policies and over 40 supporting actions we will take to accelerate progress to better protect and prepare the country against flooding and coastal erosion from more frequent extreme weather as a result of climate change.

To ask the Secretary of State for Work and Pensions, how many UK pensioners living overseas had their pensions stopped in 2022 because of life certificate forms and postal issues, broken down by country.

DWP allows 16 weeks for the completed Life Certificate to be returned under normal circumstances. In 2022, DWP was notified of the postal issues effecting deliveries in Canada. In light of this, we reinstated the State Pension of those effected and extended the normal 16-week time limit by another 48 weeks for the completed Life Certificates to be returned.

DWP does not maintain data regarding the temporary suspension of International State Pensions owing to postal issues, as this is not something the Department is able to determine. However, DWP does hold data for the temporary suspensions due to the non/late return of a Life Certificate in 2022.

The number of UK State Pension customers whose payments were temporarily suspended due to the non/late return of Life Certificates issued in 2022 was 37,517; this is broken down by country as follows: -

To ask the Secretary of State for International Trade, when she expects the UK to meet the Government's target for 80 per cent of UK Trade to be carried out under Free Trade Agreements.

The UK Government has secured trade agreements with 71 countries plus the EU. These partners accounted for 63% (£814bn) of UK bilateral trade in 2021. It is important to remember that when the Government adopted this target the United States was in ongoing talks on a free trade agreement (FTA) with the UK but has since taken a different approach to FTA talks under the Biden administration. The US is 16.6% of our total global trade. We continue to make progress, signing three Memoranda of Understanding at state-level to facilitate trade and investment opportunities.

Our Free Trade Agreement programme continues at unprecedented pace and scale. We are negotiating with seven partners concurrently – India, the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), Gulf Cooperation Council (GCC), Canada, Mexico, Israel and Greenland. We are also in preparations to begin negotiations on new trade deals with Switzerland and South Korea.

We have an ambitious programme, but it is the substance of trade deals that is important, not the timing.

We have an ambitious programme of Free Trade Agreement (FTA) negotiations to help our nation become a truly Global Britain.  The UK Government has already secured trade agreements with 71 countries plus the EU, partners that accounted for 63.1% (£814bn) of UK bilateral trade in 2021. Our FTA programme continues at pace, with trade negotiations currently live with eight markets – India, the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), and Gulf Cooperation Council (GCC), Canada, Mexico, Israel and Greenland, as well as negotiating a Digital Trade Agreement with Ukraine.
