To ask the Secretary of State for Business, Energy and Industrial Strategy, whether has has made an assessment of the effect of increases in energy prices on the cost of running buildings owned by his Department.

The Department is committed to reducing energy consumption and has carried out a number of energy efficiency measures at its headquarters (which is leased through the Government Property Agency) at 1 Victoria Street, London, to reduce energy costs and greenhouse gas emissions. These include upgrading lighting to LEDs, upgrading the Building Management System (BMS) and central building services, installing electrical sub-metering throughout the building, and installing Artificial Intelligent BMS software. The Department monitors its energy consumption and reports on its greenhouse gas emissions as part of the Greening Government Commitments.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what assessment he has made of the effect of intelligent electrical heating on the effectiveness of Energy Performance Certificate gradings.

The Standard Assessment Procedure (SAP) is used to assess the energy performance of homes. It produces an annual estimate of a dwelling’s energy consumption, running cost and carbon emissions and these calculations form the basis of an Energy Performance Certificate (EPC). At present, we do not have a standard way of reflecting intelligent electric heating systems in SAP, so they are treated the same way as normal electric heating systems when calculating an EPC. The Department will consider how to better reflect the impact of intelligent electrical heating for the next version of SAP, SAP 11.

The Aging Society Mission is a cross-government priority with the aim of delivering an additional five years of independent living by 2035. DHSC’s ‘Prevention is better that cure’ vision sets out the steps to deliver this mission. So far we have announced £98 million of investment through the Healthy Ageing Industrial Strategy Challenge Fund to stimulate well-designed innovations that support people to enjoy active and independent lives for longer. We have announced plans to launch a ‘Home of 2030’ design and innovation competition later this year – which will seek to prototype the homes of the future that are built to a standard suitable for the changing needs across a lifetime. We have part-funded the new National Innovation Centre for Ageing in Newcastle, which is due to open later this year. In addition, we have announced over £130 million of investment to support healthcare innovation, including £69.5 million through UKRI’s Strategic Priorities Fund to unlock new treatments that allow people to lead healthier and longer lives. We have launched a joint UK–Japan competition to support British and Japanese businesses to harness AI and robotics to develop and showcase a new generation of assisted living products to help create safe, ethical and intelligent home environments.

What steps he is taking to tackle rising energy prices.

We are bringing forward the Price Cap Bill, an intelligent intervention to protect consumers.
Ofgem is already capping tariffs for 1 million households this year, and consulting on protection for another 2 million next winter. This is in addition to the 4 million households protected under the pre-pay cap.
That is not all, smart meter rollout, focusing of ECO money on fuel poor households and working with Citizens Advice and the Energy Saving Trust to get people switched to better deals.
All this will help keep bills down for households.

It received a £400,000 Local Enterprise Grant offer in 2014 and this grant is open to Centre for Maritime Intelligent Systems (CMIS) to access on a match funded basis until 31 March17. In FY2016-17 they expect to draw down c. £25,000 of this grant. Industry provides all other resources for CMIS to operate.

Data on the number of smart electricity and gas meters installed in Great Britain is set out in the Government’s ‘Smart Meters, Quarterly Report to end June 2016’, published on 29 September 2016:
Across Great Britain, more than 4.2 million meters are now operating under the Programme. Northern Ireland is undertaking a separate roll-out programme.
Data is not collected from energy suppliers in a format that allows constituency or London-borough level data to be produced.

To ask the Secretary of State for Business, Energy and Industrial Strategy, what steps he is taking to encourage companies to capitalise on markets that make use of satellite data, such as maritime surveillance and satellite broadband.

The industry-led Space Innovation and Growth Strategy set out that space services and applications are likely to provide the majority of future growth in the sector. Maritime surveillance and satellite broadband were highlighted in this strategy as priority growth opportunities, and the UK Space Agency has been working with industry to remove barriers to growth and develop specific opportunities in these areas.
In 2013, Innovate UK established the Satellite Applications Catapult specifically to help UK industry to develop applications and services based on space data and grasp these new opportunities. The UK Space Agency’s Space for Smarter Government Programme works across Government to promote the intelligent use of space data. An outcome from that programme is the use of satellite broadband to support the NHS’s mobile breast-cancer screening services.

The Defence Growth Partnership (DGP) is an industry led group, established jointly by industry and government to deliver export-led growth within the Defence sector. It does not receive any public funding. Since 2014, it has enabled joint industry and government resource equivalent to £50 million over three years to achieve its agenda: £30 million for strengthening the UK Defence & Security Organisation and establishing the UK Defence Solutions Centre (UKDSC). The remaining £20 million is currently delivered through a number of initiatives supporting the DGP’s growth agenda: establishment of the Centre of Maritime Intelligent Systems (CMIS); Dual Use Technology Exploitation (DUTE) cluster and the MOD Innovation Challenge fund.
Government and industry have committed through a mix of cash and resource equivalent to £3.8m in 2015-16 to the UKDSC and a similar figure is predicted for 2016-17. As of 1 April 2016, there were 4 staff directly employed by the UKDSC and 28 secondees from across the 16 DGP Partner Companies.
