All types of road vehicle headlamps are designed, tested and approved to internationally recognised standards to help prevent undue glare on a broad range of roads and environments. However, the Government is aware of concerns raised by members of the public and we intend to commission independent research shortly.

While there are clear safety, security and economic benefits associated with the use of LED lighting, the scientific evidence base on its adverse effects is less advanced. The government is committed to improving the evidence base to ensure we understand the effects more fully before making further policy interventions.

The Official Injury Claim (OIC) service is a free, easy-to-use online system owned and operated by the Motor Insurers’ Bureau (MIB) on behalf of the Ministry of Justice. OIC was built to be usable and accessible including to those with access needs or who prefer or require assistive or adaptive technologies.

On-screen guidance leads both represented and unrepresented claimants through the claims process, supported by an online help-hub and additional written guidance. There is also a dedicated telephone Portal Support Centre who can assist claimants who need to make a paper-based claim. The OIC also provides translation services in multiple foreign languages.

Ministry of Justice officials continue to work with MIB to increase awareness and improve the visibility of the OIC through identifying and implementing appropriate web optimisation. Regularly updated useful information on making a claim via the OIC is also available on GOV.UK.

To ask His Majesty's Government what assessment they have made of the causes of the reported 2,000 per cent increase in UK car exports to Azerbaijan since they imposed sanctions prohibiting such car sales on Russia; and what steps they will take if it is found that the 2,000 per cent increase is partly caused by attempts to evade sanctions imposed on Russia.

The Department for Business and Trade has spoken with industry stakeholders, who have confirmed the sector's commitment to compliance with all trade and economic sanctions, including those on Russia. There are currently no sanctions on UK luxury car exports for use in Azerbaijan. HMRC investigates credible allegations of trade sanctions offences and has a range of options for tackling breaches, including referral for criminal prosecution.

We continue to work to prevent Russia's efforts to circumvent sanctions and recently announced the creation of the Office of Trade Sanctions Implementation to improve the implementation and enforcement of trade sanctions, complementing HMRC's existing powers.

Bridleways and Public Footpaths: Motor Vehicles

To ask His Majesty's Government what assessment they have made, if any, of the scale of damage to public footpaths and bridleways caused by four-wheel drive vehicles and scrambler bikes.

The recreational use of motor vehicles on footpaths, bridleways and restricted byways is not permitted, therefore no such assessment has been undertaken. Any damage caused by illegal activity is a matter for the appropriate authorities.

The Government is aware of damage and disturbance caused by excessive use of off-road motor vehicles on highways where such activities are legal, such as byways open to all traffic and on other unsealed roads which carry motor vehicle rights, often referred to as ‘green lanes’. This issue was included in the consultation on the recent Landscapes Review. The results of the consultation concluded that the current Traffic Regulation Order process is legally robust enough to protect green lanes with targeted local action in sensitive areas, while allowing vehicle users to responsibly enjoy the countryside.

It is recognised across HMG that, for example, the exchange of gifts and hospitality have long been an important part of building relations, particularly overseas. The motorsport industry provides significant economic opportunities for the UK, generating over £10 billion in revenue each year, and UK Ambassadors to Bahrain and Saudi Arabia have regularly attended F1 events as part of their official duties. Offers of gifts or hospitality to FCDO officials are recorded and regularly audited under our management assurance processes.

The Government recognises the significant impact theft has on businesses, communities, and consumers. The Crime Survey for England and Wales shows neighbourhood crime is down 51% compared to findings from the year ending March 2010.

We have recently taken significant steps to improve the police response to acquisitive crime, including car theft and shoplifting. The National Police Chiefs’ Council has made a commitment that police forces across England and Wales will follow up all crimes where there is actionable evidence and the chance of identifying an offender. His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) have commenced a thematic inspection on the effectiveness of police investigations which will include an assessment of how police forces are implementing the reasonable lines of enquiry commitment.

The Government is working closely with police and motor manufacturers through the National Vehicle Crime Working Group, chaired by ACC Jennifer Sims, the National Police Chiefs’ Council lead for vehicle crime, to take forward a programme of work to prevent and reduce vehicle crime nationally. A network of vehicle crime leads has been established in every police force in England and Wales, ensuring forces share information about emerging trends in vehicle crime and are better able to tackle regional issues. The Metropolitan Police Service are represented on the Working Group and have an established vehicle crime lead.

We are legislating through the Criminal Justice Bill to create two new offences where a person possesses, makes, adapts, supplies or offers to supply electronic devices where there are reasonable grounds to suspect they will be used in vehicle theft. The legislation will make it easier for police to prosecute criminals making and supplying these devices, as well as vehicle thieves.

In October 2023, the National Police Chiefs’ Council (NPCC) published the Retail Crime Action Plan - October 2023.pdf (nbcc.police.uk). Through this Plan, all forces across England and Wales have committed to prioritise police attendance at the scene where violence has been used towards shop staff, where an offender has been detained by store security, and where evidence needs to be secured and can only be done by police personnel. Additionally, where CCTV or other digital images are secured, police will run this through the Police National Database to aid efforts to identify prolific offenders or potentially dangerous individuals.

We are continuing to work closely with retail businesses, security representatives, trade associations and policing through the National Retail Crime Steering Group (NRCSG), which meets on a quarterly basis, to ensure the response to retail crime, including shoplifting, is as robust as it can be.

The UK has banned the direct export of thousands of goods to Russia, including luxury vehicles. UK Regulations also prohibit the circumvention of our sanctions. We have been clear to UK business that they need to satisfy themselves that their goods will not end up in Russia. With EU and US partners, we are engaging a range of third countries to reduce the risk of sanctioned goods reaching Russia.

To ask the Chancellor of the Exchequer, whether his Department is taking steps to monitor the end destination of vehicle exports to ensure compliance with international sanctions.

HMRC is responsible for the civil and criminal enforcement of export controls and trade sanctions which fall within its customs remit. In addition, for certain trade sanctions outside its customs, HMRC enforces under criminal law on referral from a civil enforcement body.

At UK ports and airports, HMRC in partnership with Border Force carries out targeted risk and intelligence-based checks to ensure traders are compliant with sanction measures and identify breaches.

HMRC takes breaches of sanctions seriously and undertakes a preliminary investigation into all credible allegations of Trade Sanctions offences.

Options for tackling breaches of export controls or sanctions range from the issuing of written warnings, through to compound settlements and, in the most serious cases, referral to the UK Prosecution Authorities for consideration of criminal prosecution.

The Government is committed to tackling vehicle crime. The latest estimates from the Crime Survey for England and Wales shows there were 726,000 incidents of vehicle-related theft in the year ending September 2023. This represents a 39% fall, when compared with the year ending March 2010, when there was an estimated 1,198,000 such incidents.

The Government is working closely with police and motor manufacturers through the National Vehicle Crime Working Group, chaired by ACC Jennifer Sims, the National Police Chiefs’ Council lead for vehicle crime, to take forward a programme of work to prevent and reduce vehicle crime nationally. This includes training police officers on methods used to steal vehicles, encouraging vehicle owners to secure their vehicles and working with industry to prevent theft. A network of vehicle crime leads has been established in every police force in England and Wales, ensuring forces share information about emerging trends in vehicle crime and are better able to tackle regional issues. The Metropolitan Police Service are represented on the Working Group and have an established vehicle crime lead.
