To ask the Minister of State, Foreign, Commonwealth and Development Office, how many requests for consular support were made to each British Embassy or Consulate in 2023; and how many of those were responded to by officials within a period of 24 hours.

Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

To ask the Secretary of State for Defence, with reference to his Department's press release of 11 December 2023 entitled British minehunting ships to bolster Ukrainian Navy as UK and Norway launch maritime support initiative, whether the two Sandown Class minehunters procured by Ukraine through UK Export Finance have arrived in Ukraine.

It would not be appropriate to discuss specifics of the vessels transiting to Ukrainian waters.

The Ukrainian crew of the vessels are currently undergoing training around UK waters, which has included participation in a multinational Mine Counter Measures exercise. The Royal Navy will continue to support these efforts and remains ready to assist with the transit of the vessels to Ukrainian waters, when appropriate.

Ofgem is responsible for awarding regulatory approval to electricity interconnector projects in Great Britain. There are two main routes to regulatory approval, through the awarding of a cap and floor regime, or a merchant route. Including both routes, Ofgem has given approval to the following projects:

  • IFA 2000MW (GB - France)
  • Moyle 500MW (GB - Northern Ireland)
  • BritNed 1000MW (GB - Netherlands)
  • East-West 500MW (GB - Republic of Ireland)
  • Nemo Link 1000MW (GB - Belgium)
  • IFA2 1000MW (GB - France)
  • North Sea Link (NSL) 1400MW (GB - Norway)
  • ElecLink 1000MW (GB-France)
  • Viking Link 1400MW (GB - Denmark)
  • Greenlink 500MW (GB - Republic of Ireland)
  • GridLink 1250MW (GB - France)
  • FAB 1250MW (GB - France)
  • NeuConnect 1400MW (GB-Germany)

Ofgem is assessing a selection of projects that applied for regulatory approval through the third cap and floor application window. These results are interim and are being consulted upon. The final decision will be made in summer 2024 by Ofgem. The projects that are awaiting final regulatory decisions are:

Following the initial roll out of the COVID-19 vaccination programme in December 2020, the Medicines and Healthcare products Regulatory Agency (MHRA) had a comprehensive surveillance strategy in place, enabling continual close monitoring of emerging safety evidence, including relevant safety information from international regulators. This included engagement with the European Medicines Agency to discuss data emerging from European Member States and countries in the European Economic Area, such as Norway. The MHRA communicates safety advice based upon consideration of the totality of evidence from all relevant information sources, rather than the strengths and limitations of individual data sources.

To ask His Majesty's Government what assessment they have made of the risk that higher education institutions succumb to pressure from student unions to undertake boycott divestment and sanction actions in relation to their investment and procurement decisions.

The Government is aware that the BDS Movement has taken credit for divestments from Israeli companies carried out by universities following pressure from student campaigns. For example, the BDS Movement took credit for divestments from Israeli military suppliers by the University of Manchester in 2020 and procurement decisions by King’s College London and Southampton University. The Government is also aware of recent examples of student unions passing motions to lobby their universities to boycott and divest from Israeli companies, including for example Manchester University Student Union in 2022 and Warwick University Student Union in 2023. There are concerns that these campaigns can damage community cohesion and legitimise antisemitism. There are also examples overseas of the BDS Movement pressing universities to boycott or divest from Israeli companies for example in Norway or the United States of America. The Bill rightly applies to universities and higher education providers to prevent them succumbing to student union pressure in the future and to tackle this type of divisive activity on campuses.
