To ask the Minister of State, Foreign, Commonwealth and Development Office, how many requests for consular support were made to each British Embassy or Consulate in 2023; and how many of those were responded to by officials within a period of 24 hours.

Our consular staff endeavour to give appropriate and tailored assistance 24 hours a day, seven days a week and 365 days a year, to British nationals overseas and their families in the UK who need support. In 2023, in addition to long running cases, we provided support to around 22,000 British nationals, see breakdown by Post in the table below. The FCDO reports publicly on consular delivery through the FCDO Outcome Delivery Plan [https://www.gov.uk/government/publications/foreign-commonwealth-development-office-outcome-delivery-plan]. Publishing our transparency data is currently on hold while we embed a new Case Management system.

To ask the Secretary of State for Science, Innovation and Technology, whether she has had recent discussions with the Secretary of State for the Home Department on taking steps to help protect vulnerable people from crime during the digital switchover of telephony services.

DSIT is coordinating the cross-government response to the Public Switched Telephone Network (PSTN) switchover. DSIT is engaging closely with counterparts in the Department for Levelling Up, Housing and Communities (DLUHC) as well as the Local Government Association (LGA). DSIT is a member of the LGA’s working group which focuses on supporting local authorities with the PSTN migration, as well as the 2G/3G switch-off.
DSIT supported the LGA in publishing a guidance note for councils on how to raise awareness among residents, and seek to prevent and disrupt anyone from using the digital switchover as a means to advance criminal activity. DSIT also works closely with the Home Office, as the department responsible for crime policy, as well as Ofcom - the independent telecoms regulator - on a range of issues to tackle telephone enabled fraud and bring criminals to justice.

DLUHC’s “Future Councils” pilot programme has recently published a report identifying the most common challenges to digital transformation and is building on its findings.
Ofcom wrote to local government organisations on 17 January 2024 to reiterate the importance of ensuring that councils are prepared for any changes that may impact on the delivery of services when 3G and then 2G is switched off. The letter can be found via the following link:

Network Rail have recently updated their process to begin publishing details of all future access rights released under Part J of the Network Code on their website. The Office for Rail and Road also publish on their website details of consolidated contract and track access decisions which allow potential market entrants to identify new opportunities.

The Department plans to implement Section 95 later this year. This will be subject to Parliament’s approval of the regulations setting out the procedure for preparing and publishing mandatory information standards, on which the Department has recently consulted.
Once Section 95 is in force and compliance with information standards becomes mandatory, the Department will use section 251ZA, where appropriate, to monitor compliance with information standards, including by requiring National Health Service providers and others to whom information standards apply, to provide information for this purpose.
NHS England is responsible for the Accessible Information Standard (AIS), and plans to update the AIS to take account of the statutory approach to information standards in due course. NHS England has also completed a review of the AIS to help ensure that the communication needs of people with a disability, impairment, or sensory loss are met in health and care provision. One of the aims of the review was to strengthen assurance of implementation of the AIS, and a self-assessment framework has been developed to support providers of NHS and social care services to measure their performance against the AIS, and develop improvement action plans to address gaps in implementation.
NHS England will publish a revised AIS in due course. Following publication, NHS England will continue work to support its implementation with awareness raising, communication and engagement, and updated e-learning modules on the AIS, to ensure NHS staff are better aware of the standard, and their roles and responsibilities in implementing it.

To ask the Secretary of State for Transport, pursuant to the Answer of 14 December 2023 to Question 5623 on Elizabeth Line and Southeastern: Repairs and Maintenance, what progress the cross Whitehall task force has made on (a) mitigations against redundancies and (b) bringing forward (i) existing refurbishment and (ii) new contracts for (A) Southeastern Rail and (B) Elizabeth Line trains.

Ministers and officials have held intensive discussions over several months with rolling stock manufacturers to explore options to help them find viable and sustainable long-term solutions around their rolling stock capabilities. In January of this year, I published a pipeline of opportunities which I would expect all manufacturers to bid for; however, there is no guarantee on who will win these.
In March 2024, Alstom was successfully awarded a contract for the refurbishment of the CrossCountry Voyager fleet that will support UK suppliers and skilled jobs across the country.
Officials in collaboration with the operator continue to work at pace on publishing the Invitation to Negotiate for the Southeastern procurement.
The Secretary of State has met with Alstom to discuss a potential way forward regarding the Elizabeth Line fleet and a statement will be made at the appropriate time.

Question to the Department of Health and Social Care:
To ask the Secretary of State for Health and Social Care, what assessment she has made of the potential implications for her policies of average waiting times for young people to access mental health services in Warwickshire.

Whilst the Department has made no such assessment, we know that some children and young people are waiting longer than we would like to get help with their mental health, which is why we have been increasing access to services. Over the year to December 2023, over 750,000 children and young people aged under 18 years old were supported through National Health Service-funded mental health services, representing a 31% increase since March 2021.
NHS England is working to improve the quality of data on access and waiting times for children and their families and carers waiting to receive community-based mental health care. NHS England began publishing this new data in 2023 to improve transparency and drive local accountability.

Since publishing our strategy, we have made excellent progress to grow our domestic sector, improve our supply chain resilience and protect our national security.
We have launched the Semiconductor Advisory Panel, an incubator pilot programme, ChipStart UK, joined the EU Chips Joint Undertaking, agreed an ambitious partnership with Japan and secured commitments to work more closely with the US and the Republic of Korea.
We are on track to invest £240 million by April 2025.
It should be further noted that this government has invested more into priority technologies like semiconductors than any government in history.
