We remain committed to promoting a healthy diet for adults and children and are delivering an ambitious programme of work to create a healthier environment to help people make healthy food choices to improve health and to tackle diet related ill health. There are a range of measures in place to support improving diets, promoting physical activity and reducing obesity.

Regulations on out of home calorie labelling for food sold in large businesses, including restaurants, cafes and takeaways, came into force in April 2022. Restrictions on the placement of products high in fat, sugar or salt in key selling locations, came into force on 1 October 2022.  We will be implementing restrictions on the sale of less healthy products by volume price such as ‘3 for 2’ and will introduce restrictions on the advertising of less healthy products before 9pm on TV and paid for less healthy product advertising online from 1 October 2025.

We are working with the food industry to make further progress on reformulation and ensure it is easier for the public to make healthier choices. The Food Data Transparency Partnership will help enable and encourage food companies to voluntarily demonstrate progress on the healthiness of their sales.

The Government continues to promote the Eatwell Guide principles through the NHS.UK website and government social marketing campaigns such as Better Health Healthier Families and Start for Life. We are also supporting more than three million children through the Healthy Foods Schemes and helping schools boost physical activity to help children maintain a healthy weight and good overall health through the Primary School PE and Sport Premium and the School Games Organiser Network.

We are continuing to support local authorities to improve the uptake of the NHS Health Check, England's cardiovascular disease prevention programme. The NHS Health Check helps to prevent a range of conditions including heart disease and type 2 diabetes. Each year the programme engages over 1 million people and prevents around 400 heart attacks or strokes.

To ask the Secretary of State for Health and Social Care, if she will make an assessment of the potential merits of bringing forward further policies to help reduce the (a) sugar, (b) fat and (c) salt content in diets.

Restrictions on the advertising and volume price promotions, such as buy-one-get-one free or three for £2 offers, for less healthy foods will come into force on 1 October 2025. The advertising legislation will lead to the introduction of a 9:00pm television watershed and restrict paid-for advertising of less healthy products online, United Kingdom wide.

Impact assessments already published for these measures show that the volume price promotions restrictions are expected to accrue health benefits of £2 billion, and National Health Service savings of £180 million over 25 years. The advertising restrictions are expected to deliver health benefits of £2 billion, and NHS savings of £50 million over the next 100 years.

Voluntary guidelines to reduce levels of sugar and salt in, and improve the labelling of, commercial baby food and drink aimed at those aged up to 36 months old, are currently being finalised and will be published in the spring.

Businesses are being given until the end of 2025 to deliver the sugar and calorie reduction targets through the voluntary reformulation programme. These targets were due to be delivered earlier than this, but businesses have been given additional time because of the impacts of the COVID-19 pandemic on the food system. The Government will continue to monitor this area, but will explore other levers if progress is not made. Through the sugar reduction workstream of the overarching reformulation programme, between 2015 and 2020 reductions in sugar levels were delivered in breakfast cereals, yogurts, and pre-packed flavoured milk based drinks of 14.9%, 13.5%, and 29.7%, respectively.

Discussions are also underway to establish a Food Data Transparency Partnership (FDTP). This is a multi-year partnership between the Government, industry, and civil society to improve access to, and the availability of, data to build consistent reporting requirements for businesses on key health and sustainability objectives.

To ask the Secretary of State for Health and Social Care, what recent assessment she has made of the implications for her policies of trends in the level of obesity; and what steps her Department is taking to help tackle obesity.

The Government is delivering a wide range of measures to reduce the numbers of both adults and children who are overweight, or living with obesity. To date this includes legislative measures to limit the advertising, and location and price promotion, of less healthy products, and to ensure calorie levels are provided on menus when eating out of the home. Impact assessments for the legislated measures suggest there will be substantial health benefits, as well as savings to the National Health Service, accrued.

We have seen important successes through the Soft Drinks Industry Levy (SDIL), which between 2015 and 2020 has seen sugar levels reduced by 46% in, and over 46,000 tonnes of sugar removed from, products in scope of the levy. Data from the National Diet and Nutrition Survey from 2019 shows that sugar intakes have fallen for some age groups. In older children and adolescents, this appears to be partly driven by soft drinks contributing less to sugar intakes, likely as a result of the changes made to drinks included in the SDIL. A paper on the association of obesity in primary school children and the SDIL suggests that the reduction in the sugar content of soft drinks delivered by the SDIL could have prevented up to 5,000 cases of obesity in girls in the last year of primary school. Reductions were greatest in girls who attended schools in the 40% of the most deprived areas. Further information from the paper is available at the following link:

The voluntary reformulation programme requires businesses reduce levels of sugar, salt, and calories in everyday food and drink. Levels of sugar have reduced in breakfast cereals, yogurts, and pre-packed milk-based drinks by 15%, 13.5%, and 29.7% respectively, between 2015 and 2020. Levels of salt have reduced in some products by 20%.

Discussions have been held by officials with the food and drink sector on taking steps to provide healthier alternatives to products that are high in salt since 2004, high in sugar since 2014, and high in calories since 2017. Provision of healthier alternatives to products that are high in saturated fat have been part of those discussions.

My Rt hon. Friend, the Secretary of State for Health and Social Care meets regularly with external stakeholders on a variety of issues. These ministerial meetings are routinely published on a quarterly basis in arrears on the GOV.UK website. However, my Rt hon. To ask His Majesty's Government, with regard to the Statement of reasons for the decision on the application for emergency authorisation for the use of Cruiser SB on sugar beet crops in 2024, updated on 18 January, what steps they are taking to ensure that sugar beet growers are able to comply with the conditions of emergency use, in particular that (1) "Only a specific list of crops, none of which flower before harvest, are permitted to be planted in the same field as treated sugar beet within 32 months", and (2) "no further use of thiamethoxam seed treatments on the same field within 46 months"; and what assessment they have made of likely compliance from sugar beet growers given restrictions on land supply and restrictions on reuse of a field for sugar beet cultivation that may take place before 46 months has passed since the last same usage.

All pesticide use in the UK is regulated through HSE’s overarching programme of enforcement and compliance. This includes extensive monitoring and intelligence-led enforcement activities to ensure that the supply and use of pesticides complies with legal requirements.

All UK sugar beet is grown under commercial contracting arrangements. Growers are used to meeting a range of requirements and are supported throughout the season by weekly monitoring and advice provided by the British Beet Research Organisation (BBRO). This provides a robust control mechanism for stewardship.

As part of the stewardship programme, all growers are fully advised of the requirements for use of seeds treated with Cruiser SB. The restrictions on the planting of succeeding crops are designed to limit levels of neonicotinoids in the environment and to be capable of incorporation into typical arable crop rotation patterns.

Farmers can decide whether or not they wish to grow sugar beet in a given year and, if so, whether they wish to use Cruiser SB. The restrictions on succeeding crops will be a factor in that decision; those farmers that opt to grow sugar beet with Cruiser SB will have considered how to accommodate the restrictions within their crop rotation plans.

A statement of reasons for the emergency authorisation of Cruiser SB in 2024 can be found attached to this answer.

An emergency authorisation cannot run from year to year. This authorisation is for the 2024 sugar beet crop only and is valid for 120 days. Use of Cruiser SB or a similar product in any subsequent years would require the submission of a further application. Any future applications would be carefully assessed against the regulatory framework for emergency authorisations.

The decision to authorise the short-term emergency use of a pesticide is never taken lightly and is based on robust assessment of the risks and benefits. The emergency authorisation we have issued this year for the use of a neonicotinoid on sugar beet is subject to strict conditions to mitigate risks to the wider environment.

We remain absolutely committed to the targets agreed in the Kunming-Montreal Global Biodiversity Framework. UK diplomatic leadership was critical to agreeing the framework and we will continue to champion the framework’s implementation.

We welcome the text in target 7, as Integrated Pest Management (IPM) lies at the heart of the UK's approach to minimise the environmental impact of pesticides.

In addition, the Government recently held a roundtable with members of the British sugar industry and environmental organisations to discuss the industry’s progress on implementing alternative pest control measures to neonicotinoids. I urge British Sugar and others in the sector to drive forward these plans, so that their outputs can be implemented in the field at pace.

The Government is investing approximately £300 million to improve support for families though the joint Department of Health and Social Care and Department for Education Family Hubs and Start for Life Programme. The programme will implement many elements of the Best Start for Life Vision and is delivering a step change in outcomes for babies, children, and their parents and carers in 75 local authorities in England, including those with high levels of deprivation.

The funding package includes £50 million to invest in infant feeding services, which will enable participating local authorities to design and deliver a blended offer of advice and support, in line with local needs.

We support more than three million children through the Healthy Foods Scheme. We also support parents with primary aged children in England to eat well, and move more, through Better Health Families. This includes healthy eating advice and easy recipes, a Food Scanner app to help families to swap less healthy foods and drinks to healthier alternatives, and the Healthy Steps email-programme to inspire and support parents to take easy steps to improve their families' health and wellbeing.

We work with the Department for Education to ensure that children are provided healthy food options in early years settings, and in school. For children aged zero to five years old, the Early Years Foundation Stage framework states that where children are provided with meals, snacks, and drinks, they must be healthy, balanced, and nutritious. The Eat Better, Start Better guidelines and example menus support parents, carers, and anyone working with children to provide healthy food options.

The School Food Standards are set in legislation and require that school caterers serve healthy and nutritious food and drinks, to ensure children get the energy and nutrition they need throughout the school day. Foods high in fat, salt, and sugar are restricted. We are also helping schools boost physical activity to help children maintain a healthy weight and good overall health through the Primary School PE and Sport Premium and the School Games Organiser Network.

In addition, primary school children are educated about healthy eating through the relationships, sex, and health education curriculum. By the end of primary school, pupils should know what constitutes a healthy diet, the principles of planning and preparing a range of healthy meals, the characteristics of a poor diet, and risks associated with unhealthy eating. We have programmes to identify children living with excess weight, and local authorities and the National Health Service in England provide weight management services.
