The Cabinet Office regularly engages with the Electoral Commission on a range of issues, including strengthening the integrity of the electoral framework. We have committed to launch an electoral integrity consultation, which will seek to strengthen the provisions that protect UK politics from foreign influence. We are currently holding discussions with regulators and stakeholders, and we will be publishing the consultation in the coming months.

I thank the Minister for his answer, but may I press him further? The commissioners recommended that the rules on campaign funding are improved in the UK further to support confidence from the electorate. Will the Minister set out a timetable of when he will finish these consultations and implement the commission’s recommendations so that the electorate has faith in where the funding comes from for our elections in this country?

I appreciate the constructive tone with which the hon. Gentleman has put his question. We look to publish the consultation itself over the coming months. We will be engaging with a range of stakeholders, including political parties, because we need to make sure that the system we come up with is not only robust, but fair, while also allowing those who just want to stand up for their own community and engage in our democratic process to do so without having to consult lawyers to take part.

As I have seen myself, my hon. Friend is a battler for the people of Telford; she does a great deal of good work for them. As a first step, my right hon. Friend the Health Secretary has called on the A&E at the Princess Royal Hospital to stay open as a local A&E, but has asked the NHS to come forward with further proposals for better healthcare in Telford. However, I will certainly take up my hon. Friend’s further points with him.

Q10. The elderly and vulnerable are more at risk from scamming than ever before, and just this week Age UK has highlighted that the Government’s decision to scrap free TV licences for the over-75s will put them at further risk of scamming; it is expecting fraudsters to collect the licence fee, door to door, once the Government’s decision has been implemented. Will the Prime Minister please prioritise the economic crime that scamming is, give the police the funding they need to investigate and prosecute these crimes, and reverse his decision to scrap free TV licences for the over-75s?

I must correct the hon. Gentleman, who just said this is our decision. It is the decision of the BBC. [Interruption.] No, come on, Opposition Members should be clear about what is happening. It is up to the BBC to fund these licences. The hon. Gentleman’s point about scamming is a reasonable one. We will ensure that we give people the protection and security they need—not least through another 20,000 police officers on the streets of our country.

I am very pleased to say that we have taken probably the most powerful practical step of all by setting up a specialist tax department—the hon. Gentleman rightly highlights the issue—within the Department for International Development. We are spending £47 million to help low-income countries increase their tax revenues, and every £1 we put in has raised revenues by £100.

Shockingly, 16 million girls aged 15 to 19 give birth each year in developing regions. Complications during pregnancy and childbirth are a leading cause of death in this age group globally. Therefore, what urgent steps is the Minister taking to ensure that developing countries have better reproductive healthcare services for girls and young women to improve their rights, chances and opportunities internationally?

The hon. Gentleman is absolutely right to raise this important issue, and we continue to work in countries where we can help with some of the sexual and reproductive health interventions he describes. In addition, he will be aware that the Girls’ Education Challenge is helping 1.5 million adolescent girls, who have often had children at a very young age, to stay in education and get the education that will help to improve their lifetime earnings.

As the hon. Gentleman will know, I am quite a fan of the potential benefits of the western rail access to Heathrow, which could unlock more growth and opportunities across the area served by Great Western. Regular representations are made, and I am sure the Chancellor, who is now on the Front Bench, will have heard those the hon. Gentleman has just made.

The reality, with the potential closure, is 1,700 jobs gone at Ford and between 6,000 and 7,000 in the supply chain. It is no good the Secretary of State saying manufacturing is buoyant, with all these potential job losses coming. We need economic stimulus packages from the UK Government in support of the Welsh Government. What is the Minister going to do about it to protect these jobs?

My right hon. Friend from the other side of Boundary Lane in Chester is absolutely right. We have to encourage small and medium-sized enterprises not simply by telling them that it would be good to bid for the contracts, but by making it as easy as possible for them, and by identifying and removing the barriers.

Finally, amendment 1, which stands in my name, is about corporate social responsibility and blacklisting. I remind the House of my entry in the Register of Members’ Financial Interests—I am a proud member of Unite the union and the GMB, and I have received support from both in the past. However, I remind the House that I have tabled the amendment on my own initiative and with the support of hon. Members, not at the behest of any trade union, because we believe that it is the right thing to do.

In Committee I tabled an amendment that might be considered stronger than amendment 1. That previous amendment called for the Delivery Authority to proscribe from the bidding process any firm that had been involved in blacklisting and had not subsequently signed a recognition agreement with a UK-registered trade union. The amendment was narrowly defeated. Nevertheless, I did welcome at the time the Minister’s strong condemnation of blacklisting as a practice, and the support of other hon. Members in Committee. We can condemn, or we can take action. Aside from legislating to outlaw blacklisting, this project is the most direct influence we can have on making a stand against this terrible practice, because this House, along with their lordships’ House, is the ultimate client and can set the terms.

I remind the House that blacklisting is pernicious. It destroys lives, it is dangerous, and it is still going on. Skilled and qualified tradesmen are still refused starts, or are finished up on a job after just a couple of days, without explanation. If a workers’ name appears on a blacklist, it may well be because he or she has been a trade union representative or—more likely—because they have in the past complained about poor health and safety standards. Construction is a dangerous business. Site managers are under pressure to keep costs down, but that can lead to lower standards. Too often, the men or women who have been willing to stand up for their fellow workers and challenge lax health and safety regimes are the ones who have been marked down as troublemakers, when the truth is that in many respects they do their employers a service.

I remind the House of the scale of the problem. The Consulting Association is the most recent example of an organised blacklist—that we know of. In 2009, its offices were raided by the Information Commissioner’s Office, and it was found to be running an organised blacklisting operation, with 3,300 names. In the 2008-09 financial year, subscribers spent £87,749 on name checks. That means that, at £2.20 for each check, 39,886 names were checked. I emphasise that that was in just one year.

Amendment 1 gives the House another opportunity to make a statement and take a stand against blacklisting. I have listened to colleagues, and the amendment is less prescriptive than the one considered in Committee.

My hon. Friend mentioned both Houses leading the way; in 2013, the Welsh Government introduced a ban on the involvement of companies that blacklist and do not recognise trade unions in the public procurement process, such as the building of new schools and hospitals. That ban is already in place and it is working well. Because of those Welsh Government contracts, lots of organisations in Wales have cleaned up their act and now work constructively with trade unions and make sure that they have the most constructive processes, particularly in respect of health and safety.

I am most grateful to my hon. Friend for that illustration of how action of this kind can raise standards. When we raise standards in the construction sector, we save lives. It is a dangerous sector and whenever standards are allowed to fall, workers are regularly harmed, maimed and injured.

My hon. Friend is making a very good point about asking Ministers. I have asked Ministers from the Treasury, the Department for Business, Energy and Industrial Strategy, and the Wales Office. All of my questions have fallen on deaf ears, and when I have queried why the consultation is delayed, no Minister seems to know. My concern is that there is a question of trust: the Government have cancelled various projects that they promised they would deliver, and now that we are moving into the position of what will happen post Brexit, they cannot give us answers. That is why we on the Opposition Benches are so sceptical about what the Government will deliver in the long term. Does my hon. Friend agree?

As ever, my hon. Friend speaks immense sense.

We are concerned not just with the level of funding, but with the issues of democracy and respect for devolution in this, the 20th year of devolution. We do not want the Welsh Government to be leapfrogged, and for the Conservative Government in London to be undermining devolution by dealing directly with local government in Wales. If we do not have direct, democratic input from the Welsh Government, what happened in the United Kingdom will happen in Wales. When the Conservatives got into power, they vired education funding away from the poorest areas and towards the Tory shires. Nine out of 10 of the most deprived areas in the United Kingdom have had three times the rate of austerity cuts than the average.

The poor will be punished unless the Welsh Government have overriding responsibility for the allocation of funding within Wales. It is not just Labour politicians saying this; the Federation of Small Businesses has called for the devolved nations to retain the power to set their own allocations and frameworks for how funding should be prioritised, taking into account local economic needs. There is unity across the board, with the private sector, government and public sector all wanting the democratic control that we have had for the past 20 years.

My hon. Friend the Member for Aberavon gave his three demands: not a penny less; that devolution should be respected; and that a date for the shared prosperity fund consultation should be given immediately, as has been mentioned by virtually every single Member who has spoken today. I hope the Minister will at least be able to answer my hon. Friend’s three questions.

I find it extraordinary how the hon. Gentleman denigrates the national living wage. The national living wage has handed a pay rise of £3,000 to the lowest-paid workers since it was introduced, and it is rising faster than the real living wage. In respect of under-25s, we need flexibility for younger workers, to help them get into the labour market. That is a sensible compromise.

The reality is that the Government’s living wage is not the living wage set by the Living Wage Commission, but putting that aside, can the Minister set out what representations he has made to the Independent Parliamentary Standards Authority to ensure that Members of this House can become living wage employers? My understanding is that it will not let us do that.

Q10.     The Government continue to chronically underfund the Welsh railway network with planned spending running at 6% despite its having 11% of the network. Will the Minister set out when the Government will start investing in Welsh railway infrastructure and give Welsh commuters the investment that they deserve?

We are investing record amounts in Wales’s railway infrastructure. Network Rail investment in the Wales route for control period 6, which takes us up to 2024, will be more than £1.5 billion. It will deliver improved journeys for passengers in Wales on the most advanced new trains. In south Wales, passengers and commuters are already experiencing real improvements thanks to the new Intercity express trains, each of which have 130 extra seats compared with the typical high-speed train. I really wish that the hon. Gentleman had paid tribute to that achievement, rather than carping.

I quite agree, and I am delighted that my right hon. Friend has laid it out so clearly. It is not good enough to say one thing and do another, and then come to this House and lecture others on it.

The Minister will not be surprised that I do not share her enthusiasm for this new system. Will she look to what the Welsh Government are doing to expand the franchise and the inclusivity of voting, including consulting on e-voting? Will she consider that in future? If we are to make voting more accessible and expand the ways that people are able to vote, we need to learn from good practice. The Welsh Government are looking at e-voting pilots in local government elections in 2022, and the UK Government could learn from that for future general elections.

I welcome the hon. Gentleman’s characteristically thoughtful way of addressing this matter and welcome his engagement with the substance of it. He raised a number of things. First, I am a supporter of the franchise having been devolved to Wales, and I look forward to seeing what my counterparts in Wales will be doing with that shortly. I work closely with them and, indeed, with colleagues in Scotland to make sure that we are, together, operating a system that works for voters.

Secondly, behind the hon. Gentleman’s example of e-voting is a point about the powers under which we are doing these pilots that were passed by the previous Labour Government, as I mentioned. Indeed, in the past those powers had also been used by that Government to test e-voting. That is an interesting reflection on the history of how we have been able to come to this point of using powers to look at ways to make the voting system relevant to voters and protect their votes. I am here today principally to talk about how we are protecting their votes. I do not think this is going to turn into a general debate on e-voting, although I should confirm that the Government’s manifesto was not in favour of that.

That is a fair challenge. At what point do we draw the line? I would say it is at the point at which young people take an active interest in politics, which is generally when they go to sixth form or college or they begin their life as an apprentice in the world of work. That is also the point at which they begin to pay national insurance, and there is that fundamental point about those who pay direct taxation wanting to have a say in how the Government spend that taxation on their behalf. No taxation without representation—that matters as much for 16-year-olds as for 18-year-olds.

In truth, this is not about 16 and 17-year-olds at all. Under the Fixed-term Parliaments Act 2011, if we gave people the right to vote on their 16th birthday, it would be another five years until they could vote in a general election. It does not mean that, at the point at which they turn 16, they will elect a Government; it is the point at which they become part of the franchise, taking part in local, mayoral and devolved elections.

In terms of devolved institutions, the Welsh Government are currently consulting on extending the franchise to 16-year-olds in local government elections and the next National Assembly for Wales election. That is being done collectively, across all parties in the Assembly. It is interesting to see the different approach taken by Government Ministers here, compared with the cross-party approach taken in the Assembly. However, does my hon. Friend agree that we must have a franchise across the whole United Kingdom that goes right across the age range, starting at 16? As he pointed out, paying national insurance is quite significant, and people should have a say from the time at which they are required to pay tax.

That is a fair point, and I will come on to how diverse the franchise is becoming across the UK.

How many of us, as parliamentarians, receive emails about local council issues, such as street lights not working, potholes and bins not being collected? That shows a basic lack of understanding on the part of people who are currently part of the franchise about where power and responsibility sit. In some cases, they do not know what the council or the Government are responsible for.

Many people also do not understand the role of the judiciary in our politics and democracy. That is why some newspapers can put pictures of three judges on their front pages, calling them “Enemies of the people”, and the general public swallow it. People do not necessarily understand the important role the judiciary plays in terms of checks and balances in our democracy.

A key component of my private Member’s Bill—it was not just about extending the franchise—was about providing democratic and civic education in schools so that every person who has gone through our school system on their route to becoming an adult is fully equipped to hold us all to account. If they do not know who is responsible for what, they do not know who to hold to account. It is easy for politicians, in whatever tier of government, to pass the buck and not take responsibility. That basic education was an important component of my Bill.

Throughout the campaign, we have heard many of the same arguments that prevented the vote from being given to women, the working classes and 18-year-olds in the past. “How on earth will they know what they are voting for?” “Surely if we extend the franchise to women, it will bring down democracy.” There is a common thread between the arguments that were used in times gone by and those used today to deny 16 and 17-year-olds the right to vote.

May I thank my hon. Friend for highlighting the Government’s record in helping more disabled people get into the workplace? We do want to tackle the injustices that face disabled people and, as he says, if we are to enable disabled people to go as far as their talents will take them, we need to ensure that they have access to work and are able to travel to work easily, conveniently and confidently, as everybody else does.

Our Access for All programme has an additional £300 million of funding to upgrade historical station infrastructure. I understand that Ledbury station is being considered for part of that funding, and we expect to make an announcement shortly.

Q6. Violent crime has risen by 19% and robberies have risen by 17%, and we have all seen the devastating and tragic impact of the increase in knife crime in our communities. This is the reality of the Prime Minister’s reckless cuts since 2010, with youth centres closed, police budgets slashed and the closure of all early intervention services across the UK. I plead with and beg the Prime Minister to understand that we need more real investment—before any more lives are lost.

My right hon. Friend makes a weighty and important point. He is absolutely right that we should not be complacent about the way our electoral system runs. We have already taken forward a series of measures to ensure that it is secure, and we will do more of that to ensure that our system is good for today and fit for tomorrow.

9. The problem is that the Government spend an awful lot of time condemning the actions of the press or social media platforms, but right now there are social media posts describing Members of this House as traitors and asking for us to be targeted to make sure that we vote a particular way. It is no good our condemning that sort of language in this House if Ministers do not take real action now to make election laws fit for now, to ensure that Members of Parliament can do their jobs freely and not be intimidated to vote a particular way.

The hon. Gentleman will have noticed the written ministerial statement that I published only last week, which outlined the steps that the Government have already taken and will be taking to reduce intimidation in public life. It has to be a collective job, though, and the Committee on Standards in Public Life was right to ask various organisations, including the social media companies, on which I know the hon. Gentleman does some work with one of his all-party groups, to take action.
