T3. When I met three businesses in Wrexham last Friday, they told me that the green deal was not working for them or for consumers. Will the Minister confirm that 99% of applications for the green deal do not proceed to completion?

Certainly not; I do not recognise that figure at all. In fact, new research published today says that over 80% of people who have a green deal assessment are extremely satisfied with it, and only 5% of those who have an assessment—over 117,000 have been undertaken so far—do not go on to install some of the measures that it recommends. We are not only assessing but implementing, and Labour Members need to get over it.

There is to be a dramatic reduction in the tariff for small-scale wind. We had to take a hard look at it on a value-for-money basis, and as a result we are having to reduce it substantially to 21p. We must make it clear that we can justify paying a significant subsidy to individual technologies only if there is a real chance that they will reach a point at which they are cost-competitive with other mainstream renewables, and indeed fossil fuels, in the relatively near future. Unfortunately, that case has not been made so far in relation to small-scale wind, but I hope that the industry will respond with proposals for innovation and plans to make its technologies more cost-competitive.

Is the Minister aware that following his chaotic stewardship in DECC, the biggest barrier to the success of the solar industry in this country is him?

I am afraid that the hon. Gentleman is talking absolute rubbish. We in DECC have really good engagement with the industry. The stakeholders will be in my office in about an hour and a half, and I look forward to a sensible, grown-up, constructive discussion with them.

I would be delighted to meet my hon. Friend to discuss the matter. Obviously we want to build a consensus on the way forward. I will publish plans for the reform of the feed-in tariff so that we can put it on a much sounder footing and learn from the mistakes of the system we inherited.

I am happy to meet my hon. Friend, but he must understand that the one thing that would be absolutely wrong would be to encourage these firms to rush forward in a burst of growth knowing that the money would run out in a matter of months. A sustainable pathway for growth is what they need.

On a day when the Government are saying that they are in favour of jobs and growth, I find it extraordinary that the Minister is standing at the Dispatch Box and criticising Labour Members for arguing for small businesses which have invested on the basis of Government policy. These businesses will be completely shafted in six weeks’ time by his decision not to implement a satisfactory stable investment framework. What impact does he think his decision today will have on future investment in the solar industry in the UK?

I find this scaremongering and doom-mongering from Labour Members to be absolutely reprehensible. We are taking the scheme back to the same rate of return as when it was launched 18 months ago. We are simply trying to reduce the bubble created by the ineffective scheme set up by Labour. We believe in a sustainable path for growth, not in boom and bust like the Labour party.
