We ran a consultation between 20 December and 28 February on proposals to ban microbeads in cosmetics and personal care products. The consultation also sought evidence on the extent of the environmental impact of microplastics found in other products. We are now reviewing the responses to the consultation and any new evidence will be used to inform future UK actions to protect the marine environment.

May I welcome the proposed ban as far as it goes? However, it appears that several products such as make-up and sun cream will be excluded. I therefore urge the Minister to adopt the Greenpeace definition of microbeads, which is,

“all solid water-insoluble microplastic ingredients of 5mm or less in any dimension used for any purpose.”

I am sure that my hon. Friend will welcome the fact that many manufacturers are proactively removing microbeads from their products. We will consider the responses to the consultation carefully and use them to inform any future policy.

Many parish churches in the borough of Kettering, particularly in rural villages, are opened up for a variety of community activities, including art exhibitions. Does my right hon. Friend agree that that is an excellent way of getting people into churches who might otherwise never cross the threshold?

My hon. Friend is completely right. The sheer scale of these beautiful buildings creates a backdrop for the presentation of art and the display of sculpture. We have some really interesting and famous examples of sculpture in our cathedrals, including works by Gormley, and indeed Tracey Emin has a piece in Liverpool cathedral. I encourage all Members to encourage their constituents to visit their churches and cathedrals not just for worship, but for the beauty of the art presented within them.

Member for Chipping Barnet (Mrs Villiers) having three minutes to sum up at the end. That means I have to call the first Front-Bench spokesperson no later than 5.26 pm. Five Members are seeking to catch my eye, and I am determined that each and every one of them should be able to speak. That means that hon. Members will have only three minutes each in which to speak.

There are many aspects of Brexit that we have not fully explored, and farming and the common agricultural policy is one of them. Some 15 million sheep, 9.8 million pigs and 2.6 million cattle were raised and slaughtered in the UK last year. There is always that perceived conflict between cheap food and decent animal husbandry, and I do not think it need be so; both can go hand in hand.

For too long, the EU has cast its shadow over British farming, and one area that has been affected more than many is abattoirs. The 1991 directive created huge changes in structural and procedural rules and in costs. Costs for small abattoirs rose by two and a half times. Not surprisingly, there were substantial closures. We can see that in the south-east, which is virtually devoid of abattoirs. The numbers speak for themselves. There were 495 pig abattoirs in 1990; there are just 130 today. That means huge transport distances, increasing costs and animals’ distress. Of course, increasing abattoir costs mean higher food costs.

The question of abattoirs leads me conveniently to live animal exports, which have been raised this afternoon. There were just 40,000 live sheep exports last year, out of 15 million sheep raised. Every single one of those passed through the small port of Ramsgate. I take this opportunity to thank the Conservative Animal Welfare Foundation, the RSPCA and Kent Action Against Live Exports, which has kept me fully informed about what is happening in Ramsgate.

I proposed a ten-minute rule Bill to change section 33 of the Harbours, Docks and Piers Clauses Act 1847 to allow the local port of Ramsgate, which is owned and run by Thanet District Council, to have discretion to stop the trade. The council faced a £5 million bill following its unilateral decision to close the port after a truly dreadful event that led to the euthanasia of a number of sheep on an overloaded lorry. Part of the High Court judgment referred to section 33 of the 1847 Act, but my ten-minute rule Bill was not supported by the Government for a good reason, which is that we were members of the European Union. We can change the legislation when we become an independent country in a couple of years’ time, but the High Court judge referred to article 35 of the treaty on the functioning of the European Union. Free trade rules, foisted upon us by the EU, do not allow us discretion in this area. I hope that that can now change, as we lead farming into Brexit.

I would be grateful to receive an assurance from the Minister that he is looking carefully at transport times. A maximum transport time of eight hours, which many have asked for, would solve the problem and stop live animal exports out of Ramsgate and any other affected harbour.

Upholding our standards must be paramount and we must stick firm. I hope that the Government do not try to water down any standards unilaterally.

When the Secretary of State addressed the Oxford farmers conference, she announced regulations that she would like to scrap, including the three-crop rule. If the public are to have confidence in any of the Government’s promises on animal welfare, we must be told what objective criteria the Secretary of State is using when she makes such announcements. I hope the Minister can tell us what the criteria are.

The desire for a ban on live animal exports has already been mentioned. I hope that we will get a full explanation from the Minister on what he hopes will happen on that, because it is so important.

A big area of concern is how inspection regimes and enforcement will be upheld after EU regulations no longer apply. Currently, we have a shortage of the suitably qualified veterinary staff who are needed to ensure that standards are being complied with. That shortage may be exacerbated by new restrictions on freedom of movement. What are the Government doing now about that skills shortage?

Our membership of the EU has been valuable to scientific and veterinary communities; it has provided cross-border access to research laboratories in other EU countries and the sharing of best practice on issues such as disease management. Those links have provided an important means of upholding high animal welfare standards. Will the Minister set out how those issues will be addressed in the negotiations and how he will ensure that those important links can be sustained after we leave the EU?

Does the Minister further acknowledge the need for certainty over future border controls? Will he commit to working closely with veterinary experts, as well as farmers, to ensure that that is addressed in the negotiations?

There is also a need for the Government to develop a new system of farming support to replace the common agricultural policy after 2020, which is an opportunity for the Government to design a system that actively provides incentives for farmers to deliver the highest possible animal welfare standards. Will the Minister say what is being considered?

Finally, will the Minister give a reassurance that DEFRA’s upcoming Green Paper on food and farming will have a strong emphasis on upholding and strengthening animal welfare? Farming is vital to our economy and the Government must give it safe passage through the Brexit deal.

I, too, add the best wishes of Government Members to you on your birthday, Mr Speaker. I understand that it is also the birthday of the House of Commons Chaplain, Rose. I am sure we will all want to add our best wishes to her, too.

I fundamentally disagree with the hon. Lady. This Government have got more people back into work than ever before, and the best way to tackle poverty is to help people off benefits and get them into work. In the LCFS, which has been running for many years, we have an established measure of how much the lowest-income households are spending on food. It is a consistent measure and we are able to benchmark changes year on year. As I said, that has been very stable: it was 16% when the Labour party was in power and it is 16% now.

Food insecurity is a terrible thing, and it is exacerbated by low-income households spending too much on food that is not good for them. During the war, the wartime generation knew how to manage on a very tight budget, and nutrition actually improved for most households, including the very poorest. Could we learn some lessons from the wartime generation about how best to feed our people?

My colleagues in the Department of Health publish lots of very good guidance and run lots of very good campaigns to encourage healthy eating. In addition, we have the school food plan, which aims to improve the nutrition of food in schools so that children learn lifelong good habits. I agree with my hon. Friend that it is possible to eat good, nutritious food, the cost of which has been remarkably stable.

I would love to have the opportunity to visit this very troubled part of our world and to see for myself the impressions gained by several hon. Members. The Church actively encourages its members to go and see the reality of life for Palestinian Christians. About 750,000 parishioners have taken advantage of this opportunity. I hope to add to their number.

I declare my interest, as I was on the same visit as the hon. Members for Bishop Auckland (Helen Goodman) and for Brentford and Isleworth (Ruth Cadbury). It might surprise people to know that there are Christians in the Palestinian Cabinet. The Palestinian Authority are responsible for both Jesus’s birthplace and his family home. May I encourage my right hon. Friend to encourage the Church to develop as close relationships as possible between the Church in this country and Christian communities in the Occupied Palestinian Territories?

It is a pleasure to serve under your chairmanship, Mrs Main. I congratulate my hon. Friend the Member for Stafford (Jeremy Lefroy) on securing and opening the debate, and commend the thoughtful contributions that he and the hon. Member for Bassetlaw (John Mann) have made.

This year has seen the worst decline in the African elephant population in a quarter of a century, and it is escalating. It is estimated that only 352,271 savannah elephants are left, with approximately 120,000 illegally killed by poachers since the first Conservative manifesto commitment to close the domestic ivory market was made in 2010. I want the introduction of a near-total ban on ivory trading in the UK—one that eradicates the current pre/post-1947 divide. The only exception—this is the reason I refer to a near-total ban—would be for genuine pieces of art, of cultural value, ratified by independent experts such as museum experts. Evidence suggests that the most effective move that the UK could make to save elephants and combat illegal poaching would be closing the domestic ivory market, and that is what I am calling for.

I shall briefly outline the UK position before I explain why a near-total ban on ivory would be beneficial, primarily to boost elephant populations and prevent their slaughter, but also because it would combat criminal activity. It is supported by the public, as the hon. Member for Bassetlaw said. The Government have promised to deliver a ban, and we should keep our word.

On 21 September 2016, the UK announced a possible ban on the sale of worked ivory produced after 1947; works before that date would be considered antiques. The ban will be consulted on next year, but that is not soon enough. There is evidence that legislation can successfully combat the illegal killing of elephants. In the US, the introduction of a near-total federal ban on ivory sales in July 2016 is already working well. Crucially, it also has support from the antiques industry; Sotheby’s called the move “manageable”, and stated that even when stricter legislation has been implemented, it has continued to operate successfully. The regulatory situation in the US indicates that the introduction of legislation in the UK could be effective. However, beyond that, a stronger sign is needed that more can and should be done and that more elephants can be saved without harming UK businesses.

Such measures are wholeheartedly supported by the British public. Only 8% of them are aware that it is still legal to buy and sell ivory in the UK, but 85% of them think that buying and selling ivory should be banned. It is one of our nation’s great traits that we are such proud animal lovers and express enormous concern for our planet’s wildlife. Introducing a near-total ban on domestic ivory would give the British people what they want: legislation to protect elephants, which are animals as majestic as any other. The Conservative party knows that people want elephants protected. In our 2010 and 2015 manifestos, we said that we would press for a total ban on ivory sales. It is right that we deliver on those commitments, because we made them.

Crucially, although public awareness about the ivory trade’s legality is not huge, it does not mean that the Conservative decision not to fully implement those manifesto ambitions has gone unnoticed. Tusk, the wildlife conservation charity, criticised the Government, saying that the proposals introduced

“do not represent a near-total ban as promised”.

Just three days after the consultation on the modern-day ivory ban was announced in September this year, the grassroots organisation Action for Elephants UK sent the Prime Minister a letter with 124 signatories, including Lord Hague, Stephen Hawking and the nation’s beloved broadcaster and naturalist David Attenborough. Finally, a current e-petition calling for the domestic ivory market to be shut down has reached more than 75,000 signatures. A near-total ban would prove to those groups and the wider public that the Government are committed to protecting endangered species and take citizens’ concerns extremely seriously.

Unfortunately, in terms of legislation—I touched on this briefly—Britain currently lags behind several countries in protecting elephants and restricting the ivory trade. Alongside the USA, China has also gone further than the UK in terms of regulation. The two countries have put in place stricter laws than are required under the convention on international trade in endangered species of wild fauna and flora, which, although it confusingly only mentions fauna and flora in its name, aims to ensure that the international trade in wild animals does not threaten their survival.

On 20 March 2016, China imposed a three-year suspension on importing all ivory tusks and carvings. In June 2016, the Hong Kong Government introduced plans to phase out the domestic ivory trade entirely within five years, as well as bans on the import and re-export of pre-convention ivory into the territory. In the same month, the USA implemented new rules on the domestic trade in ivory, under which the commercial sale and export of ivory between US states are allowed only for certified antiques more than 100 years old.

Recent conferences, such as November’s international conference in Vietnam on the illegal wildlife trade, attended by the Duke of Cambridge, Prince William, and the Secretary of State for Environment, Food and Rural Affairs, are key examples of how countries’ treatment of the ivory trade can be put into the global spotlight. That conference was the third conference, the first of which was hosted by the UK Government in 2014. Through the meetings, nations have committed to supporting the elephant protection initiative, which includes measures on closing domestic ivory markets. After making such pledges, Britain must take care that we are not shamed on the international stage or left behind by our neighbours. Introducing a near-total ban on ivory in the UK would prove our conviction to the world. Britain should be leading from the front, not limping behind other nations.

A more immediate and tangible reason for introducing a near-total ban than protecting British reputation is the horrendous illegal slaughter of elephants, which has reached an appalling level. The great elephant census, released in September this year, found that the number of African elephants plunged by 30%, or around 144,000, between 2007 and 2014. It is not possible to understand the scale of the slaughter without also understanding the scale of the illegal ivory trade.

Yes. I am not sure where those figures came from, but other independent people and organisations have come up with much bigger figures, and the problem is escalating. It is not at a flat level or decreasing; it is escalating. They are being killed faster and more frequently.

The illicit wildlife trade is considered the fourth most profitable international crime after drugs, arms and human trafficking. It is worth between $10 billion and $20 billion each year. Ivory makes up a significant proportion of that market, and an estimated 200 to 300 tonnes of illegal ivory enter the global market every year. Given the value of ivory, the brutality directed towards elephants becomes increasingly predictable, although no less despicable. The word “poaching” may conjure up the image of small, individual instances of killing, but the term does not convey the horror of frequent butchery.

In an article in The New York Times, Ugandan Eve Abe describes how, after Idi Amin’s overthrow, both armies involved in the conflict would throw hand grenades at families of elephants and then cut out their ivory. Those armies are no longer present, but to assume that the brutal killing of those animals and the use of the profits to fund terrorist and militia activity have disappeared with them is, unfortunately, incorrect. As long as current UK legislation inadvertently helps ivory trading remain that profitable, the killing will continue.

Tragically, that killing affects more than animals. The Thin Green Line Foundation estimates that around 1,000 wildlife officers have been killed in the past decade. Not all of those deaths will have been due to ivory poachers, but the statistic proves that there is a human as well as an animal cost from the illegal ivory trade market.

The issue is that it is not compulsory; that is particularly pertinent in relation to horse behaviour and the behaviour of horse owners. CCTV is not necessarily present—its use is voluntary—in every slaughterhouse. It appears to have reached a certain point and be going no further—a plateau.

The hon. Lady is making an excellent speech, which I am following closely. Does she agree that the cost of installing CCTV has fallen rapidly in recent years and should not in any way be a barrier to good abattoirs installing CCTV without being required to do so?

Indeed, I understand that many larger-scale slaughterhouses already have CCTV installed externally; to all intents and purposes, including the internal installation as well would not be prohibitively expensive. I think that is an issue for smaller slaughterhouses, and that they need to be supported.

The hon. Lady is wrong to be concerned, because as I have made clear, we are committed to publishing the plan. It is a manifesto commitment. There was no commitment to publish it in April; there is a commitment to do so in this Parliament, and as I have said, the context has changed significantly. It is right to develop the plan alongside our plan to leave the European Union, so that it bears relevance to the context.

The great British breakfast cereal Weetabix is made in Burton Latimer in the Kettering constituency, and the wheat for Weetabix is grown on farms within a 50-mile radius. What proportion of the nation’s food do we grow ourselves, and what proportion would the Minister like us to grow ourselves?

With regard to the food that we can produce in this country, my hon. Friend will be aware that we produce around 74% of what we consume. If we include foods that we are unable to grow here, the percentage is slightly lower. We have a commitment to having a vibrant, profitable farming industry. We want to grow more, sell more and import less, and if we achieve all that, our self-sufficiency will improve over time.

As I mentioned, the Lord Bishop of Coventry made a recent visit to Iraq, precisely to look at the terrible oppression that religious minorities, including Christians, are suffering. There is no question for any Member of this House but that safety and security are paramount issues, and we look to the Foreign Office to help us in our support for persecuted religious minorities in the region.

If we made it a criminal offence in this country for a Christian to become a Muslim, there would be outrage across the world. Yet people in many Arab countries face legal persecution and prosecution if they convert from Islam to Christianity. What representations is the Church making to these Arab countries that have such rules on apostasy?

Obviously nations are sovereign, and we know that in this country there is an appetite to respect sovereignty, but that does not preclude Government Ministers and Church leaders from speaking with force to the Ministers of countries where religious minorities are oppressed, to ensure that there is tolerance towards those minorities in their society.

Between the start of 2010 and the end of 2015, some 160,393 cattle were slaughtered and 3,961 badgers were removed under licence in England to prevent the spread of bovine TB. We will publish figures for 2016 in due course.

The loss of animal life as a result of trying to prevent this disease is absolutely horrendous. The Government are in the early years of a 25-year strategy to eliminate bovine TB. When does the Minister expect the low-risk area to be declared free of bovine TB?

We expect to have the low-risk area declared officially TB-free in the next four to five years—probably by the end of this Parliament. My hon. Friend makes a good point: this is a long haul. TB is a difficult disease to fight; it is slow-growing and insidious. That is why our strategy is very broad. The badger cull is one element, but we are doing many other things, including vaccination and putting in place cattle movement controls.

I commend the hon. Member for Newcastle upon Tyne Central for standing up for rural residents, but I assure her that we are prepared to do that ourselves. The Government are committed to the universal service obligation of 10 megabits by the end of the decade. It is an ambitious programme that we will fulfil.

T7. The common fisheries policy is among the very worst aspects of our membership of the European Union. Our waters have been invaded by European trawlermen and there has been vast overfishing. What plans do the Government have to repatriate Britain’s territorial fishing waters and revive the great British fishing industry?

My hon. Friend makes an important point. As we leave the European Union, there are opportunities to manage our fisheries differently. We will work with colleagues in the Department for Exiting the European Union on these matters, as we develop a negotiating position. He may be aware that under the UN convention on the law of the sea, it is accepted that we would have an exclusive economic zone going out to 200 nautical miles or the median line. That will be the starting point for discussions.

According to Bloomberg New Energy Finance the UK has been the fourth highest investor in clean energy globally for the past five years. Over half the total investment in the EU in 2015 occurred in the UK. We have a very proud record and we are set to exceed our own targets for generating renewable energy by 2020. That is a very proud achievement for this country.

Iceland has a fantastic football team, a free trade agreement of its own with China and is outside the EU. It is also the world’s leader in geothermal energy. Are we drawing on Iceland’s expertise to develop this industry in our own country?

If my hon. Friend is referring to the taskforce for the interconnector with Iceland, let me say that I am a huge fan of that, and there will be a statement shortly about the progress that he will be aware has been made between the leaders of the UK and Iceland. I seriously hope we will be able to make progress with all sorts of bilateral energy deals in the future.

I can give farmers throughout the UK the reassurance that, for the time being, we remain in the EU, and all existing arrangements remain in place, including all existing support payments, until we leave the EU, and until a new type of partnership and a new domestic agriculture policy are put in place.

I congratulate my hon. Friend on the energy, enthusiasm and intelligence he brought to the leave campaign. Having met farmers in my constituency in Kettering before the vote, it was clear to me that the senior leadership of the National Farmers Union had signed up to “Project Fear” and was trying to scare farmers and rural dwellers into voting for remain. Now that the result has been decided—in Kettering, we voted overwhelmingly to leave—can we make sure that everyone involved in rural communities and farming talks up rural communities and farming, because we have a very bright future ahead of us?

I thank my hon. Friend for his kind comments. It is important, now the debate has concluded and the country has made its decision, that we move on and focus on next steps and the future. This week, I visited the Livestock Event and had meetings with many farmers. What I find interesting is that once we get past the initial shock—for some—of the decision, people engage with the detail of what might be possible in the future and become more excited about the potential for our future.

One of the most powerful ways to get any message across is from the personal testimony of victims. A lot of people are realising that human trafficking is hidden in local communities, so what efforts is the Church making to identify and encourage Christian victims of human trafficking to bear witness in their churches and communities?

When I served on the Joint Committee on the draft Modern Slavery Bill, the hidden nature of trafficking became apparent, and Churches can lift the lid on the prevalence of trafficking in the society in which we live. It is incumbent on us all to have our eyes and ears open and to ask questions when we suspect that someone may be being exploited as result of trafficking.

Absolutely. My hon. Friend is reading my mind—I hope to go on to that. For tenant farmers to diversify, which they have to in order to keep their business thriving, they need some assurances that they can reap the rewards of their investment in the land they take care of.

Will the Minister outline what steps the Government are taking to ensure that farmers have an incentive to diversify, so that they and the rural economy can benefit from new initiatives and enterprise? Also, how is he communicating the 25-year food and farming plan to local authorities, so that they may support tenant farmers and local businesses to survive?

In Sussex, in particular, the problem many tenant farmers face is that there is simply not enough land available to them. They want to expand, invest and diversify, but they cannot. Often, that is because they are out-competed by developers, who simply have more financial leverage with landlords. Understandably, those landlords are looking for the most profitable way in which their land can be sold. The most profitable way for the landlord, however, does not necessarily mean the most profitable way for the rural economy. Will the Minister describe the action the Government are taking to ensure an increase or, at least, to prevent a decrease in the availability of land to tenant farmers?

President Eisenhower of the United States once said:

“Farming looks mighty easy when your plow is a pencil, and you’re a thousand miles from the corn field.”

He was right, of course—it is easy for us consumers to take those who are striving in green fields for granted, and to expect a steady supply of meat, vegetables and dairy products at respectable prices. The food security of our country lies on their shoulders, and the role of farmers in Sussex and elsewhere in keeping food on our table in an unstable world is vital.

In January, my hon. Friend the Member for St Ives (Derek Thomas) led an important debate on food security in this Westminster Hall Chamber. He highlighted how, as the world’s population grows and with increasing unrest and conflict, as well as what may be considered fractured relationships between Russia, China and the United States, the ability of some regions to produce food that can be turned into affordable imports for us in Britain is not guaranteed. He also made the valuable point that every tonne we import is a tonne less that is available to other nations, which might not have the ability to produce as we can. So we must empower our farmers to produce, and not limit their capacity by withholding land, saddling them with excessive regulation or disincentivising them from diversifying and investing.

Views on the European Union within the farming community are mixed, but in my opinion the EU does itself no favours when it issues regulations about crop rotation and the size of a hedge to recipients of the basic payment scheme. Such regulations all cost time, money and effort, and do not help British farmers—already adhering to high standards—to achieve a competitive edge, especially when the basic payment scheme payments are delayed, as they have been. Furthermore, landlords are known to take advantage of the basic payment scheme: if they know what the farmer is receiving, they can put their rent up accordingly, meaning a higher charge for the farmer before they even start producing.

Today, I have focused on tenancy security, but tenant farmers face many challenges—tax issues and incentives, tenancy succession, encouraging new entrants with loan schemes, and the arbitration process are all causes for concern. Time does not allow me to speak about those concerns in any great depth, but they and the interests of tenant farmers should be heard. I am grateful for the opportunity to have contributed in a small way, and I hope that other Members will do the same now and in future.

I certainly do agree. We should focus our attention on providing support and encouraging those constructive relationships to go forward rather than on legislating to alter the lengths of tenancies. Quality and support are the two issues, and a good relationship will almost inevitably lead to an extension of tenancy agreements when that suits both parties.

If we constrict the amount of time to a minimum term of 10 years, with relief available only at that time, what happens to someone who wants to renew for another five years? Is that done from the baseline of the tenancy? What happens if someone wants to bring in a partner to farm with them? Does that count as a new tenancy? In my submission, the current system is flexible. It has wrinkles, and I do not pretend that there are not problems, but I urge caution before this place passes more legislation on farm business tenancies.
