I thank the Scottish National party spokesman for his kind words about the work we are trying to do together across Parliament. On cyclone preparedness, the UK is working with a number of partners in Bangladesh on strengthening infrastructure and ensuring that at-risk households are provided with shelter materials. Part and parcel of the process is trying to persuade the Bangladeshi authorities. I will do that in the meeting this afternoon and express the strength of feeling that we need to open up more space, so that the confinement that the refugees are under, which could be calamitous if a cyclone hits part of that area, is restricted as far as possible.

I did not want to be in any way critical of what the Foreign Affairs Committee concluded, not least with its Chairman, my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat), sitting on the Benches behind me. We have not been quiet about this issue in Burma and the fact that the Rohingya were continually going to be under pressure. We would contend that it is not the case that this notion came out of blue sky.

Being candid, I think everyone had a sense of wishful thinking. My right hon. Friend the Member for New Forest West (Sir Desmond Swayne), who spoke earlier, had a DFID role and was a Minister at one time—I am not in any way blaming him, but the whole international community was so hopeful that after decades of military rule in Burma, going back to 1962 and, arguably, to the creation of the state in 1947-48, we would suddenly have a big surge towards democracy. The constitution that we in the international community were all party to seeing set up, I am afraid, provided massive difficulties almost from day one, when Aung San Suu Kyi became State Councillor. The power that was still in the hands of the military meant that we overlooked, for example, the Rohingya’s rights. They were not included in the census and were not allowed to vote in the first elections. In many ways, we recognise with hindsight that that gave succour to the Burmese military in thinking that they could get away with what they have now got away with. There was a lot of wishful thinking. With the best motivation in the world, we wanted to see some progress. After decades of the darkness of being a military dictatorship—almost a closed state—we looked upon any advancement as something that we should grasp hold of. That is a lesson we shall learn for the future.

I want to work with many non-governmental organisations —Protection Approaches is a good example —to work towards having a set of policies with which we can look at conflict prevention for the future. However, many hundreds of lives have been blighted and tens of thousands of lives have been ended by this dreadful event, and we know that this is still an ongoing situation. The best legacy that we can give to the Rohingya is not just to get a better life for them and ensure that they have citizenship and a stake in longer-term Burmese society, but to ensure that the sacrifices and hardship that they have gone through can be used as an example to make sure that the rest of the world makes those changes. Ultimately, that is a partly academic, practical exercise, and we need to work within the international community to bring that to pass.

I visited the Kutupalong Rohingya refugee camp in October last year, and I believe that I am right in saying that it is one of the largest and most congested refugee camps in the whole world. It is equivalent to a city the size of Bristol, yet it has no hospital, inadequate schooling facilities and very few roads. It seems that the biggest risk to the Rohingya is an outbreak of disease in this massive refugee camp, and that the No. 1 humanitarian priority is that the camp is broken up, with extra space found, so that if the worst comes to the worst, an outbreak could be contained.

My hon. Friend speaks with great knowledge about this matter and I very much agree with him. Clearly the international community will have to work with the Bangladeshi Government on that issue, but we are focused on it. We have a good track record on disease prevention. We can be very proud of the work that we did to nip the diphtheria outbreak in the bud, but I am by no means complacent that similar diseases such as cholera, as well as diphtheria, will not be prominent in the months to come.

I thank you, Mr Hollobone, for your clarification. However, I would like to point out that I contacted the relevant individuals of the House authorities to make sure that I had permission to speak. I thank the Minister for allowing me to speak.

It is important that the British Parliament should defend the rights of all our fellow citizens, wherever they are in the world, to have the benefit of due process under law, whatever they might be suspected or accused of. This is particularly true where allegations of torture have been made by the detainee.

Mr Johal’s legal representative called for an independent medical report to ascertain his client’s claims of torture, but that request has been denied. Although consular services have been provided to Mr Johal by the British Deputy High Commissioner in Chandigarh, allegedly all visits have been supervised by the Indian prison authorities and none has been held in private. That example highlights the continued failures by the Foreign and Commonwealth Office in handling Mr Johal’s case and raising the important issues of his welfare with the relevant authorities. The UK Government’s failure to condemn the series of abuses has left all British citizens travelling abroad vulnerable. I implore the Minister to act now and press for further access to Mr Johal so he can receive the necessary support that he is entitled to as a British citizen.

I take this opportunity to thank the families and friends of British nationals detained overseas for working with us to support their loved ones through the most distressing situations. I also thank our consular officers, who at times work under great stress, for the support they provide British nationals during their most difficult times. The support by the Foreign and Commonwealth Office for British nationals in difficulty abroad is and will continue to be an absolute priority.

The hon. Lady will be aware, as we all are, of the recent press reports and the Sky News coverage over the weekend. I can give her the absolute assurance that the United Kingdom Government, through their repeated representations, are seeking to have the conflict de-escalated. We have been very clear in our contact with our NATO partner and ally so that this part of the conflict can come to an end as swiftly as possible.

It seems to me that we have misread the Syrian civil war from start to finish. The facts on the ground are that Assad is winning the war: he is going to take eastern Ghouta and is now allied with our allies, the Kurds, in resisting a naked invasion from Turkey, which could involve the slaughter of thousands of innocent civilians. Although the Turks have been very generous in providing safe refuge for millions of Syrian refugees in Turkey itself, surely we should call out this invasion for what it is and, at this crucial moment, stand by the Kurds, without whom we would not have been able to defeat Daesh.

My hon. Friend is correct in recognising the extraordinary contribution of the Kurdish people across the region, through Syria and Iraq, in pushing back Daesh at a crucial time. However, the complexities of the politics in that area—in parts of Syria and in Iraq and in Turkey—are what has led to the present situation. The history of the conflict in Syria, about which I have a certain amount of knowledge from 2010 onwards—not least the opportunities missed in 2013, when history might have been different had other things happened—is complex and difficult on all sides. All I can do is assure my hon. Friend that we will do all we can to seek to de-escalate the conflict, protect Kurdish civilians and achieve a resolution.

As the hon. Lady will know, the Prime Minister herself spoke in her Mansion House speech about this very matter and set out clearly her deep anxieties about how Russia is behaving. What we need to do is to concert international activity, sanction individuals who are part of Putin’s regime and keep the international community focused on exactly the points that the hon. Lady makes. Believe me, there is growing support around the world for what she says.

Having listened closely to today’s exchanges, I am sadly struggling to avoid the conclusion that Russia has now reached the point where it has little or no respect for Britain’s foreign, defence and security policy. If I am wrong, will the Foreign Secretary tell me why?

I have to disagree with my hon. Friend, because I believe that the UK is in the frontline of a struggle between two value systems. As the hon. Member for Bridgend (Mrs Moon) said, Russia is determined to impose its own way of thinking, particularly on the peoples of central and eastern Europe—the countries of the former Soviet Union. Russia is effectively revanchist, and it is the UK that is in the lead in standing up to it. Many other countries would prefer to turn a blind eye. Many other countries would prefer to go to the St Petersburg International Economic Forum, step up their trade in hydrocarbons and ignore what is going on. Believe me, there are many countries around the table in the European Union that would like to do that, and there are many countries around the world that believe that it is wrong and misguided to stand up to Russia.

We do not take that view; we take a principled view. We have been in the lead in the imposition of sanctions. We have been in the lead in standing up against Russian-supported aggression in Syria and in calling out Russia for what it did in the western Balkans and Montenegro. We are having a summit in this country in July on the defence of the western Balkans and all those countries against Russian encroachment. It is the UK that is resisting. As I have said to Members repeatedly, it may very well be that Russia will behave towards us in a way that is notably aggressive, but we will not be bowed and we will not allow such action to go unpunished.

I am grateful to my hon. Friend, who is not only a member of the Foreign Affairs Committee, but a distinguished former Chair. There is a real danger, as I have just said, that France will become the voice of the European Union in the UN Security Council, and therefore in the UN General Assembly, which means the UK’s voice would be diminished. No direct implications of Brexit were outlined in the report, but mainly because the Minister refused to answer whether that was a reason for the defeat. However, there is no doubt that the UK’s international voice is much diminished as a result of Brexit.

I congratulate the hon. Gentleman on his statement and his Committee on its report. Reading the report, it does not strike me that this is about the loss of UK influence in the world; it instead smacks of complete cock-up by the Foreign and Commonwealth Office, with a lack of ministerial direction about the importance of securing this re-election and, frankly, the civil service messing up the procedure for doing so. No wonder they do not want to share the internal report with the Committee—it would be embarrassing to senior civil servants and to the Minister concerned. I encourage the Committee to pursue the cock-up theory, rather than ideas about this country’s loss of overall influence in the world.

The hon. Gentleman raises a perfectly valid point. One of the recommendations in our report is that the FCO’s lessons learned report should come before the Committee, even on a private basis, so the Committee can be assured that this was a cock-up and not something wider. However, I draw his attention to the fact that the Foreign Office has used this process for a number of successful elections in previous years. Had the diminishing vote in the General Assembly been brought to the Foreign Secretary’s attention sooner, it may or may not have helped, depending on whether or not the Foreign Secretary may or may not help those particular processes. However, the hon. Gentleman’s points will be taken back to the Committee and used in future reports.

Please be assured that that work continues internationally. As I have pointed out, it is difficult to do this in the usual context, which is a UN Security Council resolution, because it would be vetoed. We had the President’s statement in November, to which I referred. Understandably and rightly, much of the world’s focus must be on the humanitarian catastrophe that is happening and that could get worse on the Bangladeshi side of the border. Equally, there is now an increasing focus—I have had many meetings in recent weeks and months here in London and beyond—on the diplomatic and political solution, not least addressing the very issues that my hon. Friend raises.

I visited the Kutupalong Rohingya refugee camp at the end of last year with the Commonwealth Parliamentary Association, and two nurses from Kettering General Hospital recently returned from the Rohingya camps, where they were successfully combating the spread of disease. May I draw the Minister’s attention to the problem on the Bangladeshi side of the border? Bangladesh has been incredibly generous in hosting the Rohingya refugees and going out of its way to assist them, but the Bangladeshis are overwhelmed with visa applications from international aid workers and the like, and they are having difficulty processing those visas in a timely way, which is holding up some of the delivery of aid. Is there anything we can do to assist the Bangladeshis in overcoming that problem?

My hon. Friend is absolutely right. That is something we have identified. We are working with DFID to try to speed it up, and our embassy in Dhaka has made and will continue to make representations, to ensure that as far as possible, NGOs and others, particularly in relation to medical help, are properly and quickly able to get people on the ground in Bangladesh.

Meanwhile, just up the road in Afrin, our friends the Kurdish peshmerga, without whom we would not have been able to defeat ISIS, are being backed by Assad’s military forces against a Turkish invasion. Whose side are we on there?

I am grateful to my hon. Friend. I neglected to answer that part of the question from the hon. Member for Walthamstow (Stella Creasy). We view the Turkish incursion into Afrin with grave concern. Everybody understands Turkey’s feelings about the YPG and the PKK, and everybody understands Turkey’s legitimate need to protect its own security. However, we do have concerns about the humanitarian consequences in Afrin, which I raised with my Turkish counterpart yesterday morning. We are also concerned about the possibility, which seems to be happening, of the diversion of Kurdish fighters, who have been so effective against Daesh, from the eastern part of Syria back to Afrin and the Manbij gap area to take on the Turks. We simply do not welcome that diversion in the fight against Daesh.

I very much welcome the NATO Parliamentary Assembly’s work, and the hon. Gentleman is right that that is an excellent forum for discussion. However, I should say that the Turkish Government have not only the right, but the duty to protect their population against terrorist attacks and, if they feel threatened, it is incumbent on them to take action. I would much rather see both parties separating, so that we do not see conflict and the peace process can begin, with different groups not engaged in immediate battles.

I praise my hon. Friend for his statement and commend his Committee for its report. He is setting a very good example to other Chairs of Select Committees, who really ought to come to the House on Thursdays to present their reports. Is not the truth about the Kurds that British foreign policy towards them has been wrong for about 100 years? They were abandoned by us in 1918; we ignored them in the treaty of Versailles; and the problem has persisted ever since. Is it not true that, without the Kurds, ISIS would not have been defeated? We now face the extraordinary scenario where the Assad regime is backing the Kurds against the Turks in northern Syria. Given the fact that Turkey has an enormous border with Syria, will this not be an enormous problem for the international community to solve?

I am extremely grateful for my hon. Friend’s kind words. I have been clear since the time that I was elected to chair the Committee that I answer to the whole House, not just the Committee. I therefore feel that it is my responsibility and not a choice—it is simply a duty—to respond to the House and to be available to respond on anything that we have covered.

My hon. Friend is absolutely right: Britain’s history has not been good. We must not forget the air policing, as it was then called. The then Colonial Secretary, one Winston Churchill, was the first person to use chemical weapons against the Kurds. Indeed, it was the RAF that dropped them. One reason that the RAF still exists is that it cut the cost of colonial policing by reducing the number of battalions required. I am afraid that that is true—we do not always have a glorious history.

The truth is that our role today is as a peacemaker and as an engaged friend of the whole region. In that, we should recognise that the Kurdish people have the right to self-determination, and we do recognise that, but we should encourage them to stay as part of the Republic of Iraq in the areas where they are within Iraq. Many witnesses we spoke to said that, although the referendum had called for independence, they were looking for greater autonomy within the Republic of Iraq, so there is more tension within the Kurdish position than appears immediately obvious. It is, of course, a tragedy that Syria remains governed by such a barbarous dictator and it is a great shame that he is being supported by so many around the world. The fact that he is now supporting Kurds to take on another NATO ally does not make us any happier.

I find the right hon. Lady’s analysis extremely bizarre, particularly as the YPG has been reported as wishing to ally itself with the Assad regime in order to fight back against Turkey’s activity.

Thank you, Mr Hollobone. I must say that it is also a pleasure to serve under your chairmanship, since I see the Chair has changed in the past few minutes.

I was coming to my conclusion, but I will reiterate the point I was making about the notion of the national interest, which is that it does not mean very much. I have to reflect on what the hon. Member for Rochdale (Tony Lloyd) called the moral interest, because it is in all of our interests to serve the needs of the poorest and most vulnerable internationally.

I cannot emphasise enough that the delivery of aid must remain focused on ending extreme poverty and supporting a fairer, more sustainable future for all. Although that sounds obvious, it needs to be reiterated time and again. It is in all of our interests. It is a promise we made to the world’s poorest and most vulnerable, and that is what the UK taxpayer has the right to expect.

It is also critical to ensure that all our aid is high-impact, transparent and accountable and that it delivers real change for people living in poverty, no matter which Department it comes from. That is why I urge the Minister to commit to investing more funding to resilience and recovery for those living in the fragile nations most at risk of climate-related extreme events and economic and social disasters. Lastly, I urge him to channel more funding as directly as possible through local and national actors on the ground in the affected area, working with local communities and organisations.

It is a pleasure to serve under your chairmanship, Mr Hollobone.

This is my first effort responding as a member of Labour’s Front Bench, and I am delighted to do so. It is perhaps a slight shame that today, of all days, it has been an all-male debate, but I am sure that the Minister and I can both say that our Departments are finely led by female colleagues. It gives me great pleasure to follow in the footsteps of distinguished colleagues, and even more to have managed to be here on time, which hopefully forestalls any demands for me to follow in the footsteps of Lord Bates—although I am glad to say that he has not been asked to resign as Minister of State for being 60 seconds or so late to the Dispatch Box. I also pay tribute to my hon. Friend the Member for City of Durham (Dr Blackman-Woods), who served admirably in the shadow role in DFID.

I am rapidly learning that perspective is important in politics, as is the ability to recognise when Government Departments are doing a good job, even if their Ministers are sometimes late. I am pleased to commend DFID on the hugely important work it does—work that is recognised and appreciated by the United Nations, among others. I congratulate the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) on securing this important debate, and pay tribute to all hon. Members who have taken part. There have been some fine contributions, not least on my own side, from the Chair of the Select Committee, my hon. Friend and neighbour the Member for Liverpool, West Derby (Stephen Twigg), and from my hon. Friend the Member for Rochdale (Tony Lloyd).

When it comes to international disaster relief, the UK continues to set an enviable example, although of course we could always do more. The Organisation for the Co-ordination of Humanitarian Affairs commends Britain on the commitments it made following the 2016 World Humanitarian Summit in Istanbul. In common with us, OCHA would like to know whether the UK Government will continue to report to the platform for action, commitments and transformation on how it is meeting those commitments.

The sheer scale of the global humanitarian crisis risks making us all feel like powerless bystanders. In recent weeks, upward of one quarter of a million people have fled their homes in north-west Syria, the largest single exodus in a savage civil war that has lasted seven years—taking place, by the way, at a time when we are being told that the Syrian civil war is coming nearer to its end. This year’s United Nations response plan for Yemen describes the war-torn country as

“the worst man-made humanitarian crisis”

in the world, with more than 22 million people—around three quarters of the total population—in need of help.

Since the escalation of violence in March 2015, when conflict broke out, Yemen, already the poorest country in the region, has been left on the verge of a humanitarian collapse. We know that in both Syria and Yemen, conflict has been intensely aggravated by the fact that those countries are being used as proxies by others to further other agendas. We know, too, that because of that the demands placed on those charged with delivering disaster relief have been unrelenting. It is important to name and praise all those who struggle daily with the tide of human misery caused by these wars with no end.

I will mention one unsung hero, who in so many ways personifies what is best about the often-maligned United Nations and its agencies. Over the past few years, it has been the voice of the UN humanitarian co-ordinator, Jamie McGoldrick, that has drawn the world’s attention most loudly and most often to Yemen’s plight. He felt that he had to, as journalists had been banned from the country. He has just stepped down, having overseen one of the most difficult and challenging aid operations in the world. When asked how it felt to deliver aid to an increasingly desperate population in Yemen, Jamie McGoldrick said that there is

“no point in getting angry, there’s no point in getting frustrated, the point is to get smart.”

It is high time that we in this place got smart. We owe it to people like Jamie McGoldrick and to the tens of thousands that he and his colleagues struggle to care for. Being smart means that we simply cannot tolerate a situation where the British Government sanction arms sales to Saudi Arabia, whose aerial bombardment of Yemen has caused so much death and destruction, while salving our collective conscience by asking people like Jamie McGoldrick to ensure that, if possible, traumatised women and children are pulled out of the rubble. The situation is simply not acceptable, nor is it sustainable.

In response to the points raised by the hon. Member for West Aberdeenshire and Kincardine, I will say that the UK Navy has played an important role in international disaster relief, for example in the Caribbean hurricanes and the UK’s response to the Ebola crisis in Sierra Leone. Our defence forces can and should contribute to humanitarian relief, but I want to exercise a note of caution. Whenever we spend our aid budget, it must be about getting the biggest bang for our buck for the world’s poorest. The priority must always be poverty reduction and humanitarian relief, in line with internationally agreed rules. Where the armed forces can offer real added value and where they are explicitly doing humanitarian work, then it is an option worth exploring further.

We also need to get smart by standing up to those we believe we have a special relationship with, especially when they slash funding to organisations such as the United Nations Relief and Works Agency, the main relief lifeline for hundreds of thousands of Palestinians. Their displacement from their homeland has continued, in some cases, for over half a century. If we are to use our influence to ensure that funding mechanisms are found for the longer term and for development financing for refugee countries, why are we leaving it to other countries to fill the funding gap left by the Trump Administration?

Returning to the World Humanitarian Summit of 2016, I would ask the Minister what progress his Department is making to ensure that at least 25% of humanitarian funding is delivered as directly as possible to local and national actors by 2020. I also ask whether the UK is increasing the proportion of aid spent on disaster risk reduction from 0.4% to 0.5% on the timelines laid out.

Today, the world is facing the largest humanitarian crisis since 1945, with 20 million people at risk of starvation as a result of drought and conflict in South Sudan, Somalia, Yemen and Nigeria alone. The scale of suffering is almost unimaginable and the task of reversing this tide of human misery so enormous that the temptation to simply slink away and pretend nothing is happening is too much. We can begin by at least recognising where we are getting it right and by turning our attention to what more we can do as one of the richest nations on earth.

We can also start by comprehending that a second world war that left millions dead and even more without shelter gave rise not only to the United Nations, but to a generation of people prepared to put their collective shoulder to the wheel to ensure that such conflict never happened again. With far fewer resources, and in a Europe and Asia whose cities had been flattened, that generation not only rebuilt, but strove for a better society—one without conflict. We still have much more to do to put an end to the conflict that is fuelling so much human misery today.

I am coming to my hon. Friend.

I would like to concentrate on three points that were made. The first, which was made by quite a few hon. Members, including the hon. Member for Dundee West, was the huge humanitarian crisis that we face now. It is probably the biggest that we have faced since 1945 and responding to it presents challenges for every Government. The second point was made by my hon. Friend the Member for Strangford, who must have Aberdeenshire blood in him somewhere given how strongly he wants to account for every grain of rice that is being sent out by DFID.

I will end on the comments made by my hon. Friend the Member for Stirling (Stephen Kerr) regarding the incredible generosity of the British people. Every year, they take our collective breath away with the amount of money and time that they are willing to give in order to send money overseas whenever crises occur. My hon. Friend pointed out that, last year alone, £97 million was donated by the British people for crises overseas and charitable works. It is on that point that I end the debate. I thank everyone very much for contributing to what has been a genuinely very good-natured and consensual debate.
