Back in the real world, the record of the last Labour Government is that we increased life expectancy by three years. Under this Government, it has stalled for the first time in a century, with people in Blackpool, for example, expected to live four and a half years less than the national average. Is the Secretary of State proud of this shocking record, or will people have to wait to elect Chris Webb in Blackpool South and a Labour Government at Westminster to finally turn the tide on health inequalities?

As someone who is proud to have gone to school in Blackpool, I do not need a lecture from the hon. Gentleman about what Labour has done to the town centre, or about the important work that Conservatives in Lancashire are doing to help communities such as Blackpool. On Labour’s record, I gently point out, as I try to do at every orals, that the record of the Labour-run NHS in Wales is lamentable. People are almost twice as likely to be waiting for treatment in the Labour-run NHS in Wales. That is not a record of which to be proud.

We all have campaigns to which we devote a great deal of time and for which we build a reputation. My hon. Friend has had a reputation for campaigning on and highlighting the fourth industrial revolution since he was elected in 2015, so I am not surprised that he asked that question. I am delighted to say that we very much support innovation and the critical work of our entrepreneurs, start-ups and SMEs, which is why we are setting the annual investment allowance permanently at £1 million from 1 April, and reviewing the research and development tax reliefs to ensure that, while we are rebalancing the rates of relief out of fairness to the taxpayer, we are also targeting that relief at the knowledge-intensive and innovation-intensive businesses that we all care so much about.

For a bit of Christmas cheer, I agree with the Minister for once as she says that she wants those with the broadest shoulders to pay the most in the tax system. Why, then, did the Chancellor pick the pockets of hard-working people in the autumn statement through stealth taxes, such as freezing tax allowances, rather than tackling non-doms, which could have brought in £3.2 billion to the Exchequer?

I feel a little slighted, because the hon. Gentleman and I agree on an awful lot behind the scenes—I wish him a very merry Christmas. On non-doms, we know that they paid £7.9 billion in UK taxes last year, which is a significant sum of money. The Chancellor has been clear that when we look at those rules, we have to bear in mind that they pay a significant sum of money in their UK taxes that obviously contributes towards the public services that we all care so much about.

I most certainly do agree. In fairness, as the House would expect, I should say that we do a lot of work with online companies across a great range of subjects. Indeed, only yesterday I met business leaders, including tech leaders, to discuss how we can create opportunities for our hardest-to-reach young people who are at risk of serious violence. I am grateful to them for those activities, but the message is coming out loud and clear not just in this country but across the world that somehow we must tame the wild west of the internet so that these more hateful practices are not dominating our national headlines and taking away from the great achievements of our England team.

Racist abuse online is not just abhorrent; it normalises racist views offline and desensitises people to them. The true spirit of Greater Manchester is in the scenes that the Minister mentioned of the community placing messages of support and love on the defaced Marcus Rashford mural, not the graffiti of some pea-brained moron. As a Man City fan, I say that United’s Rashford is among the best of us. I welcome the Prime Minister’s commitment to extending football banning orders to cover online abuse, for which Labour has been calling for some time. Given the urgency, when and how will that happen?

I do not have a timeframe to hand, but I will happily write to the hon. Gentleman on that. May I thank him, as a Man City fan and a Member of Parliament for one of the greatest cities on the planet, for highlighting the great humour and support that the people of Withington have shown?
