All the research shows that money we spend in the early years has the biggest impact throughout the time a child spends in formal education. Does my right hon. Friend agree with me that the £153 million of investment in early education, intending to provide early years practitioners in Ruislip, Northwood and Pinner and across the country with world-class and evidence-based professional development, reflects the high priority we should place both on the current generation of young students and on the legacy for generations of students to come?
As always, my hon. Friend makes a very thoughtful point. The challenges for children in early years have, proportionately, been very great for them. This is why we wanted to target this significant investment in the early years sector, recognising the importance of it not just in helping children who are in those early years settings today, but in leaving a very positive and lasting legacy in driving up standards and actually giving practitioners in the sector the very best tools to do the job for future generations.

Commons ChamberWe have already set out details to support schools during this covid pandemic, not just in the run-up to summer, but during the current term.
It is always easy to criticise, but does my right hon. Friend agree that while, sadly, it appears that the dog ate Labour’s homework on this one, his statement provides headteachers in my constituency and others with certainty? Does he also share my admiration for the work being done by local authority virtual schools so that children who are in the care system are able to access the wide range of support provided by the Government to ensure that they continue to close the gap with their peers who are not in care?
My hon. Friend highlights a really important area. The virtual school heads programme for local authorities and schools, has been a real success. We have seen a real impact for those children—some of the most vulnerable children in society, with some of the best attendance for them—by getting that tailored support. It is a scheme that I would deeply love to see rolled out more extensively, because the evidence points to the real impact and difference it makes to young people’s lives.

Commons ChamberI think it is fair to say that Members on both sides of the House are united in their commitment to drive out poverty and to make sure that children do not go hungry. We will do everything we can to support families and help them to do well and to succeed, and to provide them with a world-class education system driving up standards. That is what drives Conservative Members and always will.
Order. The Secretary of State has been incredibly generous with interventions, but there are 43 Members on the call list and we would like to get them in. There will be time limits, by the way, so please keep that in mind.
Was the Secretary of State moved, as I was, by The Times “Red Box” article that Marcus Rashford wrote? Did he find it quite striking that the anxiety and difficulties that he described in growing up, with his mum’s worry about feeding the children, took place entirely under a Labour Government who claimed that eradicating child poverty was their front and central policy?
My hon. Friend points out that this is a challenge that both parties face. There is a sense of commitment on the Conservative Benches to make a real and long-lasting difference to this, and that is what we will do.
We have sent out our guidance information to schools about how they can be supporting children from the most disadvantaged backgrounds. We understand how important this is. It is a continued focus of this Government and always will be. Schools are an integral part of our local communities. However, free school meals have only ever been intended to provide support during term-time periods while children are engaging in activity and learning. The provision of a healthy school meal helps children to concentrate and learn, as most recently evidenced by the pilot programme in 2012 that led to the introduction of universal infant free school meals in 2014. This complements a wider range of Government support that responds more directly to the challenges faced by families on lower incomes, and is further supplemented by the additional support in place as a direct result of the pandemic.

Commons ChamberOfqual, quite understandably, suggested that exams were the best system of assessment. I think that everyone on the Government Benches would agree that exams are the best form of assessment, but we have to remember the situation in March. We were in the grip of a global pandemic and had to shut down every school in the country. If the hon. Lady takes a look at the advice Ofqual gave, she will see that it clearly recognised that if schools were to close and there was no normal-running schooling system, it would not be feasible to run an exam system. Given that, we had to come up with an alternative, and that is what we asked Ofqual to do—to come up with a series of alternatives that we could proceed with.
Does my right hon. Friend feel that it was helpful, at the point when everybody agreed we should seek to run the independently moderated exams that grades depended upon, that the National Education Union advised its members not to participate in online teaching, making it absolutely certain that the vast majority of children would not get a fair crack of the whip?
There was a challenge there. As my hon. Friend points out, the National Education Union advised its members not to participate in remote teaching, which was a shame, but I am pleased to report that hundreds of thousands of teachers ignored the advice and made sure it happened and that children could benefit from it.

Commons ChamberSadly, the hon. Gentleman was not on mute. I can absolutely assure him that Public Health England has signed off all this advice. He might take the opportunity to read what Public Health England recently said about Leicester. It stated that while there had been
“good provision of primary school access for children”
since the beginning of June, researchers said they could find no “analytical link” between this and
“any real or apparent rise in new infections”
in Leicester. Conservative Members are all committed to opening all schools for all children of all year groups. I look forward to working with the hon. Gentleman and many Opposition Members who are equally committed to doing the same. We are only doing this because we know it is safe to do so.
Recognising, as my right hon. Friend says, the evidence shows that the risks to and connected with children are very low, mums and dads around the country will have noticed the very stringent protective measures that are being put in place in education and childcare settings, supported by his Department and implemented by multi-academy trusts and local authorities. Could my right hon. Friend enlarge a little on his comments in his opening statement about further measures that he might have in mind to ensure that those risks are effectively managed when children return to their educational settings in September?
Absolutely, I certainly can do. We have created a strict set of controls that we expect schools to follow as an absolute minimum, as children return. We have worked closely with Public Health England on those measures, which include making sure that schools have good hygiene and good cleaning, and reduce the amount of contact between pupils. The creation of bubbles has worked successfully and, as a result, as I have touched on, we have seen over 1.6 million children benefit from returning to school from 1 June. But we do accept that more needs to be done with every child coming back, and that is why we have produced such detailed guidance and will continue to support schools to bring every child back in a safe way—not just safe for the children, but safe for those who work in schools.
