The hon. Gentleman’s point encapsulates why I think the former Secretary of State was right to say what she said: the decision absolutely negates the Government’s own policy. As the hon. Gentleman said, the result of the way Arts Council England has handled this issue is that there is now no opera in Liverpool, because the WNO cancelled its tour. Glyndebourne has cancelled its touring as well—that was touring in the regions of the UK. The WNO toured across the north-west, parts of the west of England, Bristol, Southampton and so on. All those places will now have no opera—not thanks to the policy decisions, but thanks to the way they have been handled and implemented by Arts Council England.

Ministers should not allow the situation to stand, and the same applies to other elements of the arts sector. There is no strategy that informs the approach to prose theatre, to concerts or to museums and galleries. Nowhere is there a fully-fledged strategy, and we certainly ought to have one for opera. In that case, we are talking about £50 million of public money simply going to the opera companies. Think how much more is going to other sectors as well—but no strategy!

When one tries to find the audit trail for this decision, the board minutes that are published are perfunctory in the extreme. None of the board papers is published, and there are considerable redactions to what is published. That is not a level of accountability or transparency that would be accepted in any local authority in this country, and it should not be accepted in a public body such as Arts Council England. It is letting the public down, and it is letting the Government, as the overseeing body, down as well. That is why there is another cause for intervention.

Finally, because I know others want to speak, we need to look at the lack of an economic analysis.

The hon. Member is making a vital point about the economic impact. These cuts will impact organisations not in receipt of Arts Council funding that rely on smaller grants. However, organisations that have now come out of the NPO portfolio will also be drawing on that funding, such as the Omnibus theatre in my constituency and the White Deer theatre in Kennington. Should the Government not recognise the importance that these smaller independent organisations, working with the big national organisations, bring to our local economies in terms of jobs, employment, training and getting our young people involved in the arts sector?

It is certainly right that the arts offer real economic opportunity for many young people, and some of those smaller organisations are the breeding ground from which people come. That is true of ENO itself. Many international stars started at the English National Opera, and that is also true of smaller organisations. That reinforces the point I was making: there is not a strategy for any of that. The Arts Council does not appear to have a strategy for anything.

It seems that the funding decisions in this round were to meet a financial envelope. Fine—let us have a proper discussion then with the Department about how we produce a strategy to meet that financial envelope. But none of that was done. That is why we need a much more strategic approach; this is a serious matter.

Looking at the overall potential economic risk, the 2020 report from the Centre for Economics and Business Research found that in a single year—2018; that is the latest we have—the arts and culture industry directly generated £28.3 billion in turnover, £13.5 billion in gross value added, 190,000 full-time equivalent jobs and £7.3 billion in employee compensation in wages and fees: in other words, into the economy. This is big business; for the UK, this is big business that we excel in and which drags in people to visit us. Also, it enables people throughout the UK to have their lives enriched.

What I do not want to see as part of a levelling-up strategy is a cut-down English National Opera or equivalent doing a reduced orchestration, reduced cast and no-proper-chorus version of one of the great operas, be it “Carmen”, “La Traviata” or “Tosca”, in a shed somewhere outside one of our major cities. That is short-changing the people in regional England. They are entitled to see a proper performance like those we get from WNO and the Glyndebourne tour and which ENO would happily do.

ENO has always made it clear that it is more than willing to do more work outside London. Funnily enough, it was planning to do a performance in Liverpool, of all places, before the covid panic, and none of that seems to have been taken into account by Arts Council England. It is short-changing people in the regional parts of England to suggest that they should get a second-rate version of that which is available in London. No wonder the former Secretary of State, my right hon. Friend the Member for Mid Bedfordshire, was so angry at the way her policy had been misinterpreted—all the more reason for Ministers to intervene.

Let us look at ENO as an example of the economic benefit that one company can bring. It produces £1.75 for every £1 of spend—it actually brings money into the economy with all the knock-on expenditure that comes from people going to the theatre, and that is true across most of the theatrical world. To put all that at risk without a proper strategic basis seems ridiculous. The loss of touring by Glyndebourne and WNO means that some 23,000 fewer people will have the chance to see high-quality opera in this country than before. That is a funny type of levelling up.

Apologies that I did not notify your office that I wanted to speak, Mr Hollobone. It is a pleasure to follow my constituency neighbour and to praise the hon. Member for Gosport (Dame Caroline Dinenage) for raising this important and timely debate.

I declare an interest: I was a member of Arts Council England for the London region for seven years. While on the Arts Council, one of the things I tried to push was ensuring that it funded some of the smaller organisations, which were not well known but had a massive reach in bringing great art and culture to a really diverse audience. There is still a notion that arts, culture, opera and music are for a select few, but we know that the power of arts and culture—in transforming lives, in bringing new people into a new role, in tapping into the creativity that a number of our young people have—is so important.

I am proud to represent Vauxhall, which is home to some of the most iconic arts organisations in the world, such as the Old Vic, the Young Vic, the Southbank Centre, the National Theatre, the BFI, Waterloo East theatre, Omnibus theatre and Rambert, to name just a few. They are fantastic institutions that reach not only across London, but right across the country. That is the power of publicly funded arts organisations.

The Arts Council England announcement last week shows a real-terms cut to London’s cultural sector. That is a shame because—on the back of the covid pandemic and so many other issues—we know the power of arts and culture in helping to address the issues we face, such as the challenges of mental health.

The joy of seeing a group of young people from Lambeth stand on stage at the Southbank Centre at the annual Lambeth Sounds music festival—a number of parents never having seen their children perform, a number never having even been to the Southbank Centre: that is the power of arts and culture, but it can happen only if we continue to fund these great organisations. They do fantastic work in reaching out.

I have just one question for the Minister on this: does he agree that we cannot level up the rest of the country by levelling down London’s renowned cultural sector? I hope that he will work with Arts Council England in terms of looking at this decision and supporting great organisations, including the ENO, to ensure we continue to have great arts for everybody instead of feeling that arts and culture is for people who can afford it.

We have the power to succeed in making sure this works and to create new, emerging talent. We have the BFI London film festival in my constituency, which taps into some of the new talent that we did not even know existed. We could lose all that if we do not nurture it. I want to see art being taught in our schools. Schools funding has been cut in this sector; we do not speak about that enough. Why is it that only parents who can afford extra music lessons get their children to play instruments? It is so important. Not every child will be academic, but a number of them can be creative if we support those subjects. I want the Minister to talk about that.

I finish with some of the other costs and measures that the arts sector is facing. Energy costs have increased. A number of buildings are crumbling. There is no discussion about capital; that is another area that is often left out. I hope that the Minister will come back to those issues. I reiterate the need to ensure that we support London’s heartbeat: its cultural sector.

A lot in this Trade Bill is to be welcomed, including its reinforced commitments to an agricultural commission, which has been welcomed by the farming sector and the NFU, as well as more scrutiny by the International Trade Committee. In my 10th year as trade envoy for three Prime Ministers, I believe that the Bill is further evidence of our commitment to take forward UK trade and investment across the world as a key part of global Britain, and that is not just an idle slogan, for international trade and investment secures jobs across our country, funds our welfare and social justice, and requires engagement globally.

Today we face the so-called genocide amendment, which would propose to replicate the role of the UN and the International Criminal Court because of issues with how that process is currently functioning. The amendment would—as the right hon. Member for Islington South and Finsbury (Emily Thornberry) clearly illustrated when she spoke about both Cameroon and Egypt—be used by many Members who wish to expand the creation of such a court to have a much wider role on human rights issues and their implications for our trade arrangements, including those already signed, as well as those proposed.

Earlier we heard another Opposition Member, the hon. Member for Leeds North West (Alex Sobel), refer to human rights abuses in Indonesia—a country that has moved further and faster in the development of an open democratic society over the last decade than almost anywhere else I can think of—so let us be in no doubt as to where some would take this amendment. We would find, in an imperfect world, that such a court would be used to limit and constrain our free trade severely, which neither the Labour party nor the SNP was ever in favour of anyway. These are issues that should be decided by our Government and, above all, this Parliament.

Let me briefly address the Uyghur question, for Lords amendment 3 in the first place is aimed squarely at the People’s Republic of China. Many years ago, I almost died in Xinjiang, crossing its great Taklamakan desert. What has happened there for many decades, but with greatly increased severity since 2009, cannot conceivably be supported by anyone in the United Kingdom, but I do not believe that this amendment, if implemented, would achieve anything at all for the Uyghurs or Xinjiang. We should not be asking judges to make political judgments. It is for this place to decide what our relationship with China should be. Over the last decade, we have veered from golden era to worst era in a short period of time. We have to find that balance, and the Trade Bill is not the place for it. It should be part of the integrated review on foreign policy and defence that we await shortly. Meanwhile, I support the Government strongly in opposing an amendment that would subcontract our scrutiny of human rights and of our trade relationships to a new court.

I am pleased to see this Bill return to the House in a much better state than when it left. Taken together, the Lords amendments will ensure that our trade deal lives up to the standards that the public rightly expect, both at home and in regard to our international obligations. I will focus my comments on Lords amendment 3 to 5, because they address issues that Vauxhall residents are concerned about.

I heard the Minister’s opening statement, seeking to reassure us that the NHS is safe, but I am not reassured. My late mother, as a sufferer of sickle cell disease, received excellent care from King’s College Hospital, and in later life as a renal dialysis patient. My two children were born locally, in St Thomas’ Hospital—the same hospital that treated our Prime Minister during the height of the coronavirus pandemic. My constituents do not support the creeping marketisation of the NHS and neither do I, so I urge Members to vote to ensure the amendment is protected on our statute book.

Lords amendment 3 focuses on the extreme crime of genocide and obliges the Government to revoke any future trade agreement with countries found responsible for it by the UK High Court. Our trade policy sends a message to the rest of the world about who we are and what we stand for. Surely no one in this House wants us to continue to trade with countries where genocide occurs, so will the Government reconsider their opposition to Lords amendment 3 and support it today?

In my maiden speech in this House almost a year ago today as the newly elected MP for Vauxhall, which is located in the heart of London—one of the most international, diverse and recognised cities in the world—I highlighted with pride the global nature of Vauxhall. Our schools are home to over 50 languages, spoken by the children of migrants from across the world who, like me, are proud to call Vauxhall their home. The global nature of the communities in Vauxhall brings richness and vibrancy. Just walking down Kennington Road, Clapham High Street, Stockwell or just about any street in Vauxhall, we can feel like we have visited several countries in under 10 minutes; we are likely to hear my constituents speak in Portuguese, Italian, Arabic, Tamil, Yoruba—my late mother’s native tongue—and so many more.

For me, global Britain is not just about trade deals, regulations and borders, as important as they are. It is not just about Britain projecting our hard power abroad or always trying to be the biggest, the first or the best. Global Britain is about the lived reality of every Vauxhall resident, characterised by the social and cultural ties that bind us together—generations of co-operation and the exchange of values. Throughout this awful pandemic, I have seen the true nature of global Britain shining through. I have seen it in our diverse communities in Vauxhall coming together to help their neighbours and to keep our public services running.

I fear that the hard Brexit path that the Government are taking us down and the isolationist vision for a newly independent Britain on the global stage are not something that I support. I urge the Government to give due consideration to the ties that bind us—our shared values, our histories, our values and experiences—as we work out who we want to be in the coming years and months.

I thank my hon. Friend for that question. Saudi Arabia is an important diplomatic and trading partner for this country. That has been the case for many decades under successive Governments.

A number of my constituents in Vauxhall have written to me about their concerns about the devastating conflict in Yemen. We must acknowledge and speak out about the immense human cost of this war. It is one of the largest humanitarian crises in the world and we know that thousands of Yemeni civilians have been killed, including women and children. Now 20 million people face food insecurity and 10 million are at risk of famine. That suffering is unimaginable. We know that the coalition has conducted numerous and indiscriminate air strikes, in violation of the laws of wars, using munitions sold by the US, the United Kingdom and others. How can the Minister be confident that the arms sold by the UK will not be used in similar attacks?

That is exactly why we have the arms control and export licence regime in place, properly using the consolidated criteria to make those assessments. In terms of what anybody else may do in the region, the hon. Lady mentioned the United States. That is very much a matter for the United States Government.
