I beg to move,

That this House has considered human rights in Balochistan, Pakistan.

This debate is about the human rights abuses in Balochistan. We have had a discussion already, before the debate started, about the pronunciation, and I am sure that those constituents attending the debate will advise us. I apologise if we have, collectively, got the pronunciation wrong today.

I will briefly give some background for those who are listening or want to read the record of the debate later and are not familiar with the area. Balochistan is situated at the eastern extremity of the Iranian plateau and is currently divided nearly equally between Pakistan’s Balochistan province and Iran’s Sistan and Baluchestan province. Additionally, certain parts of Afghanistan’s Nimruz, Helmand and Kandahar provinces historically belong to the Balochistan region.

The strategic significance of Balochistan, both geopolitically and geostrategically, has often placed it at the forefront of major global events, and its location offers the potential to provide access to the energy-rich regions of central Asia, making it vital to the whole south Asian area. I will briefly give its history. The name “Balochistan” is drawn from the Baloch people, who have been its inhabitants for centuries and who predominantly speak the Balochi and Brahui languages. In antiquity, the region found itself part of the Persian empire. The foundations of the modern Baloch state can be traced back to the 17th century when Mir Ahmed Khan established the khanate.

The Kalat state, characterised as a princely state, persisted until the British invaded in 1839. Kalat became an associated state of the British, and by 1877 the establishment of the Balochistan Agency signalled direct British rule over the northern half of Balochistan, including Quetta, the capital. With the British departure from the subcontinent, Balochistan was briefly declared an independent nation on 11 August 1947. Although Pakistan’s founding leader, Jinnah, had supported an independent Balochistan, he underwent a change of view and perspective, and the Pakistan army invaded and forced the accession of Balochistan into Pakistan.

Since then—we have debated this over a number of years—there has been a saga of struggles for independence, marked by persistent resistance and repeated insurgencies. The trigger for the renewed phase was the murder of Nawab Akbar Khan Bugti, a prominent Baloch leader, in 2006. That event sparked widespread unrest, leading to growing momentum for the Baloch independence movement.

The campaign for self-determination has been fuelled, I have to say, by the suppression by the Pakistani state of Baloch culture and language. Balochistan’s rich cultural heritage is woven into the fabric of its society and reflects its history, traditions and way of life. The Baloch people, with their distinct cultural identity, have maintained their unique traditions and customs over centuries. However, the vitality of their culture faces significant challenges, due particularly to the suppression of their language. The Baloch people speak the Balochi and Brahui languages, both of which are integral to their cultural identity. Despite the importance of those languages in preserving Baloch culture, they have faced marginalisation and neglect by official institutions. In Pakistan-occupied Balochistan, the Balochi and Brahui languages are not recognised as official languages, despite being the mother tongues of the local population. Education in those languages is limited, and their use in the media and official communication is minimal. That undermines the Baloch people’s ability to express themselves and, yes, maintain their cultural identity.

There are also concerns about the hard facts of what is described as dispossession. Balochistan’s vast natural resources—natural gas and minerals—have made it a region of strategic importance, yet its inhabitants face significant economic challenges, including extensive poverty. The exploitation of the province’s resources has not translated into prosperity for the local population. Despite the abundance of those resources, Balochistan remains one of the poorest areas in the region, which feeds discontent and uncertainty about the future for many people.

In addition, in recent years, the imposition of major development projects without the consultation or consent of the Baloch people has led to widespread discontent and feelings of dispossession. The China-Pakistan Economic Corridor, or the CPEC, is a flagship project that has raised concerns about the potential displacement of local communities and about the lack of transparency on the distribution of the benefits of these projects.

I thank the right hon. Member for Hayes and Harlington (John McDonnell) for bringing us this debate; I congratulate him for always bringing us important issues. I would go a stage further than the right hon. Gentleman. We have all heard of the historic march of the Baloch women to demand an end to the practice of enforced disappearances, extrajudicial murders, military operations and state brutality against the Balochs in Balochistan by the Pakistan army. These shocking atrocities must immediately be stopped. Does the right hon. Member agree that we need to use every possible diplomatic tactic to highlight the fact that respect for women must be a priority right and that it should not dismissed as a western ideal?

I absolutely concur with the sentiment of that intervention and am grateful for it. Let me move on to that issue of human rights now that it has been raised. We must recognise that the situation in Balochistan is marked by severe human rights violations that demand the attention of this Parliament and the international community. Evidence of systematic abuses and disregard for human rights is mounting. A number of human rights organisations that all of us have worked with over the years, including Amnesty International and Human Rights Watch, have documented and condemned the widespread abuses taking place in the region. They have also highlighted the impunity enjoyed by the security forces responsible for these violations, and they have called for accountability.

The hon. Gentleman made reference to this: one of the most alarming aspects of the situation is the frequency of abductions and enforced disappearances. Activists, intellectuals, students, lawyers, journalists and other individuals have been subjected to what can only be described as horrific practices, which are often carried out by the Pakistani security forces. These individuals are often taken without any due process, held incommunicado and subjected to torture. Tragically, many of the victims that have been forcibly disappeared are later found dead, their bodies bearing signs of torture. This brutality—what is described as the “kill and dump” policy—has left families shattered and communities traumatised. It has created an atmosphere of fear and silence in many areas.

The other aspect of human rights is freedom of expression and assembly, and they have also been severely curtailed. Journalists face violence, censorship and threats, which inhibits their ability to report on issues affecting the province. People are denied the space to peacefully assemble and express their grievances. Recently, a historic and powerful long march was led from the capital of Quetta to Islamabad by Baloch women, as the hon. Member for Strangford (Jim Shannon) said. That purpose of that march was to demand an end to the practice of enforced disappearances, extrajudicial murders and the state brutality of the Pakistan army. The marchers faced violence by the state authorities and were abused and arrested after reaching Islamabad. During a 32-day sit-in to demand that those who had been forcibly abducted were produced in courts, the marchers, mainly women and children, faced threats, intimidation and harassment on a daily basis. They were forced to return to Quetta after this level of intimidation and harassment from state agencies, and now the families who participated in the march are receiving threats and cases are being registered against them. Dr Mahrang Baloch, who led the march, is receiving serious death threats and her life is in danger. There has been a recent increase in enforced disappearances—in fact, the tragedy is that enforced disappearances of Baloch political activists, students and teachers has almost become the norm now. Dead bodies of the forcibly abducted are constantly being found as a result of these extrajudicial murders.

I thank the Minister for his answers. My thoughts are with the family, wife, children and friends of Alexei Navalny at this difficult time. The fear of the disappeared will resonate with some citizens in Northern Ireland, where so many families have not been able to lay their loved ones to rest. That is apparent in news stories today about Navalny’s mother trying to get access to her son. Does the Minister agree that all efforts must be made to ensure Navalny’s body is returned to the family so that they can understand, have a full investigation and lay their loved one to rest?

The hon. Gentleman is right. Our ambassador has today made a representation directly to the Russian Government to release Mr Navalny’s body back to the family. We will keep making representations until that takes place.

Yesterday, Ms Bardell, you and I were side by side in Westminster Hall supporting a cause we both have great interest in—funnily enough, the same Minister is in his place today. It is a real pleasure to serve under your chairship now, and I give special thanks to the hon. Member for Filton and Bradley Stoke (Jack Lopresti) for highlighting the concerns he so rightly holds. It is also a real pleasure to follow the right hon. Member for Hayes and Harlington (John McDonnell), who always speaks up for journalists and freedom of expression in these debates, for which we commend him.

The discussion about the UK’s relationship with the Kurdistan region of Iraq is of great importance. The importance of our relationship with that region cannot be overstated, either diplomatically or—this will probably not be a surprise to many—in terms of freedom of religion or belief, and I will give some examples of that, because it is the core issue of my speech.

A few years ago, I had the opportunity to visit Iraq with Aid to the Church in Need. I did not go to Kurdistan, but I did go to Irbil and other parts. I have some understanding of what happens there, but I have a fairly big understanding of freedom of religious belief. I very much look forward to the contributions from the Minister, who is always helpful, and from the SNP spokesperson, my good friend the hon. Member for Argyll and Bute (Brendan O’Hara), who I know is on the same page as me on this subject. I also very much look forward to the shadow Minister’s contribution.

With the current military strikes in the region by both Turkey and Iran-backed groups, UK support grows in importance. The area is unfortunately not new to armed conflicts, but it has also been a safe haven for religious minorities fleeing armed conflict in nearby areas and countries. Christians, Yazidis and Sunni Muslims have arrived in the region for protection from persecution in their previous homelands, but these minorities still lack legal protections and face persecution from authorities and society at large in the region. For instance, the Kurdistan Regional Government failed to substantially carry out the provisions of the 2020 United Nations-brokered Sinjar agreement to help stabilise the area and enable the return of Yazidis displaced by the ISIS genocide—it was genocide, and the hon. Member for Argyll and Bute has spoken about that many times through his all-party parliamentary group for the prevention of genocide.

There continue to be territorial and jurisdictional disputes between the Iraqi federal Government and the KRG, which has resulted in the seizure of land and businesses from Christians, but there seems to be no action whatever to address that. Additionally, targeted harassment has deterred many displaced Christians from returning to the area and has increased emigration. My question to the Minister is, how has the United Kingdom of Great Britain and Northern Ireland attempted to broach these displacements of religious minorities in Kurdistan? Over the past few years, Iraqi military forces have targeted religious minorities, displacing some 3,000 Yazidis who had already been displaced by recurrent Turkey airstrikes. Wherever they go, the Yazidis seem to be persecuted or under pressure, and I have to speak up for them today.

Have the United Kingdom Government or the Foreign, Commonwealth and Development Office attempted to broach discussions between Turkey and the KRG? If not, how will the Minister do that? Have the Government had further discussions with the Iraqi federal Government regarding the protection of religious minorities from rising conflicts and territorial disputes? We would all be keen to understand what has taken place and what more could be done.

The KRG has rightfully attempted to promote religious cohesion for more than 2 million members of religious minorities displaced from Iraq and Syria by conflicts with ISIS. However, some Christian groups indigenous to the plains of Nineveh—which I had the pleasure and privilege to visit some years ago—raised concerns over the KRG’s failure to resolve long-standing grievances, such as lack of KRG funding and other support for Assyrian-run schools; discrimination in employment and municipal services; and unresolved KRG-tolerated or initiated misappropriation of Christians’ land, businesses and other property. I say that again because it is important, and my job in this House is to raise these matters, to which I hope our Minister and Government can respond.

This issue must be addressed. Christian residents have cited their lack of security and threats from ISIS, the popular mobilisation forces and the KRG as the main drivers of emigration from the area, bringing their ancient communities almost to the point of extinction. This cannot go on.

What efforts has the UK has made to provide to the KRG aid and other support specifically for religious minorities? If we have not provided such aid, we need to. In August 2023, the Prime Minister of the Kurdistan region, Masrour Barzani, reaffirmed the KRG’s commitment to supporting the rights of the Yazidis and emphasised the importance of the Sinjar agreement, so there is a willingness among some in Iraq and the area, and I encourage more of that. He also stressed that the Iraq federal Government need to meet the Kurdistan region’s financial entitlements. For instance, disputes over oil and gas are one way that religious minorities are suffering. Is aid going to the KRG to help with internally displaced people, and is it equally distributed among religious minorities? If it is not, it needs to be and should be. That is my plea on behalf of those people.

The Israeli-Hamas war has begun to spill over into the Kurdistan region because of Iranian missiles, and the individuals most vulnerable to increased violence and attacks are displaced religious minorities, as many Yazidis remain in internally displaced people’s camps. We have to reach out and help those people. I am proud of our representative Lord Ahmad and what he does around the world. He is a great spokesperson for the United Kingdom Government, because he believes in these things in his heart. On a recent visit, he emphasised the need to protect freedom of religion or belief and the importance of inter-faith dialogue. That is important anywhere in the world, but even more so here. I ask the Minister, how do we accomplish that in reality?

The United Kingdom has supported Kurdistan autonomy, and perhaps that is still the best route to ensuring the protection of religious individuals and the right to FORB. In February 2021, an early-day motion on FORB in the Kurdistan region of Iraq was tabled. It stated that

“religious leaders are frequently consulted by ministers and government officials”

of the KRG, but have those actions continued? I would appreciate the Minister’s response, if not today then in the usual fashion.

The KRG’s Ministry of Endowment and Religious Affairs focuses on:

“Establishing, managing and supervising mosques and religious sites and meeting their needs…Supervising, monitoring and investing in Waqf properties to grow their revenues…Supervising annual pilgrimages…to Mecca for citizens of the Kurdistan Region… Preparing a new generation of religious scholars with a modern, national education…Supporting and reviving various religious events”.

That is what the Ministry committed to back in 2021, and that is what it needs to re-commit to now. What communications has the UK had with the Ministry of Endowment and Religious Affairs about developing UK policies and relations in the area and protecting the rights of religious minorities? This is my plea on behalf of those who are subjected to persecution because of their beliefs—those with Christian faiths, with other faiths and, indeed, with no faith: they should all have equal opportunities, fair and equitable treatment, and opportunities in the region.

The UK’s close ties with the Kurdistan region place us in a unique position to help religious minorities, and we can and must do more diplomatically and practically. There is a twin goal: we can help them practically and physically with aid, but we need also to help them diplomatically and ensure that there is a core focus on human rights and the right of religious expression. I look to the Minister to outline how we can better engage and support minorities who are most at risk and most in need. I know the Minister is open to the idea of additional support, so I look forward to his response.

In conclusion, we have a responsibility. I believe there is scope for enhancing our success in achieving the aim of providing help and support. Perhaps we can look to the movement today as another step in the journey we are all on together. We might have different opinions, but we are all on the same journey of life. In this world we have a responsibility to speak up for others around the world. We have a great platform as elected representatives, so let us speak up on behalf of all those people. I know the Minister is always accommodating; we all appreciate that. When it comes to moving forward together, we can do good to all men and women across the region.

I beg to move,

That this House has considered freedom of religion and belief in Nigeria.

I thank the Backbench Business Committee for selecting the motion. This subject is close to my heart. I visited Nigeria the year before last with the all-party parliamentary group for international freedom of religion or belief. I declare an interest as chair of that group. We speak for those with Christian belief, those with other beliefs and those with no beliefs, because we genuinely believe, as I know you do, Mr Paisley, in the love that our God has for others and the importance of reaching out across the world, where many obscene, difficult and heartbreaking things are happening, to speak up for human rights and to be a voice for the voiceless—those who have no one to speak for them. We will try to put forward that voice in this House in a constructive and positive way.

The debate was requested, and the Backbench Business Committee agreed to it, primarily because, at Christmas last year, almost 200 Christians were murdered because of their beliefs. They were attacked, murdered and abused by Fulani tribesmen. Those who were able to do so fled into the forest. Their houses and churches were destroyed and their property was taken. Those events were massive and really worrying.

I thank the hon. Member for bringing this subject to the House, and for all he does to ensure that the concerning situation of people who are persecuted and discriminated against because of their religion or beliefs is continuously highlighted in this place and in the country. Does he agree that when there are attacks like the one at Christmas in Plateau state, this Government ought to ensure that they, with others, bring immediate help and relief, and look to see how they can help with rehousing, for example, and meeting all the urgent and immediate needs of people who suffer such atrocities?

I wholeheartedly agree. We need to be effective and probably urgent in our response. We have much faith in the Minister; I am sure that when he responds, he will give us some ideas about how that can be done better.

Ever mindful of Nigeria, on which we are focusing today—I referred earlier to the attacks before Christmas, my visit to the country and some of the lessons we learnt—it is frustrating and particularly worrying that, just over a year since we visited, things are no better. When we were there, campaigning was starting. We arrived in the early hours of the morning—I think it was about midnight or1 am—and wondered, as we went from the airport to our hotel, why there were crowds. I found out the reason when we got to the hotel, because a political document had been left on a chair: all the rallies were happening in the early hours of the morning. That was when we were hoping to see some change, but I understand that the elections have been postponed. We have great concerns about that.

The influence of people from Northern Ireland is always greater than people suspect. When I was leaving Nigeria, a young man came up to me in the airport and said in a Northern Irish accent, “Hello, Jim. How are you doing?” What are the chances of speaking to somebody with a Northern Irish accent at the airport after midnight in Nigeria? He turned out to have worked in the office of my right hon. Friend the Member for East Antrim (Sammy Wilson) many moons ago; he was there as part of a lobbying and information group that was working on behalf of the opposition. The chances of having the change that we, and the Nigerians, all wish for have to be considered.

I am a well-known advocate for those who cannot speak out or who try to speak out but simply cannot be heard. Today is another opportunity to highlight the desperate daily battle that people face, seemingly without anyone knowing or understanding their plight. Today I seek to again speak out and draw attention to the horrific situation that exists for too many people throughout Nigeria at present.

Violations of FORB, along with broader discrimination on the grounds of religion or belief, are often particularly serious in situations of crisis, emergency and conflict, which exacerbate it. I think we can all agree that the world is in turmoil. The Bible says that there will be wars and rumours of wars. How true that is across the world at this moment, nowhere more so than throughout the African nations, particularly Nigeria. What happens in Nigeria will dictate what happens across all of Africa. With a population of almost 220 million, Nigeria is the cauldron for the rest of Africa. That middle band of Africa is awash with weapons, arms and people with evil intent. That concerns me.

I pay tribute to my hon. Friend for securing this debate and for all the work he does in this area. Does he agree that some of the figures provided in preparation for this debate show a stark increase in the number of Christians being killed or abducted? Just four years ago, 3,600 Christians were killed per year, and now it is almost 5,000. The persecution is increasing. Thankfully, a number of us have tabled motions in the House on this issue—I tabled the most recent one, last week. That is what we need to do to highlight this issue and to get action, not just from our Government, but from Governments internationally.

My hon. Friend is absolutely right to underline that point, and those stark figures illustrate it very well. Unfortunately, it seems to be the killing ground for those of an ethnic or religious minority background, particularly Christians.

I spoke with a member of the Nigerian diaspora yesterday. He called what is happening, “a prolonged national nightmare of tragedy after tragedy,” as these attacks continue unabated and asked, “Who are supplying the AK47s and the rocket launchers to herders in the crisis-ridden middle belt? Who is sponsoring these wars and these crimes in Nigeria? Who are the international funders?” Is that not a question that all of us in this country should be asking, together with the international community, so that we can address this?

The hon. Lady again makes a very pertinent intervention, which illustrates the issue I referred to earlier. Nigeria and the middle belt of Africa are awash with weapons. We need to address those issues.

The ethnic nationalist groups fighting for greater power for ethnic Fulani people overwhelmingly target civilians with violence in northern Nigeria. In north central Nigerian, Christians represent the majority of victims of that violence. There was a recent attack, at Christmas, in which 200 Christians lost their lives. As parliamentarians, it is our duty to denounce and address such action against freedom of religion or belief, which is a basic human right. One young American lady said to me just last week that the United States has failed to address this situation—I understand that the hon. Member for Congleton (Fiona Bruce) was in the States for a weekend, and I am sure she heard similar remarks. Just last week, that American lady urged me to ensure that we do not fail. We are having this debate today, and we will not fail when it comes to addressing the issues—those who are here will ensure that.

I am fully aware of the limitations of our Government’s ability to control the situation in Nigeria. But by the same token, I believe that there is more that we can and must do to make changes on the ground to get help and support to those who need it most, and simply to do what is right—it is right to do these things. In addition to the recent Christmas massacre, Islamic insurgent-directed Fulani gangs killed at least 10 Christians in Taraba state—another in a catalogue of murder—while a dozen similar gunmen kidnapped over 150 people in Zamfara state, and Boko Haram killed 15 rice farmers in Borno state. It seems to never end.

Those incidents serve to further escalate tensions in a country where violence divides people and erodes trust, threatening Nigerians’ freedom of religion or belief. Historically, violence in Nigeria has fallen along ethnic or religious lines. Violence by Boko Haram, the JAS— I will not try to pronounce the full name; you might understand if I said it in an Ulster Scots accent, Mr Paisley, but I suspect that no one else will—and Islamic State in West Africa threaten the freedom of religion or belief of Nigerians. Despite statements in favour of inter-faith unity, the Nigerian Government—I say this respectfully—have generally failed to enact meaningful policy reforms and changes to address the drivers of the violence impacting on religious freedom. I remember being outraged when I first heard about Boko Haram’s actions against women and children and the trafficking of those young girls. Even today, one young girl, Leah Sharibu, is still under the control of Boko Haram.

Is it not correct that Leah Sharibu is still in captivity because she refused to renounce her Christian faith? Is it not also correct that while, for example, moderate Muslims and others suffer attacks, it appears that Christians in particular are being targeted? Churches are attacked during services, as Owo church was at Pentecost last year, and there was the attack at Christmas in Plateau state. It is a tragedy that, somewhere in the world, every two hours a Christian is killed, and that more than four fifths of those are in Nigeria.

Again, I thank the hon. Lady for that intervention, and for her other contributions to this debate.

When we visited Nigeria, I remember well the stories we were told by some of the Christians who had been displaced. Those internally displaced peoples informed us that when they were being attacked, the police station was only about half a mile the other side, but while the attack was ongoing, there seemed to be no movement, unfortunately, by the police or the army to reach out and help. It is frustrating that we should have to record such incidents, where the Nigerian police and army have been unable or unwilling to respond when they should. It also annoys me that sometimes the media are silent. It is time for the media to highlight the increasing numbers of murders, atrocities, persecution and kidnappings of young people, as well as the murders of their mums, dads and grandparents.

In Nigeria, 12 northern states have adopted sharia law, even though the constitution recognises the right of freedom of religion or belief—in other words, a right to have a different religion, and not to be subject to another religion in any place. Christians, however, are charged in sharia courts, even though such courts have no jurisdiction over them according to the Nigerian constitution, and even though Christians’ evidence and their testimonies are worth half that of a Muslim. Will the Minister give us some idea of what discussions have taken place between the UK and Nigerian Governments about ensuring that sharia law, contrary to the constitution, does not take precedence over Christians and their beliefs across Nigeria?

A predominantly Muslim ethnic group, the Fulani, have also experienced significant persecution and statelessness across west Africa for several decades. As a primarily pastoralist community, the Fulani have experienced growing disenfranchisement in the country. The marginalisation stems from federal and state government preferences for developing agriculture and the livestock sector, on which the Fulani solely depend. There are other issues, especially ecological shocks from climate change and growing competition for resources. Government authorities have failed to curb the flow of weapons—the hon. Member for Congleton referred to that—or to protect pastoralists’ property from growing criminality.

We need a strong hand from the Nigerian Government, through their police and their army, to protect their people. What is the duty of our Government here, and of our Army and our Minister? It is to protect our people. I commend our Government for their stance; Nigeria and its people deserve the same.

Open Doors, a charity that I support prayerfully and practically and whose information I highly regard—others in this Chamber have the same opinion—has provided information about other religious minorities that are also being attacked and abducted by the majority groups. Followers of African traditional religions are subject to attacks and abductions in their hundreds—not just ones, twos, tens and twenties, but hundreds. Muslims who do not partake in militant attacks are also vulnerable to attack, because they do not participate.

When we were in Nigeria, we made the case clearly. We met many people of the Muslim faith who told us that they were as absolutely disgusted at what was happening against Christians as we were. We have to divorce those who are involved in terrorist campaigns from ordinary people who have a different faith but do not try to push it on to others.

In the north-west and north-central states, many Muslims have been killed, abducted or forced to flee their villages. Ethnic Shi’ites are banned in Nigeria—again, they deserve to have their faith and to worship their God in the way they wish—and it concerns me when I hear of such things happening.

The Government response to extreme violence against civilians has been insufficient to meet their obligations to ensure security and justice for victims. In the north-east, communities have alleged that Government security forces deliberately avoid responding to warnings of violence until after attacks have taken place. Even when they do respond, Christian civilians have reported that they respond with stronger force to alerts about impending violence against Muslim communities than to violence against Christian communities. That institutional bias must be addressed, as the hon. Member for Congleton said. It is clear that what people told me on my visit to Nigeria happens regularly, which is concerning, so I am keen to hear the Minister’s thoughts on that.

Due to the lack of a federal response, some state and local officials have called for civilians to take up arms and defend themselves. Although they do that with good intent—there is good reason to do it—the result is the militarisation of identity groups and an increase in the human rights abuses associated with poorly trained vigilante groups with little to no accountability, so that is not the best way of doing things. It is only right that there is Government enforcement; it is not up to individuals, paramilitary groups or church groups to carry out such actions, but they continue in the southern part of Nigeria.

What worries me is that a conflict that started in the north-east of Nigeria has moved into the centre, and is now moving south. In the south, the Igbo, a largely Christian ethnic group, have issues with political representation, given that the country’s quota system for state revenue distribution privileges the comparatively more populous north and south-west of the country. At the same time, more political, religious and human rights groups are the target of violence. It worries me that the Igbo, the largest ethnic group in the south, are being disadvantaged because they happen to be Christians. No group should be displaced or prevented from accessing aid, grants and advice for that reason.

Several years ago, when I was in Nigeria, the UK Government sent some of our military personnel to work with the Nigerian security forces to address the issues causing the attacks by Boko Haram, but that did not stop them; indeed, as the hon. Gentleman said, the attacks have increased way beyond the northern part of Nigeria and now take place in the middle and even southern areas. What more can we do to assist the security forces? Working with others from the international community to do so is urgent.

I thank the hon. Lady for those words. We have a fantastic and incredibly important relationship with Nigeria; there are rich cultural, historical, economic and family connections between our two countries. When I was in Nigeria, I had the opportunity to speak to the British consulate, and the attaché, who was at some of those meetings, indicated that the United Kingdom Government were working closely with the Nigerian Government, but perhaps we have not seen enough of what could be done in a more tactical and advantageous way. One of the things we were told was that Nigeria was keen to have more helicopter support. The Minister is here to report from a human rights and religious point of view, but he has seen long and gallant service in the Army over many years, and he will understand the issue very clearly. I think we could do more, from a Ministry of Defence and Foreign, Commonwealth and Development Office point of view, to help the Nigerian army to take on the terrorist groups.

The hon. Member is being very generous to me in allowing interventions—I appreciate it greatly. I join him in acknowledging the Minister’s experience with regard to military matters. Is it not correct to say that it would not be simply an altruistic act for the UK to get involved in ensuring greater peace and security in Nigeria? It is also in all our interests, as it is in the world’s interest, because if young people in that huge country—Nigeria’s population is composed largely of young people—become disillusioned and disenchanted with their home country and seek to emigrate elsewhere across the world, denuding Nigeria of its young people and the skills they could be trained in, that would be an absolute tragedy for international peace and security, not just security in Nigeria.

Again, I thank the hon. Lady for the intervention. In my introduction, I mentioned the fact that Nigeria has almost 220 million people, and it is clearly the cauldron for what happens in the whole of Africa—what happens in Nigeria will indicate what happens elsewhere. So the hon. Lady is right to re-emphasise the importance of dealing with terrorism and atrocities and dealing fairly and equitably with each and every person, of whatever faith, in Nigeria. Ensuring that their human rights are respected, that the aid gets to them and that they are secure, happy and safe in their homes is so important, because if that fails in Nigeria—this is what the hon. Lady is reminding us of—it fails for all of Africa. That is why this debate is so important and, as the hon. Lady said, so critical.

To refer back to the Igbo people in the south, armed separatists defending Igbo interests target Muslim civilians, based on ethnic or religious identity, and have also attacked individuals of various faiths travelling to worship and to celebrate holidays in the region. The FORB violations in Nigeria impact everyone in Nigeria; that is where we are—everybody is affected. What happens for the Christians will have an effect elsewhere. What happens with the Muslims will have an effect elsewhere as well.

In terms of FORB, even the judiciary are an area of concern—I have to underline this issue. In the past year, a sharia court sentenced Sheikh Abduljabbar Kabara to death for blasphemy, which is contrary to the constitution of Nigeria, as a sharia court should not have the power to do so. Other judicial authorities sentenced humanist leader Mubarak Bala to 24 years in prison for blasphemy and other charges. Mubarak Bala has been incarcerated since 28 April 2020. We used our visit to speak to some of the judiciary and judges in Nigeria and to make a case. The hon. Member for Glasgow East (David Linden) will speak today for the Scots Nats. His hon. Friend the Member for Argyll and Bute (Brendan O’Hara) was in that delegation and made a very good case for the release of Mubarak. We thought we had made some headway on that, and the indications coming from the judiciary seemed to say that, but he is still in prison. I understand that he was given an option to leave the country, and his wife and child deserve to be able to be reunited with him, wherever that may be, in freedom. I said at the beginning of the debate that I speak up for those with a Christian faith, those with other faiths and those with no faith, and I mean that. The other members of the APPG mean it as well, and I think everyone in this room also means it. It is important to say that.

Additionally, a high court in Nigeria ruled that the blasphemy laws in the sharia penal codes are constitutional. In September, armed officers conducted a surprise raid on the presiding judge of the Kano court of appeal, who was the only judge who dissented from the ruling. Is there undue influence from the police and army on the judiciary? The question has to be asked. How impartial can those decisions be?

The Nigerian Government have failed to address the drivers of this violence and to prioritise justice for its victims. We must take action to address the systematic, ongoing and egregious violations of religious freedom and human rights. The failures are clear. The Minister and his officials must think that I believe they have a magic wand. If only we all had a magic wand, imagine what we could do to fix things. I do not think they do have a magic wand, but I do think we can use our influence economically, culturally, historically and through families, because of the rich bond that is shared between Nigeria and the United Kingdom of Great Britain and Northern Ireland. I know that there are limitations, but I do not believe that we are on the cusp of the limits; I believe that there is more engagement that can and should take place. When the Minister responds and tells us what has been done by the United Kingdom Government, I would be glad to hear that we are heading in a positive direction.

I believe that more on-the-ground missionaries could get involved. I have many in my constituency; in almost every church there are missionaries with contacts across the world, including in Kenya, Uganda, Egypt, Nigeria—in large numbers—Swaziland and South Africa. I make that point because there is a non-governmental workforce that could be used as part of the Government network. I have suggested before that missionary groups are there for one purpose: not to be political or to change the direction or focus of the Government, but to help people. I think they could be part of the network that we have in the UK. I know that there may be a sense of, “What else can we be asking for?” when Members see my name next to a debate, but lives are in the balance. There are people in Nigeria who I will never meet in this world, but hopefully we will meet in the next. The innocence of children is at stake, and I believe we have more to give.

When I used to get tired at home and feel like there was nothing left to give, I would recall a biblical verse that my mum ingrained in me. I mentioned in the main Chamber yesterday that my mum got me a bank account when I was 16 and got me my pension when I was 18. She is a lady of great influence. She is the same height as the hon. Member for Congleton—about 5 feet 6 inches— and I am over 6 feet. I get the height from my dad, not my mum. My mum ingrained in me a thought that comes to mind.

One thought comes to mind, and I will leave it with the ministerial team today. Galatians 6:9 says:

“And let us not grow weary of doing good, for in due season we will reap, if we do not give up.”

This debate is all about not giving up. It is about continuing to reach out and help those in Nigeria, and there is much more to be done.

I ask the Minister and his team to partner with us, with the spokesperson for the SNP, the hon. Member for Glasgow East, who is a dear friend of mine and has been since the day he came to the House, and with the shadow Minister, the hon. Member for West Ham (Ms Brown). When I told her some weeks ago that we would be having a debate on Nigeria, she said, “Jim, I’ll have to get up early to get here.” She has honoured that promise and is here to speak up for Nigerians. We are all here for that purpose. We are here to make a difference and to know that we have done the best we can for people, without ever giving up.

It is a great pleasure to be here this morning, Mr Paisley, and I am grateful to the hon. Member for Strangford (Jim Shannon) for securing this debate. I know colleagues will join me in commending him for his long-standing commitment to freedom of religion or belief, especially with regard to Nigeria. His sincerity and passion are of note and are much appreciated.

I am here on behalf of the Minister for Africa, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), who takes a great interest in this issue in the context of the continent, but is engaged in duties elsewhere. It is my great pleasure to be here and I aim to cover off all the points raised. I am grateful for the contributions; it has been a sincere and passionate debate. I am particularly pleased that the Prime Minister’s special envoy for freedom of religion or belief, my hon. Friend the Member for Congleton (Fiona Bruce), is also here contributing.

We are united in horror at the scale and ferocity of attacks against religious groups in Nigeria, which were shockingly described by the hon. Member for Strangford. Of course, particularly in our minds is the massacre of Christians at St Francis Xavier Church, and we continue to press the Nigerian Government for justice to be done in that case.

The hon. Member for Strangford referred to Open Doors, and its report paints a very harrowing picture. More than 4,000 Christians were killed in Nigeria last year alone. It is our firm conviction that every Nigerian should be able to practise their faith and it is the constitutional obligation of the Nigerian Government to ensure that all Nigerians should be able to practise their faith or belief in safety, free from fear and persecution. I commend the dedication shown by Members in this Chamber and across the House, and I will use this opportunity to lay out some of the actions that the Government are taking.

I know that the Minister will come back to this point, but one of the issues that the hon. Member for Congleton (Fiona Bruce) and I highlighted was the effect of sharia law, which has been introduced in some Nigerian states. It discriminates against those who are of a Christian belief. Even though it is not in the constitution, it has been introduced and some people have borne the brunt of the law on blasphemy, including through attacks and judges being influenced. Perhaps the Minister can address that issue, because the constitution says that all religions are equal, but there is something wrong when sharia law is able to tell Christians what they should do.

The hon. Gentleman is correct: the constitutional obligation of the Nigerian Government is to ensure, at federal level and state level, that Nigerians are free to practise their religion. Through our high commissioner, we continue to make that case to our partners in Nigeria, for the settled benefit of constitutional affairs and religious freedom in the country.

I am grateful to my hon. Friend for raising that case, which is one of gravity and importance. I will ask the Minister for Africa, my right hon. Friend the Member for Sutton Coldfield, to write with an update on the representations that we are making through our high commissioner in Abuja.

The UK Government are committed to supporting Nigeria to end faith-based persecution and violence, and to uphold its constitutional commitment to religious freedom for all, as we have discussed. This is a long-standing priority in our partnership with Nigeria. The British high commissioner and his team in Nigeria work closely with local authorities, communities and faith leaders to address these issues, which include wider inter-communal violence and insecurity that exacerbate the threats to religious groups. Some of those trends have been discussed very usefully this morning.

We regularly raise these issues at the highest level. Last July, the British high commissioner raised the report by the all-party group for international freedom of religion or belief, which was entitled, “Nigeria: Unfolding Genocide? Three Years On”, with the Nigerian President’s chief of staff. In August 2023, the former Foreign Secretary discussed insecurity with President Tinubu and the Nigerian national security adviser. Most recently, the British high commissioner has raised the attacks in Plateau state with the national security adviser and discussed solutions to intercommunal conflict and insecurity.

In all those meetings, we have reiterated the need to uphold the security of all communities affected by violence and to bring perpetrators to justice. We continue to underline our commitment to supporting the Nigerian Government in tackling these persistent security issues.

Meanwhile, we are working to advance freedom of religion or belief through our work on the world stage. I am very pleased that the Prime Minister’s special envoy, my hon. Friend the Member for Congleton, is here today; she remains closely involved in the International Religious Freedom or Belief Alliance, a network of countries including the UK that are dedicated to protecting and promoting freedom of religion or belief for all.

The United Nations Human Rights Council undertook its universal periodic review of Nigeria last month. The UK Government were an active participant in that process, and we remain committed to protecting all human rights, including freedom of religion or belief. It is important to recognise the complex factors that increase insecurity between communities, which have been laid out in this morning’s passionate debate. Religious belief is one such factor; others include economic disenfranchisement, historical grievances and natural resources.

We should remember that this insecurity in Nigeria is deadly both for Christians and for Muslims. We should also remember that intercommunal violence and criminal banditry are a significant factor causing a rising death toll and therefore increasing tensions between communities across Nigeria. These grievances are very easily tied to a community’s religious or ethnic identities, which are of course closely associated in Nigeria; conflicts can therefore take on a religious dimension as tensions build between communities and reprisal attacks take place. I am very grateful to the Opposition spokesperson, the hon. Member for West Ham (Ms Brown), for elegantly laying out the complex set of factors that often escalate economic or geographic conflicts into conflicts of a religious nature.

The hon. Members for West Ham and for Strangford asked about our support more broadly. The UK is supporting peace and resilience in Nigeria through a new £38 million programme that aims to tackle the interlinked causes of intercommunal conflict, including security, justice and natural resource management challenges. That is even more important in the context of climate change and grave water shortage: it will help farmers to access and collect water more efficiently and to provide better routes for livestock. Together, we expect that our support will help 1.5 million women and men to benefit from reduced violence in their communities and will help 300,000 people to better adapt to the increasingly pernicious effects of climate change.

The FCDO has also funded peace-building projects in Kaduna, Plateau, Niger and Benue states that aim to promote tolerance and understanding between communities affected by intercommunal violence. Those projects have included work to train peace ambassadors, including faith leaders, to engage with young people—the vast majority of the population, as was raised in the debate—who are at risk of becoming radicalised.

I referred to the many missionary organisations and NGOs that are involved. Nearly every church in my constituency has a connection with a missionary somewhere in Africa. I recognise the great influence and help that those partnerships with NGOs and missionaries could be. Although I am ever mindful that the Minister is not the Minister responsible for this area, I feel that more should be made of that. It would be to the benefit of everyone. It is a great source of talent and a great group of people: people of commitment, energy and faith who could work alongside the Government in a partnership that could deliver.

I had the same conversations with the British consulate in Nigeria. In response to an intervention from the hon. Member for Congleton (Fiona Bruce), I referred to a request for more helicopter support for the Nigerian army, which indicated that that would help it in the battle against terrorists, although I know that it must do a lot more than that. I am mindful that this is not the Minister’s responsibility, but will he have those discussions with the relevant Minister to ensure that we consider any military assistance, such as helicopters, that can be given to Nigeria?

The focus is currently on training police and working with local communities, but I know that the defence partnership dialogue will consider exactly that. I am happy to give the hon. Gentleman a commitment that I will pass on that suggestion to my Ministry of Defence colleague.

The security work builds on our work as a partner in the multinational joint taskforce, which has seized weapons intended for use against civilians in Nigeria. However, the ongoing work is hugely important, because disrupting the flow of weapons is a critical security factor. The UK Government will continue to work closely with the Nigerian authorities to address the deeply troubling violence against those who are simply trying to follow their faith, including by raising faith-based violence and wider insecurity at the highest levels and with country-based partners and the wider international community to promote a more secure and stable Nigeria in which everyone is free to follow their faith or belief without fear of persecution or violence.

Once again, I thank hon. Members for this debate. I am grateful that my friend the hon. Member for Strangford quoted from Galatians 6:9:

“Let us not become weary in doing good”.

He is certainly not weary, and our team in Nigeria is not weary. Despite the many challenges and the huge scale of the threat, we are confident that our actions have a positive impact. I am grateful to have laid out this morning some of the actions that we are taking, but a great deal of work is ahead of us.

May I thank everyone for their participation, their conviction, their contributions and their words of wisdom? I began by saying that we were here to speak up and be a voice for the voiceless, and I think Members of all parties have done so in this Chamber today. It has been a very positive debate. I hope that those in Nigeria—my brothers and sisters in the Lord, and those of other faiths—can take some encouragement from our conviction.

My hon. Friend the Member for East Londonderry (Mr Campbell) referred to the increasing numbers of attacks. The stats from the Library and from Open Doors, Aid to the Church in Need, Release International and other groups indicate that Nigeria is sixth in the world watchlist, which indicates the severity of the crimes.

The hon. Member for Glasgow East (David Linden) said that our being here is a matter not just of principle, but of conviction. He is right, and I know that that is how he feels in his heart. He delivered that message well. He also referred to how Christians are attacked and how their houses, homes and churches have become a battleground. We have to address that.

If you do not mind my saying so, Mr Paisley, I think that the interventions from the hon. Member for Congleton (Fiona Bruce) helped to cultivate the debate at each stage. I thank her for that, and I congratulate her on getting a Bill through Parliament to establish in law the position of the special envoy, under all Governments. That is a really big thing—well done to her. I thank her for everything that she has done to establish a special envoy permanently, and for all her interventions.

I was pleased to hear that the hon. Member for West Ham (Ms Brown) would be speaking in this debate, because I knew that her contribution would be really on the ball. She referred to the 41 people killed in the Pentecostal mass some two years ago. Justice is needed; the hon. Member for Congleton reinforced that point, and I think the Minister tried to do so. Progress is needed on justice and accountability, and there should be no impunity for anyone. The hon. Member for West Ham also referred to the insecurity of the territory. She always makes a helpful contribution to these debates.

I know that this issue is not in the Minister’s portfolio, but he always encapsulates and appreciates the points of view put forward. He answered clearly on the issues that are important: preventing the persecution of Christians, protecting their freedom to worship and bringing perpetrators to justice. He referred to the peace ambassadors and how religious tolerance must flourish. That is what we wish to see: a Nigeria where everyone can follow their faith.

The Minister said, “Let us not be weary.” We are not wearying, because this is the right thing to do: we have a duty in this House and further afield to stand up for our brothers and sisters and for those of all faiths around the world. What a privilege it is to do so today in this Chamber with purpose and conviction, and to have a Minister who responds positively.

I absolutely agree with my hon. Friend. Many of our constituents have hardly slept for months, because they never know when they are going to get the phone call telling them of the death of a relative, or in some cases, the deaths of five, 10 or 15 relatives at the same time. It is an unimaginable worry for people to be living with.

I commend the hon. Member for bringing forward this debate, on a subject we all have in our mind. Does he agree that the most vulnerable people under attack in Gaza need a clear path to safety? Will he join me in urging the neighbouring nations also to step up their efforts to welcome refugees with open arms? Does he further agree that our Government should be ensuring that we do all we can to make sure that aid gets to the people who clearly need it the most?

I congratulate the hon. Member for Harrow East (Bob Blackman) on setting the scene. His passion and interest in this subject is renowned. In my short time in the House, I cannot remember a time when he did not lead or sponsor such debates. It seems that for various reasons, others who wished to speak have not been able to. It is unfortunate that the input of others has been curtailed, but that does not lessen the importance of the issue that the hon. Gentleman has raised. When it comes to Iran, we in this place have spoken up on many occasions; indeed, we did so yesterday in the free Iran group with Maryam Rajavi. The hon. Member for Southend West (Anna Firth) was at that meeting, and led and chaired it for a short period of time.

This is a big issue—a massive issue. I declare an interest as chair of the all-party parliamentary group for international freedom of religion or belief, speaking up for those of Christian faith, those of other faiths and those of no faith. It is clear to me that that is not just about people’s right to express themselves religiously and the beliefs that they have, but about standing up for human rights. The issue of freedom and democracy in Iran, especially the freedom of religion or belief, continues to escalate—depressingly so. That is why this debate is so important. Violations of freedom of religion or belief happen frequently in Iran, and continue to escalate. The hon. Member for Harrow East is right to highlight the danger that Iran poses to peace in the middle east: it supplies the Houthis with aid and finance, supplies Hezbollah in Lebanon with finance and weapons, supplies Hamas in Gaza with aid, arms and finance, and supplies many terrorist groups in Syria in the same way. Of course, Iran also supplies drones to Russia to use against Ukraine, so it is an instigator of war and an opposer of peace in the middle east.

As persecution and violations of religious freedom increase in frequency and impact, I and other members of the APPG have submitted several written questions to the Foreign, Commonwealth and Development Office. I am very pleased to see the Minister in his place, because he is always helpful in his responses. We have written to the FCDO with a large number of questions over a period of time, but unfortunately, responses have not been forthcoming. I ask the Minister to introduce some speed into the process, if possible, to secure an answer within the prescribed time: the FCDO said it would respond to our questions, and is duty bound to do so, but has not responded yet. The incidents we have highlighted and the FCDO’s response to them must be brought to Parliament’s attention, as well as the importance of developing better policies and sanctions against Iran for those actions and for its denial of freedoms and democracy.

The one thing that has always bothered me when it comes to Iran is its violations against women and children. They have been attacked, brutalised, and scarred by acid attacks, they have no access to jobs, education or ownership of property, they do not have the right to marriage, and many other opportunities in society are denied them. Over Christmas, several Christians were arrested in Iran, with no response yet from the FCDO—again, we are waiting for a response. Iran finally released on temporary bail two journalists who covered the death in custody of Mahsa Amini, which led to the mass protests in 2022. We asked the FCDO whether the Minister would make an assessment of the implications of those releases for its policies, but as yet, there has been no response.

Recently, the Iranian Government displaced Baha’i farmers by seizing farmland that they had been tending for several generations. The FCDO responded to my question on that topic by stating:

“At the 78th UN General Assembly, we co-sponsored the Iran Human Rights Resolution, calling for Iran to eliminate, in law and in practice, all forms of discrimination on the basis of thought, conscience, religion or belief. We are committed to promoting religious freedom and will continue to work with partners to advocate for the rights of the Baha’i community in Iran.”

Such action is commendable and appreciated. What actions have been taken to help implement that resolution?

Again, I ask these questions because I know the Minister will respond; I also look forward to the response of the shadow Minister, the hon. Member for Caerphilly (Wayne David), and of the SNP spokesperson, the hon. Member for Linlithgow and East Falkirk (Martyn Day). The UK recently enacted new sanctions against Iranian individuals for human rights violations, including flogging as a punishment for exercising freedom of religion or belief. Roya Heshmati was flogged by police for not wearing a hijab in a picture posted on her social media— I have also posed a question to the FCDO on that topic. What sanctions have been imposed on those who inflict such persecution?

Most importantly, potential violence and armed conflict with other countries may impact the rights of democracy and freedom, especially for religious minorities in Iran, so we must decide what policies are going to be enacted. Iranian-backed groups have attacked a US base in Jordan, and this brings about the increase of tensions between the west and Iran, despite Iran’s denial of its involvement in the attack—it got its proxies to carry out it out. As armed conflict and violence increase, the oppression of religious minorities increases tenfold. For someone to be a Shi’a, a Baha’i, a Christian or a member of an ethnic minority in Iran decreases their life expectancy.

We must be ever mindful of the situation of religious minorities in Iran, but also of what the potential effect may be of UK actions against Iran through sanctions and changes in diplomatic relations. The hon. Member for Harrow East made a point about what we need to do and to do more of, and it is quite clear that the sanctions the Government are imposing are not effective. Because of that, we have to look at other methods, such as stronger sanctions or other ideas. Again, I would like to hear from the Minister, if possible, what thoughts he has about how we can hit Iran harder.

Iran is continuing to arbitrarily detain human rights defender and 2023 Nobel peace prize recipient Narges Mohammadi, subjecting her to torture and other ill treatment by deliberately denying or severely delaying her access to adequate healthcare to coerce her into adhering to Iran’s abusive and degrading compulsory veiling laws. This places Narges Mohammadi’s health at great risk, particularly as she has serious heart and lung conditions. Jail is never good for someone’s health, and if they are in bad health, it is even worse.

If Iran is willing to imprison and mistreat such an individual, what is to prevent it from doing so with ordinary individuals in Iran who have religious identities or beliefs different from those of the majority? Although we may not be able to force Iran to change its laws, we can place further requirements on their doing trade with the UK. When we look at trade last year, we see that the UK exported nearly £224 million of trade to Iran, and in return Iran sold back some £190 million. What regulations and policies are companies required to adhere to for such trade to occur? Are there any human rights and religious freedom requirements in place, or inspections of companies in Iran to ensure that they adhere to human rights working conditions and do not discriminate against religious minorities in hiring or in the workplace? These are the things I would like to see.

I conclude with this: the need for Iran to raise its treatment of religious minorities and to provide citizens with democracy is becoming more and more necessary. That is why the hon. Gentleman’s debate today is so important, and we hope—we look to everyone for this, but ultimately to the Minister—that the response will be one that gives us heart. As you know, Mr Deputy Speaker, I speak today on behalf of my brothers and sisters in the faith in Iran, who do not have the opportunity to worship their God as I do. It is for that reason that I thought I had to be here to speak for them.

I was in Vietnam in October, speaking at the South China sea conference, and I set out very clearly the UK’s position and raised the serious risks, which my hon. Friend highlights, posed by these instances of unsafe conduct against Philippino fishing vessels. The UK has provided £6.5 million in funding to support regional partners through an enhanced programme of maritime security capacity building in south-east Asia, which includes training on the law of the sea, and we continue to provide that support to help maintain that free and open Pacific.

I thank the Minister for that response. China is quite clearly a thuggish country; a bully country that thinks it can step upon anybody. They have an insatiable demand and appetite for everybody else’s resources. When will the time come that China will understand that they cannot bully the wee person—that we will stand with that wee person against them?

It is a pleasure to speak in this debate and to follow the hon. Member for Congleton (Fiona Bruce). I congratulate her on leading the debate so well. I can assure you, Ms Vaz, that I will not take as long. That does not take away from the importance of the debate, but I do not want to repeat what has been said. Although we could speak about many countries, I want to focus on two—India and Pakistan.

I declare an interest as chair of the all-party parliamentary group for international freedom of religion or belief. I am very pleased to be chair of the APPG; it is a privilege and an honour. The importance of freedom of religion or belief is indicated by the fact that some 174 Members of the House of Commons and the House of Lords wish to be part of the APPG. That shows the interest and the strength of support in Parliament.

Through the APPG I am fully aware of the relevant issues, and it is crucial that we speak about them and give them the time they deserve. With the launch of this year’s world watch list, it is important to bring attention to two specific countries where there is religious persecution—India and Pakistan. As religious nationalism escalates in both countries, the impact of persecution for one’s faith or belief is suffered not only by Christians, but by other religious minorities. Pakistani religious minorities face serious persecution, including forced conversions, child marriage, the abuse of blasphemy laws, exclusion from education, limited employment, hate speech and incitement to violence. All these things happen against Christians and other religious and ethnic minorities in both India and Pakistan. In Punjab alone, 3,914 cases of rape or sexual abuse of ladies and young girls, 664 cases of domestic violence, 174 honour killings and 44 acid attacks were recorded in one year, such is the violence and hatred towards others. I can never understand how anyone could hate anybody with such venom and violence.

Open Doors has ranked Pakistan as No. 7 on its world watch list for the persecution of Christians. Last year, more than 20 churches and 100 homes were attacked in response to believers’ being accused of desecrating the Koran, often on trumped-up charges. Blasphemy laws in Pakistan pose a grave and serious threat to Christians and many other religious minorities, because it seems that people do not need to have an evidential base; they just have to make an accusation and the authorities will take action, without any basis of fact at all. All minority religious groups in Pakistan suffer persecution, with no end in sight.

The Sita Ram temple in Ahmadpur Sial served the Hindu community in the region for more than a century, with the architecture revealing a rich cultural heritage and religious beliefs. That beautiful representation of Hinduism in Pakistan has now been converted into a chicken shop. Where is the thought for Hindus and people of other religions? The views of the Hindus who live there have been disregarded entirely. Multiple Hindu sites were demolished or encroached upon in 2023. In December, CCTV footage from a Hindu temple in the Sindh region showed a radical extremist mob with sticks and batons attacking the temple and beating Hindu worshippers. Such persecution must be addressed and stopped.

The Ahmadis—we in the APPG met some of them at about this time last year—are a major target for prosecutions under Pakistan’s blasphemy laws, with specific anti-Ahmadi laws enabling such persecution. This Muslim group is explicitly targeted by the federal laws of Pakistan. What have we done to address such targeting? I am not asking the Minister to do it all himself—that is not right—but what course of action have the UK Government taken? Ahmadi Muslims are denied the right to call themselves Muslims and have been openly declared as “wajibul qatl”, or “deserving to be killed”, in the Pakistan media and by religious clerics.

Am I less of a Christian because I am a Baptist? The Minister is a member of the Church of Jesus Christ of Latter-day Saints, the hon. Member for Congleton (Fiona Bruce) is a member of the Church of Scotland and others in this Chamber are members of the Church of England. Am I less of a Christian than they are? No, I am not—not a bit of it. Why should they be less of a Muslim just because they happen to have slightly different beliefs? They are just as much a Muslim. I find it incredibly hard to try to understand. No state action with Pakistan has been taken to protect the Ahmadiyya. In the past year alone, over 42 Ahmadiyya mosques have been attacked and more than 400 Ahmadiyya graves have been desecrated and destroyed.

Sikhs also suffer grievous religious persecution in Pakistan. With rising violence, many Sikhs have fled Pakistan’s north-western province of Khyber Pakhtunkhwa due to deadly militant attacks and severe religious intolerance. As Members of Parliament, what should we do? What should our Government do? I am always very pleased to see the Minister in his place. I mean it sincerely, and he knows that. I believe that he understands the points I am trying to put forward and agrees with our comments. I know he will be anxious to make clear in his reply what we have in place.

I am also very pleased to see the shadow Minister, the hon. Member for West Ham (Ms Brown), in her place, fresh from the Holocaust Memorial Day debate in the Chamber. A Member can almost be in two places at once. I commend the shadow Minister sincerely. In her comments in the Chamber she mentioned the Tutsis and what happened in Africa. That was a genocide without a doubt, and she said that. I believe that in some parts of the world we are seeing the same genocide being carried out. The hon. Member for Congleton also mentioned genocide. The hon. Member for North Ayrshire and Arran (Patricia Gibson) is a good and dear friend. She knows that. While we do not always agree on everything we speak on, these issues draw us together. With one voice, we speak on behalf of those who wish for someone to be their voice.

One oppressed Sikh has said:

“We do not want money or jobs from the Government. We just want an immediate end to the targeted killings of our community members and want the Government to compensate us for the demolition of our houses. Pakistani leaders have promised to protect members of religious minorities from militants and Muslim mobs, which have carried out lynchings and destroyed places of worship. But minority communities say the authorities have not done enough. There is no security for religious minorities in Pakistan.”

Where is our aid money going in Pakistan? I am not saying we should not give any, but let us make it a condition that we see an improvement in human rights and the opportunity for people to worship their God as they wish. What records are being kept to ensure that the money is spent equally on all areas of need in Pakistan? Religious persecution in Pakistan is a necessary area to which aid money should be directed. We should also help to increase access to education, healthcare and opportunities for work.

I want to speak about access to decent job opportunities. On both occasions when we were in Pakistan, I was really aggrieved to see the young Christians; they have the ability, and with a bit of education they could be nurses and doctors, but only certain jobs are allocated for them. Those jobs are usually for menial positions, such as janitors, sweepers and sanitary workers. The job adverts specifically state that the jobs are only available to Christian minorities. Members of the Christian minorities could be nurses, teachers or doctors or do so many other jobs with the right skills, ability and qualifications. They just need opportunity, which they are not seeing yet. That creates an impression among the wider society that Christians are only able to do such work as the three jobs that I mentioned. We met some very influential people in Pakistan and felt that we were making some headway on this issue, but my question to the Minister is: is our aid money going into job development or trade education?

While the situation in Pakistan continues to give rise to extreme concern and we must constantly monitor it, we must also address the growing religious persecution of Muslims, Christians and other religious minorities in India. India is a country of particular concern to Open Doors and the State Department of the United States of America. In the first eight months of 2023 there were more than 525 attacks against Christians in India. Vigilante violence against Muslims and Dalits has been accompanied by a sharp rise in attacks against Christians in India in recent years. It can manage to escape the headlines, because often much happens there and little is said.

The numbers this year are likely to be particularly high given the violence in Manipur state, where hundreds of churches have been destroyed in the last four months. A petition to the Supreme Court puts the figure of places of worship destroyed at 642. That is 642 churches destroyed. Yes, they can destroy the buildings, but they cannot destroy the spirit or the beliefs of the people, who should have the right to go to those places of worship and the necessary protection should be given. Unfortunately, on many occasions it is not, and sometimes the army, the police and others stand by and let it happen. The Supreme Court has ordered restitution for the victims of the violence in Manipur, but what policies and requirements have been put in place to ensure equal funding to the religious minorities that were impacted by the violence? I apologise to the Minister for asking all these questions in such a hurried state, but I am conscious of the time.

In addition, Muslims are being challenged on their ability to prove their Indian citizenship by the National Register of Citizens. A report published in 2018 indicates that over 15% of the adult population in India are left out or excluded from voting lists, and the percentage is considered to be higher among Muslims. Fifteen per cent of 1.3 billion is 195 million people excluded from voting in India in 2018. If anyone did not have an idea of the vast impact of this issue, those are the figures and the stats, and we can never ignore them. That is a significant number of people to consider as being unable to vote, especially when one realises that currently 15% of the total population of India identify as Muslim. Looking at those numbers, we see that an even greater number of people are excluded because they are Muslims, and that is the case for Christians as well.

We are aware that elections are coming in both Pakistan and India, and we hope and pray that they will be a time of not only safety but opportunity for people to express their mind and vote for whoever they wish, and that the elections will be free from corruption and so on. I believe that the UK has a role to play and must take action to ensure that both countries rightfully include religious minority citizens and their right to vote in any discussions. If the Minister could give us some indication of that, I would be really pleased.

In conclusion, as Members of Parliament it is our duty to ensure freedom of religion or belief for everyone. The APPG, which I am privileged and honoured to chair, speaks up for those with Christian beliefs, other beliefs and no beliefs. We sincerely believe that our God is a God of love. As such, I wish to see everyone have the opportunity to express themselves and their religious views in the way that they wish, and I believe that others in this House do as well. Such violations in India and Pakistan must be brought to the forefront and efficiently addressed.

As I have done on many occasions, I call upon the Minister, who is a dear friend to us all, to ensure that persecution and abuses are addressed. We in this United Kingdom of Great Britain and Northern Ireland must play our role in ensuring that we support other nations across the globe. That is how we can influence and assist those in Government and positions of authority—the police, army and so on—to do better. Here in this place we have again been given the opportunity to be a voice for the voiceless—people in this world whom we may never meet. We today have been their voice and it is wonderful to have that opportunity, privilege and honour. They are people we may never meet, but we will undoubtedly meet them in the next world.

First, I apologise for not being present at the beginning, Mr Twigg. As I explained to you, I was paying tribute to Tony Lloyd in the main Chamber and I could not get here in time.

Jimmy Lai is not just a high-profile person, but a high-profile Roman Catholic. His religion and beliefs are important to him. Whenever there are attacks on Jimmy Lai, there are also attacks on his religious belief, as with Cardinal Joseph Zen Ze-kiun. Does the right hon. Gentleman agree that we cannot ignore the suppression of religious freedom in Hong Kong?

I completely agree. The hon. Gentleman knows well that the Chinese Government have been oppressive of Christian Churches and the Falun Gong, and we know what is going on with the genocide among the Uyghur, a Muslim Turkic group. All of this is dangerous. I come back to the simple question that I put to the Catholic Church: what is its arrangement with the Chinese Government, which it has refused to publish, and why, as a senior Christian Church, did it not offer more protections to the other Christian Churches? That is a big question, which the Vatican could answer by publishing its agreement, which it refuses to do.

I know that the Minister will not want to speculate about sanctions. I simply note that the US Government, who have no real historical links with Hong Kong, have sanctioned a significant number of people, whereas the reality is that we have sanctioned nobody in Hong Kong—none of the officials who we know have trashed the Sino-British agreement and upturned the whole idea of democracy, and are persecuting peaceful democracy campaigners. All that, yet there are still no sanctions in place for any of the officials who exercised that power and continue to do so.

I now wish to ask a question of the Minister. I say this very carefully: I have heard that the UK Government may be going further backwards on this matter, and that it may now be British Government policy that the Foreign Office of the UK Government has taken the decision neither to nominate nor to further sanction any Chinese officials. I will be grateful if the Minister, from the Dispatch Box, makes it very clear whether that is correct. Have we now an official policy that there will be no further pressure on China over sanctions of officials, or is that untrue and incorrect? I would be grateful if she made that very clear to us all.

The other element, which is wholly relevant and a real problem, is whether the Government have made representations with regard to the mistreatment of the witnesses in this case, leading also to torture. Have they made any representations at all about the way they have been treated, other than the statement made by the Minister for Security with regard to the naming of British citizens?

Finally, will the Minister state clearly that, if Interpol came under pressure from the Chinese Government to do something under Interpol’s rules in relation to the British citizens China has named—to require their presence, or to require the British Government or others to secure them themselves pending any expedition arrangements, or to do whatever China wishes—the British Government would refuse any co-operation whatsoever with Interpol, because those citizens were named incorrectly? I would like that to be clear, because many of them are now worried that if the British Government do not make that clear, here and now, they may face other pressures that would be insurmountable and unsupportable.

In line with what you said, Mr Twigg, I will come to a close and let others speak. I want to say one thing very clearly: we have banged on and on about the failure in Hong Kong, the terrible abuses, and the British judges now working under the ridiculous farrago of the national security law but pretending that common law somehow still rules. Other countries have done far more to make things clear. America has even issued a booklet to all its businesses to say that, now that the national security law is here, the English common law that now exists in Hong Kong will no longer protect them in any way. We have done nothing on that. I have urged the Government to tell British businesses to be very careful when they do business through Hong Kong, but we have not done that yet. I would be grateful if the Government did that now, after all the arbitrary detentions and the final attempt to get Jimmy Lai named as a British citizen, which at last we have done.

This is a terrible problem. China is determined to take on the rest of the democratic world. It believes its form of government and its abuses are the right way to run a country. It is now in league with North Korea, Russia, and Iran. We see its hand and those of its allies undermining democracy and peace all over the world now. If we do not face up to that and recognise that it is just the beginning of what we will have to deal with, that will be an abject failure of British foreign policy.

One of the examples of where attacks on FORB are unfolding in Hong Kong is education. Nearly 60% of Government-funded schools in Hong Kong are Church run, and they are now under the control of Beijing, which promotes its propaganda in the curriculum. Does the hon. Lady agree that believers can practise their faith only in name rather than in essence? Beijing controls religious freedom in Hong Kong by exerting total control over Churches, without closing them. That is the reality in Hong Kong.

It is indeed, and if time permits I will go into more detail on that point.

I join others in paying tribute to Ben Rogers, who ably researched and drafted the “Sell Out My Soul” report. In a sense, it is inevitable that freedom or religion or belief in Hong Kong has been undermined, for two reasons. First, when freedom itself is dismantled, sooner or later religious freedom is impacted. All the basic rights set out in the universal declaration of human rights are interlinked and interdependent. We cannot have freedom of religion or belief without the freedoms of expression, association and assembly, and elsewhere I have argued that FORB is fundamental to all those freedoms. Secondly, like any autocratic regime, the CCP has always been inherently hostile to religion and has sought over the years to eradicate, suppress, control or co-opt religion, so it was inevitable that, as it exerted greater direct control over Hong Kong, undermining the high degree of autonomy set out in the one country, two systems principle, freedom of religion or belief would come under increasing pressure.

The campaign against religious freedom in Hong Kong is one of slow, subtle suffocation rather than sudden, dramatic crackdown. However, although the threats may be subtle, for those who have eyes to see, they are clear. Yes, people can still go to places of worship and access religious literature, but since the introduction of the draconian national security law in July 2020 and the climate of fear surrounding it, with almost all of Hong Kong’s other basic civil liberties—freedom of expression, association, assembly and so on—having been dismantled, inevitably there is a knock-on impact on religious freedom. It has created a chill factor, leading believers to keep quiet about their faith in public, and religious leaders themselves to make compromises, including widespread self-censorship by clergy in their sermons.

I will give some examples. In August 2020, Cardinal John Tong, apostolic administrator of the Hong Kong Catholic diocese at the time, instructed all Catholic priests to “watch your language” when preaching and to avoid “political” issues. A Protestant pastor, who has now left Hong Kong, claims that his church has removed all his sermons from the past 30 years from its website. Many churches no longer share sermons online. At least three prominent pastors have been arrested in Hong Kong. The most well-known case was the arrest of Hong Kong’s 91-year-old bishop emeritus, Cardinal Joseph Zen, in May 2022. Then there was Pastor Garry Pang, convicted of sedition and sentenced to a year in jail, and Pastor Alan Keung Ka-wai, arrested in January last year for producing and selling a book that was allegedly seditious. Arguably, all those cases relate to political rather than religious activities, but those individuals were acting according to their consciences, informed and inspired by their faith.

We see religious freedom threatened in other ways. Charity laws have been tightened. The US State Department’s 2022 report on international religious freedom noted:

“Religious groups may register as a society, a tax-exempt organization, or both”.

However, with reference to organisations seeking tax exemption, it added:

“Government tax regulations provide that any group, including religious groups, involved in activities deemed to endanger national security would not be recognized as a charitable organization.”

The message is clear.

An issue of even more concern is how church-run schools in the education sector are a particular target for the Chinese Communist party’s stealthy undermining of religious freedom. As one religious scholar observed:

“The CCP knows very well that in order to control a state, the first step is to control the mind[s] of young children.”

In Hong Kong, only a small percentage of Government-funded schools are actually Government run. As we have heard, the majority—at least 60%—are run by religious groups. Under the Basic Law, those schools must adhere to a curriculum that ensures that the CCP’s ideological narratives feature prominently. The crackdown on freedom of expression resulting from the national security law began to impact Hong Kong’s church-run schools almost immediately. In August 2020, the Hong Kong Catholic diocese issued a letter to the principals of all Catholic primary and secondary schools, urging them to enhance students’ awareness of the new national security legislation and the national anthem law, and cultivate “correct values” on national identity.

It is a pleasure to serve under your chairship, Dr Huq, and it is a great pleasure to see the Minister of State, Foreign, Commonwealth and Development Office, my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell), in his place. We have had many positive dealings over many years in this place.

I appreciate that the subject I am raising might be considered somewhat hybrid. When we think of Ukraine we think of military support in the war against Putin’s illegal invasion, and how proud we should all be of the UK support for that just war. When we think of dementia services, we cannot help being aware of how much farther and faster we need to travel in our own country to better help those affected by dementia, and their families, to see more research conducted into causes and likely cures, and to raise awareness and turbo-charge early diagnosis.

I hope that by the end of my remarks the Minister will agree that, on the contrary, the project being put before him is timely, is of great relevance to the people of Ukraine right now, and resonates squarely with the values and principles of the United Kingdom, in the amazing work we do all over the world, through our international development. The Minister will know that I have written twice to his Department about this proposal, but I believe it is worthy of further detailed consideration by his Department and by the House.

The objectives for the project that I am unpacking for the House today are to implement training and support programmes for health and social care professionals throughout Ukraine, to better support and assist people living with dementia, their families and communities. Why am I raising this issue? I am raising this on behalf of a skilled and dedicated team of people rooted in my local community, who feel strongly that they would like to share their expertise with people in Ukraine. That compassion and concern has led them to put together a coherent plan of action for the next three years.

That impressive team includes, but is not limited to, Ian Sherriff, the Academic Partnership Lead for Dementia at the University of Plymouth. Ian was part of the core team set up by Lord Cameron, when he was Prime Minister, to take forward the work of combating dementia in the United Kingdom under the coalition Government.

The team also includes Professor Sube Banerjee, Professor of Dementia at the University of Plymouth; Professor Rupert Jones, Professor of Health Research at Plymouth Marjon University; David Fitzgerald, a broadcaster and media consultant in Plymouth; Dr Rupert Noad, consultant neuropsychologist at Derriford Hospital, Plymouth; Katrin Seeher, department of mental health and substance use at the World Health Organisation; and Dr Tarun Dua, also from the department of mental health and substance use at the WHO.

I could also mention others around the world who are linked into this team, who see the need for a project such as this in Ukraine right now. Needless to say, I am delighted to support this project, as is a person we can describe only as a national treasure, namely Angela Rippon, who is a proud Plymouth person and fully behind this project. That is the team behind the project. I am sure the Minister can see that there is an abundance of relevant expertise running through it.

It is critical not to impose any perceived help from the outside, but to partner with appropriate people in Ukraine. The Minister will be pleased to know that there has been extensive consultation with health officials and Ministers in Ukraine, who are very keen for this project to take place. In particular, the UK team is guided at every stage by Nezabutni, a charitable foundation dedicated to supporting people with dementia and their relatives in Ukraine. Its director, Irina Shevchenko, has recently sent me a statement summarising the situation on the ground, and I quote:

“Since February 24 2022 a wholescale Russian military invasion started in Ukraine. During the first month of war more than 4 thousand houses were destroyed, 6.5 million Ukrainians left their homes. A lot of villages in Ukraine are on the edge of a humanitarian catastrophe without water, heat and electricity. The general state of people with dementia has worsened considerably. This has been caused by the constant noise of the airstrikes and necessity to hide in bomb shelters or other safe places, which is extremely difficult or impossible for people with dementia. The biggest challenges they are facing include: the evacuation of people with dementia from the most dangerous territories and finding a new place for them to live; the lack of medication and medical supplies; the difficulty for people living with dementia and their relatives to flee from their country; the lack of awareness surrounding dementia is a big problem—people don’t feel comfortable disclosing their condition to people around them, which can often make things worse; since the war started 90% of pharmacies have closed and it is essential that people with dementia continue to have access to their medication.”

I end the quote there, and that gives the Minister a feel for the situation on the ground for dementia sufferers and their families.

I commend the hon. Member for South West Devon (Sir Gary Streeter) for obtaining this debate. I understand that one in 70 people across the world have dementia and Alzheimer’s. Alzheimer’s Disease International has stated:

“People with a so-called ‘hidden’ disability like dementia can be left behind in receiving humanitarian assistance and protection if those responding do not ‘see’ their condition.”

Does the hon. Gentleman agree it is imperative that relief workers on the ground are trained in recognising those suffering with the effects of dementia to make their transition to safety as simple as possible?

The hon. Member makes a very strong point in support of my case that the Government could perhaps support the project we are talking about today and make a real difference to people on ground. I am conscious of time, but once I have finished my formal speech I will read some current testimonies from families of dementia sufferers in Ukraine, to further underline the reasons to bring forward this proposal.

Dementia care in Ukraine before the war lacked strategy, trained professionals, infrastructure and support for people with dementia and their carers. Russian attacks have attacked fundamental services, including power, water, hospitals and so on, so the situation for many people with dementia in Ukraine is now dire. Many older people have refused to leave their homes; meanwhile many women have left with their families, leaving a lack of carers. Specific data on the number of people living with dementia, their location and their needs is lacking. The urgent need now is to build systems and structures to support people living with dementia and their families in both urban and rural Ukraine.

There is no available capacity for dementia sufferers within the Ukrainian healthcare system and there also exists no national programme to advise or support the families and carers of those affected. Nezabutni engaged in a consultation with the Ukrainian Government on this issue in 2021. Although the need has been recognised, perhaps understandably, there has been no progress on the proposal from either the Ministry of Health or the Ministry of Social Policy in Ukraine since that consultation.

It is likely that hundreds of thousands of dementia sufferers in Ukraine are impacted by the insecurity and the bombing to a greater extent than their non-afflicted peers. They are unable to access formal medical support through Government medical services. The proposal that the team would like to put in place is a programme to be delivered in three phases. Phase 1 is to carry out groundwork in-country, which will take approximately four months. Phase 2 is to set up and pilot the work programme and is roughly one year in length. Phase 3 is the main programme delivery, which will take two years.

The project will engage with key stakeholders in Ukraine identified by the team, including clinical, academic, charity and Government expertise in health, social care and support. There will also be engagement with international partners, including the WHO, Alzheimer’s Europe, Alzheimer’s Australia and Alzheimer’s USA.

During phase 1, it is envisaged that a UK team of dementia specialists will visit Ukraine, hopefully during 2024, to meet the stakeholders; to review the existing systems and structures; to ensure that its training and support programmes are embedded in Ukrainian practice and culture; to review existing data on diagnosing dementia and care and support; to carry out rapid needs assessment on key training and support priorities; to agree the organisational structure for the programmes to come; and then to report the agreed plans for the subsequent phases.

Phase 2 envisages the setting up and piloting of work programmes. It involves establishing a national training and support co-ordination team, hosted by Nezabutni, to manage the training and support programme, to undertake the in-country needs assessment and priority setting and to agree and document key deliverables. It would also establish a dementia training and support unit, which would agree the delivery systems for the programme, including digital systems, plan a programme of training and awareness courses, and plan and pilot the roll-out in urban and rural settings.

However, the project would then move on to the all-important delivery phase, which would see dementia training and support rolled out across the country, using both digital and traditional efforts—in particular, training doctors, nurses, health workers, social services and care workers in updated dementia awareness and knowledge. It would involve the development of a range of courses for people living with dementia and their carers, alongside raising general awareness and support. Finally, there would be a period of monitoring and evaluating the training outcomes and the time, cost and quality of the training. I know the Minister is keen that anything supported by the Government should be properly evaluated, and that is very much part of our thinking.

What would this excellent work cost? The answer is very little for the likely benefits returned. It is estimated that phase 1 would cost around £150,000, which would include the work undertaken by the Ukrainian charity and its staff and the cost of the visit by three members of the UK team, who are likely to be Ian Sheriff, Professor Rupert Jones and a project manager, to carry out all the stakeholder engagement described previously. For phase 2, the estimated cost is £250,000. For phase 3, the cost would be determined during phase 2.

My simple request to the Minister today is for his Department to be willing to fund the cost of phase 1 to enable this project to get off the ground, whereupon funding applications to others will be made. Of course, we would be delighted if the Foreign, Commonwealth and Development Office would like to engage more fully with the project throughout its length. The cost would be small change compared with the sums we are spending on munitions for Ukraine, and the project would make a massive difference to many lives. It needs the sort of funding that might come from a departmental underspend, or possibly from an under-utilised budget for the mission in Kyiv or elsewhere. The Minister is looking askance at me, but he and I know that these things sometimes get discovered.

I hope the Minister will confirm that his Department is willing to discuss our proposal with members of the UK team to see whether a way forward can be found. The project embraces the best principles of active citizenship, which the Foreign Secretary might describe as “big society”—dedicated professionals having the compassion and drive to use their expertise to benefit people in a troubled part of the world who are less well off, and to put together a coherent, professional plan that will make a real difference. All they need is a little help from the Government to get things up and running.

I will conclude by reading just three of a number of testimonies sent to me by family members of those with dementia in Ukraine. They speak for themselves. Yulia, who lives in Kyiv, says:

“We live in the Solomianski district of Kyiv, which was severely affected by shelling on January 2. We reside in a nine-storey building on the top floor. Our house shook, probably due to falling debris, even though we don’t live near the building where the debris fell. At the first sounds of explosions, we went into the corridor. Mom was with us. Luckily, she doesn’t fully comprehend what’s happening and doesn’t resist when we all gather in the corridor or even in the vestibule.

But over the years of full-scale war, her condition has worsened, and aggression has emerged. She might start shouting at me that the enemies are about to come. In the last such episode, she grabbed a slipper, threatened me, and demanded that I also must shout because the enemies were coming. I don’t know how to handle such situations. During the last outburst, we called an ambulance, and she was administered a sedative.”

Olga, who is also in Kyiv, says:

“As loud as the past few days have been, we haven’t heard anything like it before. Unfortunately, or fortunately, my mom doesn’t understand what’s happening. It’s impossible to take her to a shelter because she doesn’t want to sit; she constantly walks, tries to go outside somewhere, either puts on a pile of clothes or undresses. So, alarms and explosions don’t affect her, but we are hostages because we can neither take her with us nor leave her alone.”

Finally, Natalia, who is also in Kyiv, says:

“We live in the city centre. We didn’t hear the shelling of Kyiv on December 29, 2022, but it was very loud on January 2. My mum and I woke up from the explosion. She no longer understands what’s happening around her; she doesn’t react. Initially, during the full-scale war, she responded and was afraid, but then her condition deteriorated sharply, so now my mom lives in her own world. I can’t even get her to the corridor during an alarm, to a supposedly safer place. She doesn’t want to. I used to lead her out. I tried, but she would return and lie down on her bed.

I realise that it is important for me to stay calm during the shelling. If I get nervous, my mom senses it and gets anxious too. So, during alarms, I do nothing. I stay calm with her, and pray.”
