That is indeed a huge challenge, which needs to be addressed from all angles. As the hon. Gentleman said, there are great challenges, particularly for developed countries, to reduce the amount of plastic that is produced and in circulation. We also need to ensure that we dispose responsibly of any plastic that is produced and ensure that it is not contributing to the environmental pollution that we have seen for far too long. That challenge has to be addressed from a number of different angles; I do not think there will ever be one simple solution.

The amount of plastic entering our seas is now a matter of huge concern for many people. As is well documented, it is estimated that by 2050 there will be more plastic than fish in our oceans. That is of concern not only because of the damage it is doing to the marine environment, but because that pollution is being ingested by humans as we eat the fish from the sea. We should really take the issue seriously and seek to address it.

It is right to acknowledge the steps the Government have already taken in reducing the amount of plastic pollution. It is well documented that the 5p plastic bag charge, introduced by the previous Conservative-led Government, has dramatically reduced the amount of plastic bags in use: by 83%. About 9 billion fewer plastic bags have been used since the introduction of that simple 5p charge. The Government have brought forward a comprehensive 25-year plan for the environment, including measures to look at reducing plastic waste and disposing of waste more responsibly. That should be welcomed. I want to join the many environmental groups that are calling for an introduction of plastic-free aisles and products in our supermarkets.

Does my hon. Friend think that we are spending enough money on research to develop the products that will still have plastic’s advantage of retaining water, but which are not plastic and are biodegradable?

I guess the only answer to that question is no. We could always spend more on research, to reduce the amount of damage we are doing to our environment. I know there are a number of innovations coming forward in other forms of packaging that can provide the benefits of plastic without the damage to the environment. We should do all we can—I encourage the Government to consider anything they can do—to support and invest in those measures, to ensure that we are seeking not just to cut back on plastic, but to come forward with other answers to packaging that provide the benefits of plastic, but do not damage our environment.

It is a pleasure to serve under your chairmanship, Mr Hanson. My hon. Friend the Member for St Austell and Newquay (Steve Double) and the hon. Member for Hampstead and Kilburn (Tulip Siddiq) set out clearly the environmental aspects of the issue. I will not repeat what they said, but I acknowledge the truth of what they said and the enormous impact that plastic has on our environment.

We had a bit of a tour of people’s favourite fruit and vegetables—my hon. Friend mentioned the cauliflower and the hon. Lady mentioned the avocado. Let me add the cucumber to the list. My biggest bugbear with the cucumber is the plastic it is wrapped in. I do not know where my hon. Friend got his figure that most plastic lasts only minutes. It takes me minutes to get the plastic off the cucumber, let alone to dispose of it. I often end up having to extract bits of plastic from the salad I make with the cucumber because I was not able to get it all off.

The difficulty is that plastic plays an important part in the life of the cucumber. Without plastic the cucumber would probably last for a maximum of three days—that is the time it would take the water in it to evaporate—whereas with plastic it can last up to 14 days. I repeat what I said in an intervention on my hon. Friend: we need much more research and innovation to replace the sorts of plastics we currently use with new forms of covering that keep some of the characteristics of those plastics.

That leads to a number of other questions, including about the quantity of food we buy and the fact that there is little seasonality in the market. We can go out and buy anything the whole year round.

I know that the hon. Gentleman knows a great deal about this subject. I beg everyone involved in this area to think holistically. We all know that we can get any fruit or vegetable at any time of the year, but it will probably have been flown 500 or 3,000 miles to get to our kitchen. I feel sympathy for him. I would hesitate to accept an invitation to eat a salad at his house. If he popped into a local farmers’ market, he might find something a lot fresher with no plastic.

The hon. Gentleman is right that by popping into a farmers’ market one can get a cucumber raw, as it were. Like anyone else, I like to eat the things I like the whole year round, but I take the point that the economics of delivering them may mean they have been flown 3,000 or 5,000 miles. I question whether those economics are sound and sustainable in the long term. If that means I have to cut down on certain foods, I shall probably be none the poorer in health terms.

Turning for a moment from the cucumber to other fruit and veg, I notice that there has already been quite a development in fruit packaging, even in supermarkets. I think innovations have already been made in packaging for fruit, a lot of which is recyclable. Berries are a good example of that.

Most of us in the Chamber—there are a few exceptions—are probably of a vintage that means we can remember when everything was put in paper bags. The hon. Member for Huddersfield (Mr Sheerman) is right—there is a fruit and veg store on every high street and a farmers’ market in every town, so there are still lots of opportunities in that respect. Does the hon. Member for Henley (John Howell) agree that we should look at what more we can do with recycled newspapers, for instance? The resulting paper product may well be the answer. We can look at changing how people shop, but there may also be ways of changing packaging.

The hon. Gentleman is absolutely right. The way we look at this issue is important. My district council always does very well on recycling, but it needs to look at non-recyclable elements such as plastic, which represent its biggest cost.

The hon. Gentleman touches on a very interesting area. Does he know that the evaluation we have done in the all-party parliamentary sustainable resource group looks at the quality of local authorities’ management of waste management? I beg him to consider what has happened in Oxford. The whole place has been transformed by good management and the city now makes money out of recycling rather than its being a cost to the local ratepayer.

I thank the hon. Gentleman for that suggestion. It is no problem at all for me to look at Oxford City; it is the next district council to mine. Both councils have very good recycling. I shall certainly look at that and see how it gets on.

I recently returned from a visit to Israel, and there were enormous markets everywhere with enormous quantities of fresh food and vegetables. People took along bags, ordered what they wanted—if they knew the seller very well, even feeling the product first—and simply put it in their bags. There was no packaging whatsoever. I do not yet claim to be so old as to remember some things, but I remember when that was the normal way of purchasing fruit and vegetables in my area. There is something about that that we should go back to.

When we go to markets overseas, there is an instant smell—almost as soon as we get off the plane—that is characteristic of that country and which comes, to a large extent, from the raw fruit and vegetables and the herbs and spices that are produced there. They are not wrapped up and placed where they cannot be smelt. Smell is an important part of the debate, because if we cannot smell a product, how do we know whether it is fresh or ripe? The colour is perhaps an indication, but I have always gone by smell and touch. Those two things are two very important things, and it is insane, therefore, that we use so much packaging, for the environmental reasons but also because of our experience of and relationship with food.

A number of options are available, one of which is to buy smaller portions. We do not need to buy eight tomatoes if we are perhaps going to use only four. I also like the idea of the boxes of vegetables that are produced. I know that they are relatively expensive, but the vegetables come unwrapped. They are all the better for that, and you can get a good feel for them.

I know that plastic has a role in keeping food fresh and keeping dirty hands off it, but it would still be nice occasionally to see vegetables with the soil attached, before taking them home to wash and cook them. Plastic keeps sweat away from the vegetables and prevents contamination, but there must be other ways of doing that, using technology to overcome the problem.

I thank the hon. Gentleman for his very important point. Housewives want to see nice, clean products, with no soil or other materials in the bag. I cast my mind back to when we were all young at home and my mum would get 10 half-hundredweight bags of potatoes—there was a big family of us. They came in October and sat in the coldness of the shed until the following March—the whole winter—when they were finished. How is it that that could happen in those days, but today we cannot even keep a potato for a week?

The hon. Gentleman asks a very valid question. Research done in schools showed that no one quite knew where vegetables came from. No one had ever seen vegetables with soil on, so no one knew that they came from the ground. Everyone thought that vegetables always came from the shop, and no one had a clue about where they came from before that. That is terrible, in terms of our relationship with food. I like to think of myself as a great foodie, and I like to have a relationship with food. The hon. Member for Strangford (Jim Shannon) smiles and nods at me. He is very welcome to come and dine with me; I promise there will be no salad.

My hon. Friend the Member for St Austell and Newquay made the point that consumer must take the lead. After the initial flurry of interest that got consumers thinking, there is great fear that consumer interest may have peaked. We must ensure that that peak remains high and that interest in what is right continues. I am sure that many things can be done. Education and the role of children are vital in maintaining that interest, but we can all do a lot to set a good example. I was pleased to see the royal family taking a lead in banning single-use plastic from the palaces.

That is probably as much as I wanted to say in this excellent debate. I will certainly do all I can to encourage people not to use plastic, and I hope that my problems with the cucumber will be well and truly solved in the near future.

I think the hon. Gentleman misunderstood me. I said that I had not seen cucumbers wrapped in plastic at my local greengrocer; obviously in supermarkets they are. My suspicion is that that is because the cucumbers in my local greengrocer never stay there for more than a day, as he only gets in as many as he is going to sell.

If the hon. Gentleman has ever seen bananas growing in plantations, he will have seen that the fruit is wrapped in blue plastic bags to keep animals and insects away from it. Its natural state is not always enough.

I thank the hon. Gentleman for that. I have actually seen bananas growing in their natural habitat; not only that, but I helped plant them out, maintained irrigation systems and chopped the plants down at the end of the year when they were finished and the new sprouting plant needed to grow up. I have eaten bananas fresh off the plant, as well. That was in the 1970s, and I have to say that the bananas were not wrapped up in blue plastic and did not seem to suffer much as a result. I very much agree, however, that we need more research into what does and does not work and how we can ensure that best practice is used to reduce waste, not only of plastic but of the thing being wrapped.

The world faces a pollution crisis from plastics. Some 400 million tonnes of plastic will be produced this year; as we have heard, it is estimated that 12 million tonnes of that will end up in the ocean, and the problem continues to grow. Pollution is not the only problem; the use of plastics contributes to climate change, as most plastics are made from fossil fuels. Approximately 6% of global oil production is used for making plastics, and that figure will grow. The Chinese plan to increase their use of coal as the main feedstock for plastics, and the US has extensive plans to increase the use of shale gas extracted by fracking for making plastics. According to DEFRA’s modelling, in 2017 the UK’s 42 incinerators released a combined total of nearly 5 million tonnes of CO2 from the incineration of fossil-based materials, predominantly plastics. Even if the incinerator generates electricity, burning plastic in an incinerator produces around 2.5 times less useful energy output for that CO2 than would have been obtained from the direct use of the original fossil fuel as fuel.

Public awareness of the issue is strong. I urge the Minister to consider that the time for action is now. The Government could make a regulation now that met the demands of the petition, which has about 125,000 signatures. A further petition organised by Friends of the Earth calling for Government action on plastics pollution now has 187,000 signatures. Any action must deal with the actual problems. If we are to have effective action, we need to understand what the problems are.

In response to the petition, the Government say:

“Packaging has an important and positive role to play in reducing product damage, increasing shelf-life, and reducing food waste.”

However, plastic packaging on fresh fruit and vegetables may contribute to food waste: by offering a fixed packaged quantity, people may be induced to buy more than they need, as the hon. Member for Henley mentioned. Also, the amount of waste may be disguised. Rather than damaged food being thrown away by the supermarket, the customer may well find damaged fruit or vegetables inside the plastic packaging and then throw them away in the household. Also, I question whether most fresh fruit and vegetables are given an enhanced shelf life by being wrapped in plastic.

Even when fruit and vegetables are offered loose to the general public, often the only way of taking them to the checkout is in plastic bags because no paper bags are provided. I support the comments made by my hon. Friend the Member for Bristol East (Kerry McCarthy), who is no longer in her place. Providing paper bags for people to choose to use if they want to avoid using plastic is something that every supermarket could do. I am glad to hear that Morrisons is doing just that.

The Government have promised,

“a four point plan taking action at each stage of the product lifecycle—production, consumption and end of life.”

However, recycling is only a part of any solution to the problem of plastic. Eunomia, working for Friends of the Earth, estimated that only 9% of all plastic ever produced has been recycled. The Guardian has published estimates that about 800,000 tonnes of plastic packaging waste each year emanates from supermarkets, so our No. 1 priority must be to reduce the amount of plastic used in the first place. The best way to start is to identify applications that are unnecessary, and I suggest that wrapping fresh fruit and vegetables in plastic is one such application.

Local Government Association analysis published on 4 August 2018 suggests that only a third of plastic used by households is capable of being recycled. Most waste collection and sorting systems are unable to deal with film and bags, which are the main plastic items associated with the sale of fresh fruit and vegetables, so the expectation is that almost none of the plastics that the petition addresses are recyclable. The answer, surely, is to prevent them from being used in the first place.

What do the Government intend to do? Labour will support actions that reduce harmful pollution from plastics, but I am not clear that the Government know what those actions might be. Will a tax on packaging with less than 30% recycled material actually reduce the amount of plastic getting into the environment? I am not sure. We have still to see the details. Whatever the Government do, they need to act before 2022, when the proposed “30% or less” tax would be implemented, if they are to meet their stated aim to recycle 70% by 2025 and eliminate plastic by 2042.

The Government also talk about encouraging voluntary selective plastic-free aisles in a small number of supermarkets. Of course that would be a good step forward, but it is not enough. When The Guardian surveyed the major supermarkets, none was willing to commit to setting up plastic-free aisles, despite the Prime Minister’s optimism last week, and only two supermarkets—Aldi and the Co-op—were open about the amount of plastic packaging that they put on to the market.

I beg to move,

That this House has considered e-petition 212174 relating to pet theft.

It is an honour to serve under your chairmanship, Mr Sharma. The pet theft petition was created by Dr Daniel Allen, who is in the Public Gallery. He is an animal geographer at Keele University and an animal welfare influencer. Last year, more and more families asked him to share stolen pet posters on Twitter, which he did. Feeling helpless because of the scale of the problem, anxious about the potential risks to his own dog, Rupert, and increasingly upset for the families involved, he teamed up with the Stolen and Missing Pets Alliance, known as SAMPA, to campaign for reform of the law on pet theft. Within four months, the pet theft petition achieved 100,000 signatures.

SAMPA has been campaigning since September 2014. The founding members include Debbie Matthews, whom I have met, of Vets Get Scanning, Arnot Wilson of the Dog Union, Richard Jordan of Pet Theft Awareness and Jayne Hayes and Wayne May of DogLost. Last year, SAMPA organised the dog theft awareness day to highlight this growing crime and its devastating impact on families. That Westminster event was hosted by the hon. Member for Dartford (Gareth Johnson), who is present for our debate. He has been championing reform of the law on pet theft in Parliament for many years.

Dr Daniel Allen and Beverley Cuddy have recently become patrons and Professor John Cooper, QC, is SAMPA’s legal adviser. Behind the scenes, the pet theft reform group has worked tirelessly, sharing and promoting the petition. The pet theft petition has been driven by the kindness of strangers and has seen many organisations joining forces.

Special thanks must go to All About The Animals, Animal Advocate, Animal Realities, Animal Watch, APGAW—the all-party parliamentary group for animal welfare—Dogs Trust, the Conservative Animal Welfare Foundation, Dog TAG, the Dog Welfare Alliance, Dougal’s Army, Find Sky, Finn’s Law, the Good Vet and Pet Guide, the Labour Animal Rights Group, Murphy’s Army, the National Animal Welfare Trust, Scouse Pets 2 and the Animal Team, to name a few.

Many magazines have got behind the campaign, including The Countryman, The Countryman’s Weekly, Dogs Monthly, Dogs Today, K9 Magazine, Our Dogs, Pet Gazette, Pet Product Marketing, Shooting Times and The Conversation. Support has also come from popular figures including Ricky Gervais, Jane Fallon, Dermot O’Leary, Sir Bruce Forsyth, Chris Packham, Miranda Hart, Kirsty Gallacher, Paul O’Grady, Paul Ross, Deborah Meaden, Peter Egan, Anna Webb, Jorgie Porter, Lorraine Kelly, Victoria Stilwell, Brian May, Stuart Winter and Brenda Blethyn. The campaign has featured on mainstream TV shows—“This Morning”, “Victoria Derbyshire”, “Lorraine”, the ITV national news, Sky news and Look North—and has been covered by nearly every regional and national radio station and newspaper.

There has been an unprecedented response to the House of Commons Facebook post on this debate. I cannot recall another animal-related campaign that has managed to bring together people ranging from animal rights activists to the hunting and shooting fraternity. That is the power of pets—they are part of every family.

Pet theft is a cruel and devastating crime and it is on the rise. Everyone is a potential victim: it hits families, the elderly, the disabled and the homeless.

My constituency has a high level of rural crime that targets farm dogs. Does the hon. Gentleman agree that that is a particularly heinous crime, in that farm dogs have value because they have skills that can be used on a farm but they are also pets that are loved by their owners?

I agree entirely. Yes, farm dogs are working dogs, but they are also family pets; they are part of the family.

I had the great privilege of ringing a bell in a Church of Ireland church, and I congratulate the hon. Gentleman on highlighting the significance of bell ringing in his constituency. If hon. Members have in their constituencies churches that are in need of grants or funds for the restoration of bells—time is short before the centenary of the Armistice—the ChurchCare website has grants available to repair and restore bells. Other sources of funding are also available—indeed, a grade 1 listed church in Castle Bromwich secured funding from English Heritage. Grants are available, and Members should assist their churches in securing them so that they may be part of the great occasion of the centenary of the Armistice.

My hon. Friend is a trade envoy to Nigeria, and he has a wealth of knowledge about that part of the world. The Archbishop of Canterbury also has a great deal of knowledge about Nigeria, having lived and worked there, and he cares deeply about the persecution of Christians around the world. He has appealed publicly and directly in face-to-face meetings to the Nigerian President, to try to bring the violence against Christians to an end.

After the recent terrible massacre of Christians attending church in the middle of Nigeria, the President was summoned to Parliament, service chiefs and security advisers had motions of no confidence passed against them, and Parliament was suspended. Does that not show that the country is taking the problem seriously?

There is no doubt that the problem is being taken to the heart of the Nigerian constitution and its institutions. I remind my hon. Friend that on 22 May we had a debate in Westminster Hall at which many Members raised reports from Christian Solidarity Worldwide about the terrible violence perpetrated against Christians, particularly in the north of Nigeria, but also in the middle belt and as far south as Delta state where the oil is. Let us not forget that there are still Chibok girls in captivity. The issue may have fallen from the top hit list of interests and press themes, but young girls are still held in captivity; one of them in May spent her 15th birthday in captivity because she would not renounce her faith.

I agree. Thankfully, we have made great strides in recent years in banning cosmetic testing on animals. I am not totally averse to all animal testing. People might assume that I would be averse, but I would make an exception in cases of important medical research where there is no alternative. However, people can live without personal vanity and frivolity. There are sustainable, ethical alternatives on the market for clothes, cosmetics, household products and other things that have not been banned from animal testing. In such cases we ought to be pushing for progress. That is why I am speaking today. Although I would like to see far more progress across the board in terms of animal exploitation and cruelty, I am happy to be here, supported by colleagues who are also in favour of a ban.

As we have heard, fur farming was banned in England and Wales in 2000, and in Scotland two years later, on the grounds of public morality. The fact that imported fur produced using the same methods is still allowed is fundamentally illogical and surely immoral too.

My hon. Friend the Member for Cambridge has dealt with the legal position. I tabled a lot of questions at one point about foie gras. Why, if we banned it in this country on the grounds of public morality, could we somehow accept that it was fine for the French to do it and send it over here for people to have in their Fortnum & Mason hampers? There is a strong legal case for us banning it even if we do not leave the European Union.

Surely the reason that there is so much cross-party support behind this motion is because we all feel so compassionate. It is not the details of what happened. It is just a feeling of compassion that makes us all support what the hon. Lady is saying.

I totally agree. That is why so many people signed the e-petition. I would like to see people’s compassion extending to other animals, such as farm animal welfare, but I will not go there today—we would have substantially less consensus.

A lot of our fur imports come from countries that have lower animal welfare standards than the UK has, even before we introduced the fur farming ban. In some countries, the standards are simply non-existent. The Select Committee on Environment, Food and Rural Affairs, which I am a member of, has just conducted an inquiry into fake faux fur, where people are misled into buying real fur when they think they are buying cheap faux fur. We heard about the conditions on some of the fur farms in other countries.

The idea of ethical fur farming, even in countries which purport to be high-welfare, has been shown time and again to be a complete fiction. A recent investigation by the Daily Mirror into Saga-certified fur farms in Finland found morbidly obese foxes that had been grossly overfed and selectively bred to have large folds of skin so that they would produce more fur. This kind of breeding causes an array of health problems for the foxes, including poor reproduction, metabolic disorders and even DNA damage, which cannot easily be identified by the brief visual inspection required for a fur farm to become certified. One awful symptom seen repeatedly is foxes having bent and malformed feet, which occurs due to their forced obesity. That is hugely painful for the animals and severely impedes their mobility, sight and ability to breathe. There is a parallel with how birds are force-fed for the production of foie gras, which leads to their inability to lift themselves off the ground because they are so obese.

This is not just happening on one rogue farm on a bad day. A year later, the Daily Mirror went back and found the exact same conditions. Unfortunately, rather than the animal welfare charities cherry-picking the worst examples of fur farming, I have been told that the only cherry-picking taking place is filtering out the most graphic injuries and deformities. Investigations have recorded incidents of cannibalism, infanticide and severe, untreated wounds. Instead of a so-called humane death, there are reports of animals being beaten and stamped to death, and of some even being skinned alive.

Even if we do not look at those worst-case scenarios, the best condition that animals on a fur farm can hope for is to be kept for their whole life in wire-floored cages, which are thousands of times smaller than their natural habitats, while being denied basic behavioural needs such as hunting or swimming, with no mental stimulation and constant stress from being in unnatural social groups and situations, before being killed by gassing or electrocution. No one could argue that that standard of life for an animal on a fur farm constitutes a good or happy life.

The European Commission Scientific Committee on Animal Health and Animal Welfare stated as far back as 2001 that the typical cage in fur farms—not just the worst cage, but that used most frequently—

“does not provide for important needs of foxes”

or mink. As a result, abnormal behaviours are far from unusual. In fact, they are “widespread”.

The UK’s ban on fur farming was introduced only after our Farm Animal Welfare Council spent years gathering evidence, eventually concluding that fur farms are simply unable to satisfy even the most basic needs of the wild animals kept in them. It explicitly stated that it was not possible to safeguard the welfare of animals kept on fur farms.

Even more distressingly, research has shown that the environment of fur-farmed animals is so impoverished and alien to their natural behaviours that it is impossible to rehabilitate them. Fur farming is causing animals to have permanent brain dysfunction through sensory and motor deprivation during development. This dysfunction can be genetically transmitted from mothers to their offspring. Why do we continue to allow this industry to flourish through allowing millions of pounds’ worth of imports and sales into the UK? As my hon. Friend the Member for Cambridge said, why is it seen as okay to outsource the cruelty overseas when we do not see it as an acceptable practice in this country?

I did not appreciate that until the Select Committees brought it to my attention, and I am grateful to him for bringing it to the attention of a wider audience today.

It is an honour to serve under your chairmanship, Mr Austin, and a great pleasure to speak in the debate. That might sound like an odd word to use in this context; I do not mean that I take any pleasure in the subject, but we are often called a nation of animal lovers, and anyone who came in and listened to the debate would be in no doubt that that is true. It is an important debate, not least because this issue has created a vast amount of correspondence to my office since I was elected a year ago. That is reflected in the number of constituents from Edinburgh West, 177, who have signed the petition. We can be in no doubt that the public not only care about this subject, but care that we are taking the time to speak about it today, so I thank the hon. Member for Linlithgow and East Falkirk (Martyn Day) for doing so.

Sales from legally reared and licensed puppies in this country are an enormous market; the latest figures I have show them in the tens of millions of pounds, which is why the demand for puppies opens a gateway to unscrupulous dealers. Last year, sales from illegal sources of puppies are estimated to have topped £13 million. That is an enormous amount of money, but also an enormous amount of misery, and not just for the animals that are the victims in this—the puppies born with horrible deformities, as we have heard.

Imagine for a moment the small child who is told they are going to get their first pet, the puppy they have nagged their parents for incessantly—believe me, I have been there. They go, they fall in love with that puppy and they take it home, only to discover that it might not survive, and if it does survive, it has been so horribly abused that it may never be sociable or properly house-trained and they may never be able to enjoy it. That child has fallen in love with that puppy and will do anything they can to protect it. While we all agree that we must do something to protect the animals, we must also think about the customers, the children and their parents, who often shell out a lot of cash, and the torment and pain they go through over having purchased a puppy that has been abused.

As the hon. Member for Linlithgow and East Falkirk said, it can be so different. This weekend, my own puppy celebrated his 13th birthday. He is not a highly bred Labrador or one of the new fashionable breeds; he is a Labrador-collie cross. When we bought him we drove all the way to the borders, to just outside Peebles, where a chap with a farm had decided to breed gun dogs from his gun dog bitch. She was probably not the best behaved gun dog bitch in some senses, since she escaped in the night and, before he knew it, she had a litter of puppies crossed with his shepherd’s border collie.

When we went to see those puppies, the care they had been treated with was obvious. The mother was with her puppies and came out to greet us with the puppies. My daughter, who was then—I do not want to do the arithmetic—about eight, got to play with the puppies, interact with them and see how they behaved. I remember as a child being taken by my parents to get our first dog and doing the same thing. Part of what we must do is to ensure that parents know, before they give in to the pressure or indulge their child in the sort of pleasure they had with a pet, what they should be looking for. Education, as some hon. Members have said, will be vital.

The hon. Lady has spoken passionately about the consumer, but there is one group that she might have missed out: vulnerable people, particularly the elderly, who take those dogs in for companionship and are so badly let down. Does she agree that that is something we must also tackle?

I thank my hon. Friend very much for giving way in this important debate. What is his opinion on sonic collars, because they have a different function but should also probably be banned?

My hon. Friend makes a very good point. One of the things that I have learned throughout this whole campaign is the range of different devices that are available. Across the world, there are hundreds of different devices using different techniques, whether that is vibrations or shocks, to administer some form of treatment for a behaviour that is unwanted. Therefore, the consultation that has been announced is very broad, which is why I encourage Members here, as well as members of the public and all sorts of organisations and charities, to make their views known on exactly this issue and these kinds of devices.

I welcome the swift action that has been taken in Wales to ban the use of electric shock collars and I also welcome the intention of the Scottish Government to change guidance for prosecutors. However, we all know that banning the sale and distribution of these items across the UK requires action in this Parliament.

I could not agree more with my hon. Friend and I will be making that point in more detail shortly.

The new Bill that was announced at midnight last night will also increase the maximum jail terms for animal abusers from six months to five years. Both of those commitments are enormously welcome. It is great news and I can hardly exaggerate my thanks to the Secretary of State for the breathtaking leadership he has shown since being appointed to his role, but I believe it would be a mistake not to use the opportunity of a new animal welfare Bill to create something truly comprehensive, so I want to make the case for some key areas that I believe should be included and I want to start with farming.

I could not agree more with my hon. Friend and I thank him for making that point.

The Secretary of State has said:

“As we leave the European Union there are opportunities for us to go further and to improve… animal welfare”.

Of course, he is right. For example—this goes to the point my hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) was making—as we leave the EU, we will be able to end the live export of animals for slaughter and fattening, which is a grim process for tens of thousands of animals every year. Last year, 3,000 calves were transported from Scotland via Ireland to Spain and over 45,000 sheep were taken from the UK through continental Europe. Under EU single market rules, the UK has not been able to stop that—we have tried, but we have not succeeded. I am thrilled that Ministers have indicated that they are minded to act as soon as we are allowed. If we do, we will be the first European country to do so and will be setting what I hope will become a trend.

Procurement is another area where we can make a relatively easy and significant impact. The Government spend around £2 billion a year on food for schools, hospitals, prisons and military barracks. Currently, that food is required to meet only a very basic standard of animal welfare—basic standards that still leave chickens in tiny cages, pigs in cramped and stressful conditions, cows in sheds all year long and so on.

Ministers and officials meet regularly to discuss the promotion of UK agriculture. Only last night I was talking to the Secretary of State for International Trade, to ensure that in the next 12 months we place the promotion of British food at the heart of our joint governmental endeavours.

My hon. Friend has done an outstanding job as trade envoy to one of the fastest growing economies in the world, and there is much that we can do together to improve the transfer of technology between our two countries. I agree and am grateful to the hon. Lady for that helpful contribution.

The point being got at, whether by a poet or a scientist, is that of the 100 crop species that provide 90% of food worldwide, 70 are pollinated by bees. Bees, as we know, transfer pollen from anthers to stigmas, frequently over long distances. Seeds are produced, but, crucially, genetic diversity, so vital to the health of many plant species, is promoted. That service, which perhaps we take too much for granted, is worth in the order of £600 million a year through increased crop yield in oilseed rape and the quality of various fruit and vegetables.

I thank my hon. Friend for giving way on an important point. He has spoken about the ban on neonicotinoids. I wonder how we will ensure that whatever replaces them is equally safe. My farmers have already made the point that what may follow may not be any safer.

As always, my hon. Friend makes a critical point. The issue is this. The Government have put a line in the sand, which is that anything that is to go on our crops must pass the test of rigorous academic and expert scrutiny. That applies to neonicotinoids, so it must apply to anything that comes next. Nothing should go on our crops unless it can be shown to be safe. That must be the rule of thumb that we apply.
