Most assuredly. Working with high streets in my constituency, as I am sure many right hon. and hon. Members do, I know there is a huge power in having a vibrant high street sector with lots of shops and big anchor tenants, and perhaps also, as a way of driving footfall, shops where people pick up their online packages. Our high streets are part of our incredibly vibrant history. Many of us represent small market towns where the high street is a hugely important part of the local economy. Let us not forget that they employ hundreds of thousands of people right across the country.
All this is terrible news for our local retailers and for businesses on our local high streets. We have lost a staggering number of businesses over the past two or three years. It is terrible news for the employees and their families, and for our local economy. In my constituency, we will lose about 90 employees, which will have a devastating impact. Is it due to a combination of the Government’s austerity and the clicks versus bricks regarding VAT rates, which we have just spoken about? I know that the Government were planning a consultation on VAT. Will the Minister update us on where we are with that consultation? Is there any possibility, as I asked the Chancellor some time ago, of reducing VAT for our high streets to give local shops and high street retailers a fighting chance against online retailers?
The hon. Gentleman anticipates the review I hope we can all support. I will ensure that my hon. Friends in the Treasury bring it forward as soon as possible. I do have to push back slightly. The hon. Gentleman is right and wrong. He is right that we are buying less stuff. In fact, there is the phrase “peak stuff”, which suggests that the younger folks among us no longer go shopping for pleasure, but prefer to do other things with their time—mostly involving their phones, as best I can tell from my own kids. There is the view that the acquisition of products and services is on the decline globally. I believe the vacancy rate for shops in great cities such as New York is now in double digit figures, which is very surprising and reflects a global trend.
We should welcome the fact that in this country real wages are now going up and increasing ahead of inflation. People are getting more money in their pockets. The Government’s actions in cutting taxes by over £1,000 for over 3 million people and in continuing to invest in high streets, allowing both money and choice, has meant that spending has held up reasonably well—in particular, since the Brexit referendum, which was supposed to deliver the death knell to shopping in this country. That has not happened. We are seeing a change in the way people spend, but it is vital we recognise the importance of this sector as part of our industrial strategy going forward. Industrial strategy, by the way, does not just mean smokestack industries. It means retail industries and creative industries—[Interruption.] The hon. Member for Sefton Central (Bill Esterson) should welcome the fact that we have a sector council up and running and should look closely at the steps it suggests the Government need to take.

Commons ChamberThe Department for Business, Energy and Industrial Strategy and the Department for Education are in constant contact with all the devolved Administrations at various levels on a wide range of issues, including EU exit. BEIS participates in various forums, including the UK research funders group, and officials have recently participated in working groups with the Scottish Government, Universities Scotland, Heriot-Watt University and Edinburgh University.
Carbon capture usage and storage has huge potential to play a vital future role in reducing emissions across a range of activities, but the technology has to be made more cost-effective to deploy at scale. That is why we have committed up to £100 million of public money in CCUS innovation in our clean growth strategy and why are working with the private sector and other Governments to drive up technological innovation and to drive down costs.
The clean growth strategy falls short of boosting the investment necessary to stimulate change in carbon capture and storage, and the industrial strategy Green Paper failed to mention it. In the light of the previous failure to deliver on Peterhead, what measures will the Minister announce to recover that investment?
The world has not yet decided to invest in traditional CCUS. There are 21 at-scale plants operating globally, of which 16 rely on enhanced oil recovery as a revenue stream. It is simply not cost-effective enough in its current form for us to commit large-scale investment. We have to get the costs down. We are now in a world where the private sector wants to invest, however, and I am sure we would both welcome developments such as Project Acorn, to which both the UK Government and the Scottish Government have committed funds.
I represent strongly the views of the business community because they are absolutely vital for our continuing prosperity as a country. The whole of the business community wants to get the best possible deal for the UK, and the vast majority of Members were elected on a platform and a manifesto of obtaining that. I will be tireless in pressing the case for it.
At last year’s international anti-corruption summit, we committed to introduce a register of beneficial ownership of overseas companies. We published a call for evidence in April, the responses to which are being analysed. We will publish a response that provides for legislation in due course.

I thank the hon. Member for Dulwich and West Norwood (Helen Hayes) for securing the debate. It is a pleasure to serve under your chairmanship, Mr Gapes.
If a post office fails, a lot of people are in trouble. The slash-and-burn approach to closing scores of outlets across Scotland and the UK is nothing short of a disgrace. Public opinion has been ignored and a blind eye turned to the needs of our communities. Crown post offices are being closed down and replaced by counters in stores. The House of Commons Library analysis shows that in Scotland there are now 1,403 post offices, down from 1,904 in 2002.
Those who work with vulnerable groups have highlighted the damaging effect that the closures will have on the elderly, disabled and unemployed. The picture I see is of a fast disappearing network, leaving Scottish citizens, especially in the more isolated communities, stranded. Some of the most remote parts of the country are among the hardest hit, with about half the abandoned branches in the sparsely populated highlands and islands of Scotland, where residents most need them. Tory cuts to local post offices threaten the economic wellbeing and the social fabric of local communities all over the country and need to be stopped. Hundreds of jobs will be lost across the country and workers’ rights eroded. The Communication Workers Union has revealed that the post office network has been reduced by more than 50% over the past three decades.
The Post Office claims that there is good public transport and people can simply “get on their bike”—to coin a phrase—and find another one, but that is a triumph of imagination over fact. For many, the cull of this vital network means that there is no longer a meeting point where they can easily collect their pensions or have access to the advice and support on a range of issues that their local office offers. It is a human touch that goes beyond just stamps and letters. To suggest that there are always easy bus routes or that vulnerable people can simply jump on public transport to another town is out of touch, to put it mildly. This Government seem to know the price of everything and the value of nothing.
In my constituency of Falkirk, within the existing delivery office is the main post office counter. Yes, we have sub-post offices in the town, but the future of that office, which serves the local businesses and communities well in the town centre, is in jeopardy. So far, there is no clear indication of what will happen to that counter if the delivery office closes. Can I have an answer to the delivery office closing in Falkirk? Have communities or council been consulted? How does a small sub-post office deal with parcels? There are so many questions about the future of that delivery office and post office counter. There has been a total lack of information for the public; there have been no details of future plans, including on the use of the existing building.
The same seems to apply across a host of other towns and communities. A reply that I received from a fellow Scottish MP, the hon. Member for Coatbridge, Chryston and Bellshill (Hugh Gaffney), a CWU member, confirmed that uncertainty about the future and a lack of any decision information being communicated.
A very clear concern is that some offices allow foreign students to use the Home Office biometric enrolment service. Does that transfer across to other offices? Is there a plan to ensure that that service will be protected? In Falkirk, a large number of overseas students use the local Forth Valley College, which will benefit from an £82 million investment to build a brand-new college. Surely a service for overseas students such as that should be introduced where needed and protected when in place.
As usual with this Government, there is far too much uncertainty. Is the problem planned mismanagement failure or sheer incompetence? People can make up their own mind, but I know one thing: these short-term policies have been practised for far too long. While the UK Government preach to us about building a shared society, the destruction of yet another public service shows that we are reaching the point where we will have little left to share.
Post Office bosses say that franchising will keep services
“where customers want and need them”,
but I cannot see how that can be the case when public opinion seems not to have been considered. The Tory Government have to take responsibility and set out a proper strategy for the Post Office. The public as well as the local businesses that rely on the post office have a right to expect more than this managed decline. For many people, the post office is a lifeline, and the steady closures that we have seen over recent years raise serious questions about whether many of these communities will ever have a branch again.

As she will remember, we do have a very rigorous system for scrutinising state aid, which is why we are totally confident that the system of launch aid that we have applied is compliant with all the international rules. The allegation does not have merit, and I expect to see it thrown out.

The Scottish National party regrets the preliminary ruling by the US Department of Commerce that could put these highly skilled jobs at risk in Northern Ireland, and we sincerely hope that the UK Government are doing all that they possibly can to engage with Bombardier and the trade unions to ensure that the future of all employees is as secure as possible.
These rulings clearly show that no one will be spared Trump’s protectionist agenda of “America first”, with jobs in the UK and Canada—some of the US’s closest allies—being put at risk as a result of the punitive tariffs being imposed on Bombardier.
I am afraid that the Tory Government have been cosying up to Trump with the false illusion—or delusion—that this will help them sign a trade deal with the US after Brexit, without realising that Trump’s Administration will not give in to any demands that may give a competitive edge to the UK over the US.
Leaving the EU means that we will lose leverage in trade negotiations as we will no longer be part of the world’s largest single market of some 500 million people, and we will lose the expertise that the EU has built up over the past 40 years negotiating on our behalf.
Does the Secretary of State not agree that the best way to promote trade and to create jobs across the UK is by maintaining our membership of the single market and the customs union?

Commons ChamberI congratulate my hon. Friend on the leadership he has shown in championing that agenda. He will know from his conversations with the former Life Sciences Minister and the current Secretary of State, who is committed to the agenda, that that remains very important to the Government.
Carbon monoxide poisoning is a very serious issue. Detectors must be safe, but currently compliance with the standard is not mandatory. I will consider any evidence the hon. Gentleman has and discuss it with colleagues in the Department for Communities and Local Government, who are responsible for the construction products regulations.
I thank the Minister for that answer. I know that the Department takes a keen interest in this issue, which is a matter of concern to the whole nation. She will be aware that in November last year the BBC reported on the dangers of substandard carbon monoxide detectors being purchased online, and Which? magazine has recently highlighted the problem as well. Given the potential for loss of life, what extra measures can she take here and now to stop the purchase of substandard detectors in the UK?
I thank the hon. Gentleman for his question. I will definitely discuss the matters he raises further with the Department for Communities and Local Government. I am aware of the Which? inspection involving various tests, which found some equipment to be defective. However, last year the Government brought forward the smoke and carbon monoxide alarm regulations, covering private landlords; at least private tenants now have the absolute protection of carbon monoxide alarms being in every room used as living accommodation where solid fuel is used.

Commons ChamberI apologise for not attending the first part of this debate. I was chairing the Environmental Audit Committee where we were hearing from Ministers from the Department for Environment, Food and Rural Affairs and the Minister from the Department for Exiting the EU.
I congratulate my hon. Friend the Member for Brent North (Barry Gardiner) on bringing this debate forward. It has been some time since we debated climate change. Like other speakers, I believe that this issue is one of the three great challenges of our age. The first is the challenge of the ageing society and how we can all live better now that we are living longer. How can society adapt to that new longevity? The second challenge stems from technology hollowing out traditional jobs and traditional workforces. How can the Government collect taxes on the new economy when the intellectual capital exists in places such as California, but the products are consumed in our own country? The final great challenge of our age is climate change.
There is the challenge of adaptation to protect our island from the different weather patterns we will see in the future. How can we mitigate the risks and play our part in the world in standing by our poorer neighbours? As previous speakers have said, they have done nothing to cause this catastrophe, but having risen out of poverty, they now risk seeing hundreds of millions of their own people being dragged back into it through climate change. It will either cut off their food supplies and their traditional ways of life or, in the worst-case scenarios, see island states disappear under water altogether.
In 2015, 190 countries adopted the new climate agreement in the first ever universal and legally binding global deal. We cannot overstate how much of an achievement that was and what a great part the UK Government played in achieving it. The Home Secretary, then Climate Change Secretary, really took the lead on that, and it is a great shame that the Government have now abolished the Department for Energy and Climate Change. The lessons from other countries show that when climate change is put into a pot alongside other industrial and energy policies, climate change is often the loser as economic interests take over. We do not value what we cannot see. This is one of the big “abstract thinking” problems of trying to deal with climate change. We are talking about worst-case scenarios in 20, 30 or 40 years’ time, but scientists would argue that we have just seen 14 consecutive months as the hottest on record and are now 1.1° above our pre-industrial revolution peak.
Does the hon. Lady agree that if the Government want an example of certainty of policy, which has been mentioned by previous speakers, they should look at the state of California, where what I think is a 20-year all-party agreement on renewable energy has led to investment by various companies? Does she agree that Westminster Governments have probably been practising long-termism and short-termism for far too long, and they cannot allow this to go on until 2020, 2030 or 2040, or for an indefinite period?
I strongly agree that what investors and businesses want is certainty. Members of the Conservative party may want to see outcomes, but one way of achieving those outcomes is to set a strict framework and then stick, within that framework, to the interim targets that we wish to meet. The hon. Gentleman has played an important part in the Environmental Audit Committee, sharing with us not only the Scottish experience, but his wider global experience.
As we know, 23 countries have now ratified the agreement, and over the past week the United States and China have come together. Given that they represent 40% of the world’s carbon emissions, this is a really significant moment. It seems to me that they are firing the starting gun for the next big industrial revolution. Britain led the way in the first industrial revolution, with the spinning jenny, electricity and other forms of energy, and the steam engine. The second industrial revolution, in the 1990s, introduced technological change which has revolutionised the way we think and do business. This will be the third great industrial revolution of our time. Whichever country first gets to market with individual transport solutions that are non-emitting—solar-powered cars and battery storage—will have a massive competitive advantage in the global race.
We have heard about the Climate Change Act 2008. That was Labour’s achievement, but it was a cross-party achievement in that only five Members voted against it. It committed the United Kingdom to reducing its emissions by 80% of the 1990s level by 2050. It has been copied, replicated and imitated across the world because it gives investors certainty, which is crucial, particularly at a time when, following the referendum result, there is a great deal of uncertainty in our economy. The Act sets out long-term goals, but it also gives Governments flexibility to decide how they want to meet those goals. Our Government also introduced feed-in tariffs and the renewables obligation, which brought about an energy revolution in this country. In 2005, none of our energy was being produced from renewable sources, whereas at certain points last year, 25% of our electricity was coming from such sources.
I want to say something about the work of the Environmental Audit Committee. I have here a copy of an excellent report that we published about 10 days ago, entitled “Sustainability in the Department for Transport”. It did not receive quite as much press coverage, or Daily Mail pick-up, as the microbeads report, which is a great shame. I am sure that no Member who is present, or anyone sitting in the Galleries, uses microbeads. I must say that we are all looking very polished and relaxed after our summer break.
What the Committee found was concerning. We found that the UK is failing to reduce its carbon emissions in the transport sector, that air quality targets that were supposed to be met in 2010 will not be met until 2020 at the earliest—and the only reason there is a plan for developing them is the United Kingdom’s membership of the European Union, and the threat of action against us by the European Commission and the European Court of Justice—and that although a year has passed since we discovered, on 18 September, that Volkswagen had fitted cheat devices to a range of cars, the Government have yet to decide what action, if any, to take against the company. As far as I am aware, not a single Volkswagen has been recalled in this country for any sort of fix or refit. That is completely unacceptable to Volkswagen customers who, for instance, may wish to change their cars and are unable to obtain a fair valuation.
Domestic transport is the single largest emitting sector of the economy, accounting for 22% of UK emissions. Those emissions need to fall by 31% over the next 10 years. We found that the UK is on course to miss that target by 50%. So demand for transport is growing and, despite marginal falls in average car and van CO2 intensity, this is driving up emissions. Therefore, we are not going to be on the most cost-effective pathway to those 2030, 2040 and 2050 targets. That is deeply worrying, because if we are not on the most cost-effective pathway, it means we are idling along in the slow lane, hoping that something will turn up to suddenly help us meet those carbon budgets later on down the road, literally and figuratively.
