Commons ChamberWe have heard many claims from Government Members about the progress that the Government have made on climate change, but the fact is they have systemically demolished the policies put in place under the Climate Change Act 2008, introduced by a Labour Government, and increased public spending on fossil fuels. We all remember David Cameron’s “Let’s get rid of the green crap” comment. He began the process of comprehensive policy reversal. This was accelerated by the current Prime Minister, who famously, on her second day in office, showed her commitment to tackling climate change by abolishing the Department.
The International Monetary Fund reported in 2015 that the UK had spent £26 billion on fossil fuel subsidies in 2015, much of that going overseas, since 85% of the UK’s coal demand was being met through imports. In 2015, the UK subsidised fossil fuels to the tune of three to four times what it spent on renewables, contributing in the process to catastrophic global climate change effects.
The Minister for Energy and Clean Growth agrees that action on climate change is necessary. A month ago, however, I asked the Under-Secretary of State for Environment, Food and Rural Affairs, the hon. Member for Suffolk Coastal (Dr Coffey), about the UK’s woeful performance in relation to the Aichi biodiversity targets. In 2010, we pledged to meet the 20 targets by 2020—next year—but we are on track to meet just five of them. We are falling down particularly on target 20, which relates to the mobilisation of financial resources. Although they signed up to those targets, the Government now describe them as “nebulous”, and are talking about the next set of targets. As one of my constituents said,
“they are ignoring the targets, but looking forward to Britain being ahead in the next set of targets… Is this parliament or a sketch from the Tracy Ullman show?”

Commons ChamberThe hon. Gentleman is absolutely right in some ways. We have not delivered the support for those environmental schemes that we should have delivered. I am pleased that the Rural Payments Agency has now taken that over from Natural England. I met its chief executive this week. If we cannot to get the money out on time, other farmers will not be incentivised to join those schemes, so my priority is to improve the situation, as we did with the basic payments scheme.
The Government’s progress report was published this month, and of 19 targets assessed, five are on track and 14 show progress, but at an insufficient rate. The Aichi targets are multifaceted and global in scope, and they include a mixture of processes and outcomes, which are not always specific. Their assessment requires a degree of interpretation and judgment. Nevertheless, the report identifies progress, but there is more that we need to do.
I thank the Minister for that response. As she says, we are on track to miss 14 of the 20 targets. Given that they are meant to be achieved by 2020—next year—what talks has she had with the Treasury to achieve target 20, on mobilising financial resources? Will they be reflected in the forthcoming comprehensive spending review?
As my right hon. Friend the Minister of State just pointed out, one of the changes that will be coming as a result of our leaving the European Union is that the UK—England, certainly—will have a new way of doing environmental land management, and the public services will be paid for by taxpayers. Many of the targets are quite nebulous—[Interruption.] Because they are not particularly specific and are open to interpretation and judgment. We are working carefully on that and have made excellent progress on marine conservation. We are doing global work to ensure that, when the next targets are agreed, which will happen next year for 2030, the UK will lead the way in ensuring that 30% of oceans are marine conservation areas.

Commons ChamberWe have undertaken activities to improve biodiversity through nature conservation sites, where we are looking to restore and create wildlife-rich habitats and support species recovery. Internationally, we have various programmes to tackle species decline in our overseas territories, particularly supported by the Darwin Initiative, and last year we introduced what is effectively one of the toughest bans in the world on the sale of ivory, which we believe will do a lot to preserve species such as elephants and rhinoceroses.
I thank the Minister for that answer, and I am sure she is as concerned as I am about the recent report on the decline in insect species. What action is being taken to address the increasing fragmentation of our landscape, which means that pollinator species are left isolated and unable to move between areas?
I think it fair to say that the wildlife corridors we are seeking to extend—some projects, future environmental management pilots, are already under way—give us cause for hope. We have taken effective action —for example, with the restrictions on the neonicotinoids. We need to follow the science and the evidence, and do what it takes to keep pollinators alive and buzzing.

Commons ChamberAs I have already mentioned, this Government have in fact committed £2.5 billion to new flood defences in the six years to 2021. Just this year, since January 2016, we have had 130 new flood schemes completed, protecting a further 55,000 homes. We have also enormously increased our temporary flood defences and all our infrastructure capabilities. including incident control vehicles, light towers, pumps, sandbags and so on, to try to deal with the unpredictable nature of these extreme weather events, but we are committed to doing more.
We remain committed to publishing a 25-year food and farming plan. However, the context has changed significantly following the decision to leave the EU, which creates many new opportunities to do things differently and better. We will therefore develop the 25-year food and farming plan alongside our plans for leaving the EU, and we will consult with both industry and the public.
I thank the Minister for that response, which fills me with concern. I hope that he will bring the report forward as soon as possible, given that the Select Committee on Environment, Food and Rural Affairs recommended that it be published in April this year. Can he give me some indication of when we will see this important report?
The hon. Lady is wrong to be concerned, because as I have made clear, we are committed to publishing the plan. It is a manifesto commitment. There was no commitment to publish it in April; there is a commitment to do so in this Parliament, and as I have said, the context has changed significantly. It is right to develop the plan alongside our plan to leave the European Union, so that it bears relevance to the context.

These are undoubtedly very difficult times for many dairy farmers. The combination of oversupply around the world coupled with a weakening of demand in major markets such as China has led to a very depressed commodity price. We secured a £26 million support fund last November to alleviate short-term cash-flow pressure. We introduced a dairy supply chain code to improve dealings between dairy processors and farmers. Longer term, we are working on a project to introduce a dairy futures market to help farmers manage future risks. We are exploring the potential to facilitate investment in new dairy processing capacity, so that we can add value to our production.
We have introduced tax-averaging across five years to help farmers who face a tax bill; they can average it against difficult years. Her Majesty’s Revenue and Customs has been clear that it will take a generous approach to the time-to-pay provisions to help farmers who may be under pressure with their tax bill. I completely understand that this is an incredibly difficult time for many farmers. There is a mixed picture; a small number are still on aligned contracts, and still receive a fair price. We constantly meet retailers to try to improve the contracts that they offer, and to encourage them to offer more aligned contracts and to source more dairy production. Many of them are now offering those aligned contracts, or higher prices, to their farmer suppliers.
Can the Minister tell the House and Britain’s farmers why the Government failed to support EU efforts to improve the school milk scheme, which provides a valuable market for our struggling dairy farmers? Can he confirm that the Government will roll out the scheme in our schools, and say what benefit it will bring for British farmers?
It is not the case that we did not support the school milk scheme. The European school milk scheme is very small; it is worth around £4 million a year. It is dwarfed by our domestic schemes. The one funded by the Department for Education and the Department of Health, for infants, is around £60 million a year. The issue that we had with the school milk scheme was the bureaucracy and administration that the European Commission was trying to add to it. We were keen to pare that out, but we certainly supported the scheme; it is not true to say that we did not.
What we know is that no country that is not a full member of the EU has full access to the agricultural market. Whether it is Norway, Canada or any other of the countries whose models the out campaign have talked about, none of them has full access without quotas or tariffs. I have given the example of beef, with a cost of £240 million a year. The sheep industry would be even harder hit because 40% of all the sheep that we produce here in the UK are exported to the EU.

The Government are taking action to help farmers to manage low prices and market volatility, which is why we have ensured that all eligible farmers have now been paid their full basic payment or a bridging payment for 2015. To help farmers in the future, we have extended the period of tax-averaging from two to five years, and this month I am convening farmers, food producers and the European Investment Bank to seek further investment in improved productivity and processing capacity.
I thank the Secretary of State for her response. Can she confirm that any grant money from the EU solidarity fund will be additional money to be spent in the communities that have been affected by floods, and that it will not be swallowed up by the Treasury as payback for money already spent?
I can confirm that that is additional money that is being applied for through my colleague, the Secretary of State for Communities and Local Government.

Commons ChamberI was pleased to meet my hon. Friend and representatives of the local internal drainage boards to discuss flooding in his constituency, and I am pleased to hear that the Environment Agency has found a solution to this issue. I note that 100,000 acres of agricultural land in his constituency will be protected as part of our six-year programme.
While the Government are prevaricating, farms and businesses in the north of England and in Scotland are struggling to cope with the aftermath of the December floods. Can the Secretary of State explain why she needs to find out the total cost before applying to the EU solidarity fund, and will she be able to do this in time to meet the deadline?
The hon. Lady should be aware that we have made a farming recovery fund available, and that we have already paid out money to farmers worth up to £20,000 for each farmer. As soon as the floods took place, we looked on satellite mapping, identified the affected farmers and got on with paying them and sorting the issue out.

Commons ChamberJust a few weeks ago, on 15 December 2015, we spoke in this Chamber about the devastating effects of Storm Desmond in Cumbria. Sadly, we are now here again debating the aftermath of Storms Eva and Frank and the devastation that has been wrought in Lancashire, Yorkshire, Greater Manchester and Scotland, along with many other areas in the north. During that debate on Storm Desmond, I welcomed the announcement of a national flood resilience review to assess our infrastructure, with particular reference to electricity substations. I mentioned that because many areas of Lancaster, including the hospitals, many homes and businesses and the university, suffered from long power cuts caused by unforeseen flood damage at a substation in Lancaster. I made the case for electricity substations to be better protected from flooding, to avoid disruption to our healthcare, education and business institutions.
Unfortunately, on Boxing day, my constituency was battered by Storm Eva. Roads were flooded, people’s homes were damaged and a 20-foot sinkhole opened up on the M62, causing massive disruption to travellers on Boxing day. Rochdale town centre was also hit extremely badly by the unprecedented rainfall. One major issue affecting my constituency was a prolonged loss of power, again caused by flood damage to an electricity substation. Around 20,000 homes in the borough of Rochdale lost power, and Electricity North West worked day and night to try to restore services. Again, this has emphasised the importance of adequate defences for our power stations and of a properly funded flood defence policy, with the north getting its fair share.
I would like to use my final minute to pay tribute to our emergency services, whose response over the holiday period was incredible. Two days before Christmas, I visited Heywood firefighters to wish them well for the festive season, not quite anticipating what was in store for them. Heywood fire station is one of only two Greater Manchester fire service stations that has a water rescue unit and firefighters who are fully trained in its use. The water rescue unit was deployed to help with the widespread flooding in areas of Greater Manchester, and its response was magnificent. However, those same firefighters are extremely concerned about further cuts to their services. They are worried that there may come a point when they simply do not have the workforce to be able to deploy their specialist vehicles. It is all very well having the latest kit, but without sufficient numbers of firefighters to operate it, that kit becomes redundant. Finally, it will come as no surprise to the Secretary of State that I again call for the creation of a statutory duty on the fire and rescue service to respond to flooding.

During the floods I have visited Heywood fire station, which is one of only two stations in Greater Manchester with water rescue units, and which has done sterling work in rescuing people from the floods. However, not only does it face significant further cuts, but, as was pointed out earlier by my hon. Friend the Member for Lancaster and Fleetwood (Cat Smith), it does not even have a statutory duty to attend incidents of this type. Does the Secretary of State agree that we now need a serious debate about future co-ordination of flood responses, and about long-term funding for our fire and rescue services?
We saw a very effective emergency response from the fire service and other emergency services, the Environment Agency and the Army, all working together. That lesson has been learnt from previous flooding incidents, as we have brought in all those services as soon as possible to ensure that we protect lives and property.

Commons ChamberI am grateful for the opportunity to make a brief contribution to this fascinating debate.
As many hon. Members have pointed out, just six years ago Cumbria was hit by unprecedented floods, and once again, this year, it has been hit by unprecedented rainfall. More than a month’s rain fell in one day on Saturday 5 December, and main rivers across Cumbria exceeded the highest levels ever recorded. Storm Desmond led to road closures, rail disruption, school closures and loss of power supply to many homes and businesses owing to unforeseen flood damage at a substation in Lancaster, as a result of which hospitals had to work on emergency generators and Lancaster University had to declare the end of term one week early. I had my own, small experience of this: on Sunday 6 December, we had to drive to Lancaster to rescue our son from the university, which had been without power since Saturday evening. Surely power stations should be protected from flooding to prevent such disruption to our healthcare, education and business institutions. I am pleased that the Secretary of State has announced a national flood resilience review to assess our infrastructure, including electricity substations.
I want to mention the creation of a statutory duty on the fire and rescue service to respond to flooding. The Fire Brigades Union argues that a statutory duty on firefighters to attend floods would help fire and rescue services, other emergency services and the Government to plan effectively and reduce risk to life and property, and indeed such a duty has already been adopted in Scotland and Northern Ireland. The response to the recent floods has shown the emergency services, the military and the British people at their best. Communities have rallied round and helped those in need of shelter, food and clothing—they have been magnificent—but they need action and support from a Government who have failed to take the flood threat seriously.
Not only are better flood defences needed, but cuts to emergency services need to be addressed. Five fire stations in Cumbria are set to close in the latest round of money-saving measures. It sounds like a statement of the obvious, but we cannot go on cutting the fire service, while expecting it to do more and more. I am grateful to my hon. Friend the Member for Bristol East (Kerry McCarthy) for quoting the Prime Minister’s words:
“After every flood the thing to do is sit down, look at the money you are spending…and ask is it enough.”
Clearly, it is not enough. The Government’s “cut first, think later” approach is failing communities blighted by flooding.

Like everybody in the House, I pay tribute to all our emergency services for the magnificent work they have done and continue to do. At present, however, there is no formal expectation that fire and rescue services will actually attend floods in England and Wales. Does the Secretary of State agree that, to ensure an effective, safe and robust response to flooding, we should follow the example of Scotland and Northern Ireland and make it a statutory duty for firefighters in England and Wales to respond to flooding?
My view is that our procedures are working, with the gathering of Departments on Saturday to make sure that we had the right preparations in place for the emergency services, the Environment Agency and the Army. The Cobra system that we have to co-ordinate them when we have an emergency, as we have had for the past few days, has worked very effectively, and we have been able to mobilise people on the ground. I am interested in what works, in what is effective and in how we protect the maximum number of people and the maximum number of homes from this extreme event.
