As we look towards a general election and the almost certain prospect of a Labour Government, with Labour Members switching places with those now on the Government Benches, would the hon. Member for Edinburgh South (Ian Murray) be prepared to commit a Labour Government to restoring the Scottish block grant?

I would commit the Labour Government to the fiscal framework agreement that has already been put in place. It was negotiated and agreed in August 2023, and lays out the fiscal framework for the years ahead. When Labour Members move from the Opposition to the Government Benches come the general election, I am not sure if the hon. Member for Inverclyde (Ronnie Cowan) will be still be in his place. We have had 14 years of Conservative failure in this place and 17 years of SNP failure in Scotland too. That is the context in which these orders come forward. There is an enormous black hole in Scotland’s public finances, while one in six Scots are on NHS waiting lists. Real earnings in Scotland today are lower than they were in 2007. The only response to this crisis from either Government has been to increase taxes.

And winners—from Airdrie more recently. What used to happen was that Winnie Ewing would turn up and assist you for the last few days of the campaign. She was your minder—in my case, she actually replaced Nicola, who had been my minder for most of the campaign. For those who have not experienced it, it really was something to behold, because it was not normal political campaigning, certainly when it got to the evenings. In my case, we did a tour of the pubs of Paisley. As someone who was relatively modest, shy and retiring, it was quite remarkable to see Madame Écosse work the tables, and to be welcomed by everybody and have discussions about political life.

Since we are on the subject and we have time, I remember that on election day, we were in a particular inn in Paisley—Members can probably think of the one I mean. Winnie said, “Let’s get a dram”, and I had to say to her, “Winnie, I’m the candidate”, but I relented and had one. She wanted to buy a second one, and I said, “Come on, not today. I’m the candidate; let’s miss that.” The point of telling that story is the spirit and warmth of the individual. It was an absolute pleasure to spend time in her company. I am glad to say that I became a very good friend to Madame Écosse—to Winnie Ewing. She would come up and spend some time with us in Skye. She was fantastic company.

Well, I recall going to visit her when she was in the Quarriers home in my hon. Friend’s constituency, I believe. I went with a fellow parliamentarian, a colleague of ours from the Scottish Parliament, Colin Campbell. Colin had made the fateful error of phoning the nursing home as we were leaving his house to say that we would be there in a few minutes. The upshot of that was that rather than our going to visit her in the nursing home, there she was at the door with her coat on and her handbag. As we went in, the remark was, “Right, boys, where are we going?” The expectation was that we would be taking her out to a place where we could have some relaxation and entertainment, if I can put it that way.

There are two links to me there. Colin Campbell was my history teacher when I was at school. [Hon. Members: “Not modern studies?”] No, history. I also had the great privilege of Winnie being a constituent of mine when she was in that nursing home. I was the candidate in 2015, and I got the phone call to go and meet Winnie Ewing, which was quite an experience for me, and she was incredibly generous with her time and her advice. However, a week later Winnie was not feeling so good. It was coming up to the election, and her family phoned me to say that Winnie did not have a postal vote. So I had enormous pleasure, on election day, of taking Winnie Ewing’s ballot paper and voting for myself, which was a proud moment and something that will live with me for the rest of my days.

That is a wonderful story, and knowing the woman as I did, I can say to my hon. Friend that nothing would have given Winnie more pride than knowing he had done that.

I remember that 2015 election with some pride in my own interaction with Winnie at that time. Winnie had sent me a video address that I could use in my own election campaign, and it was not short—it was 30 minutes long. [Hon. Members: “The irony!”] Well, I did say that she was my mentor. Some 29 minutes of that 30-minute address was about Europe, so there is a serious point to this. Winnie studied law in Glasgow, but she also went to study in The Hague. She was a Scottish nationalist—from the age of nine—but she was a European and she was an internationalist. She was so proud of what the European Union had meant for Scotland. She was so proud of the role she had played as a parliamentarian and of the friendships that she had developed with her friends not just from these islands, but right across Europe.

There was the role Winnie Ewing played in the Lomé convention, and in bringing it to Inverness, for goodness’ sake. There was the work she did in establishing the Erasmus programme, which was so inspirational in providing opportunities for our young people. It is therefore not surprising that she would often talk about what the European Union had meant. There are a number of us here from the highlands and islands, and my goodness, how we have benefited from objective 1 status, and the person responsible for that was Winnie Ewing. Think about where we are today—we have to go cap in hand to Westminster for levelling-up money and for what are in effect scraps from the table, as opposed to what was there for us as a right when Scotland and the European Community were working together in partnership. The highlands and islands are full of signs for projects that have been financed by Europe, and that is the legacy of Madame Écosse. Michel Barnier was recently on Skye, and he posted a picture of a path that had been funded by the European Union. What a difference between the spirit of generosity we had from the European Union and what we face in this place.

I am pleased to be able to speak in this SNP Opposition day debate on the cost of living crisis. It is only a few weeks since the SNP called a similar debate, but for millions of people across Scotland and the whole of the UK, this is the most important and difficult issue they face in their lives. In many instances, the situation is getting worse, so I am very pleased that the SNP has called this debate on a similar subject. It is worth noting that the SNP’s previous debate on this issue did not stay on the cost of living crisis for very long. It quickly descended into a debate about independence, and today we are seeing a debate about independence or a debate about the Government’s Brexit versus the SNP’s Scexit.

I apologise once again for being late for this debate, Madam Deputy Speaker, and I have now given up my opportunity to speak in it. I was talking to four women who are currently on hunger strike to raise attention for children living in poverty throughout the United Kingdom, and they asked me to ask the Minister if this Government would consider following the Scottish Government’s example of “cash first”, so that we can eradicate food banks throughout the United Kingdom. Does the hon. Member agree that we should be working towards eradicating food banks?

We should absolutely be eradicating food banks across the whole country. The very fact that people in this country cannot afford to eat is an indictment on both Governments. I hope the hon. Gentleman will encourage his colleagues in the Scottish Parliament to support Rhoda Grant’s Right to Food (Scotland) Bill, which the SNP Government have so far refused to do. I hope he gets an opportunity to speak in this debate, and a chance to put those points forward. He makes an important point about food banks, but he misses the point about poverty, particularly child poverty. The previous Labour Government lifted millions and millions out of poverty, and that has been all but reversed, and more. That should be of eternal shame to this UK Government and to the Scottish Government.

Like many countries around the world, the UK faces the challenge of high inflation, which is why the Prime Minister has made tackling inflation a key immediate priority. As was outlined in the Chancellor’s autumn statement, the Government are committed to supporting the most vulnerable households across the UK with £12 billion-worth of direct support in 2023-24. Alongside that, the energy price guarantee is saving a typical household in Scotland about £900 this winter.

As the Chancellor set out in the autumn statement, we have taken the appropriate steps to help the most vulnerable households in Scotland and across the UK. I have set out already some of the payments being made to support households this winter. The Government continue to explore new ways of tackling poverty and helping to protect the most vulnerable, and we will continue to do so.

Scotland is a net energy exporter, but, as a consequence of being in the UK, people in energy-rich Scotland face electricity costs that are 30% higher than those in the Netherlands and Germany. Does the Secretary of State think it right that Scots face the highest bills in Europe while the UK Government allow energy companies to make billions in profit?

As I have set out during this session, the Government are putting in place tax arrangements to ensure that excessive profits made by BP, Shell and others are taxed at 75%. I do not accept the hon. Gentleman’s further analysis about the situation in Scotland; this Government have put in place measures to support households during this difficult winter period and we will continue to assess what other measures we can take to do so.

I do not agree with the hon. Lady’s analysis. The Government remain committed to ensuring that the UK has a green, secured energy supply. I do agree with her assessment of the SNP’s failings—we saw that yesterday in its botched energy statement to the Scottish Parliament.

I remember how in this place the Secretary of State for Scotland, while explaining the UK Government’s lack of appetite for a referendum on Scotland’s place in the United Kingdom, repeated many times that the route to a referendum in 2014 involved “consensus between both Governments.” Given that democracy is fuelled by consensus, is the Secretary of State for Scotland working towards establishing that consensus or is he content to deny the people of Scotland their democratic voice?

The Secretary of State for Scotland and the Government will continue to work with the Scottish Government to deliver on the priorities of the people of Scotland. They are: dealing with the cost of living; dealing with the NHS; and dealing with our education system, as well as a long list of other issues that the Scottish Government are completely failing to deliver on—certainly not another independence referendum.

On 18 September 2014, the people of Inverclyde voted to remain in the Union by 86 votes. A few short months later, they returned me as the SNP MP on an independence manifesto; they had changed their mind. They returned me in 2017 and 2019—if the Government want to go again I will go again. But what is the route for the people of Inverclyde to express their views now in a referendum?

Norway has been mentioned a lot this afternoon, has it not? I had the good fortune to visit Norway last week. I met representatives from Parliament, Government, academia, the civil service, trade unions and non-governmental organisations, and I was struck by the way that they worked together with respect and trust to create a better Norway for everyone. Had I suggested to them that they were too small to be an independent nation, and that they would be better sharing their governance or their financial levers with their Scandinavian neighbours, they would have laughed me out of the room. I noticed that none of the Unionist MPs on the trip with me asked that question either. It is strange how that respect is afforded to Norway—a small, northern European, independent, sovereign nation of 5 million people—but not to Scotland.

Norway has alliances with other countries within which they co-operate. All of that is negotiated between equals who respect one another. Norway became independent in 1905 and has never looked back. It has experienced some tough times, but Norwegians took on the problems and solved them. That is how normal countries work.

That reminded me of Hugh MacDiarmid’s poem, “Scotland small?”:

“Scotland small? Our multiform, our infinite Scotland small?

Only as a patch of hillside may be a cliché corner

To a fool who cries ‘Nothing but heather!’ where in September another

Sitting there and resting and gazing around

Sees not only the heather but blaeberries

With bright green leaves and leaves already turned scarlet,

Hiding ripe blue berries; and amongst the sage-green leaves

Of the bog-myrtle the golden flowers of the tormentil shining;

And on the small bare places, where the little Blackface sheep

Found grazing, milkworts blue as summer skies;

And down in neglected peat-hags, not worked

Within living memory, sphagnum moss in pastel shades

Of yellow, green, and pink; sundew and butterwort

Waiting with wide-open sticky leaves for their tiny winged prey;

And nodding harebells vying in their colour

With the blue butterflies that poise themselves delicately upon them;

And stunted rowans with harsh dry leaves of glorious colour.

‘Nothing but heather!’—How marvellously descriptive! And incomplete!”

That is how it works. If the Unionists think Scotland is too small, they make it so because of their crushing lack of ambition and confidence in themselves and their fellow Scots, but they will not enforce their dystopian vision of an impoverished Scotland on me. I choose MacDiarmid’s view of a flourishing Scotland over the barren views of the Unionists any and every day of the week. Maybe they should ask themselves why Scotland has not voted for the Conservatives and Unionists in any significant numbers since 1955.

Among the statistics that outline Scotland’s wealth and, importantly, its potential, it is interesting to note that we have 61% of the seawater of the United Kingdom and the majority of the natural gas, crude oil, coal reserves, timber production and so on. That is not what we would expect of a country that is told that it is dependent on Westminster and that we are too poor to be independent.

As we transition away from fossil fuels, however, there are two figures that interest me more. First, Scotland has more than 25% of all the wind and wave energy potential in Europe. That is where our energy will come from as part of a clean, green, renewable energy package, providing for today’s needs while safeguarding the future for generations to come. The second figure is that Scotland has 90% of all the UK’s surface freshwater. Economists predict that water will be the new oil. We have more water in Loch Ness than all of England and Wales combined. Scotland has 31,000 freshwater lochs, equating to 100 times more water than it uses.

We can be self-sufficient in beef, sheep, dairy, pigs, cereal and potatoes. We are not too poor. We must not allow ourselves to be drawn down into the poverty mindset of the Scottish Unionist parliamentarians. Their poverty of aspiration does not reflect the economy of an independent Scotland; it reflects their desire to maintain the status quo and scare the people of Scotland into compliance with a UK Government who have shown themselves to be economically illiterate, out of touch with the needs of the majority of people and interested only in the inner machinations of their own party.

There is only one way in which Scotland can experience the benefits of our own resources, which is for all political decisions made for the people of Scotland to be made by the people of Scotland. There is only one path that leads to greater ownership and responsibility. There is only one outcome that provides the autonomy and the power required to grow and develop a strong, vibrant, inclusive and sovereign nation: independence from the corrupt and moribund United Kingdom of Great Britain and Northern Ireland.

With an independence referendum, we have an opportunity to re-establish an independent nation and, importantly, design that nation. With all the financial levers, together we can design welfare, banking, taxation, land ownership, foreign policy, defence, education, energy, health and transport in a fashion and to a standard that we feel is fitting and appropriate, built by Scotland for all of Scotland.

The wind of change is blowing. It will bring with it a nation full of hope, ambition, opportunity, respect, co-operation and equality. It is up to everyone who believes that Scotland must be a free and independent sovereign nation if it is to reach its potential to work together to achieve that aim. If we allow ourselves to become fractionalised as a force, we are beaten. We must keep our eyes on the prize, and we shall achieve our goal.

May I begin by congratulating the hon. Member for East Lothian (Kenny MacAskill) on securing this debate? I will turn to the important points and questions that he has raised shortly, although I do have to say at the outset that they are for the Scottish Government, and not for me, to answer.

I first want to put this debate in the context of shipbuilding in Scotland more generally. As a global trading island nation with a proud maritime history, shipbuilding is an important part of our industrial identity. Scotland, like every part of the United Kingdom, offers much to our security, sovereignty and prosperity and plays a critical role in the collective defence of our region and global interests.

My Department has been working closely with the Ministry of Defence to deliver on our ambition to support military shipbuilding in Scotland, and the industry there currently benefits most from MOD expenditure. The Secretary of State for Defence, in his role as ship- building tsar, is acutely aware of the value of shipbuilding in Scotland. He is leading work across Government to deliver on his vision to support industry across the Union, enabling it to become more productive, innovative, and competitive.

UK naval shipbuilding is currently centred around BAE Systems’ Scotstoun and Govan shipyards and Babcock’s Rosyth shipyard, which also have strong naval export markets. These yards are producing the Type 26 and Type 31 frigates—two crucial naval procurements. Three of the Type 26 ships—HMS Glasgow, HMS Cardiff and HMS Belfast—are under construction on the Clyde. Manufacture of these new, highly capable ships is securing about 1,700 skilled shipbuilding jobs in Scotland and some 4,000 jobs throughout the supply chain across Britain until 2035.

On 23 September 2021, the shipbuilding tsar officially cut steel for HMS Venturer, the first of the Royal Navy’s Type 31 frigates, during a ceremony held at Rosyth dockyard. The event marks a significant milestone in the programme for the Royal Navy, defence and shipbuilding in Scotland, with all five vessels to be built by Babcock on the firth of Forth at an average production cost of £250 million per vessel. The Type 31 contract, awarded in November 2019 and to run until 2028, has led to a £71 million infrastructure investment for the dockyard and sustains 130 apprenticeships and 20 graduate positions.

Last month, my noble Friend the Minister of State, Baroness Goldie, had the opportunity to speak with some of Babcock’s current apprentices to hear at first hand how their academic interests in science, technology, engineering and maths have led to a career in defence manufacturing. Since March 2020, Babcock has supported approximately 300 apprentices, mostly from the local area of Dunfermline and West Fife. My right hon. Friend the Secretary of State for Scotland recently visited the Govan shipyard, where he was briefed on the Type 26 programme by Simon Lister, head of BAE’s naval ships business, and had the opportunity to engage with employees and trade union representatives.

Our national shipbuilding strategy refresh will be published later this year. It will set out how the Government intend to set the conditions for success in the UK shipbuilding industry, both domestically and for exports, and how the Government will work with the industry to create lasting transformation. Scottish yards are likely to benefit from the new investment in the Type 32 multi-role ocean surveillance and multi-role support ships, and in Royal Fleet Auxiliary landing ship conversion. The shipbuilding strategy refresh will set out how the Government will provide further support to industry on exports and how we will engage with overseas partners to secure export successes. Indeed, my noble Friend the Lord Offord was in India just the other week, helping to explore the potential for future export orders.

A regular drumbeat of design and manufacturing work in UK yards is needed to maintain the industrial capabilities that are important for UK national security, and to drive efficiencies that will reduce longer-term costs in the shipbuilding portfolio and help to secure further export success. A stable pipeline of orders, as the hon. Gentleman has indicated, is clearly necessary to build and maintain a skilled workforce.

It is good to see a debate taking place in this House on a company based in my constituency of Inverclyde. In fact, the three companies —CMAL, Caledonian MacBrayne and Ferguson—are all based in Inverclyde. It would have been nice to have been notified that this debate was going to happen. I would have expected that courtesy to be extended to me by the hon. Member for East Lothian (Kenny MacAskill).

I share the Minister’s optimism for British shipbuilding. Look at what we are building with Ferguson Marine, after all the troubles it has had—yes, it has been a stormy journey, but it will be retooled, and have new shedding and a re-energised workforce, with 40 apprentices working out of there. I could not have said that five, six or seven years ago. My hope for Inverclyde and for Ferguson Marine is a successful and buoyant future.

I thank the hon. Gentleman for his intervention, although I am afraid it is not for me to intervene on a family feud, if I can put it that way, with the hon. Member for East Lothian. I am well aware that there are traditional courtesies, which should be maintained.

I am glad to hear that there is optimism in the constituency of the hon. Member for Inverclyde (Ronnie Cowan). I had the pleasure of visiting Greenock—I do believe that I gave him due notice of that—particularly to look at the new ocean liner terminal, which I hope will bring increased tourist footfall to his part of the world.

It is clear that the UK Government recognise and will show our support for the future of shipbuilding in Scotland through all the means that we have available—namely, in the form of military spending and support.

Let me turn to the points raised by the hon. Member for East Lothian. I am well aware of the challenges of providing reliable ferry services, particularly to the rural and island communities in Scotland, but when the UK Government have received various representations on the lack of suitable ferries in Scotland, we have been firmly told by the Scottish Government that this is a process for them and not for us.

First, I associate myself with the remarks made by both Opposition Front Benchers on the relatively good-natured nature of this debate. It is fair to say that across the House and across the country, we share an ambition to deliver on the targets we have set. We may debate how we do that from time to time, but we all share that ambition. I also congratulate and thank the hon. Member for Argyll and Bute (Brendan O’Hara) for securing this debate. I thank Members from right across the UK—all nations of the UK and both sides of the House have been well represented today—for their contributions.

As a number of Members have said, there are now only seven weeks until the start of COP26, when parties will come together in Glasgow to accelerate action towards the goals of the Paris agreement and the United Nations framework convention on climate change. COP26 will be the moment that we will secure a path to global net zero emissions by 2050 and define the next decade of tackling climate change. Together with our Italian partners, with whom we co-host the event, we will work to prevent global temperatures from rising by more than 1.5° C and protect our planet and people from the intensifying impacts of climate change.

To achieve that, the UK has spent the lead-up to COP26 taking four key goals to Governments across the world. Those are, first:

“Secure global net zero by mid-century and keep 1.5 degrees within reach”.

Countries have been asked to come forward with ambitious 2030 emissions reductions targets that align with reaching net zero by the middle of the century. To deliver on those stretching targets, countries will need to accelerate the phase-out of coal, curtail deforestation, speed up the switch to electric vehicles and encourage investment in renewables, among other things.

The second of those key goals is:

“Adapt to protect communities and natural habitats”.

The climate is already changing, and it will continue to change even as we reduce emissions. At COP26 we need to work together to enable and encourage countries affected by climate change to protect and restore ecosystems and build defences, warning systems and resilient infrastructure and agriculture, to avert, minimise and address loss of and damage to homes, livelihoods and, sadly, in some cases even lives.

The third goal is “Mobilise finance”. To deliver on our first two goals, developed countries must make good on their promise to mobilise at least $100 billion a year in climate finance by 2020. International financial institutions must play their part and we need to work towards unleashing the trillions in private and public sector finance required to secure global net zero.

The fourth goal is “Work together to deliver”, a key theme in today’s debate. We can only rise to the challenges of the climate crisis by working together. At COP26, we must finalise the Paris rulebook—the detailed rules that make the Paris agreement operational—and accelerate action to tackle the climate crisis through collaboration between Governments, businesses and civil society. Again, that is a key point made by many Members today.

Working together also extends to working together across all parts of the United Kingdom. The UK Government are committed to working with the Scottish Government, the Welsh Government and the Northern Ireland Executive to ensure an inclusive and ambitious summit for the whole UK. All parts of the UK will have important roles to play in ensuring the summit’s success.

On summit preparations, the UK Government, on behalf of the UNFCCC, is delighted to be hosting COP26. As we prepare for November, we wish to create a safe, secure, sustainable and inclusive COP26 that sets the conditions for outstanding policy outcomes. We want this to leave a lasting legacy of change in Glasgow, Scotland and the UK, leaving Glasgow flourishing as the host city, while representing value for money for the UK taxpayer. The Government are working closely with public health officials across the UK, the Scottish Government, all our partners and the UNFCCC to enable relevant delegates to participate on an equal footing, while also using technology to make the summit as inclusive as possible. In common with many international events, how COP operates has to adapt to the covid context, so we are making suitable arrangements for that.

The Scottish Government, Glasgow City Council, Public Health Scotland and all the emergency response services in Scotland must be recognised for their work in that.

Beyond the established blue zones and green zones, we also have the fringe around COP26: a very inclusive community with community involvement. A huge part of COP26 is about communities talking to politicians and putting pressure on us to do the right thing. I am delighted that SWG3 has the hub sponsored by The New York Times, which has been organised by Louise Hunter, a constituent of mine.

I begin by congratulating the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald) on how he has presented his case today and, indeed, on how Scottish National party Members have promoted the Scottish Government’s recent report.

The hon. Gentleman and I served together on the Home Affairs Committee in the previous Parliament, and I hope he will agree that, although we robustly debated a number of issues, we respected each other’s differing opinions and views. One thing I can agree with, in response to his direct request of me and other Ministers, is a 360° turn of my position—I will turn my decision through 360° and return to exactly where I started, just as he asks. When he asked me to make a 360° turn, I wondered whether he was taught by the same person who told the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) that a bridge between Northern Ireland and Scotland will cross the North sea, but perhaps that is the SNP Scottish education system coming out.

There will not be a meeting of minds between me and the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East on this matter, because this Government are committed to introducing a new immigration system that works for the whole UK—for Scotland, England, Wales and Northern Ireland. That is why the Government have engaged, and continue to engage, extensively with many stakeholders across Scotland, including the Scottish Government and, crucially, businesses across a wide range of sectors. Their views have helped us to develop our plans for the future immigration system. We will introduce a firm and fair immigration system that focuses on what individuals contribute, not on where they come from—it will focus on those who would benefit the whole UK.

The Scottish Government’s recent report outlines the demographic challenges facing Scotland, but those challenges are manifest in other parts of the United Kingdom, too. We are committed to devising a system that helps address those challenges, but we have no plans to devolve powers on immigration. Introducing a devolved or regional immigration system would bring about significant complexities and would simply not be practical. Instead, we will introduce a new system that recognises the needs of all the nations and regions of the United Kingdom and that offers more of the flexibility for which employers and others have called.

Indeed, on the day the Scottish Government’s report was published, the Immigration Minister, my hon. Friend the Member for Torbay (Kevin Foster), was in Glasgow to announce this Government’s commitment to the science community through our new global talent route, which will attract people from around the world with special skills, including the top researchers, scientists and mathematicians. We will create bespoke visa schemes for new people who will fill shortages in our public services and build the companies and innovations of the future, benefiting Britain for years to come.

What the Minister is saying is that, if we developed a system for Scotland that suited Scotland’s immigration needs, it would not be suitable if it did not work for other parts of the United Kingdom.

What I was saying, if the hon. Gentleman had listened, is that the problems in Scotland are not unique to Scotland. We face these problems across the United Kingdom, and it is surely better if we address them across the United Kingdom. The SNP seems to think these problems are unique to Scotland, but they are not.

We will create a fast-track NHS visa for medical professionals with NHS job offers, thereby reducing risk, reducing visa fees and providing support for them to come to the UK with their families. Of course, the Scottish national health service will benefit equally with the rest of the United Kingdom.

As I have said, we have laid rules to introduce new visa routes to recruit leaders in their field by offering the best graduates and winners of scientific prizes fast-track entry to the United Kingdom.
