No I shall not, and no I will not—however tempting it might be, I will decline on this occasion.

The truth is that, because no deal could ever satisfy everyone, we could spend all our time searching for that elusive perfect deal, but what would that position look like to the country? What would it look like to all those who have sent us here? What would it look like to the constituents of the hon. Member for Salford and Eccles (Rebecca Long Bailey), who voted to leave and expected that vote to be honoured? They voted to put trust in this place; to put trust in Parliament to make a vital decision. If we duck that decision, if we dither and delay, I am afraid that people will feel a sense of depression, dismay and demoralisation because the Parliament that they hoped would keep its promises had chosen once again to duck its responsibilities.

I am also clear that everyone who has spoken in this debate has done so with the best of motives, including my right hon. Friend the Member for West Dorset (Sir Oliver Letwin), a dear and old friend of mine, but one of the things that I would say to him, and to others—

Everybody has their beliefs, and everybody does what they believe to be right, including our right hon. Friend the Member for West Dorset (Sir Oliver Letwin). Were the Bill that follows the meaningful vote to fail, how would the Government avoid no deal before the end of October?

The Government are absolutely committed to ensuring that we have a deal, to ensuring that we obey the law, and to ensuring that we respect the voices of all those in this House. Let me say firmly from this Dispatch Box that this Government are committed to ensuring that we have a deal, and the best way of getting that deal, leaving on 31 October and being able to move on to the other issues, that the people of this country want us to discuss, is by accepting the honourable motives of my right hon. Friend the Member for West Dorset but recognising that, were we to accept his amendment, we would not have a meaningful vote today. That would not unlock the door to a deal being passed. We would have voted, I am afraid, in the terms of the motion, for more delay.

I agree with the hon. Lady. Other Members will have lots of other experience of the potential consequences. These are not risks that we should take with our economy, businesses, jobs, livelihoods and health. I hope these risks remind everyone in the House that, for all the focus on process, motions and procedure, this debate is about the impact that a no-deal Brexit would have on the lives of the people we represent.

I understand that there is a political imperative to “get this done” and to “move on”, but is not the point that the practical imperative is that no deal will not allow us to move on? It will resolve nothing and will lead to many of the implications that the right hon. Gentleman has talked about. If we have no withdrawal agreement on 31 October, we will have to seek a withdrawal agreement on 1 November.

The hon. Gentleman is absolutely right. Throughout a lot of these debates we have not discussed anything like enough what will happen the other side of 31 October, if the Prime Minister is able to get his way. I shall come to that point in a moment.

There is a great deal on these issues on which the hon. Gentleman and I agree. I suspect we take the same dim view of the attractiveness of any kind of no-deal exit, but where I disagree is on his narrative about the Government’s urgency. We have always put citizens at the forefront of negotiations, and we reached an agreement with the EU on the detail of a citizens’ rights agreement some time before the House voted on the amendment in February.

The EU has said repeatedly throughout this process that nothing is agreed until everything is agreed. We have challenged that in taking up the call of my hon. Friend the Member for South Leicestershire for ring-fencing, and we will continue to press the case for ring-fencing, but it is a bit rich for the hon. Member for Sheffield Central (Paul Blomfield) to suggest that the Labour party takes this more seriously than my party does when the Opposition Benches are a gaping empty space for this urgent question.

It is vital that we all work together, reflecting the cross-party nature of the amendment to secure these rights. In that respect, I hope the hon. Gentleman will welcome the progress that has been made today and the further progress that we intend to make in the months to come on the issue of voting rights.

A number of my constituents or their family members, even children, are caught up in this, and many of them have contacted me. Whatever one’s views—whatever my views and whatever their views—of our future relationship with the European Union, they frankly do not deserve the very real anxiety this is causing.

Given what the Minister has said today about where the block now lies, it is not now a lack of will on the part of Her Majesty’s Government, although they could have gone a lot further before the withdrawal agreement was set. Will he convey to Mr Barnier my sentiments and those of my constituents before he replies to the Secretary of State’s letter? This is not a game. This is the lives of people living in my constituency and in many other constituencies. The very real anxiety of which I spoke is there, and Mr Barnier can address it. He must understand that before he replies to the Secretary of State’s letter.

I fully appreciate my hon. Friend’s point. The Secretary of State’s letter to Mr Barnier has gone, and there is a copy in the Library, but this is something we should reiterate to our European counterparts at every opportunity. We have all said this, and the EU has said, I trust in good faith, that it wants to put citizens at the forefront of negotiations. We have an opportunity to do so, and we should continue to remind people that it is about individuals living in all our constituencies. We really value them, and we want to provide them with the greatest possible reassurance.

I say once again that it is not premature for the Opposition to have tabled the motion today. This is the last chance they have, and I, for one, am very grateful they have decided to take that chance. The reason that we need to give Parliament the chance, just once, to set the agenda is that the Government have shown no inclination whatever to do anything to prevent a no-deal Brexit.

Why would a no-deal Brexit be so bad? Let us look at what some of the key drivers of the UK economy have been saying recently. Sydney Nash, from the Society of Motor Manufacturers and Traders, said:

“For the automotive sector, no deal is simply not an option. Hearing politicians promote a no deal does not fill any of our companies with confidence nor does it fill international investors with confidence. Our strong desire is that no deal be taken off the table.”

Seamus Nevin, at Make UK—many Members will know it better by its previous name, the Engineering Employers Federation—said:

“Our members are quite blunt, they say that a no deal scenario would be nothing short of an act of economic vandalism”.

Tim Rycroft, at the Food and Drink Federation said:

“No deal is something our members are most unanimous about. 45 % say no deal would lead to redundancies.”

Nick Van Westenholz, director of EU exit and international trade at the National Farmers Union, said:

“No Deal would be disastrous for some sectors…It is frankly worrying that that we see it being put forward as a plausible scenario to leave without a deal in October.”

Those are not choice quotes from selected commentators that I have picked up over the last three or four years. All those things were said today, in this Parliament, in evidence to the Brexit Select Committee just over six hours ago. That is what these major economic drivers are saying right now. It is about time the Government and some of their Back Benchers were prepared to listen.

I realise that the Scottish National party does not like to respect referendum results either north of the border or across the UK, but when those eminent witnesses were giving evidence to the Select Committee today—I have heard from others about that evidence and I share their view; I do not want a no deal, which is why I voted for a deal three times—what did the hon. Gentleman say to them about why he kept voting against the deal? That is what has put us in this position.

I have enormous respect for the right hon. Member for Leeds Central (Hilary Benn), the Chair of the Exiting the European Union Committee, on which I serve, and I know that he would show latitude where possible, but it would be a bit much if Committee members starting taking questions from those giving evidence, as the hon. Gentleman suggested. I say this to him and some of his hon. Friends: if they want to throw out accusations about failing to respect the result of a referendum that meant that Scotland has to keep sending Members of Parliament to sit in the Palace of Westminster, doing that to an SNP MP, or any Scottish MP, while they are delivering a speech in the Palace of Westminster, when we are only here because we do accept the result of that referendum, is not the most credible time for it. I have said often enough that I respect the right of the people to speak in a referendum. I also respect the right of the people to say that they want another go, and I not only expect but demand that the result of the 2016 referendum in my nation of sovereign citizens be respected, rather than simply laughed out of court time and again by the Conservative party.

We already know from previous work done by the Confederation of British Industry and others that the financial cost to Scotland of a no-deal Brexit is more than the entire amount we spend every year on our precious national health service. Up to 100,000 people could lose their jobs, although in this place, some people seem a lot more concerned about who is going to get one job than about who is going to lose the other 100,000.

There was a bit of protest from Conservative Members when I said that a no-deal Brexit was against the clearly expressed will of the people, but it is true. In a democracy, one of the key ways that we find out the will of the people is through the ballot box. For nearly three years, we knew that about 17.5 million people wanted to leave the EU, but none of us knew or had any right to assume what kind of Brexit they wanted. I cry shame on all those who had the arrogance to think that they knew what the 17.5 million people wanted.

We still do not know what Brexit they all want, but thanks to the EU elections on 23 May, we know what they do not want, because the same people who voted in 2016 to leave the European Union decisively rejected the parties whose manifestos consisted of a no-deal Brexit. This was the first time that people had ever been given the chance to turn out and vote decisively for a no-deal Brexit, and even those who voted leave avoided the no-deal parties in their millions: 34%—barely one in three—of leave voters supported the no-deal parties. Of the 17.4 million people who voted leave, 11.5 million refused to vote for hard, no-deal Brexit parties on 23 May.

I am grateful to the hon. Gentleman. He has been a fantastic person to work with. Listening to him and learning from his experiences and from how he has approached his voting has informed how we can move forward based on compromise. The naked truth is that 202 Members have loyally voted for the Prime Minister’s deal three times now, and that is a principled stance. However, simply repeating the same exercise will not see loyalty rewarded.

I have long said that if this House cannot find a solution to the Venn diagram that is Brexit, all options, including a confirmatory vote, must remain on the table. However, does the hon. Gentleman acknowledge that any route from here is not consequence-free? Does he further acknowledge that a second referendum could be much more divisive than decisive?

I am grateful to the hon. Gentleman for his cheeky intervention. He makes a good point. I accept that the 2016 referendum was challenging for our country, but the next public vote need not be, and we have a role to play in that. If we choose to lead the country in a different way, we can hope not to repeat the 2016 experience and instead have a vote that reconciles more than it divides. That is our hope as we move forward. We are not slaves to the past. Let us be masters of the future.

I am listening very carefully to my right hon. Friend. I have a lot of respect for him, I have read his article and I have listened to every speech so far during today’s debate, so I understand what he does not want, which is a customs union. But bearing in mind that Parliament has yet to decide what it does want—and has rejected all other options, and the Prime Minister’s withdrawal agreement and political declaration—what is he arguing for?

I continue to argue for the Prime Minister’s agreement, and that is where I think we should head. People talk about a compromise; that is the best compromise, and it is the one that my hon. Friend and I have both voted for.

I am astonished that the Labour Front Benchers are supporting the idea of handing over our trade policy. They were the people most passionately against TTIP, and other trade agreements, due to the access that it would supposedly have given foreign companies to the NHS. As it happens, I do not buy into that idea, but the idea that it will now be fine because we are handing over trade policy to the EU without having a seat at the table is for the birds. I think it was Senator Elizabeth Warren who said,

“If you don’t have a seat at the table, you’re probably on the menu.”

That is exactly what I fear will happen in an EU customs union if motion (C) is passed this evening.

I join my hon. Friend the Member for Aberavon (Stephen Kinnock) in proposing motion (D). I, too, want to make the case for compromise, not as something cowardly but as something courageous. In a divided country and a divided Parliament, finding and sustaining a compromise that most people can support is a noble endeavour. After years of paralysing conflict, we have a moral duty to open our minds this afternoon and reach for a compromise that will allow us to put the interminable Brexit row behind us.

The great strength of the common market 2.0 proposal, relative to all other Brexit compromises, is that it offers something important and valuable to everyone and every party in this House. For Labour Members, it offers the strong position in the single market that, as Frances O’Grady has affirmed, is vital for workers’ rights. For SNP Members, common market 2.0 preserves the principle of free movement of labour, which they tell me is essential to Scotland’s future economic prosperity and social cohesion. For those in other parts of the UK, worried about the possibility of another massive influx of European migrants such as the one we experienced after Poland and Hungary joined the EU in 2004, it offers an emergency brake, which could be deployed as a temporary safeguard in the regions affected.

For my right hon. and hon. Friends on the Conservative Benches, common market 2.0 offers the prospect of being able to benefit from the free trade agreements struck by the European Free Trade Association, or to do our own trade deals once alternative arrangements to maintain no hard border on the island of Ireland have been agreed with the EU.

My rule today is to support only suggestions that are realistic and deliverable, and I think that what my hon. Friend is presenting, and what I have read about it, ticks both boxes. Will he confirm that common market 2.0 would not require Northern Ireland to accept different rules from the rest of the UK? That is the stumbling block that has held us in this purgatory for so long.

My hon. Friend did a heroic thing earlier this week, for which I salute him, and I am grateful to him for literally leading me to my next point. For our allies in the DUP, common market 2.0 removes any threat to the Union, because it keeps every part of the United Kingdom inside the single market and a comprehensive customs arrangement that delivers frictionless trade.

For right hon. and hon. Friends representing Scottish constituencies and coastal communities around the UK, common market 2.0 guarantees our exit from the EU’s common fisheries policy and our rebirth as an independent coastal state.

I thank the hon. Gentleman for raising that point, as he has in recent days. I think that it can be done either day—that is the short answer. There are different legal opinions on which creates the least amount of confusion and potential for legal challenge, but the Government have decided to do it this way, and we support the statutory instrument as a means to do so.

Those who take issue with the sequencing or the mere fact that this statutory instrument is before us at all today do so because they oppose in principle an extension to the Brexit process beyond Friday 29 March, presumably because they are either relaxed about leaving without a deal or positively wish for such an outcome.

I am grateful for the Opposition’s support. Is not the bottom line that we are extending article 50 via this SI tonight to avoid the damaging no-deal exit that my constituents in Winchester, and I am sure the hon. Gentleman’s constituents, do not want to see, and that this House has now expressly said on several occasions—I predict it will do so again this evening—it does not want to see?

I agree with the hon. Gentleman to the extent that we have to do everything possible to avoid a disastrous no-deal exit. This SI does not do that; the extension agreed by the European Council and the UK does it. This SI ensures that our domestic legislation aligns with what has already been agreed and that we do not create legal confusion.

It is certainly the case that no one, including those who have no problem with the extension, expected that this Government would fail so miserably that an extension of any kind would be required, but it was always a possibility. That is precisely why the EU withdrawal Bill, at least in its original form, was drafted to provide for circumstances in which a withdrawal agreement came into force later than 29 March, following an extension. As the Government themselves put it at the time in their delegated powers memorandum:

“Exit day will be dependent on the withdrawal negotiations with the EU.”

As my hon. Friend the Member for Wallasey (Ms Eagle) has commented, it was the Government’s decision to play politics with the issue of exit day for the purposes of our domestic legislation—constraining the flexibility provided for in the original drafting of the Bill by putting in a fixed exit date and time in a vain attempt to curry favour with the hardliners on their own Benches—that means we require a statutory instrument in the form before us. That said, it remains the case that it is simply not reasonable to question the legitimacy of the Government’s actions in agreeing to an extension to the article 50 process or the fact that these regulations have sequentially followed that agreement.
