Commons ChamberHaving been a member of the Conference, I am delighted to be able to speak in this debate. The Conference has done some important work. We all know that this is a highly individual workplace, and that brings pressures, close and intense working, and a daily range of issues that are varied and challenging. We all know of personnel cases where things have gone wrong, so it was a very good idea to create the Speaker’s Conference, and all its members set off on our work knowing there was a problem to solve: that the working conditions of our teams, Members’ staff, could and must be improved.
We have had a very good process, and I thank the House staff for all that they did. In particular, I thank them for their research and for drawing interesting parallels between other Parliaments around the world. It is clear that some of these Parliaments have been on similar journeys to ourselves. It is hard enough to organise things on a national parliamentary basis, but to do so on an international parliamentary basis is particularly challenging.
I think back to a joint meeting with representatives from the Bundestag. The organisation was good: we had to fit in with multiple participants, co-ordinate between sittings and ensure good translation services. I know more about that meeting because I chaired it, but there were many other meetings as well. The way in which House Officers carried out their background research was particularly helpful. For example, there was a visit to my constituency office—among a number of other such visits—to see what happens in the more distant part of the parliamentary estate. We had a visit from the Director of Members’ Services, Mr Chris Sear. When he joined us in Harrogate, I made myself scarce by visiting some constituents, so he could talk to the team and find out what they were doing and all that they do to support people on a daily basis.
Throughout this process, I was aware that there had been some difficulty with gathering information. There was plenty of anecdotal information, but problems have been hard to quantify. That difficulty with information meant that, to keep perspective and proportionality in all that we did, we had to constantly remind those involved that the vast majority of MPs are good employers.
There was a focus on three areas: culture, community and behaviour. I will comment, if I may, on a couple of the more important decisions. The first was to keep MPs as employers of their teams and as the deciders of who is in their team. That is a very good thing. Any changes to that would have been difficult to implement and would, I am sure, have met significant resistance. It also became clear very quickly that the way that support is provided or accessed by Members’ staff is slightly haphazard, and that that could be improved.
Members’ staff can sometimes feel like second-class citizens—for example, when everyone else on the parliamentary estate are eligible for a flu jab, they are not. Listing Members’ staff as expenses is demeaning; they are not expenses, they do valuable work. Members’ staff could join parliamentary networks.
The transfer of employment rights for staff when they change from working for one MP to another is critical. Effectively, a member of staff has to start all over again when a Member retires or loses their seat, or when a constituency boundary is abolished. That member of staff may have worked here for many years, but they would not have any employment rights. Clearly, that is wrong. As a result of the Conference, that will change, and that transfer of rights was a very early decision.
A further point is the Member Services Team, with a recommendation for significantly greater HR support. Basically, this is about moving everything to a far more professional and standard working arrangement. One area where more is to be done concerns those who are working away from the estate. It is hard to see what is going on in constituency offices—there are 650 or so in diverse locations around our nation—and I was sure that further work was needed. The parliamentary authorities should work together, alongside the political parties, to identify early where risk may be developing—for example, staff turnover rates could be considered, or basic personnel admin, such as leave records.
During the Conference’s work, we spent some time discussing the structure of MPs’ offices—possibly because I spent a large amount of time ensuring that we did so. Some are better than others, but how a colleague sets up their office is their business, not mine.
My hon. Friend makes a valuable point. Both he and I are pretty experienced in the private sector in managing people; not everyone has that experience, but I believe that the HR services available to Members are excellent. Will he consider in a future Conference making it a requirement that Members undertake an HR exercise before they are allowed to recruit staff, who will be paid for by the taxpayer?
My right hon. Friend makes an extremely interesting point. The challenge is that when a Member starts here, the work starts immediately, and the period between an election and the workload starting is very brief. What she suggests could be practically difficult, but she is quite correct about possible lack of experience and how standard practices, although they may be difficult to deliver, are clearly the right thing to do. My right hon. Friend makes a very valuable point, which should be considered, because I do not think that this is the end of the process.
Members structure their officers differently. All my team have always been based in Harrogate and Knaresborough; I have never had a team member based in Westminster. London MPs have different needs, probably basing their teams on the parliamentary estate. Most Members will split their teams. A result of our work will be the creation of a series of templates to show new Members what success might look like—not to impose, but to guide—and the provision of more training when they arrive and are setting up their offices.
The absence of imposition is important, because we are all individuals with different needs and different backgrounds, so the political parties have a role to play in the training of new MPs, some of whom as my right hon. Friend the Member for Suffolk Coastal (Dr Coffey) says, may have very limited experience, or even none, of being an employer. It is true that this is an individual workplace, but that has sometimes been used as an excuse for not looking hard enough at what happens here, or as a get-out-of-jail card for poor practice. That is not acceptable. We have a set of recommendations; we worked to make sure that they are practical, and there are many of them.
It was a great call by Mr Speaker to create the Conference. I again thank the House team for all their work to support us; they did a very good job. I can confirm to colleagues that, throughout, the Conference’s work was done in a constructive, collegiate, cross-party way. Our task now is to implement the findings of the Conference, but I do not think that this work, while positive, should be the only part of an initiative to improve standards in our public life and politics.
Since I became a Member of Parliament, eight current or former Labour MPs have been given custodial sentences, two Conservatives, one Liberal Democrat and one Scottish Nationalist. We have had by-elections caused by poor behaviour by colleagues from all parts of the House, and there have been cases of bad practice. A series of processes have been introduced in good faith to address problems, but I think it has become apparent that the House needs to do more work to both simplify and speed up the processes. Who is responsible for what? What happens when people are being investigated, and how does that work align with the Recall of MPs Act 2015? It is also for the political parties to recognise problems and act, though.
It is easy to say, “The other lot are corrupt.” We hear that all the time. My point is that the problems are wider and deeper. That is a broader issue than the Speaker’s Conference dealt with. I think our work in this Conference will improve a sizeable part of our political system. It should be supported and implemented as soon as possible.

Commons ChamberI am very aware of swift boxes. There has been successful awareness raising in my constituency. Indeed, I think the guidance from the Department for Levelling Up, Housing and Communities talks about what can be done to make safe spaces for nature in our urban environments and in future buildings. That is, of course, important. Our Department is not just for the countryside—far from it. We can touch everybody’s heart when they think about how they can reconnect with nature.
I will continue to try to make sure that prominence is given to urban areas. I grew up in a city, and over 80% of people live in urban settings. That is one of the reasons why the pledge is very clear about people having access to a green or blue space within a 15-minute walk. It is also why we will continue to focus on air quality, which is of course a particularly prevalent issue in urban situations.
I warmly welcome the statement. My right hon. Friend made an important point when she said that the proportion of excellent bathing water quality beaches has increased from about half to nearly three quarters. That is very positive, but 98% of our waters with bathing water status are coastal, and inland waters with that status are mainly lakes. Does she agree that improving river water quality is an important priority, too, and will she back my campaign for the River Nidd to be given accredited bathing water quality status at the lido in Knaresborough?
My hon. Friend is absolutely right to say how important this issue is. It is not just about the coast. Traditionally, bathing water statistics have focused on coastal areas, because that is where the majority of people go to enjoy that leisure, so that is vital. More broadly, the quality of water matters dramatically. I think of our chalk streams, which are so precious.
Let me tell the House a little anecdote about an occasion when I went to see the River Itchen. The landowner in front of me, having spotted a bottle of dog shampoo, started to cry and said, “This person may not have realised that they have just ruined the chemical status of this river for about the next 25 years.” That will not have been done deliberately, so we need to ensure that everyone is more aware. I understand why my hon. Friend is campaigning for his local river to be brought into the bathing water statistics, and I am sure that his case will be considered very carefully indeed.

I appreciate that the agreement was only closed earlier today, but it was a significant win for indigenous people and local communities, which is why it played such a prominent part in the negotiations. I think the hon. Lady is probably behind the times, but I think it is important we continue to make sure that—[Interruption.] The hon. Lady obviously wants an Adjournment debate, and I am sure she might get one, but that would just give us a further opportunity to say what a magnificent achievement this was for the world and that it is thanks to the UK Government making sure that it delivered, not only for people in the UK, but for indigenous peoples and local communities. We will continue to strive to make nature for the planet a lot better than what we inherited from the last Government.
I congratulate my right hon. Friend on this statement and on all her work and leadership on this issue. Protecting ecosystems and halting biodiversity loss is critical to safeguard our planet for future generations. Does she agree that maintaining international leadership and making this issue central to Government policy is the only way to ensure that the changes needed will be delivered?
I agree entirely with my hon. Friend. That is why it was important that when the Prime Minister went to Sharm el-Sheikh for COP27, building on our COP26 presidency where we included nature as a full day of the climate change conference, he referred specifically to the fact that £3 billion of the £11 billion total climate financing will be dedicated to nature. He recognises how critical it is, and we will continue to endeavour to improve the natural environment not only in this country, but around the world.

Commons ChamberIt is really important that we make the best use of our land, to have the food security that was referred to earlier. It is also important, when considering land use, that we think about the best place to put renewable energy. By and large, I think most people in this country would agree: let us have good agricultural land for farming, and let us use our brownfield sites for other energy projects too.

Commons ChamberOur Homes for Ukraine scheme was formally opened for applications on Friday, with more than 150,000 Britons registering their interest. Ukrainian evacuees coming to this country are able to access DWP benefits, support and services from day one, and jobcentres will be helping people to find and move into employment, with assistance from an assigned work coach. Extra support will be available through our flexible support fund. We are also ensuring that the household benefit entitlements of those who have stepped up to sponsor a Ukrainian individual or family will not be affected as a result. As the public open their hearts and homes, we are ensuring that the right support is available to provide security, stability and safety in their hour of need.
The excellent team at my local Jobcentre Plus have briefed my office that they have placed 163 young people in Harrogate in work through the Government’s kickstart programme. Will the Secretary of State ensure that the new Way to Work scheme builds on that, especially in sectors where we are seeing workforce shortages, such as social care?
My hon. Friend is right to praise the young people in his constituency who have started their careers thanks to kickstart. Way to Work will build on our success in bringing employers and claimants together in jobcentres so that we can try to fill local vacancies, and will ensure that when candidates do not succeed in getting job interviews, they receive the feedback much more quickly. We will continue to try to directly address the barriers to entering roles in social care through job fairs and informed campaigns.

Commons ChamberThe £20 uplift was a temporary measure reflecting the nature of what happened in the pandemic, and the greatest financial impact was on those who had gone from having earnings to having no earnings at all. We have doubled the number of work coaches and we are striving to help people to get into work, because we know that that is the best way to get on in life. I am sure the hon. Gentleman will welcome the change that happened in the Budget, which shows, perhaps even quicker than initially predicted, that work genuinely pays.
My right hon. Friend is aware that Harrogate has been the location for the pilot work on the managed migration from legacy benefits. Is she able to update the House on how that is going? Before the pandemic, it was going very well indeed. Is she now in a position to recommence the pilot, or to move on to the next stage of the migration?
My hon. Friend is right to point out that we undertook some pilot work in Harrogate on the managed migration element of moving everybody to universal credit. I am pleased to say that there was a considerable amount of learnings from that time in Harrogate, and we have also learned a lot during the pandemic. As such, I am not envisaging a need for the pilot to be resumed in Harrogate, but it has informed our plan, which is still in preparation, on resuming the managed move to universal credit.

Commons ChamberI am pleased to update the House that, after removing the threshold last month and allowing direct applications for any number of roles, we saw an increase of 3,000 employer applications throughout February, which is a jump of 75%. There will continue to be an important role for gateways as we progress to our ambition of 250,000 kickstart jobs, which we are well on the way to achieving, with almost 150,000 roles approved, more than 4,000 young people having started their roles and another 30,000 vacancies live right now.
I am very happy to agree with my hon. Friend that Ben Houchen is doing a fantastic job in his role as Mayor. In case people had not realised, as well as getting Treasury North in my hon. Friend’s constituency of Darlington—a project that I am sure my hon. Friend achieved with the Mayor—Ben Houchen is leading the way on making that difference to young people’s lives, which is really important. I have also seen it work well with Andy Street and, to be fair to other Mayors, I am confident that people like Steve Rotheram and others will continue to do so.
In Harrogate and Knaresborough, we have seen great organisations such as St Michael’s Hospice with North Yorkshire Hospice Care offer 30 roles in support services, from retail to catering, care and communications. Not everywhere is fortunate enough to have such a progressive organisation, so the policy change is welcome. I was originally going to ask my right hon. Friend about the increase that she has seen from this policy change, but she has answered that. Will she keep the House informed, so that Members of Parliament can help to promote this fantastic opportunity and see more people get the opportunities that kickstart can provide?
My hon. Friend is right to point out that removing the threshold has enabled a number of institutions to apply directly to kickstart. The example he highlights was already under way, but it just shows some of the fantastic opportunities that this scheme can offer young people. By creating so many of these roles, with the wider variety of roles that we are seeing, we are reducing the risk of long-term unemployment for hundreds of thousands of young people, and we will continue to keep the House updated on progress.

Friend is right to point out that the kickstart placements are six-month-long jobs, but the skills that people will learn and the experience they will gain will put them in good stead to secure future employment. We are investing in our young people in recognition of this difficult time, but of course if they do not secure a permanent job at the end of that time—although the placements may be a gateway to apprenticeships and similar—we will continue to support them until they find a job.
