Make schools that give admission priority to siblings to prioritise all siblings

Currently, schools are allowed to decide their own approach to sibling priority for admissions. This can mean that siblings living at other addresses are excluded. I think that this can lead to discrimination against separated families where siblings still want to attend the same school.
