Introduce a legal duty of care for road traffic collision victims at the scene

Currently there are no laws imposing a legal duty of care on drivers towards people injured in a road traffic collision. We want legislation to be updated to make it mandatory for drivers to remain with victims until they have received medical care and their welfare needs are met.
