Extend the two-year limit on theory tests to five years for everyone taking them

We believe the two-year theory test limit should be extended to five years for all learns who are taking it, including driving instructors doing their part 2 / part 3.

We believe waiting times for tests are a real problem. As it takes many people multiple attempts to pass, and it can be hard to get a test (if you do it may be about half a year away - e.g. I booked a test in January for July), we believe this two-year limit can go very quickly and you may have to re-sit the theory before rebooking your practical. We believe it is very stressful for learners and could have a massive impact on mental health and cause greater test anxiety.
