In the interest of all tenants whether renting from Council, HA or private should have the same standards.
The proposed upgrade of EPC from E to C on just private landlords is discrimination.
The Council & HA have around 4.5 million properties & only around 316.500 have an EPC rating of C.
Therefore all rented housing should all be subject to the same standard NO discrimination against private landlords.
An exemption clause should also be included if the landlord is paying all energy costs.
