Allow pets to travel in the cabin when entering the UK on commercial flights

Review and update DEFRA rules to allow pets to enter the UK in the cabin on commercial flights, provided they meet existing pet travel requirements such as microchip, rabies vaccination, and valid pet passport or equivalent documentation.

The current rules are inconsistent and outdated. Pets can enter the UK by car, ferry, or private jet under the same biosecurity rules but are banned from cabin travel on commercial flights. This causes unnecessary stress, higher costs, and welfare risks. Aligning rules would improve animal welfare without reducing safety.
