Perjury should be a victim-related crime not just an Offence against the State

To amend the entry at Column D row 550 of the HOSCR Notifiable Offences List to designate Perjury as defined by the Perjury Act 1911 section 1.1 as S/V not simply as 'S' rendering it either a 'state-based' crime without a victim or a 'victim-related' crime dependant upon the reported circumstances

Currently, we believe there is an anomaly in law where a victim of miscarriage of justice secured by false statement cannot have the offence of Perjury recorded as a 'victim-related' crime. By rejecting a complaint of Perjury as a victimless Offence against the State the police may avoid recording a crime which may reveal incompetence negligence or reasonable lines of enquiry that could have, and should have, been pursued in the original investigation leading to the miscarriage of justice he complains of.
