SI explanatory text These Regulations amend Regulation (EC) No 561/2006 of the European Parliament and of the Council of 15 March 2006 on the harmonisation of certain social legislation relating to road transport and amending Council Regulations (EEC) No 3821/85 and (EC) No 2135/98 and repealing Council Regulation (EEC) No 3820/85 (“Regulation (EC) No 561/2006”) and modify Regulation (EU) No 165/2014 of the European Parliament and of the Council of 4 February 2014 on tachographs in road transport, repealing Council Regulation (EEC) No 3821/85 on recording equipment in road transport and amending Regulation (EC) No 561/2006 of the European Parliament and of the Council on the harmonisation of certain social legislation relating to road transport (“Regulation (EU) No 165/2014”), which both extend to the United Kingdom. SI explanatory text These Regulations are made under sections 12(1), 13(2) and (3), 14(1), (2), (4)(b), (c) and (e) and (7) and 20(1) of the Retained EU Law (Revocation and Reform) Act 2023 (c. 28) (“the 2023 Act”) and section 31(1) of the European Union (Future Relationship) Act 2020 (c. 29). These Regulations revoke and replace regulations 6 to 9, 12, 13 and 14A, and make amendment to various other regulations of the Vehicle Drivers (Certificates of Professional Competence) Regulations 2007 (S.I. 2007/605) (“the 2007 Regulations”) which relate to road traffic in England and Wales, Scotland and Northern Ireland. The 2007 Regulations are secondary assimilated law within the meaning of section 12(2) of the 2023 Act.

SI explanatory text These Regulations are made in exercise of the powers conferred by section 31(1) and (2) of the European Union (Future Relationship) Act 2020 (c. 29), in order to implement the obligations of the United Kingdom under Article 118 of the Trade and Cooperation Agreement between the United Kingdom of Great Britain and Northern Ireland, of the one part, and the European Union and the European Atomic Energy Community, of the other part (“the Trade and Cooperation Agreement”). Article 118 of the Trade and Cooperation Agreement relates to establishment of a single window (“single trade window”) that enables traders to submit documentation or data required for importation, exportation or transit of goods through a single entry point to participating authorities or agencies.

SI explanatory text These Regulations are made under section 31 of the European Union (Future Relationship) Act 2020 (c. 29) and implement Article 311(1)(f), Article 312(1) and Article 317(1) to, and Annex 29 of, the Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, of the one part, and the United Kingdom of Great Britain and Northern Ireland, of the other part (“the Trade and Cooperation Agreement”), for the purposes of developing technical procedures for electricity trading in the day-ahead market timeframe.
