You can't go into a supermarket and steal your weeks groceries. There are laws in place to protect shop keepers large and small. Not paying rent is also theft with the Landlord being the victim. In Australia, tenants can be evicted for being 14 days in arrears with rent. Lets have that system here.

Landlords can seek possession where tenants have 14 days rent arrears, given emergency legislation, landlords must give 6 months’ notice in such cases before starting formal possession proceedings.

The Committee on Standards in Public Life, in their report Local Government Ethical Standards, made recommendations on suspension of councillors and conduct. The Government will respond in due course.
