I understand that my right hon. Friend the Health Secretary has asked NHS England to investigate the remuneration of non-executive directors at Liverpool CCG, and I am sure that he will keep the hon. Lady updated. We want to make the NHS even more efficient so that every possible penny can be spent on frontline patient care, and I am pleased to say that we are seeing results. The financial position has improved by £1.3 billion compared with this time last year, with 44 fewer trusts in deficit. As I say, NHS England is investigating the issue that the hon. Lady has raised.

The Prime Minister will be aware that the Jo Cox Commission on Loneliness is calling us all to action to highlight and tackle loneliness. In Northumberland, Forward Assist, a small charity of which I am a patron, is taking up this challenge, working with female military veterans who are suffering from severe isolation issues. Will the Prime Minister meet me and some of those extraordinary women to learn about how our Government can help to avoid this outcome in the future?

I commend the work that is being done by Forward Assist in my hon. Friend’s constituency. It sounds like a valuable project that is doing important work. The Secretary of State for Defence will be happy to meet her.

I cannot give the hon. Lady that assurance, not least because, having considered this question and listened to representations from both sides of the argument, the commission did not make a formal recommendation on this matter. I can tell her, however, that FOI can be used to scrutinise those who set up the contracts that businesses, large and small, supply into.

The responsibilities of the Cabinet Office remain much as they were last month. We continue to ensure that the Government fully and effectively implement their programme across Whitehall and the wider public sector.

Will the Minister update the House on the progress that has been made to ensure that every serving member of our armed forces, wherever they are in the world, will be entitled to vote in the forthcoming EU referendum? Will he guarantee that they will receive their ballots in good time, and will he please confirm how we will ensure that every vote is counted?

My hon. Friend has been completely tireless in her attempts to ensure that armed forces personnel can vote in the referendum, and rightly so. I can confirm the Prime Minister’s commitment given to her that we will enable all the armed forces to vote. I am happy to tell her that the chief counting officer for the referendum has now directed that postal ballots will be sent to the armed forces between 23 and 27 May to ensure plenty of time for their votes to be counted.

The European arrest warrant is a good case in point. All of us who have this concern about sovereignty and the rest of it had our concerns about the arrest warrant, but look at what has happened in practice. When, in 2005, terrorists tried to bomb our city for a second time, one of them escaped and was arrested and returned to Britain within weeks under a European arrest warrant. Before that, it could have taken years. So I think we can all see that the practical application of these changes definitely keeps us more safe.

When it comes to this question of fighting terrorism and cross-border crime, obviously people are going to have different opinions. I would urge people, though, to listen to the head of the Association of Chief Police Officers, to listen to the former director of MI5, to listen to the head of Europol. These are people who know what they speak of, and they are very, very clear: these measures help us to stay safe.

Having spent the best part of the recess in the Arctic circle with the Royal Marines, I am extremely conscious of the need to ensure that every one of our serving military personnel can cast their vote—to leave or to remain—in the forthcoming EU referendum, which the Prime Minister has worked so hard to get on to the statute books for us. Will he please confirm that every serving member of our armed forces, wherever they are in the world, will be entitled to vote? Will he guarantee that they will receive their ballot papers in good time, and will he confirm how we will ensure that everyone is counted?

My hon. Friend clearly had a more entertaining recess than I did—I am rather jealous. There were moments when I wished I was in the Arctic circle, I can tell you. I believe that the arrangements are absolutely the same as for a general election. We have now four months until the referendum, so there is plenty of time to put in place the arrangements that she seeks.

I will make my position known when the negotiations have been concluded, but I make this offer to the right hon. Gentleman: if the reform package goes ahead and if I am campaigning to keep Scotland in the United Kingdom I would be delighted to join him, the right hon. Member for Gordon (Alex Salmond) and the First Minister on a platform to make that case.

Last night I had the pleasure of meeting the Scotch Whisky Association, which introduced me to some of the finer products from across the border. Simpsons Malt in my constituency produces an enormous amount of the malted barley sold across the border in Scotland to produce this whisky. Does my right hon. Friend agree that expansion into new markets that have nothing to do with the EU is the growth area for the whisky industry?

There are tremendous opportunities for development of the Scotch whisky industry. I think that the Scottish Government, the United Kingdom Government and all parties in the House are united on that. When the President of China was in the United Kingdom recently, we had the opportunity to present his wife with a bottle of her favourite malt whisky from Scotland, and both he and his good lady were able to make clear how important the product is to developing markets in China.

Q12. My constituent, Dr Sarah Pape, one of the UK’s leading burns specialist, went out on Monday to Bucharest to help the Romanian medical teams dealing with the nightclub fire disaster. I understand that some 150 patients are in need of critical burns care and that there are only 25 burns beds in Bucharest. Sarah Pape has asked whether the Prime Minister will consider offering practical humanitarian medical assistance to these burns victims by allowing the use of UK burns facilities for their treatment.

My hon. Friend is absolutely right to raise the tragic events that took place in Bucharest last Friday. All our thoughts are with the victims and their families. I am pleased to hear about Dr Pape’s visit and her selfless work to help. It is a good suggestion to consider whether we can offer specialist help and support and I will take that away and see what can be done.

I shall tell the hon. Gentleman what I mean by a respect agenda: every single thing Lord Smith represented in terms of welfare has gone into the Bill. Is it not interesting that the hon. Gentleman objects to a vote in the UK Parliament on a UK issue, which is what has happened? Let me tell him again: instead of endlessly talking about the process, is it not time that the SNP started to talk about how they are going to use these powers? Why do they not tell us? Which welfare benefits do they want to put up? Which taxes do they want to increase? Why do they not start to tell us? I have been following the debate very closely and have noticed that none of Scotland’s 59 MPs is arguing that the state pension should be devolved. In other words, the principle of pooling and sharing our resources and risks across the United Kingdom, which I believe in as leader of the United Kingdom, is apparently shared by the Scottish National party.

My constituent Paul Short from Wooler showed great courage during the Tunisian massacre last week by helping to save the life of an injured victim with first aid skills he had learned as a member of the Territorial Army. Will the Prime Minister set out how the new measures in the extremism Bill will tackle extremists and stand up for our values of democracy, equality, free speech and respect for minorities?

First of all, let me take this opportunity to praise my hon. Friend’s constituent and the skills that were used on that dreadful day in Tunisia. The Bill will reinforce the work we have already done to increase funding for counter-terrorism and counter-terrorism policing; make sure there is a duty on public authorities to combat radicalisation; and go after the fact that there are groups and individuals who are very clever at endorsing extremism but then stopping one step short of actually condoning terrorism. That is what the new banning orders we are looking at aim to achieve, because we are clear that people who support the extremist narrative have no place in our public debate.

This is a momentous question because it is the first time that a Member representing Kirkcaldy and Cowdenbeath has asked a question at Scottish questions. I share the hon. Gentleman’s concern about RBS’s approach to branch closures, its commitment to smaller communities and its breach of a commitment not to be the last branch to leave a community. I will certainly take up with RBS the issues he has raised.

The Secretary of State will know that my Dual the A1 campaign has achieved committed funding from this Government of £290 million for the 13 miles of dualling towards the Scottish border. I will need cross-border support to build the economic case for the remaining 35 miles to complete the dualling between London and Edinburgh. Will my right hon. Friend support my campaign?
