My Lords, I recognise the important work that the noble Lord does with respect to the Caribbean. As he said, we are working through multilateral institutions as well. There was a UN meeting on 8 December. There was also a Commonwealth meeting of Ministers convened yesterday. Again, there was a strong statement from all Commonwealth countries in support of Guyana’s position. I know that, over the years, meetings have been called at the UN on Guyana’s territorial sovereignty and integrity and the UK’s position has been very clear. We have called for immediate de-escalation. This rhetoric cannot be allowed to continue. Another meeting is being convened by Caribbean and Latin American countries later this week, as the noble Lord will know, to which both leaders have been invited, but the UK is very clear. That is why my noble friend the Foreign Secretary has engaged extensively, with Irfaan Ali directly. Indeed, he met him directly in the margins of COP and subsequently has made a number of calls to give that reassurance and strong support.

My Lords, given that the present Government of Venezuela have stated that they have always laid claim to this part of Guyana as part of their territory, can my noble friend say whether he or the FCDO has any record of such claims? I must say that it was news to me.

My Lords, recognising the important role of my noble friend over many years when it comes to the Caribbean and South America—indeed, we had an enlightened debate only last week on the very issue of South America—the UK’s position has been clear and that is why it is important that the UN restates it. Coming back to the point raised by the noble Lord, Lord Bruce, we should come together with multilateral organisations, particularly within the Commonwealth, to underline our strong support for Guyana’s position.

My Lords, let me correct the noble Baroness. As I am sure she appreciates, on a number of occasions I have stressed the importance of engagement with the European Union to our future, whether on human rights or climate change. Many issues that impact those within the European continent impact the United Kingdom, and we will continue to have a strong relationship with our EU partners. On her other point on the context of Latin America, we have strong relationships with different countries and will continue to explore trade opportunities and the challenges of climate change across Latin America, but will continue to be a strong advocate for human rights.

My Lords, does my noble friend agree that demands on the world’s supply of lithium and copper will increase with our dependence on digital and battery technology? Given that Latin American countries, especially Chile, Peru and Bolivia, have some of the world’s greatest resources of these precious metals, does he also agree that we should nurture our relationships with them, based on our historic links and the huge good will there, just as how in the past our relations with oil-rich countries were built up because of our oil energy needs?

My Lords, I agree with my noble friend and assure her about the agreements being signed. The full implementation of trade agreements with Andean countries and central America, Chile, CARIFORUM and Mexico, and the negotiation of new agreements with CPTPP and Mexico this year, have paved the way for a UK-Mercosur FTA in the future. We will continue to work closely with the region.

My Lords, I will look at Hansard—I do not think I admitted to that. What I did say was that we had to respond afterwards; we had assets in the region. I am sure the noble Baroness will recall that we were among the first countries to react and work with key regional partners. I can assure her that we have been investing and working with regional partners. The multinational co-ordination cell of the Caribbean is a UK concept, and we are working with key partners from the United States and France and the Netherlands and Canadian militaries to co-ordinate a large-scale response if indeed the tragedy of hurricanes should hit again.

My Lords, given the rich biodiversity of the overseas territories, where it is generally recognised that 94% of unique British species are to be found, what special assessment and consideration is given by the Government to this aspect of preparations for disaster relief emergencies?

My Lords, my noble friend is right to draw attention to the important work in this respect. The UK’s Darwin Initiative supports the OTs to increase their resilience in the face of climate change by funding projects. The CSSF has also provided OTs with over £4.6 million for capacity building through the Maritime and Coastguard Agency, and we are very proud of the 4.3 million square kilometres of MPAs within our overseas territories.

My Lords, I welcome the noble Lord’s poetic interlude and value his contribution, as ever. I assure him that the Government have not stated any public position in this regard, apart from the fact that we continue to negotiate and work with the EU on the long-term arrangements. As I said, we desire an optimum outcome that works for both sides.

My Lords, does my noble friend agree that the Government’s decision is gratuitously offensive, not only to the EU authorities in Brussels and the other member states, but to Portugal, our oldest ally, since the ambassador, João Vale de Almeida, is a Portuguese diplomat? Can my noble friend also give us a concrete example of what benefit this unnecessary action will bring this country?

My Lords, I listened very carefully to my noble friend, as I always do. I assure her that, as I mentioned, we are engaging with the EU on the long-term arrangements for the delegation, which will be by mutual agreement. We have not yet reached that point. I therefore do not wish to pre-empt those discussions, but I reassure her once again that the EU delegation and its head will have all the privileges and immunities they need for their mission to the United Kingdom to function effectively.

The noble Baroness raises a very important point. I reassure her that we consistently raise the important role of journalists within Iran with the Iranian authorities. Let me also reassure her that, as she will know, media freedom and protecting journalists around the world is a key Government priority.

My Lords, in underlining everything that has been said about the importance and value of the BBC’s foreign language services, may I turn to the need to increase trade with Latin American countries? Are there any plans to build on the success of the BBC World Service’s Spanish-language Latin American service BBC Mundo? For our home consumption, will the Minister press the BBC to increase positive coverage of events in the region? I must confess that I often have to switch to Al Jazeera to get the wider picture.

I take note of what my noble friend has said. In looking towards what is now global Britain and our support, I am sure that the BBC and its valuable service will be part of our thinking as we strengthen our approach to trade and other areas around the world.

My short answer to the noble Lord is that yes, they are, but the concerns he has raised are real and he is quite right to bring them to the Floor of the House. I can assure him that in all the exchanges we have, including our support, be that financial or technical, the issue of human rights obligations among those who are trained and are there to protect people is very much at the forefront of our discussions.

My Lords, in aiming to help to strengthen and reinforce democratic principles and the rule of law in Colombia, can my noble friend say whether the British Council is playing a significant role? Is that part of the Government’s assessment process which he has already outlined?

My Lords, I am proud that Her Majesty’s Government have stood up and will continue to stand up for the rights of all citizens around the world who are subjected to persecution and human rights abuses. We have a special responsibility to Hong Kong and we continue to raise the broader issue of the abuse of human rights in China. The United Kingdom continues to defend and stand up for international law and the international rules-based system.

My Lords, can my noble friend tell us what effect the deteriorating situation and restrictions on academic freedom, in particular those imposed by the new national security law—for example, students and teachers are being required to monitor each other’s compliance—are having or are likely to have on British schools, universities and teachers operating in Hong Kong? What is the impact on the work of the British Council?

My Lords, the answer is simple. Anyone who breaks the law in the UK by hounding or attempting to intimidate students will be held to account according to the law of the land, which is our law.

My Lords, I join those who have pressed further on the main issues relating to Hong Kong, including breaches of the joint declaration, the threats to freedom of speech and assembly and the need for democratic elections. My specific question for the Minister is to ask whether talks in relation to the situation in Hong Kong have been held at the Commonwealth level, given that, as a former overseas territory, Hong Kong was once part of the Commonwealth. This could be particularly relevant for young people and students who may wish to pursue their studies not only in the UK but in other parts of the Commonwealth.

My Lords, I assure my noble friend that we are working in that context with all our partners in the G7 and at the UN. We are also working with Commonwealth nations such as Australia, New Zealand and Canada, which are supportive of the UK Government’s position.
