Question to the Department for Business, Energy and Industrial Strategy:

To ask Her Majesty's Government what steps they plan to take to deliver on their commitment in the Net Zero Strategy to enable people to make informed choices about (1) the goods and products they buy, and (2) services they use, through exploring how products could be labelled with their (a) emission intensity, and (b) environmental impact.

The Government continues to evaluate the use of environmental labelling, with a view to stimulating demand for better quality items and services. This includes exploring the evidence base for environmental labelling within food production and disposal. Further, the Government has committed to introduce mandatory water-efficiency labelling to encourage consumers to buy products which avoid water wastage and reduce energy demand for heating the water. The Government is also exploring the use of labels that inform consumers of the durability, repairability and recyclability of products.

To ask Her Majesty's Government what plans they have to add the Office for Environmental Protection to the list of protected (1) persons, and (2) bodies, for whistleblowers.

The Government is considering adding the Office for Environmental Protection as a Prescribed Person for whistleblowing disclosures and work is underway to confirm that it satisfies the relevant criteria.

To ask Her Majesty’s Government, further to the Written Answer by Baroness Neville-Rolfe on 25 October (HL2459), what figures were used for carbon dioxide emissions from wood, per unit of fuel or per unit of weight, in the emissions from biomass reported as a memo item in Table 1s2 of the background data accompanying the UK Greenhouse Gas Inventory 1990–2014.

In the emissions from biomass reported as a memo item in Table 1s2 of the background data accompanying the UK Greenhouse Gas Inventory 1990-2014, the figures for carbon dioxide emissions from burning one tonne of wood are: 1.055 tonnes for power stations, 1.416 tonnes for domestic combustion and 1.767 tonnes for other industrial combustion.

To ask Her Majesty’s Government what figure should be included for carbon dioxide emissions from wood, per unit of fuel, in the background data for fuel consumption used for the UK Greenhouse Gas Inventory 1990–2014, given that there is no figure for wood included in the table on the Department for Environment, Food and Rural Affairs website.

Emissions of carbon dioxide from using biomass, including wood, in the energy sector are not reported within the national totals in the UK Greenhouse Gas Inventory because they are offset by the carbon dioxide absorbed by fast-growing bio-energy sources. The carbon stock they represent is reported in the land use change and forestry sector, in line with international guidelines set out by the Intergovernmental Panel on Climate Change (IPCC).
