If the House will allow me, I will make some progress.

The EU knows that having that regulatory control over us, they would have no incentive, as it were, to take the foot off our neck. They will have us in permanent captivity as a memento mori, as a reminder to the world of what happens to all those who try to leave the EU. This is a recipe for blackmail and it is open to any member of the EU to name its price for Britain’s right to leave the backstop. The Spanish will make a play for Gibraltar. They French will go for our fish and our bankers. The Germans may well want some concessions on the free movement of EU nationals—and so it goes on.

The worst of it is that we have not even tried properly to leave or show any real interest in having a different future.

I am grateful to my hon. Friend for a characteristically perceptive point. Yes, not only has the United States kept the UK safe, but in many ways it has kept the whole of our continent safe since the end of the second world war. That is a giant political fact that this House should recognise.

President Trump states that EU tariffs are disproportionately higher against American goods than American tariffs on EU products. What assessment has the Foreign Secretary made of those allegations?

The reality is that the US has more tariffs against EU products, but the EU’s tariffs are often significantly higher, particularly when it comes to motor vehicles. As the House will know, there is an EU tariff of 10% against US vehicles and a US tariff of 2.5% against EU vehicles.

Gentleman that our efforts have been directed at building an international consensus to ensure that there is a multinational, multilateral body to give the Rohingya refugees the confidence and security that they need to make a safe, dignified and voluntary return to northern Rakhine.

There are growing international concerns about Germany’s intentions to build an undersea gas pipeline directly to Russia. Does the Secretary of State share those concerns, because this will put at risk the energy security of our key NATO allies in central and eastern Europe?

I have indeed raised those questions with my opposite number and with the Sri Lankan Government. We believe that they are making progress, but we will continue to insist that more needs to be done.

23. One sees the huge economic growth of some Commonwealth countries, so does the Secretary of State agree that it is important to use the Commonwealth summit as an opportunity for us to start talking about how we are going to recalibrate our exports policy to focus on the Commonwealth?

With 2.4 billion people and some of the fastest growing economies in the world, my hon. Friend is entirely right that the 52 countries of the Commonwealth represent a superb opportunity for this country to do free trade deals. However, that does not mean that we will necessarily be in any way relaxing our desire to do a fantastic free trade deal with our European friends and partners. We believe that this can be a win-win.
