Q2. Thanks to the careful financial stewardship of this Government, York’s economy continues to grow, with unemployment a fraction of what it was five years ago. Will the Prime Minister assure me that his offer of devolution will percolate right through the great county of Yorkshire, empowering rural communities, as well as cities such as York, to deliver a Yorkshire powerhouse that rivals Manchester and London?

I certainly give my hon. Friend that assurance. He talks about the strength of the Yorkshire economy. The claimant count in his constituency —the number of people claiming unemployment benefit—has come down by 74% since 2010. We see the northern powerhouse as the linking of the great northern cities as a counterpoint and a counterpoise to the strength of London. We are making good progress on that, but we certainly want more money, resources and powers to be devolved to those cities. The York, North Yorkshire and East Riding local growth deal, for example, is creating at least 3,000 jobs and allowing 4,000 homes to be built. We have made good progress, but there is more to be done in this Parliament.

What a contrast: this is a Prime Minister and this is a Government who have turned our economy around, sorted out our public finances and got the economy growing. No one in this country will ever forget that the Opposition are the people who sold the gold, who broke the economy and who bankrupted the nation; and still they sit there, completely hopeless and unelectable.

Q2. The city of York is truly benefiting from the Government’s northern-led economic plan. The Government are rightly investing in transport infrastructure across Yorkshire. With that in mind, will the Prime Minister meet me and a delegation of local businesses to discuss their campaign to dual York’s northern ring road, which, given the high levels of congestion, is seen as a serious barrier to further economic growth in our city?

My hon. Friend is absolutely right. I know what a problem that road can be. Infrastructure investment does unlock growth. That is why, on Monday, we announced the biggest roads programme in a generation, including £2.3 billion for major roads in Yorkshire and the north-east. I am very happy to arrange a meeting between him and the Secretary of State for Transport to discuss the matter. He will know that we have substantial plans to upgrade the Hopgrove junction, where traffic from the northern ring road gets on to the A64. We believe that that will make a real difference.

Of course, what we were told by Labour is that no one would take up these loans, no one from poorer backgrounds would go anywhere near university and the numbers going to university would collapse. What has actually happened is that record numbers are going to universities, including record numbers from low-income backgrounds. Obviously, we need to ensure that this system is cost-efficient, but I am satisfied it is working. The Chancellor announced in his recent Budget that, far from having problems with the funding, we are uncapping the numbers that can go to university. That is the aspiration society we are building in this country.

Q13. Unemployment has more than halved in my constituency since 2010, and York is poised to benefit from a multi-million pound investment through three agri-science projects as it strives to become a world-class centre of excellence in agriculture. Does my right hon. Friend agree that that clearly demonstrates our commitment to tackling the north-south divide and delivering a northern-led long-term economic plan?

I am delighted to share with my hon. Friend the fact that the claimant count in his constituency is down by 42% over the past year, and by 61% since the election. [Interruption.] I know that Labour does not want to hear about falling unemployment numbers and the numbers of people in work, but the fact is that every single one of these people getting a job is someone having a livelihood and the chance to provide for their family. That is what this is about. He is absolutely right to raise the importance of the agricultural and linked industries in Yorkshire. I am sure that the new Environment, Food and Rural Affairs Secretary will want to make an early visit to her birthplace of Yorkshire.

Let me just tell the hon. Lady that in her region, employment is up by 21,000 this quarter, and by 74,000 since the election. We have taken 192,000 people in her region out of tax altogether, and youth unemployment has fallen since the election.

Q11. Like many others I welcome last week’s figure showing that annual net migration has fallen by a third since the general election. Does the Prime Minister agree that that shows that the Government are ending uncontrolled immigration while the Labour party has opposed every single step we are taking to bring it down?

My hon. Friend makes a worthwhile point and we have taken action right across the board to deal with the completely unacceptable situation we inherited. Under the last Government, net migration ran at more than 200,000 people a year, which meant 2 million over a decade. That is two cities the size of Birmingham coming and staying in our country under their completely busted and bankrupt system. We have cut that net migration by a third by taking a series of steps, none of which the Opposition have supported. We hear that tonight we are going to get one of those fake apologies from the Leader of the Opposition. I suspect it will be every bit as real as his completely fake apology for the mess he left the economy in.

The number of apprenticeships under this Government is about 900,000; it is a record number and it has hugely increased.

Q10. The Government recently announced plans to extend the freeze on council tax for a third year. Unfortunately, Labour-run City of York council increased council tax by 2.9% this year and has moved with remarkable speed to confirm a 2% increase next year. Does my right hon. Friend agree that such a rise is apparently out of order and not in the interests of York constituents, and will he urge City of York council to look at this again?

I will certainly join my hon. Friend in doing that. The Government have made money available so that councils can freeze their council tax for a third year in a row. This is a very important way of demonstrating that we are on the side of people who want to work hard and get on and who struggle to pay the bills. Frankly, all councils should look at the money that is available and recognise that a council tax freeze is in the interests of all our citizens.

I am afraid the hon. Gentleman is just plain wrong: the child tax credit is going up by £135. He talks about the bankers, but it is this Government who have put in place a bank levy that will raise more every year than Labour’s one-off bonus tax raised in one year.

Q7. As a York MP, I am extremely proud of our city’s vibrant tourism sector. Does my right hon. Friend agree that tourism plays a key role in our local economies? Will he ensure that northern tourist attractions in particular are promoted in the run-up to the Olympic games?

My hon. Friend makes an important point. Millions of people will be coming to this country for the Olympic games. We need to encourage them not just to go to the Olympic games, but to visit other parts of the country and to return to Britain for a subsequent visit. We will be running all sorts of promotions and schemes to encourage that. If we could encourage people more generally to visit other places as well as London—York has many great tourist attractions and things of historical importance to see—we would drive a huge amount of jobs and growth in our regions.

I have discussed with London’s emergency services some of the challenges they face, not least the Olympics and the terrorist threat. All organisations in this country are having to make savings and efficiencies and try to concentrate on the front line. That is what is happening in the police and elsewhere. The point about ambulance services and the NHS is that we are protecting spending on the NHS. There was, frankly, only one party that proposed that at the last election. If we had not proposed that, it would not be happening. We listened to the Labour party, including the former health spokesman, the right hon. Member for Kingston upon Hull West and Hessle (Alan Johnson), who spoke earlier, and they were going to cut the NHS. That would have affected the London ambulance service like everything else.

Q7. Does the Prime Minister share the shadow Chancellor’s view that the Government should adopt the Obama Administration’s pace of deficit reduction?

My hon. Friend makes a very good point. For months the Opposition have been telling us that we should follow the American approach. It now emerges that the Obama deficit reduction programme will go exactly as fast, as quick and as deep as the proposals in the UK, so one of the planks of the good ship Balls has been completely holed below the waterline.

Q4. Can the Prime Minister reassure concerned Equitable Life victims in my constituency that the Government remain committed to ensuring justice for policyholders?

I can certainly give my hon. Friend that reassurance. We are committed to a Bill in this Session. This needs to happen. It was in 2008 that the parliamentary ombudsman referred to a “decade of regulatory failure”. The fact that we have had to wait until now for this to be done is wrong. The last Government had plenty of opportunities to grip this, but I am afraid that, in quite a cynical way, they were just waiting and waiting, so that more of the Equitable Life policyholders were dying off. That is disgraceful, and we need to get this done.

The hon. Gentleman is wrong. We are publishing the figures, and they show exactly what will happen in terms of private sector employment and public sector employment. As the previous Government accepted, there will be reductions in public sector employment, but according to the Office for Budget Responsibility, which is independent of the Government, the growth in the private sector more than makes up for that. After he has left this room, he should maybe spend some time in a peace pod, wander to the Library and have a look at the figures, where he will see the Office for Budget Responsibility showing unemployment falling every year of this Parliament.

Q3. Following last week’s much welcomed Budget announcement, does the Prime Minister agree that correcting our deeply unbalanced economy will require fresh investment and enterprise in many northern cities, such as my own of York, which for so long was neglected by the Labour Government? What assurances can he give to me and my constituents that the coalition will do all it can to encourage the economic growth—
