What I would say to my hon. Friend, after congratulating her on her magnificent election victory, is that there are some very important infrastructure proposals that need to go ahead—for instance, the A358, which, during the election campaign, the Labour party pledged to cancel. We must make sure that that expressway to the south-west is built, including the tunnel under Stonehenge, and, crucially for Taunton and the whole of the south-west, we must make sure that we deliver on our promises on high-speed broadband. For businesses, that is as important as being connected to the road or rail network, and we really have to make sure that we get to those final businesses and homes that want to see high-speed broadband.

Q14. When is the Prime Minister handing the baton to Boris?

We benefit hugely from having Boris’s wisdom now back in this House. The baton that I am interested in seeing is the moment at which Boris passes the baton to another Conservative Mayor of London.

I will make sure that my hon. Friend has a meeting either with me or with the Health Secretary to discuss this issue. The Care Act makes some very important breakthroughs in terms of providing care for people and making sure there is quality care for people. I would add that if he does have a high concentration of older people in his constituency, they will obviously welcome the fact that by next year the basic state pension will be £950 higher than it was when we came into government in 2010.

Q11. Does the Prime Minister think it is right to give Serco a £70 million contract when there are questions about its handling of Yarl’s Wood and allegations of serious abuse and sexual violence? Does he not agree that a full, independent inquiry into these allegations should have been carried out before his Home Secretary signed off on that contract?

It is very important that when these contracts have gone wrong—the hon. Gentleman is right that in some cases they have gone wrong—it is properly looked at and investigated and lessons are learned. On occasion, we have made sure that serious amounts of money have been recovered from the companies concerned. What we should not do is use one or two bad contracts to fulfil the trade unions’ dream of ending all contracts altogether.

First, let me pay tribute to my hon. Friend, who I know has worked hard on this difficult issue for his constituents. I understand that the Barnet, Enfield and Haringey strategy has been approved, and once it has been implemented Chase Farm hospital will provide a service giving access to GPs 24 hours a day, seven days a week. Enfield is also getting an increase in primary care funding. That is part of our plan of not cutting but expanding our NHS.

Will the Prime Minister join me in congratulating the good people of Hull on winning the city of culture 2017?

I am absolutely delighted to join the hon. Gentleman, and everyone in Hull and around the country, in celebrating this great award of the city of culture to Hull. It is a very exciting opportunity for Hull. We will be able to celebrate the birthplace of Wilberforce and the fact that Andrew Motion lectured there and Philip Larkin was the librarian. Slightly more incongruously, Peter Mandelson is the high sheriff—but every city has its burden to bear. And of course Hull has a fantastic record on popular music. I remember some years ago that great Housemartins album, “London 0 Hull 4”—so named because they said they were the fourth-best band in Hull. I am sure it will be a huge success for Hull and for Humberside more generally.

My hon. Friend makes a good point. I admire everything that happens in Dorset, but I think it needs to look at its trading standards. I have to say that this man folded faster than a Bournemouth deckchair.

Q11. The Chancellor blames the eurozone crisis for problems in the UK economy. Since 2010, however, real wages in France and Germany have risen, when they have fallen in Britain. Will the Prime Minister finally take responsibility for the living standards crisis that families in this country are facing?

As I have said many times, times are tough because we are recovering from the calamitous situation left by the Labour party. If the hon. Gentleman wants to make comparison with eurozone countries, he will see that we have a much lower unemployment rate than many of them. There are no other European countries that can boast a record of 1.4 million new private sector jobs. The best way to help people’s living standards and the best way to help them out of poverty is to help them into work. I would have thought that the Labour party understood that.

It is becoming increasingly obvious to everyone that the Lib Dem partners in this coalition are completely pointless. As the Prime Minister does not know the whereabouts of his deputy, will he assure the House and Mrs Clegg that he will send out a search party to look for him?

My hon. Friend is entirely right: plan B stands for bankruptcy. We can see what happens if Governments do not get a grip of their debt and their deficit. That is what this Government are doing, but the Labour party has learnt nothing.

Does the Prime Minister agree that the maximum sentence for the offence of dangerous driving does not properly reflect the potential harm caused to victims, some of whom are left paralysed and brain-damaged? Will he support me and Labour Front Benchers in moves to increase the maximum sentence to seven years?

I know that the hon. Gentleman speaks with great personal knowledge about this not just because of a constituency case that he wrote to me about but because of his work as a barrister before he came to this place. I do believe there is a problem when there is a high sentence, rightly, for causing death by dangerous driving, but only this two-year sentence in cases such as the one he brought to my attention in which someone was damaged permanently for life, and yet the maximum sentence was two years. In our Sentencing (Reform) Bill we are looking at this issue and we hope to make some progress.

I will certainly do that. My hon. Friend is right to speak up for his constituency and for that business. Through the growth review—we will confirm this in the Budget—we are taking steps to ensure that this country is the best place in Europe in which to do business. We have set out plans for the lowest rate of corporation tax anywhere in the G7, but we will also take further steps to ensure that we encourage companies to stay here, come here and invest here.

Q10. The Prime Minister is beefing up his office to help sell the Government’s unpopular and wasteful £2 billion reorganisation of the NHS. Is it not possible for the Prime Minister to halt—

I can tell my right hon. Friend that we are working on the issue. I do not think there will be any difficulties in achieving the two goals that we have. One is to get the immigration system that we inherited under control. The current level of net immigration into the UK of 200,000 a year—2 million over a decade—is too high. It needs to be brought down, but we should do that in a way that is business-friendly and helpful to the economy. When we look at the rules that we inherited and the fact that people were coming into this country under tier 1, but often had no skills at all or were not working in skilled jobs—some were even working in pizza restaurants—it is clear that the system was not working properly. That is what we have to get right.

Q11. What does the Prime Minister have to say to my constituents on the Ings estate on Preston road in east Hull, who will now be left in unfit housing because his Government have scrapped the flagship housing market renewal programme, the Gateway pathfinder scheme? Over the past few days, I have been inundated with constituents who are desperate, living in properties surrounded by properties that are boarded up. I am seeing them tomorrow night at a residents meeting—what message of hope can I give them?
