The Prime Minister
I think what the people of this country want is the promises made to them kept, and I am not disposed to believe in the promises of the Liberal Democrats when their leaflets in London say they want to revoke the result of the referendum and their leaflets in the south-west of the country do not mention Brexit at all. That is what they stand for—a bunch of hypocrites, the lot of them. They stand for nothing but a policy of dither and delay and indecision. To take this country forward with fantastic environmental policies and fantastic policies on education of a kind that I think will appeal to all the hon. Lady’s constituents, she should join this party, vote for this Government and support us at the general election.

Mr Speaker, may I join the tributes from across the House to your service and your speakership? Even though, our 30-year friendship notwithstanding, I have not agreed with everything you have done recently, I have been a big supporter of you in the Chair. You have been a champion of Back Benchers, and you have allowed the Chamber to hold the Executive to account, and you have enabled that in a very good way. The best of luck, and good wishes to you and your family.
When my right hon. Friend the Prime Minister was standing for the leadership of our great party, he spoke about ending the witch hunt of our Northern Ireland veterans. He said:
“We need to end unfair trials of people who served Queen and country.”
He also said that the persecution of veterans facing historical allegations over troubles in Northern Ireland has “got to stop”. Given that there was nothing on that in the Queen’s Speech, will he give a clear manifesto undertaking that if he is re-elected as Prime Minister of a Conservative Government, he will bring forward legislation as quickly as possible to end this awful injustice?

Yes. I thank my hon. Friend for everything he has done to campaign on this issue. As he knows, the consultation on the new legislation was concluded only a few days ago. I can certainly give him the reassurance that we will bring forward legislation to ensure that, when there is no new evidence being provided, there are no unfair prosecutions of people who served this country faithfully and well.

I can assure the right hon. Gentleman that in so far as such checks were necessary, they would be done electronically. They would be done by UK officials, and they would be instituted only with the consent of Northern Ireland. That is the important point, but I am more than happy, if he would like, to discuss this more with him in person if that would be useful.

May I commend and congratulate my right hon. Friend the Prime Minister on his statement and on his valiant efforts to secure us a deal and get us out of the European Union on 31 October? May I ask him a question that a lot of my constituents are asking me? When we finally leave on 31 October, if it were to be without a deal, is it not the case that there would be no adverse effect on any UK-European defence collaboration, especially in the fields of procurement, manufacture and wider operations?

I am grateful to my hon. Friend, and I can tell him that we are proceeding with huge collaborations across the front with our European friends, and I have no reason to believe that any of them will be interrupted.

I am afraid I must correct the hon. Lady. The UK may be leaving the EU, but we are not leaving Europe, and we remain unconditionally committed to the security of our friends and partners. As she will know, we secured strong support from the EU both institutionally and bilaterally, but it is worth observing that not every EU member chose to withdraw—expel—diplomats. Many of them did, however, and that is a good omen for the future.

Does my right hon. Friend agree that the international response to the Salisbury incident demonstrates the enduring value, reliance and quality of our NATO alliance?
Boris Johnson
I do; I thank my hon. Friend for that excellent point. NATO was one of the very first off the blocks with a powerful statement, which a lot of people then echoed.

Will my right hon. Friend join me in paying tribute to the work that Britain’s National Cyber Security Centre does to resist Russian cyber-attacks on the UK’s critical infrastructure? How does he categorise such attacks—are they just nuisances that we have to learn to live with and deal with, or are they, as some would say, acts of war?
Boris Johnson
That is a very perceptive question. I increasingly think that we have to categorise them as acts of war, which means that we need to elaborate a new doctrine of response and a new doctrine of deterrence. We certainly are doing that—it was one of the conclusions that we reached in the National Security Council a few months ago.

I completely agree. We condemn anti-Semitism and displays of such prejudice wherever they occur. The example the hon. Lady gives shows the paramount need to sort out this problem and end this running sore.

Does my right hon. Friend agree that not only is Israel a beacon of hope and democracy in the middle east but that our strategic partnerships in the fields of security and defence are vital to the safety of both our nations and should be enhanced and developed?
Boris Johnson
My hon. Friend is completely right. We have an intensifying commercial partnership with Israel. It is a country at the cutting edge of high technology of all kinds. We co-operate in financial services, aviation and all kinds of fields, as well as, very importantly, security and intelligence, as he rightly identifies.
