I would like to press the Minister on the Amnesty International report that found strong evidence of the use of chemical weapons by Sudanese forces in Darfur, but which has been met, sadly, virtually by silence from his Government. Will the Minister explain which international partners he is working with, and how the Government will ensure that these deeply disturbing allegations are fully investigated and the perpetrators brought to justice?

I am happy to look into this in more detail. Our understanding is that this came to the attention of the United Nations, and it has conducted investigations as well. But it is difficult to collect evidence, simply because we do not have full access to the country, as we would like. I will certainly redouble my efforts to see what more I can find out.

Since the Budget statement last week, this Government have been heckled by headteachers, nobbled by national insurance and slated by the self-employed, as they blatantly break manifesto promises. The Chancellor appeared to have spent far too much time polishing up his stand-up routine and far too little on the finer details of what his party promised in their 2015 manifesto. The fact that the Prime Minister has now been forced to announce that the increase in national insurance contributions for the self-employed will be pushed back to the autumn shows a Government in disarray and does nothing to give security and certainty to working people. The Federation of Small Businesses is scathing about the national insurance rise, saying that it should be seen for what it is—a £1 billion tax hike on those who set themselves up in business.

The Chancellor claims that the economy grew more than expected last year, but this does not mean that everyone is better off. Indeed, the growth in the economy is on the back of a rise in employment coupled with a shift towards lower-paid jobs, with this growth largely driven by rises in self-employment and part-time jobs. In fact, while in most other countries, including France and Germany, both the economy and wages have grown, the United Kingdom is the only big, advanced economy in which wages contracted while the economy expanded. For the one in five public sector workers in the UK whose average pay is now more than £1,000 lower in real terms than it was in 2010, the Chancellor’s boast of growth in the economy is cold comfort for those who are not “just about managing”, but are really struggling to cope with a constant fall in living standards.

The Chancellor’s statement was remarkable more for what it did not say than for what it did. There was barely a mention of Brexit, there was nothing for WASPI women, and there was no mention at all of the previous Chancellor’s failure to deliver a promised surplus by 2020. The right hon. Member for Tatton (Mr Osborne) now seems to be devoting himself to creating his own personal surplus, having failed to deliver on his promises for the UK economy. He was the Chancellor who used to talk about strivers and shirkers; the current Chancellor is now attacking the self-employed strivers and shirking his own manifesto promises.

The £2 billion for social care is welcome, but that money is needed now to address the crisis in social care, rather than being spread over three years. Moreover, it is well short of the £4.6 billion shortfall in social care funding in the last Parliament.

As the Chancellor was at pains to point out, Budget day coincided with International Women’s Day. It is a sad fact that women are bearing the brunt of Tory austerity. Since 2010, 86% of the Tories’ net savings to the Treasury through tax and benefit measures will have come from women. Nothing in the Budget will reverse that trend, and, in yet another example of women being unfairly hit by this Government, the Chancellor has once again failed to address the hardship caused to millions of women by poorly handled changes in the state pension age.

As for our young people, the Chancellor claimed:

“We on this side of the House will not saddle our children with ever-increasing debts.”—[Official Report, 8 March 2017; Vol. 622, c. 811.]

This from a party that trebled tuition fees, scrapped education maintenance allowance, abolished maintenance grants and NHS bursaries, and denies the so-called national living wage to those below the age of 25.

The Chancellor told a lot of jokes last week, but people in my constituency are not laughing. This is not a Budget for women, for the young or for business entrepreneurs, and it does not work for everyone.

My hon. Friend will know that we have a programme to support the return of children whose parents are stuck in the wrong country. We do it through our—oh, what is it? We do it through our proper processes in making use of all our consular services.

I am sure the whole House will welcome the recent positive political developments in the Gambia. The Gambian authorities are already investigating allegations that the former President Jammeh smuggled millions of dollars’ worth of assets out of the country before his departure last month. What steps are the Government taking to help track down any missing assets, including any that might have ended up in the UK, and to make sure that any proceeds of corruption are returned to the Gambia without delay?

We are doing everything we can to support the Gambia’s judicial system. The hon. Lady will know that the new President Barrow has indicated that he would like the UK to be the Gambia’s principal partner of choice in tackling corruption in that country and putting the Gambia back on an even keel. I can tell you, Mr Speaker, that when I recently went to the Gambia, there were crowds in the street dancing—[Interruption.] Not necessarily because they were pleased to see me—perhaps they were—but because they were delighted that the Gambia was being welcomed back into the Commonwealth. I can say that their joy was unconfined.

It is a pleasure to serve under your chairmanship, Mr McCabe. I thank the hon. Member for Rochford and Southend East (James Duddridge) for raising the debate, and for his excellent and wide-ranging introduction to the subject. I know this area is of great interest to him, given his previous role in the Foreign and Commonwealth Office.

It is a pleasure to follow the hon. Member for Glasgow North (Patrick Grady) and to sum up in this debate, which has covered a wide range of issues. We have spoken about DFID and our aid, notably mentioned by the hon. Members for Strangford (Jim Shannon) and for East Kilbride, Strathaven and Lesmahagow (Dr Cameron). We have talked about healthcare, touching on malaria, TB and Ebola. We have also discussed elections, democracy, Governments and corruption. The hon. Member for Rochford and Southend East—or, as I will always think of him now, the guy who stocked the shelves at Bejam—spoke at length about the various elections, notably the successful election in Gambia. I will move on to discuss that country. We also had an excellent talk on business and trade, with specific reference to Ghana, from the hon. Member for Windsor (Adam Afriyie). I look forward to hearing the Minister’s responses to those discussions.

A major issue in the region of west Africa is terrorism, which some hon. Members touched on. West Africa has seen a rise in radical activity. Boko Haram is seen as the biggest threat to security and peace in the region—mainly in the Lake Chad Basin region, including Nigeria and Niger, although its presence has recently reached into Senegal. Boko Haram is estimated to be linked to more than 150 deaths from direct violent activity since the beginning of 2016. It has also contributed to a rise in food insecurity, with threats to the security of agricultural land and livelihoods, displacement of farmers and reduced productivity.

The United Nations reported only last month that 400,000 children were on the brink of starvation owing to Boko Haram’s actions. Even worse, it said that 75,000 of them could die from hunger within the next few months. Last week, the United Nations called on

“the international community to immediately support the provision of urgent humanitarian assistance”.

The region also has an al-Qaeda presence in the Islamic Maghreb. It launched an attack in Mali last November and attacks in Burkina Faso and Ivory Coast just this month.

Earlier this month, the Secretary of State for Defence announced the training of UK armed forces alongside Sierra Leonean troops. That is in addition to the more than 350 British troops deployed to Nigeria in 2016 to train Nigerian armed forces fighting Boko Haram. Are the Government in further talks with west African nations to deploy troops in that region? If so, could the Minister tell us where and how many?

Other factors, outside terrorism, have cost thousands of lives in previous years. The region’s resilience was tested during the outbreak of Ebola that began in 2013. The Ebola virus swept across Liberia, Sierra Leone and Guinea, claiming tens of thousands of lives. That could have been a pandemic, but the international community’s action and contributions, including £427 million provided by the UK, stopped the escalation.

I recently visited Sierra Leone myself and saw a country that was struggling, although it was declared Ebola-free on 17 March 2016. I must praise the UK Government’s response and contribution to helping to ensure that that was possible. That highlights the importance of retaining our commitment to spend 0.7% of our gross national income on aid every year and our substantial contribution to the European development fund. Can the Minister outline whether the UK will contribute an amount equivalent to that which we currently give the region through the EDF once we have left the European Union?

Given the severity of a disease such as Ebola and the pace at which it can spread, I want to press the Minister on what the Government have learned from the Ebola crisis. What additional measures and apparatus do the Government need to put in place so that, should another outbreak like that occur, they would be better equipped to deal with the emergency?

Last week, as many hon. Members have said, President Adama Barrow was sworn in as President of Gambia. I am sure that the whole House welcomes his succession. Yesterday, we also welcomed his vice-president, Fatoumata Tambajang, to her role in the new Administration. I am pleased to see a woman in such an important role. However, it seems that objections are now being raised because Fatoumata is 67 years old. Apparently, in Gambia, that is two years over the legal maximum for serving in the post. I can only say that it is fortunate for us in the UK that we do not have such a rule here—we would be having several by-elections.

There are obviously issues still to be resolved in Gambia, but what has just happened there has been seen as a huge success story for Africa, and it could be a turning point for Gambia itself. This is the first time since becoming independent, which happened only in 1965, that Gambia has changed its Government through the election system. That continues on from successful and peaceful elections and the transfer of power in Ghana last December and in Nigeria and Burkina Faso in 2015, showing progress and hope for democracies across the continent.

In Gambia, not only has democracy prevailed but the intervention of neighbouring and international organisations has helped to install President Barrow in high office. The African Union, historically hesitant to criticise its own members on human rights issues and abuses, worked tirelessly, hand in hand with the Economic Community of West African States, to ensure that the election results were upheld. Both the AU and ECOWAS are to be commended for their diplomatic handling of the situation and the eventual military commitment and pressure to force the removal of Yahya Jammeh.

The work of the UN, its Security Council, the United States, the European Union and the Organisation of Islamic Co-operation has also played an integral role in condemning the former President to exile. Jammeh was a dictator: he had ruled, repressed and brutalised his people for 22 years, after seizing power in a military coup in 1994. His time in power saw constant human rights abuses, including thousands of forced disappearances, and arbitrary detention and torture for any political dissenters. However, the time for reconciliation has begun, with President Barrow’s commitment to release all political prisoners.

President Barrow has also been working with the Senegalese authorities to repatriate the 45,000 Gambian refugees who fled in the wake of the troubles. I ask the Minister whether there will be additional assistance for those wishing to resettle in their homeland, given the unique circumstances and the need to help reunification to happen.

As many will know, President Barrow lived, worked and studied here in the UK. That presents the UK with a distinctive opportunity. Over the weekend, President Barrow stated:

“There is a strong tie with Britain and Gambia”.

He also stated that he wanted a return for Gambia to the International Criminal Court and the Commonwealth. The Labour party strongly supports that, and I hope that it has cross-party support as well.

With regard to a future trade agreement, the President could not be any clearer, stating:

“Any aspects that’s going on in Gambia, Britain will be our number one partner in terms of trade, in terms of democracy, in terms of good governance. They will be our partners.”

I know that the Minister and the Secretary of State for Foreign and Commonwealth Affairs have spoken directly to President Barrow, but could the hon. Gentleman inform the House of when the first UK representative from Her Majesty’s Government will go to Gambia to meet the new Administration?

That brings me to the Prime Minister’s trade envoys. I accept that this does not fall directly within the Foreign Office’s remit, but it will play an integral part in our future relations with the region, diplomatically and economically, now and post Brexit. There is currently only one trade envoy programme to the west African region, which is to Ghana and is headed by the hon. Member for Windsor, who visited earlier this month. Will the Minister outline the current and future plan for that particular programme and whether the Government will commit more envoys to the region to strengthen our ties with it, given the importance that it will have in the upcoming years? That is important, given our historic links and aid contribution. The ECOWAS commission represents 350 million citizens and is moving towards further regional integration through a common political, security and socioeconomic agenda.

Although the news from Gambia is welcome, the region still faces many challenges, including security challenges, inherent poverty, terrorism, the refugee crisis, lack of sustainable healthcare, famine, piracy off its shores, female genital mutilation and human and drug trafficking, plus other transnational organised crimes. Many of those issues have been highlighted here today.

Progress can be slow, yet Britain can continue to work together and towards strengthening the institutions that we take for granted, through our commitment to aid, opening markets by way of trade and using our soft power of diplomacy—not to mention our premiership football teams—which will contribute to working towards strong and lasting ties between the UK and a peaceful and economically prosperous western Africa.

I thank the hon. Member for Bury North (Mr Nuttall) for securing this important debate and the Backbench Business Committee for granting it. The hon. Gentleman spoke very eloquently on behalf of his constituents of Pakistani and Kashmiri origin. I also thank all Members from across the House for contributing to an excellent debate that has highlighted many serious matters including human rights abuses and the intensification of violence while advocating the utmost need for conflict resolution instead of military escalation and the brokering of talks between the Pakistani and Indian Administrations.

We have heard powerful speeches on human rights abuses and civil liberties, notably from my hon. Friends the Members for Birmingham, Perry Barr (Mr Mahmood), for Birmingham, Ladywood (Shabana Mahmood), for Sheffield, Brightside and Hillsborough (Gill Furniss), for West Ham (Lyn Brown) and for Halifax (Holly Lynch), the right hon. Member for Carshalton and Wallington (Tom Brake), and the hon. Members for Harrow East (Bob Blackman) and for Strangford (Jim Shannon). The hon. Member for Wealden (Nusrat Ghani) questioned the political will of the UN for a peaceful resolution to the conflict.

The right to self-determination was mentioned by, among others, my hon. Friends the Members for Bradford East (Imran Hussain) and for Luton North (Kelvin Hopkins) and my right hon. Friend the Member for Birmingham, Hodge Hill (Liam Byrne). Calls for the Government to work to settle the Kashmir situation were made, notably, by my hon. Friends the Members for Bradford West (Naz Shah), for Nottingham East (Chris Leslie), for Rochdale (Simon Danczuk) and for Batley and Spen (Tracy Brabin).

An element of controversy was introduced by my hon. Friend the Member for Ealing, Southall (Mr Sharma). Our historical responsibility for Kashmir was highlighted by the hon. Member for Wycombe (Mr Baker) and my hon. Friend the Member for Sheffield Central (Paul Blomfield). The role of China, to which not a great deal of reference was made during the debate, was mentioned in particular by my hon. Friend the Member for Birmingham, Perry Barr, my right hon. Friend the Member for Birmingham, Hodge Hill and the right hon. Member for Carshalton and Wallington. Many Members spoke passionately on behalf of their constituents of Kashmiri origin.

The Kashmiri people have seen a perpetual rise in conflict over the past year. It is the worst spate of violence in the region since 2010, when 110 people lost their lives. Inside and outside this House, I and many others have already called for a ban on pellet guns, tear gas and live ammunition in civilian areas. Will the Minister update us on the current situation in the Jammu region, with particular regard to the police and the Muslim community?

Some 400 people in Kashmir have been detained by Indian security forces under the regressive Public Safety Act, which allows preventive detention for offences defined by vague, overbroad terms and violates international due process standards. Human Rights Watch and Amnesty International called it a “lawless law” and called for the Indian authorities to end its use. If people are suspected of committing offences, they should be properly charged and given fair trials. Does the Minister agree with that assessment of the PSA?

The region has seen the introduction and implementation of numerous curfews over this disruptive period, the longest of which lasted 53 days. Mobile phone services have been down and media blackouts have been imposed, leading to numerous protests, including a series of general strikes, the closure of schools and universities and regular public rallies against Indian rule. Of course, this is not a one-sided affair. We also encourage Prime Minister Nawaz Sharif and his Government to condemn and take immediate action against abusive militant groups operating in Jammu and Kashmir and other parts of India, which would be an important move to help extinguish the conflict in the region. Will the UK Government consider their future military aid and sales, including programmes of military co-operation, to Pakistan on the condition that it begins to take significant steps to address attacks by militant groups in the region?

The nuclear arms race between the two countries is also of concern and has escalated over the past 12 months. That factor is intertwined with the relationship that either side seeks to have with China or the new United States Administration. Will the Minister update the House on whether the Government have raised any issues with the Indian or Pakistani Governments on the matter of their substantial shift in nuclear arsenal investment and testing?

The unrest has led to the tragic loss of over 80 lives in violent clashes since the beginning of July, including a police officer and 19 soldiers killed in a militant attack on a security base. Sadly, the violence continues to this day, with some 4,000 people wounded over this seven-month period. The line of control is at the heart of the divisional tension, with both countries cranking up the rhetoric and levels of military action on the border. Given the history of the line of control, what are the Government specifically doing to counter that ongoing retaliation? Even as recently as 2015, such action had disastrous costs when Indian and Pakistani border guards traded gunfire, leaving nine civilians dead and another 62 wounded.

As a symbolic destination for her first prime ministerial trip abroad, we welcomed the Prime Minister’s visit to India given our countries’ historic ties and heritage. However, like many other hon. Members, I want to know from the Minister what discussions the Prime Minister had with Prime Minister Modi on that visit. The visit came at the height of the current troubles, so will the Minister tell us what progress has resulted from those diplomatic talks? The Minister would find support for such a question among his own Back Benchers, notably the hon. Member for Wealden. In addition, will the Minister also inform us whether the Foreign Secretary ever discussed the letter sent to him just prior to the Prime Minister’s visit by the shadow Foreign Secretary, my hon. Friend the Member for Islington South and Finsbury (Emily Thornberry), in which she raised the issues of human rights and civil liberties in Kashmir?

It should be stated for the record that Labour party policy on Kashmir has not changed since we were in government: we must allow all parties who are directly involved to determine their future through peaceful dialogue and co-operation. We also acknowledge the importance of the work of international organisations, the UN in particular, and their efforts to negotiate with all parties and member states involved to bring India and Pakistan to the negotiating table. We continue to encourage both India and Pakistan to seek a lasting solution on Kashmir in accordance with the provisions of UN Security Council resolutions, which take into account the wishes of the Kashmiri people. Their wishes are fundamental to the success of the process and to obtaining peace in the region.

Through the conflict prevention programme, the Labour Government funded several projects designed to support efforts to facilitate dialogue, which addressed the causes and impact of conflict and proposed to improve quality of life for Kashmiris. In 2010, an opinion poll was conducted on both sides of the line of control for the first time since the UN-brokered ceasefire in 1949. Despite the complexity of the political situation, it found that there are other clear concerns for the Kashmiri people, with 81% saying that unemployment was the most significant problem. Government corruption, poor economic development and human rights abuses also polled highly. Kashmiri citizens wish for an end to the indecision, the dispute, the division and the disruption so that they can access economic prosperity, good education and vital healthcare. Those should be the main points of consideration in all dialogue and actions in 2017. The need for a rapid response to the situation in Kashmir is now upon us.

I hope that the whole House and the Minister will agree that the UN must be involved at every stage of the process. On his first day in office, the new UN Secretary-General, António Guterres, pledged to make 2017 a year for peace. I hope those words lead to a rapprochement and then, step by step, a long-term resolution between the two countries. However, the first step must be the acceptance of the rule of humanitarian law and the starting point for negotiations between the bordering nations must be to uphold the UN universal declaration of human rights, therefore ensuring equal and inalienable rights for all Kashmiri people.

First, let me thank my hon. Friend the Member for Bassetlaw (John Mann) for securing this important debate and the Backbench Business Committee for granting it. I acknowledge the excellent contributions made by Members on both sides of the House. My hon. Friend highlighted some of the less mentioned countries of Africa, including the Central African Republic and Congo-Brazzaville, and the work done by Prince William. He then moved on to discuss the more commonly talked about countries in this debate, such as Burundi and the DRC.

I wish to thank the hon. Member for Stafford (Jeremy Lefroy), who highlighted his positivity. I was pleased to hear him say that he felt more positive about the region than he has for a long time. That is encouraging, given his expertise, having lived in Tanzania—I was pleased to hear him share his expertise on that country. I wish to thank my hon. Friend the Member for Hyndburn (Graham Jones), who has moved place again, keeping us on our toes. He highlighted shocking violence, including the widespread acceptance of rape, and human rights abuses in the eastern DRC. He also highlighted the plight of Congolese refugees.

I wish to thank the hon. Member for Glasgow North East (Anne McLaughlin) for sharing her expertise on the DRC. It was my privilege to attend the all-party group meeting that she organised with women from the DRC. This was when I was still fairly new to this role and it was a great education for me, so I thank her for organising that meeting and inviting me along.

I thank my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg)—like many of us, he has been in the Chamber all afternoon—for highlighting the humanitarian challenge in the DRC and the work done by the Department for International Development and non-governmental organisations. The hon. Member for Glasgow North (Patrick Grady) highlighted climate change and its effect on the great lakes region—an important aspect that we must not forget about.

As we all know, the African great lakes region is one of great significance, not only to stability in the African continent, but to the UK, because of the humanitarian and developmental aid that we contribute and our future trade and investment. We have heard that the region witnessed abuses of constitutional powers in 2015 and 2016, with the extension of presidential terms and numerous failures to hold fair and free elections, along with state crackdowns on political opposition and discourse.

Like most speakers, I shall focus on the DRC and Burundi. Both countries are at an acute political crossroads. Trouble in the region is no more so apparent than in Burundi, where President Pierre Nkurunziza successfully engineered for himself an illegal third term in office midway through 2015. He has also indicated that he will stand for re-election in 2020. I would be interested to hear the Minister’s comments on that situation.

Since President Nkurunziza’s decision to run again, political unrest has led to more than 1,000 dead and 8,000 people detained on political grounds, including the leader of the main Opposition party, Gervais Niyongabo, and many high-ranking army officials. Amnesty International has reported that torture by the Burundian national intelligence service has become systematic. It has shown that secret detention facilities have multiplied and served as torture centres, used for extracting information on all those who are believed to oppose the ruling party.

Sadly, Burundi took another major step backwards by officially withdrawing from the International Criminal Court in October last year. The decision was unprecedented and could lead to other countries in the region following suite. What have the UK Government done, and what can they do, to persuade Burundi to reconsider. On new year’s eve, the country awoke to the news that its Environment Minister had been assassinated, adding to further civil unrest. Will the Minister update the House on events following that tragedy?

In 2012, the Government set out their global review of DFID funding, which committed to phasing out the bilateral programme of funding to Burundi, with no plan or commitment from the Government to restart that programme. Is the Minister aware of any additional funding or assistance that could be used to help the people of Burundi?

As we have heard, the Democratic Republic of the Congo is in similar turmoil. During President Kabila’s two terms as leader, military forces have executed a widespread crackdown on political dissidents, including through a media blackout in which he has shut down media outlets close to the Opposition, at least six of which remain blocked. At least 40 Opposition leaders and supporters and pro-democracy youth activists remain in detention throughout Congo. Many have formed rebel groups and factions that have dispersed to borders, and insurgency killings have plagued civilians, mainly in the east of the country. What additional support are we giving the United Nations Organisation Stabilisation Mission in the DRC to help to implement Security Council resolution 2277?

President Kabila’s failure to hold elections has led to further violence and abuse in the country. Over the Christmas and new year period, DRC security forces killed 40 protestors who were peacefully demonstrating against the refusal of a peaceful and legal transition of power. In the last days of 2016, the Catholic Church managed to broker a deal between the ruling party and the Opposition. That agreement was signed between the political parties on new year’s eve, and it stated that President Kabila will step down at the end of 2017. It is clear that all parts of the House welcome that move, and it is hoped that President Kabila himself signs and upholds the agreement to which he has yet to commit.

Sadly, yesterday, we did see the first signs of backtracking on this agreement, as a group of senior MPs, alongside confidantes of President Kabila, outspokenly challenged the deal, calling for it to be scrapped. The signs are beginning to look ominous. Will the Minister outline to the House what will happen if President Kabila fails to sign the agreement or, worse, fails to comply and to leave political office? What changes would materialise between our two countries? Would the Government consider imposing sanctions on the DRC given that the Congo is one of our largest aid recipients, with the Department for International Development projected to grant £168 million in aid in the forthcoming year? If the President does not stand down in the agreed timeframe, will the UK Government consider imposing sanctions on his family business, which has benefited from his policy reforms, particularly in mining, energy and the banking industry, all of which have gained heavily from foreign investment into the DRC, including from the UK, the US and the EU.

The African great lakes region is seeing an upsurge in political repression, violence and militia recruitment, and heightened cross-border conflicts are on the rise. Much of that is derived from historical warfare, but the suppression of fair and democratic systems and the upholding of human rights are a grave cause for concern.

The world’s eyes are currently focused on the devastation of the conflicts in Syria and Yemen, which, of course, we have just debated in this Chamber, but we must not turn a blind eye to this region, which has seen its own horrors of civil war in the 20th and 21st centuries, most notably in Rwanda. I am sure that all of us here in this House will not forget the horrors of the genocide, which claimed the lives of around 800,000 people only 23 years ago.

Rwanda is now seen as an international success, and it has blossomed as an architectural model for rehabilitation and reconciliation. None the less, the political situation in all these regions is fragile, and my hon. Friend the Member for Bassetlaw and the hon. Member for Stafford (Jeremy Lefroy) have highlighted current issues with Rwanda, particularly in relation to democracy. The great lakes region will be stable only if all the countries in the region are stable—their politics are integrally linked.

As we have seen only recently in the Gambia, the power of the ballot box is beginning to break the rule of the strongman in Africa, although, as the hon. Member for Glasgow North (Patrick Grady) pointed out, progress is slow. Like the hon. Member for Stafford, I am hopeful that a new era is upon us in the region. We must show our strength and ensure that, where we can, measures can be implemented to support countries across the African continent and in the great lakes region.

On Sunday, the Foreign Secretary met Steve Bannon, Donald Trump’s chief strategist, a man whose website is synonymous with anti-Semitism, racism, misogyny, homophobia, the hero worship of Vladimir Putin and the promotion of extremist far-right movements across the world. May I ask the Foreign Secretary how he and Mr Bannon got on?

It is a pleasure to serve under your chairmanship, Mr Flello. I thank the right hon. Member for Carshalton and Wallington (Tom Brake) for securing this debate and the Backbench Business Committee for granting it. This matter is long overdue to be addressed by the House.

Some powerful speeches have been made today. I thank the hon. Members for Congleton (Fiona Bruce), for Strangford (Jim Shannon), for Rutherglen and Hamilton West (Margaret Ferrier), for Foyle (Mark Durkan), and for Glasgow North (Patrick Grady), and my hon. Friends the Members for Bristol East (Kerry McCarthy), for Birmingham, Selly Oak (Steve McCabe), and for Hammersmith (Andy Slaughter), for contributing to the debate. A running theme has been the fact that the Government have intervened in other cases, with the case of Karl Andree being a prominent example. The hon. Member for Foyle made a powerful speech expressing his frustration, which I think many of us feel, and his criticisms should be borne in mind. Many hon. Members, including my hon. Friend the Member for Birmingham, Selly Oak, highlighted the perceived poor support for these prisoners from the Government and the failure to demand their release.

On the day the Foreign Secretary was appointed, he stated that even when British nationals depart our shores, their rights as British nationals travel with them—that

“when you leave Heathrow, when you leave Dover, a British citizen is basically the responsibility of the Foreign Office”.

Unfortunately, as this debate has highlighted, those words ring hollow in the cases of Andy Tsege; of many other British nationals who are being detained abroad, such as Nazanin Zaghari-Ratcliffe and Kamal Foroughi, who are both being held in Iranian detention facilities; of Ali al-Nimr, who is being held in Saudi Arabia; of Nabeel Rajab, a Bahraini human rights activist; and of many others who have been mentioned today.

We are concentrating on the case of Andy Tsege. As we have already heard, he was sentenced in absentia under Ethiopia’s anti-terrorism proclamation of 2009, while living here in London. That legislation has been described as a way to

“restrict…opposition and dissent”

by targeting

“members of opposition groups, journalists, peaceful protesters”—

those are the words of the UK Foreign and Commonwealth Office.

It is worth noting that Mr Tsege’s case differs from many other UK consular cases, but that was not mentioned in a letter written by the Foreign Secretary on the matter on 14 December. Mr Tsege became a victim of extraordinary rendition in June 2014. He was apprehended by Ethiopian forces while travelling through an international airport in Yemen and taken illegally to a prison in Ethiopia to be charged and sentenced to death without a fair and free trial and without legal representation. My first question to the Minister is whether he will clarify why that point was not made in the 14 December letter.

The Ethiopian Foreign Minister has told UK officials that Mr Tsege is not permitted to appeal against his death sentence. After promising the previous Foreign Secretary, the right hon. Member for Runnymede and Weybridge (Mr Hammond), that Mr Tsege would be allowed to see a lawyer, the Ethiopian Government have failed to deliver on that pledge. He has only just received a list of lawyers allowed to represent him, but has been given no way of contacting them. I hope for more information and clarity on that from the Minister today.

Andy Tsege’s whereabouts remained unknown for two weeks after he was taken. He was then kept in solitary confinement for 12 months. The UN special rapporteur on torture has reported to the UN Human Rights Council that Ethiopia’s treatment of Mr Tsege has violated the convention against torture. UK consular staff in Ethiopia have yet to visit him privately since he was imprisoned. Rumours of human rights abuses have emerged, and he recently reported that he feared for his life. Will the Minister provide an update on progress, Mr Tsege’s health, and the possibility of future visits?

The shadow Foreign Office team have been working hard to press the Government into action to secure Mr Tsege’s release and to raise awareness of the case at the respective agencies. My predecessors and I have regularly written to, met and spoken to the Foreign Secretary and Ministers to urge the Government to speak out on this issue, but so far they have refused to demand his release. The shadow Foreign Secretary, my hon. Friend the Member for Islington South and Finsbury (Emily Thornberry), and the Leader of the Opposition, my right hon. Friend the Member for Islington North (Jeremy Corbyn), have on two occasions held meetings with the Ethiopian ambassador and the Ethiopian representatives at the UN Human Rights Council. My right hon. Friend the Leader of the Opposition—Andy Tsege is a constituent of his—has had a request to visit him refused. My hon. Friend the shadow Foreign Secretary represents Yemi and Andy’s family, who live in her Islington South and Finsbury constituency, and she has worked tirelessly to raise the profile of this case, which I am very pleased has been brought to the House’s attention today.

While the release of Andy Tsege, and that of the other UK nationals in the cases highlighted, is being negotiated, what interim action will the Minister take to ensure that such prisoners are treated fairly and humanely? We fully understand and respect that we should not wish to interfere in other countries’ legal systems and determinations, but Mr Tsege has been given no legal due process, nor has any evidence been produced of the crimes that he has allegedly committed. The legality of his extradition is also questionable. A British national has been illegally detained through the means of extraordinary rendition and has suffered human rights abuses. I press the Minister to use his influence and uphold our responsibility to secure Andy’s release and return him home to our shores.

I pay tribute to the families who have endured the forced removal of their loved ones, often without knowing where they are, how they are being treated and even whether they are still alive. I, too, attended Amnesty International’s Human Rights Day event, which the hon. Member for Glasgow North mentioned. I agree with him that we need to do more than write letters, as much as we know that such gestures are appreciated.

Andy Tsege’s partner Yemi has campaigned endlessly for the past two and a half years to try to bring her partner home to their three children. She has had one solitary phone call from Andy since he was apprehended. She has said:

“The saddest part in this ordeal is how Andy’s case has been handled by this government. It is surely the bare minimum for a British national to expect that his government will protect him and stand up for his human rights.”

She finished by saying:

“I am beginning to lose faith with what it means to be a British citizen. Not just for Andy, who has been abandoned by his Government, but also for me and my children, who were born and raised here. I fully appreciate the boundless complexities, but there is one very simple fact that every day that goes by we all lose the most precious of things which is time to be a family, and for Andy to be a father to our three children. I hope the government realises just how much we have sacrificed.”

I thank Yemi for her words, and all Members present will feel a sense of empathy with the sadness she has expressed. I hope that no one in Westminster will ever have to experience for themselves what such sacrifice truly entails. Will the Minister commit to securing Andy’s release as soon as possible? We have heard the heartache of the families left behind; how long is the Minister prepared to let that endure?

It is an honour to respond to this important debate, Mr Flello. I welcome all the contributions that have been made.

The debate is important because it has allowed Members of Parliament to express their concerns on behalf of constituents and the families of those affected by consular issues. It is important for Members to be able to raise these matters, but also for the Government to explain in more detail what we can do and are doing, as well as touch on the fact that many things are happening behind the scenes that we cannot share.

As many colleagues have outlined, the contact that Britons experiencing difficulties abroad have with the Foreign and Commonwealth Office may be the only time they have a relationship with the FCO, or indeed the Government as such. They want that support, and they want us to get it right and help them. In any typical year, we deal with more than 310,000 calls for assistance, and around 17,000 cases are running. That shows the scale of what Her Majesty’s Government are doing through our posts, embassies and high commissions around the world, as well as in the Foreign Office, of course. I shall spell out consular policy in general terms and the policy on the detention of Britons by other states, and I will look at the two big cases—the Tsege and Ratcliffe cases—in a little more detail. I do, though, recognise that there are many other cases that MPs may want to raise separately outside this debate.

I do not say this defensively, but simply to try to put things in perspective: I ask for a more cautionary tone from some Members. There has been talk of the FCO doing little, not caring, or not being committed, and I take a bit of offence to that, personally. I understand that that sort of thing is sometimes said because these are passionate issues, and MPs want to be seen to be doing all they can to help the family concerned, but I fully reject the idea that the Foreign Office or Her Majesty’s Government are not absolutely committed to helping every single Briton as best we can, often in very difficult circumstances, and to ensuring that justice is done, and that they can return to the UK as quickly as possible.

I shall not dwell on this, because that would not be appropriate, but my approach is shaped by my personal experience dealing with a very difficult consular case involving the killing of my brother in the 2002 Bali bombing. I think of that every time any family member comes to me and says that somebody is missing, hurt or needs to be brought home. I make sure that I and the team I am working with are able to do everything we can, but I ask Members to understand that a phenomenal amount of activity happens behind the scenes that we deliberately cannot talk about. In fact, talking about it openly could affect the agenda and how things are being interpreted in the relevant country, where they will read the headlines about us shouting from afar, as some Members have said. I know of cases that have been delayed by an unhelpful headline, because the country has taken offence at what they have read in the British press as it is reported back.

I appreciate what the Minister is saying, but he has heard the words of Andy Tsege’s family, who have been left behind. I understand the need to keep some things confidential, but surely the family should not be feeling the way that they are; the Minister heard their words expressed very clearly.

I understand what the hon. Lady is saying, and I shall address that specific case, but I should be clear that, in some cases, we are subject to the wishes of what the family want to do. I make an effort to meet the families, either with MPs, by myself or through our consular staff, and they themselves sometimes do not want things being made public—and sometimes I do not have permission to say what I am doing. Many cases have been brought up, particularly the two that we are focusing on, but I do not have permission to share in public what is going on, or to decide what can be said, because that is in the gift of that family, and we must respect their wishes. I ask Members to recognise that as well.

In these cases, we are often dealing with countries where governance, the rule of law and transparency are not at the levels that we in this country enjoy, defend or promote. We did not always have that right in the 800 years of our history; it took us a long time to get where we are today. Many countries are on that learning curve. It is absolutely right that our international development money goes towards helping to improve their justice systems, so that they have better, more transparent processes for dealing with such cases. That is the reality check—the prism through which we must look at these cases—but it should not deter us from ensuring that we work as hard as possible right across the piece to help Britons abroad.

As I say, consular assistance is at the heart of what we do in the Foreign and Commonwealth Office. Our consular staff give advice and practical support to British nationals overseas when things go wrong. That support, I stress, is not a right or an obligation. We do not have a legal duty of care to British nationals abroad, but this Government are proud, as I think successive Governments have been, of the long-standing tradition of offering British nationals the best consular service in the world.

I am not going to get into a commentary on the election campaign that has just taken place in the United States. All I can say is that we in this Government think that there is merit in the deal. There has been a considerable increase in trade with Iran since sanctions were lifted—a 40% increase in UK trade. Deals have recently been announced by Lotus and Vodafone, so we should be positive about our engagement and keep the thing on the road.

The agreement with Iran was hard won and hugely important both to remove the threat of Iran gaining nuclear weapons and to start a process of normalising relations with Tehran. Even those who originally opposed the deal, such as Prime Minister Netanyahu, now urge President-elect Trump not to tear it up. Can I press the Secretary of State to join those calls today and make it clear that the deal must continue to be honoured by all sides?

I repeat the point that I just made. We believe in this deal. We think it is good. We are making progress. As the hon. Lady will know, we recently reopened the UK embassy in Tehran. Ambassador Nicholas Hopton is now in post and doing a very good job—although if other people want to volunteer for that post, I suppose they are always welcome to do so. He is using that opportunity to develop our relations with Tehran, which will be of increasing importance in the years ahead. That is a point that we will make to our friends in Washington and worldwide.

On behalf of the Opposition, I associate myself with the Minister’s remarks. The recent upsurge in violent clashes and terrorist attacks in Kashmir is deeply disturbing. We urge all sides to engage in dialogue, halt the cycle of violence and keep innocent civilians from harm. We have heard today about the use of pellet guns against protesters in Kashmir, which is totally unacceptable. Will the Minister and the Secretary of State urge the Indian authorities to make good on their commitment to stop the use of those weapons?

As I have noted on a number of occasions, the use of pellet guns in Kashmir has come under review by the Government of India, and our understanding is that alternative methods of crowd control will be introduced.
