My Lords, a second national lockdown would be devastating for our economy, so it is right to prioritise bringing infections under control. As president of the CBI, I know that business supports the simplification of the Covid rules with three tiers of restrictions. But does the noble Baroness the Leader of the House agree that the Government must show more of their evidence base for the new restrictions? This includes the 10 pm closing for restaurants, bars and pubs, where, I am led to believe, less than 5% of new infections come from. Why do we still need the 10 pm rule? Will they also keep financial support under review, in lock-step with the severity of the restrictions? The noble Baroness the Leader of the House mentioned testing. It is admirable that the testing has gone up from 2,000 to 350,000, and soon to 500,000, but she has not mentioned mass testing. Could she talk about mass testing—

My noble friend makes a good point. We have offered a two-year visa to the Chinese since 2016 for the same price as a six-month visa. This is a pilot scheme that is currently being evaluated, and we have no plans to stop that. However, until the pilot scheme has been evaluated, there are no plans to extend it.

My Lords, to build on what the noble Lord, Lord Popat, just said, the precise figure is £85 for a two-year multiple entry visa from China since 2016, whereas from India the figure is four times that, at nearly £350. With India being one of the fastest-growing economies in the world, and a huge number of tourists from India going abroad, we are losing out on those tourist visitors. Would the Minister agree with that? Secondly, the Government’s plan for Brexit is to do free trade deals around the world. Free trade deals are about movement of people. Without doing this, do the British Government think they will have a free trade deal with India? Dream on!

My Lords, I have not seen any evidence that the cost of visas has penalised tourism from India. Although visas are constantly being looked at by the Home Office, the tourism industry overall has gone from strength to strength, with year-on-year increases since 2012.

UK Sports: Funding

I completely agree with the noble Baroness. That is why the Government’s sports strategy included allocating responsibility to Sport England for those aged from 14-plus down to five-plus. The stress, as I said, is not only on sports but on activity. At the moment, just under 40% of the over-16 population are either inactive or insufficiently active.

My Lords, will the Minister confirm that, after the fantastic performance of Britain in the Rio Olympics, there was, as I heard, a shortfall of £3 million or £4 million for our athletes to go to the Commonwealth Games in Australia? Can he assure us that this shortfall no longer exists and that our athletes will be fully funded to go to the Commonwealth Games?

I was not aware of the shortfall but I will find out from my department and write to the noble Lord.
