I entirely agree, and I think that people in all parts of the United Kingdom who are listening to the debate will be mystified by some of the arguments being put forward, which are completely contrary to their wish simply to have a choice. Regardless of whether people are for or against the EU, they are entitled to have their say.

We have witnessed a breach of trust by the Labour party. It denied the people of this country a vote on the Lisbon treaty, which was, in effect, a European constitution. The Conservative party has done the same thing, because before the last election the Prime Minister gave a cast-iron guarantee that there would be a vote; and the Lib Dems said, “We must have an in/out referendum,” yet we are now told they will vote against tonight’s motion.

As the majority of the United Kingdom electorate have never voted on our relationship with the rest of Europe, why does my right hon. Friend believe this Government seek to deny them that right through a referendum? Are they afraid of what answer the people might give?

I will address the arguments advanced by the Foreign Secretary shortly.

The Democratic Unionist party is the only party in this House that is united in favour of a referendum for the people of the United Kingdom. We have been consistent on that point; we called for a vote on the Lisbon treaty, the Single European Act and Maastricht. We have also been consistent on the euro.

Let me give the following advice to the hon. Gentleman, and to the Scottish National party Member who is present, the hon. Member for Perth and North Perthshire (Pete Wishart). The SNP thinks that if Scotland votes to separate from the rest of the United Kingdom, it can walk straight into the EU, but that is not the case. Scotland would get into the EU only if it agreed to one major condition: it would have to join the eurozone.

If the UK wanted to get back in, we would have to join the eurozone too. That is the reality, because that is now a condition for entering the EU, and it has been since before the Lisbon treaty. The position is as follows, therefore: we would have to decide in a referendum whether we wanted to be out of the EU, and if we wanted to go back in after that, we would then be at a great disadvantage because a decision would not come into force until after two years. It would have to be ratified by the other states; it would go ahead only if the European Parliament were to agree to it; and there would then be a vote to agree it in the Council under qualified majority terms. We are therefore tied up in knots by the Lisbon treaty, which I have described as a tipping point.

I am glad to see that the mover of the motion, the hon. Member for Bury North (Mr Nuttall), is back in his place. He argued that the closure of an accident and emergency department in his constituency was down to the European Union. If there is such a closure in a Member’s area, the people who can deal with it are sitting on the Government Front Bench. The hon. Gentleman should ask SNP Members about that, because of what happened after their party was elected with a clear majority in the Scottish Government elections. The first thing it did was overturn a proposal to close two accident and emergency units: one in Monklands and the other in Ayrshire. That illustrates the power of Government in this context. Such issues are nothing to do with the European Union, therefore, so the hon. Gentleman should not have made that point.

Some Members have also said that the call for a referendum expresses the settled will of the people. I respect, and am very fond of, my hon. Friend the Member for North East Derbyshire (Natascha Engel), but that is a very misleading claim to make. If we get 100,000 people writing in to say we should have a vote on a referendum on capital punishment, that would be more likely to be carried than the vote on this referendum. Are we really saying that 100,000 signatures would trigger a debate and vote in the House on a referendum on capital punishment? This is not about the settled will of the people, therefore. It just so happens that a lot of people have sent in some signatures on blogs, and I do not want to pay particular attention to them because I think that it is important that, like the Tunisian people, we respect parliamentary democracy.

I voted in the 1975 referendum, and I voted yes. I did not vote in favour of the Common Market; I voted in favour of the aspirations that were so well described by the hon. Member for North Dorset (Mr Walter). Do we really think we have lasting peace? How long ago was Srebrenica? What state are the Balkans in at present? Do we really think the search for peace is finished business? It is not finished business by a long way.

I also voted yes because I knew there was a better way forward that was not on offer at that time. That was introduced by Delors, when he brought in the social chapter. That is what I joined the EU for—social agreement. I support most of what would be offered us in the justice and social packages; they would guarantee them for our people as well as for all the people throughout Europe. These are things that are done by negotiation.

We do, of course, work closely with those Governments. The evolutionary approach is a much wiser one, and, indeed, had the Egyptian leaders taken that approach in recent years—or even recent months—I think they would have been in a much stronger position over the past few weeks. That point has not been lost around the region, and some nations have introduced important political and economic reforms. Jordan is one of them, as I mentioned earlier, and Bahrain is another; it has already held three sets of national elections. That is not to say everything in all these countries is exactly as we would desire it, but they are embarked on a process of evolution and developing more open political systems, and we should welcome and support that.

I welcome the Foreign Secretary’s statement. What further steps can be taken to pressurise Iran to comply with United Nations Security Council resolutions and give the people of Iran the right of free expression?

We are currently embarked upon the search for those measures, so I cannot give the hon. Gentleman the specifics of the answer, but as I am calling for an intensification of measures of peaceful pressure on Iran, it is clear that we are looking to intensify some of the economic sanctions that have already been agreed and put in place. I will have to return to the House with more details on that when we have discussed it with our international partners.

On a subject that the shadow Foreign Secretary, the right hon. Member for Paisley and Renfrewshire South (Mr Alexander) raised, although I do not think I answered him, we continue to speak up for human rights in Iran at every opportunity. Our ambassador has sometimes been roundly abused for doing so, but he does not shrink from doing so, and I have taken the opportunity to do so again today. We do so regularly through the Foreign Office website and other means of communication, and Iranians are able to hear some broadcasts and communications, such as those from the relevant BBC channel. We will continue to stick up for human rights.

I agree entirely, and of course when the Liberals brought forward a vote on an in/out referendum in the previous Parliament, I and a number of my hon. Friends voted for the motion.

Yes, and I will turn briefly to that point later, if I may.

I wish to turn to the Conservative position—having been helpful to the Liberals, I now want to be helpful to the Conservatives. At the European elections, the Conservative party pledged a referendum. In fact, it was so keen to get the message across that it produced car stickers to support it. They were about a foot long, in Tory blue and had a picture of a loud hailer. In huge, bold letters, they said, “Give us a referendum.” For the convenience of the Committee, I have removed mine from the back of my car, where it has remained since the last European elections, and I have it with me for the Committee to see. [Interruption.] Members apply to a higher authority; I wish that I could invoke it to get the Government to accept the new clause.

Surely, then, my new clause 11 is not a Tory new clause or a Liberal new clause. It is a coalition new clause, and it should unite all Members on the Government side of the House.

To respond to the hon. Member for South Antrim (Dr McCrea), there is only one reason not to support the new clause, which is the fear of the outcome of a referendum. Is that a reason not to let the people of Britain have a choice? An in/out referendum would be a momentous occasion. It would finally put an end to the debate about whether the British people want to be in the EU. Whether the people voted to stay in the EU or to withdraw from it, at least they would have a choice. It would also allow Euro-enthusiasts and Eurosceptics to unite in allowing the British people to have the final say.

In my opinion, most of the public want a chance to vote on whether we are in or out of the European Union, and the new clause would give them such a chance. If it were law, it would prevent a future Government from supporting a transfer of powers to the EU. It would also give us, or whoever was in power, a very strong bargaining position with the EU in relation to a possible transfer of powers. Any future Government who tried to transfer powers to the EU without the safeguard of an in/out referendum would be in most serious difficulties.

When there are job cuts, tax increases and spending cuts, which I believe have all been essential to cut the deficit, how can it be right that in the last five years of the Labour Government our net contribution to the EU was £19.8 billion, while in the next five years, under the coalition Government, it will be £41 billion? With drastic cuts at home and vast spending in the EU, I think that enough is enough and that we should come out of the EU. However, what I think is totally irrelevant. It is what the British people think that matters. It is time for an in/out referendum on the European Union.

Exactly. It is not necessary to believe that we would be better off out of the European Union to support new clause 11. If Members here are so confident that Britain has a bright, rosy economic future in the European Union, they too should welcome the opportunity to take their case to the British people and settle this wretched argument once and for all.

Is not the truth that Members are not confident enough to take the argument to the British people, because they are not confident about the outcome? At a time when major cuts are being made in every Department in the United Kingdom, are not the hon. Gentleman’s constituents, like mine, concerned about the fact that we are paying endless billions to this European club?

The hon. Gentleman is spot on, but I would go rather further. I do not believe that Her Majesty’s Government, and other Members, are not confident; I think they now know that they would lose. They may not be drenched in e-mails and letters, but many members of our electorate have simply given up. That is why turnouts at general elections are now far lower than they used to be. Powers have drained from the House of Commons and Her Majesty’s Government to Brussels, and people are increasingly asking, “Why bother to elect Members of Parliament at all, given that all the decisions are made over in the EU?”

I believe that if we had a referendum, all those issues would emerge. I believe that most people in the country would be happy if we re-entered some kind of European Free Trade Association. I believe that most of them want a common market—a trading arrangement with European countries. What they do not want is membership of this political club.

There is a very strong recognition of that, as my colleagues from the Department for International Development are saying from the Front Bench. Development aid to Afghanistan is being increased and for the long-term future we will have a major national interest in the stability and prosperity of Afghanistan and of Pakistan next door. Pakistan is on its way to becoming our largest recipient of development aid in the world, and we put in huge and greatly increased resources there to try to bring stability to the whole region. So, yes, our work in Afghanistan will have to continue in that form long into the future.

Our thoughts and prayers are certainly with our soldiers who are standing in daily danger in Afghanistan. We pay tribute to their gallantry, especially that of the Royal Irish Regiment and the Irish Guards. Will the Foreign Secretary tell the House whether our coalition forces are receiving the co-operation that they need from the Government of Pakistan in their efforts to fight the terrorism from within their borders?

Yes, we have many discussions with the Government of Pakistan and with military leaders in Pakistan. The first thing to note is that relations have improved sharply in recent times between both the political leaders and the military leaders of Pakistan and Afghanistan—this is with each other—and that greatly assists such co-operation. Huge quantities of supplies for NATO also pass through Pakistan. The House will be aware of recent interruptions to the passing through of those supplies, but that matter has now been dealt with and we hope that it will not recur. I do not wish to stand here complaining about the Government of Pakistan, who have sustained enormous casualties. The Pakistani military have sustained enormous casualties in fighting insurgencies within their own country and they ensure that very large quantities of the necessary supplies pass through their country. We are getting a lot of co-operation.

I think we can fairly say that concrete progress would be a great deal more than anything that is happening at the moment. There have been no noticeable improvements in the human rights situation in Zimbabwe, and we are deeply concerned about harassment and politically inspired detentions, which continue in that country. Concrete progress means a lot more than anything we have seen so far.

I give testament to the substantial amount of work that my hon. Friend has done, not only in securing this debate but in her work with the Tamil community in London. I certainly have benefited from it working with the Tamil community in Walthamstow.

Does my hon. Friend agree with the comments made by my hon. Friend the Member for Brent North (Barry Gardiner) about the continuing persecution of the Tamil community in Sri Lanka and use of camps for displaced persons, and that it is vital that we keep up the pressure on the Sri Lankan Government over how they are acting now, as well as seeking an international inquiry, if we are to gain any kind of redress for the Tamil community and ensure that their human rights are protected? Does she also agree that it is vital that the Government commit to continuing not only the suspension of GSP plus but the aid that was being given to help those who were displaced and put into the camps? The previous Government committed to such aid to help people not only to go home but to build lives full of prosperity and peace, which we want for everyone in Sri Lanka.

Thank you, Dr McCrea, but may I say how absolutely right my hon. Friend’s comments are? I may not get through all my speech, because we do want the Minister to be able to address all of our concerns. There are so many Members here because they are concerned about their Tamil communities and their extended families in Sri Lanka.

Children are being separated from their parents, people in hospitals are being bombed and soldiers are shooting indiscriminately. On previous occasions, Conservative Members argued that it would not be constructive for Britain to threaten to take action against Sri Lanka. They said that economic action would not help. However, in the past few weeks, the Sri Lankan Government have been acting in ever more paranoid ways.

Gotabaya Rajapaksa, the Defence Secretary, recently appeared on the BBC threatening to execute Sarath Fonseka, the army commander who delivered victory over the Tamil Tigers, because he had suggested that top Government officials may have ordered war crimes during the final hours of the Tamil war. That is not the approach of a reasonable Government whose priority is peace and reconciliation. That was not the first time that we have seen compelling evidence of atrocious behaviour by the Sri Lankan Government.

In October, the European Commission published a report on human rights in Sri Lanka since the war. It stated:

“During the period covered by the investigation, there has been a high rate of unlawful killings in Sri Lanka, including killings carried out by the security forces, persons for whom the State is responsible and the police...extra-judicial killings were widespread and included political killings designed to suppress and deter the exercise of civil and political rights...Unlawful killings perpetrated by soldiers, police and paramilitary groups with ties to the Government, have been a persistent problem.”

In other words, there is enough evidence to conclude that war crimes could have taken place in Sri Lanka, and therefore they should be investigated.

Last year, when the Conservative party was in opposition, its spokesman, the hon. Member for The Cotswolds (Geoffrey Clifton-Brown), criticised Britain for seeking action against Sri Lanka for abuses. He complained that Britain

“voted against the $2.5 billion International Monetary Fund package in July and are now considering ending the EU’s special trade privileges”.

He asked:

“Is that really the most constructive way to persuade the Sri Lankan Government to promote a long-term reconciliation?”—[Official Report, 21 October 2009; Vol. 497, c. 895.]

I am sorry that the Conservative position at that time was that reconciliation required inaction. I hope that that is not the case now.

I believe that a boycott of Sri Lankan goods by British citizens will help Sri Lanka to resolve its past, in the same way that the boycott of South Africa helped that country to bring about peace and reconciliation. In my view, doing nothing will only make matters worse. As the ICG said,

“Now a number of other countries are considering ‘the Sri Lankan option’—unrestrained military action, refusal to negotiate, disregard for humanitarian issues—as a way to deal with insurgencies and other violent groups.”

It argues:

“To recover from this damage, there must be a concerted effort to investigate alleged war crimes by both sides and prosecute those responsible.”

Although Sri Lanka is not a member state of the International Criminal Court and it is therefore unlikely that the UN Security Council would refer the matter to it in the short term, the ICG’s conclusion is that:

“A UN-mandated international inquiry should be the priority, and those countries that have jurisdiction over alleged crimes…should vigorously pursue investigations.”

If countries such as ours do not take that action, disreputable Governments around the world may look at the Sri Lankan option and ask, “What’s to lose?” We must not let that happen.

I have not instituted this debate in order to act as an apologist for Hamas. There is absolutely no doubt that Hamas is a critical player in the crisis in the middle east, and neither I nor, I am sure, other parliamentarians are here to defend its role. The conflict is deep and intractable and Hamas must take responsibility for its share. However, with that important caveat, it seems to me that the issue underlying the wider crisis in Palestine and the situation in Gaza is the proportionality of the response and the collective punishment of the civilian population of Gaza.

I congratulate the hon. Lady on securing this debate. Surely there can be no excuse whatever for the acts of terrorism against the people of Israel, and the best way to stop the blockade is by Hamas stopping its terrorism so that people can live together in peace and harmony?

I am grateful for that intervention. I was not aware that I was in any way excusing acts of terrorism; I do not do that. However, although I do not want to be diverted into the chronology of recent events, it is also true that Hamas has instituted truces in the rocket attacks on any number of occasions, but that those truces have not led to the sort of response that would allow us to make progress. I am sure that colleagues seeking to participate in the debate will discuss that further. That is true in respect of both Gaza and settlement building in the west bank. The way forward to peace involves initiatives taken by both sides.

I agree with my hon. Friend in the sense that as long as that remains Hamas’s position, it is inconceivable that it will be drawn into any credible peace process. The criteria that the Quartet has laid down—recognition of Israel, a denunciation of violence and a respect for previous agreements—are clear. Of course, there is engagement with Hamas through, for example, the Arab League and Egypt, so there is an opportunity for countries and institutions to have discussions with it. However, the international community is clear about the criteria that need to apply for Hamas to join the political process.

As I said, we want to see direct negotiations begin as a matter of urgency. It is important that no preconditions should be imposed by either side in advance. However, it is also true that confidence-building measures would help to create a level of trust that, frankly, is currently in very short supply. I want to identify what those measures should be—they are not preconditions but ways to create the right environment for the rebuilding of some relationship of trust and mutual respect. As my right hon. Friend the shadow Foreign Secretary has consistently made clear, Israel should freeze all settlement expansion. Not only are settlements illegal but their expansion changes the facts on the ground, jeopardising the prospect of a contiguous Palestinian state as well as provoking anger and mistrust. We should galvanise international support for Prime Minister Fayyad’s 2-year economic plan towards Palestinian statehood. I am proud that in government we pledged £210 million in aid, and I hope that over the three-year period that commitment will be maintained by the new Government.

The blockade of Gaza must end so that all necessary humanitarian and reconstruction assistance can get through. However, in line with resolution 1860, this will happen only is there is tangible action to prevent the trafficking of weapons and weapons parts into Gaza. To that end, we welcome Tony Blair’s efforts to secure progress, which—as I am sure all hon. Members accept—is now urgent. We want to see the Quartet and the Arab League working with all parties to come up with a credible plan that meets these two objectives within weeks, not months. Rocket attacks on Israel must stop. Gilad Shalit should be released by Hamas without precondition. His capture and continued detention are unacceptable.

With regard to recent events off the coast of Gaza, all sides have rightly condemned the tragic loss of life. We welcome today’s inquiry announced by Israel and the involvement of David Trimble and Ken Watkin. However, we will be watching closely to ensure that the tests of independence and transparency that we have set are met in the way in which the inquiry is conducted.

The message that we should send from the House today is that the clock is ticking and time is running out for peace and stability in the middle east. A lack of political progress will not sustain an uneasy calm, but will lead to a resumption of violence and the strengthening of those whose purpose and interest are served by perpetual conflict. It is true that political leaders should be wary of getting too far ahead of their electorate, but it is equally true that history teaches us that great leaders are willing to deliver difficult messages to their own people.

The time has come for Prime Minister Netanyahu and President Abbas to prove their critics wrong. Prime Minister Netanyahu needs to show that he truly understands and believes that there is no viable alternative to a just two-state solution and President Abbas needs to show the strength and credibility to deliver the Palestinian state which is long overdue.

Two states for two peoples will not bring to an end to al-Qaeda’s fundamentalist terrorism or bring the Iranian regime from the margins to the mainstream. Al-Qaeda’s support for the Palestinians is a tactic, not the pursuit of a just cause. But two states would undermine their selective narrative about the west’s foreign policy goals, weaken their recruitment tools and strengthen the voice and hand of the mainstream majority in the Muslim world who deplore both violence and the politicisation of faith.

On Iran, we on this side of the House strongly support the new package of sanctions agreed by the United Nations Security Council last week. We reiterate our hope that Iran will chose the path of dialogue and diplomacy. Iran is a proud country which would have an important and influential role if it chose to rejoin the mainstream of the international community, but the regime must understand that the world will not stand by as it develops a nuclear weapons programme in clear contravention of its non-proliferation treaty obligations. That is not only because of the direct threat to Israel and the Arab states, but because a nuclear Iran would almost certainly trigger a new nuclear arms race, with some Arab states feeling an obligation to develop their own nuclear programme. That would be catastrophic at a time when the recent NPT review conference sought to take some tentative steps towards a world free of nuclear weapons.

As the Minister said, the people of Iran are courageous, as they demonstrated through their peaceful post-election protests. They should know that Britain seeks to be a friend of Iran and wants to resolve our differences though negotiation. Equally, the regime should know that, with our international partners, we will remain unwavering in our determination to prevent it from developing nuclear weapons and in our revulsion at its President’s holocaust denial.

Irrespective of different views on the war in Iraq, we should always remember the brave British servicemen and women who risked and in some cases sacrificed their lives freeing Iraq from the tyranny of Saddam Hussein. Just before Christmas last year, I was privileged to visit Iraq and see for myself the excellent work being done by our Royal Navy in training the Iraqi navy to protect its coastal waters. Significant progress has been made in Iraq but the new Iraqi Government must seek maximum consensus to consolidate security, improve the effectiveness of Government and push forward with economic and social reform. They should seek to improve human rights, including for minorities, women and trade unionists. Britain has a duty to play a positive role in the development of a new Iraq, and it is important that the British Government work with the Iraqis to identify how we can add the most value and make the most difference on a sustainable basis.

The hon. Gentleman said that the world would not stand by and let Iran develop nuclear weapons. What would the world actually do? Would it pass a resolution of condemnation or what?

I do not think that it is responsible to enter into a running commentary on the situation in Iran. We moved from an historic offer of dialogue from President Obama, which received no positive response, to toughening our economic sanctions—ensuring that those sanctions are targeted at the regime. We must hope that the Iranian regime understands that there is significant international consensus and concern about the concept of Iran developing nuclear weapons. It is important that there is a unity of message and purpose throughout the international community so that Iran does not see any weakening or division in our determination to ensure that it does not breach its responsibilities under the NPT. We should remember that Iran is a signatory to that treaty but has continually failed to live up to its obligations.

Finally, on Yemen, it is important that the international community learns the lesson of Afghanistan. We must ensure that the commitments made at the London meeting in January are delivered. The President of Yemen should be expected to lead a programme of change that addresses security and political, economic and social reform, including authentic internal political reconciliation. However, that will be successful only if the aid promised primarily by Gulf states is delivered and spent effectively alongside a fast-tracked IMF programme that supports economic reform.

As I found on my visit earlier this year, Yemen feels a new sense of friendship and warmth towards Britain. I hope that the Minister, when he visits, will focus on how we can use our innovative joined-up approach—combining the best of the Department for International Development, the Ministry of Defence and the Foreign and Commonwealth Office—to achieve tangible results.

As my right hon. Friend the Member for Leicester East (Keith Vaz) often rightly states, Yemen is not a failed state, but it is most definitely a fragile state and we must do everything that we can to tackle the poverty and social disorder that are the breeding ground for al-Qaeda. Effective action now will prevent the far more serious interventions that would be necessary in the future if the Government of Yemen were to fail.

I do not have time in this debate to do justice to all the challenges that face the middle east, which include the implications of a newly assertive Turkey, the serious threat to stability posed by a re-armed Hezbollah in contravention of UN resolutions, or our approach to engagement with Syria which, although very important, has not yet led to any serious move by Syria to take a step—let alone make the leap—from the margins to the mainstream of the international community.

Sceptical friends in the region often say, “But you must understand: this is the middle east,” as they raise their eyebrows at talk of yet another peace initiative. My response is simple. In my lifetime, I have seen the Berlin wall fall and the Soviet Union crumble; Nelson Mandela released from prison and elected President of a democratic South Africa; peace come to Northern Ireland, with Ian Paisley and Martin McGuinness serving in the same Government; an African-American elected President of the United States—events that are now facts of history, but which would once have been viewed as the naive dreams of romantic idealists.

The middle east needs a combination of realism and idealism. Most of all, it needs great leaders with the courage and vision to make the hard choices and take the difficult decisions. There will never be a shared narrative about the past, but there can be a shared determination to build a better future. I hope that the new Government will ensure that Britain remains at the heart of supporting a peaceful and just future for all the people of the middle east.
