Returning to the issue of freeports, the Secretary of State visited Immingham in my constituency last year and saw for herself the great opportunities that exist to improve the local economy. Will she continue working with me to ensure that the Humber ports do indeed receive freeport status?

As I represent a constituency in the Humber area, I will continue, without giving any special status, to ensure that we liaise with my hon. Friend, but he is so right. Conservative Members are focused on trying to find policies that open up investment and bring in further jobs, but the Labour party’s manifesto sets out policies that would destroy inward investment and cost tens of thousands of jobs.

Trade with Iceland is of particular importance to my constituency and the ports of Immingham and neighbouring Grimsby. What progress is being made to develop our trading links and investment with Iceland?

I visited Iceland just a couple of weeks ago and had constructive discussions with my counterpart there and with a range of businesses. We have already signed the continuity agreement, which I know will be of enormous benefit to my hon. Friend’s constituency and provide a great deal of comfort to those involved in those industries.

It is very clear that we do not want to see a customs union being put in place for one of the reasons that my hon. Friend has already given, which is that, with us as a third country, the EU would be able to negotiate access to the UK market—the world’s fifth biggest market—without any due consideration of the impact on the United Kingdom. We would find ourselves in a totally new trading position in that access to our market would be traded for us.

One of the principal benefits of Brexit is of course the ability to set our own trade policies, and many businesses in my constituency—it includes Immingham, the largest port in the country—want to take advantage of the freedoms that will be forthcoming. What additional support will the Secretary of State’s Department offer those businesses?

I know that my hon. Friend has taken a very close interest in free ports. We are close to finalising a report on their potential benefits, and he will be one of the first with whom I will share that information.

Of course, the farming community is protected by a commitment to the payments they were expecting through to 2020. As the hon. Gentleman will know and would expect, we consulted widely with colleagues across Government, so this is a collectively agreed decision. We have placed tariffs on quite a large number of vulnerable agricultural products, and we hope that the mix is the right decision not just for producers, but for consumers.

I remind the House that, for people in the bottom 10 percentage points of income in this country, food is a very real cost every single day; some 20% of their weekly income is spent on food. If we allowed inflation to roar away on products of this sort, people at that end of the income scale would find it very hard to feed themselves, and we believe that we have to mitigate that situation for them, as well as for farmers’ incomes.

Hundreds of my constituents work in the fish processing industry in the Grimsby-Cleethorpes area, and the supply of fish from Iceland is essential to them. Can the Minister give an assurance that no decisions on tariffs will be detrimental to those supplies?

There are two points on this. First, we have transitioned the free trade agreements the EU has with the Faroes—something that Opposition Members have derided us for as to the scale of the deal. To certain communities, particularly in my hon. Friend’s part of the world, these fish products are extremely important to keep people in work and keep people in the country. Secondly, we are having extensive discussions with the European Free Trade Association countries and European economic area countries about transitioning the free trade deal, and we would hope to be able to get some news on this to the House in due course.

We are currently working on a concordat with the Welsh Government, through which they can contribute directly to the process for free trade agreements. I would expect them to make those points to us and tell us where the industries that matter to them are. We can therefore construct our free trade policies around that input.

Increased trade inevitably leads to more business for our major ports, such as Immingham in my constituency. Does the Minister agree that free trade zones and free ports are worthy of serious consideration post-Brexit?

All I can say at the moment is that anything that can be done to increase free trade in the future should be looked at. Indeed, free ports have been looked at and I know that my hon. Friend has been a great champion of the idea. We will continue those discussions.

As the hon. Gentleman knows, there have been a number of questions about the ease of doing business in China and market access has been one of the questions raised. A new trade commissioner has been appointed, Richard Burn, in China, and our team will work continually with the Chinese Government to try to remove some of the barriers. If companies in the hon. Gentleman’s constituency face specific problems, I will be delighted to meet him to try to resolve them.

Last month, the Department’s roadshow that encourages small businesses to invest overseas and export visited Immingham in my constituency, and it was greatly valued by local businesses. Does the Department plan to continue and expand that roadshow?

Of course, we will continue to do that; it is a very successful programme. But perhaps more usefully we can help to get small businesses the finance they require to get into the exporting business. Last year, in a change from the previous pattern, 78% of all the UK export finance agreements were done with small and medium-sized enterprises in this country.

The UK champions the opportunities created by free trade. As I said in my lecture at Speaker’s House last month, free trade increases prosperity, stability and, in turn, security. My Department engages businesses and the public to set out the economic and moral case for free trade: better UK jobs, consumer access to high-quality, well-priced goods and services, and lifting people in the developing world out of poverty.

I thank the Secretary of State for his reply. Forecasts suggest that 90% of economic growth in the coming years will be in countries outside the EU. Does he agree that that gives this country great opportunities to extend our trade with developing nations, which will be of great benefit to them?

[Dr Fox]

I agree with my hon. Friend that that provides enormous opportunities. Free trade has helped to lift more than 1 billion people out of poverty since 1990, and we will do all we can to continue to support the liberalisation of trade with developing countries. Indeed, we demonstrated that commitment by announcing £18 million to support the WTO’s enhanced integration framework in December at Buenos Aires.

As part of its preparations for future trade negotiations, the Department for International Trade has established 14 trade working groups and high-level dialogues with key trade partners beyond the EU to explore the best ways of progressing our trade and investment relationships.

Many businesses in my constituency, particularly in the seafood sector, are reliant on the free flow of supplies. Does the Minister share my confidence that new arrangements can be made to ensure that, particularly in the seafood sector, supplies are maintained without any undue delay?

My hon. Friend is a passionate advocate for the fish and seafood sector in his constituency. Those sectors already contribute £1.3 billion to the UK economy. I am concerned about reports of problems at Five Star Fish in Grimsby, next door to his constituency, but I can tell him that leaving the common fisheries policy presents the opportunities to boost exports, expertise and fish-related services.

The hon. Lady is quite right to point out the importance of services to our trade. Overall, services represent 80% of our economy and 79% of jobs. My right hon. Friend the Secretary of State and the whole team are working closely with the Department for Digital, Culture, Media and Sport to ensure that we continue to grow exports from our creative sector and that investment from abroad continues to come into the sector. We often visit places such as Tech City UK and techUK, and we are working closely with them to ensure that we have a flourishing future for our creative industries.

Last week, as co-chair of the all-party parliamentary group on Kosovo, I visited a British company in Pristina that has a £20 million investment there. What opportunities does the Minister foresee for widening our trade in goods and services with Kosovo and the neighbouring western Balkan countries?

This is a very good opportunity. That is a part of the world that I know well, and I think that the company to which my hon. Friend refers is called Fox Marble—a highly appropriate name for this particular Question Time. It finds top-quality marble in Kosovo for export, and it should be congratulated. In regard to the wider region, we work closely with the Foreign and Commonwealth Office to promote trading opportunities throughout the region.

Of course we look at all possible scenarios, but I reiterate what I have said several times today: we want to see an open and comprehensive trading agreement with the European Union, because that is good not only for the United Kingdom but for the European Union. European member states are looking for their companies to have access to the UK market, just as we are doing the other direction.

Last month, I welcomed a delegation from Taiwan to my constituency, where we met representatives of the offshore renewables sector and the seafood sector. Will Ministers work with me and with local businesses to ensure that we maximise our exports to that growing market?

Last month, I chaired the second of our joint economic and trade committee talks with Taiwan, and I can tell my hon. Friend that renewable energy was right at the heart of those talks. The UK has the highest capacity market anywhere in the world for offshore wind, and that is of strong interest to the Taiwanese authorities. Those discussions are ongoing.
