Lady that it is not just through the short straits, but through other ports, including Portsmouth, that we will be bringing in the medicines and other commodities we require.

The Secretary of State will be aware of the strategic importance of the Petroineos refinery at Grangemouth in my constituency. What comfort can he give my local community, who know that the redacted paragraph 15 in the Yellowhammer report warns of a potential 2,000 job losses and two refinery closures?

Grangemouth is a vital part not just of Scotland’s but of the UK’s infrastructure, and it is important that we do everything we can to support the workers in that refinery, as we do those in the five other major refineries in the UK.

Tackling climate change is a cross-Government priority and it is one of a range of issues that I discuss with all Cabinet colleagues. My Department works closely with the Department for Business, Energy and Industrial Strategy to reduce emissions in the natural resources sector, as set out in the clean growth strategy.

I am happy to congratulate the many entrepreneurs, innovators and others who have been responsible for powering ahead with the growth of the renewables sector not just in Scotland but across the United Kingdom. One of the reasons why subsidies for solar, for example, have been cut is because the price has come down—the subsidies were necessary to kick-start investment. It is a fact that 99% of solar power generated in this country has been generated since 2010—since the Conservatives have been in Downing Street.

I understand that the Secretary of State sat in close attention when Greta Thunberg visited recently. Following her visit, will he tell us whether he agrees with the Scottish Government that there is a climate change emergency? If so, what does he intend to do to cut emissions from aviation?

There absolutely is a climate change emergency and a need to act, and Greta Thunberg’s testimony was incredibly powerful. When it comes to aviation, we need to work with the sector to ensure that we balance the need to promote growth and, indeed, the need to promote links across the United Kingdom while moving towards meeting our net zero goal.

T4. Guide dog owners rely on their dogs to get around safely. They are rightly worried about what will happen with EU travel after any transition period or, worse still, in the event of no deal, which would require four months of advance planning. What contingencies have the UK Government put in place to minimise delays to guide dog travel? What post-Brexit arrangements will there be for pet travel?

7. What recent discussions he has had with the (a) Scottish Government and (b) National Farmers Union of Scotland on EU convergence uplift funding.

I met the Scottish Cabinet Secretary for Rural Economy and Connectivity, Fergus Ewing, on 6 November, when we discussed EU convergence uplift funding, and I most recently met the National Farmers Union of Scotland on 31 October, when that funding was one of a number of issues discussed. I look forward to seeing the Scottish Cabinet Secretary next Thursday, and also, thanks to the intercession of my hon. Friend the Member for Gordon (Colin Clark), to meeting representatives of the NFU of Scotland on that day as well.

Back in September, key farming organisations, including the NFUS, wrote to the Minister on convergence uplift. I have been told that the Government have not yet responded. Why have they not responded, and will the Minister fix the scandal now by committing to give Scottish farmers the £160 million they are rightfully due?

I absolutely recognise, and indeed have explained to the hon. Gentleman’s Scottish National party colleague, that the issue of convergence uplifting is ripe for reassessment. I have discussed the issue not just with the Scottish Cabinet Secretary, but with farming union representatives, and I know it will be raised when we meet next week.
