Will the Government support my private Member’s Bill on 29 November, which is intended to give charitable status to religious institutions? Will they support it?

I have already told my hon. Friend that we will not. I understand that there is a lot of concern on both sides of the House about the Plymouth Brethren case, on which we are all united in wanting to see a quick and speedy resolution to that issue.

Let me make two points. First, the sector would have faced cuts under any Administration, as the leader of the Labour party has made clear. Secondly, the £20 million social action fund exists to do something very specific. Its purpose is to scale up successful, proven projects in order to inspire social action.

Absolutely. Value is reflected in two ways, in terms of cost and in terms of the effectiveness of the support that is given. In my experience, volunteer-led organisations enjoy a different level of trust among the people whom they are trying to help.

Would the Minister welcome increased Government spending to enable the voluntary sector to deal with human trafficking? If the money went through the Salvation Army, the big society could help all charities to look after victims.

My hon. Friend makes a good point, with which I have a great deal of sympathy.

I can certainly speak for myself and agree to meet the hon. Gentleman. He will know about the interesting work on social impact bonds, which bring in private capital for investment in early intervention and involve payment by results. That will be an important part of the future.

Does the Minister agree that voluntary organisations are preferable to state organisations when providing early intervention?

I am sure that that is the experience of most colleagues in the House—if they have been to visit social enterprises or community organisations and seen the extraordinary work that they can do and the different relationships that they can have with the people whom they are trying to help.
