Rural police forces in England will receive the same uplift funding as the other police forces do. As somebody who represents a large and very beautiful rural constituency, I have a particular interest in making sure that rural crime does not become a Cinderella part of the service.

Friend develops a new immigration system, will she ensure that she pays particular attention to its design to facilitate the movement of scientists, researchers and technicians in and out of the country to protect our world-class science base and maintain our position as a global science superpower?

My hon. Friend makes a very good point. Yes, the Home Secretary has commissioned the Migration Advisory Committee to look at a future points-based immigration system that is intended not to be geographical but based on the skills that this country needs so that we continue to be globally leading but also globally open.

The hon. Gentleman is absolutely right. In people smuggling and the trafficking of individuals, we are witnessing the worst of the worst. We are seeing perpetrators exploiting vulnerable individuals and families, more often than not putting them into debt bondage. They lose their livelihoods and they are then exploited once their children or family members arrive in another country. There is more that we can do—there is no doubt about that—but that can be achieved only through bilateral co-operation and international standards and co-operation across the board, so that we have consistency. If we are going to stop this practice happening, we have to stop vulnerable families being exploited. From the British Government’s perspective, yes we will do more, but we will also lead calls internationally to try to root this out.

As the other Member of Parliament for Thurrock, may I say that we remain shocked and appalled by the events? We can only imagine the pain that the families must be feeling. I pay tribute not only to the first responders but to council officers and councillors, many of whom are my constituents, who have stepped up to meet the challenge. To deter further attempts at moving people in this despicable way, what discussions has my right hon. Friend had both here and abroad about adopting new technology to try to tackle the issue?

I echo my hon. Friend’s words of thanks to Thurrock Council for its work. Having met the leader of the council and other staff this morning, I am grateful to them for their local support. Technology can play a significant role here. It is pretty clear that refrigerated vehicles and containers are being exploited for a range of reasons. The Home Office is investing a great deal not only in research but in new technology for enhancements in border controls. We must also do much more internationally in this area.

I thank the right hon. Lady for her comments. She will appreciate that this is now a murder investigation. As a result, all avenues of inquiry and collaboration are now under way. I will report back to the House in due course, and directly to the right hon. Lady too, once we are able to share much more specific information. This is of course highly sensitive because this is now a live investigation. As I have said, all collaboration is now taking place.

May I echo the words of my hon. Friend the Member for Thurrock (Jackie Doyle-Price), who is my constituency neighbour, and express my own shock and horror at the loss of 39 poor souls? I pay tribute to all the emergency services, but also to the local authority officers who I know are involved in dealing with this in a very professional way in very difficult circumstances. Will my right hon. Friend commit to supplying them with all necessary resources to be able to conduct their investigations and deal with the situation as speedily and as effectively as possible?

I thank my hon. Friend for his question, his comments and the points he has raised. He is right that our emergency services are obviously under great strain in dealing with this horrendous incident. At the same time, our local authorities and our emergency services—Essex police and others—will be coming together for support. As I said, we will provide all the necessary support that is required not just for the murder investigation but to provide help on the ground, because this is obviously a deeply traumatising time. It is complicated because other agencies are involved and now, of course, there is a murder investigation, too.

My hon. Friend is right. We do need to do more to ensure that we have more tools to prosecute people who have helped or supported terrorist organisations, whether they have actually gone to Syria—some examples have been mentioned today—or whether they are in our own country, helping those organisations in other ways. Since I became Home Secretary, I have been determined to provide more of those tools. I was pleased that my hon. Friend, and indeed the whole House, supported the Bill that became the Counter-Terrorism and Border Security Act 2019, which will give us far more tools that can be used for law enforcement. We have increased sentences in many instances. The Act will also enable us to step up the work that we have been doing with our allies across the world to gather more battlefield evidence, because evidence is also crucial, especially if we are seeking higher sentences.

My hon. Friend is right to issue that challenge and to say we need to do more, and I agree with him.

I, and the constituents who have contacted me, find it hard to understand how someone who has joined an organisation whose aims are to destroy the values that we hold dear can then cite those same values in an attempt to justify being repatriated to the United Kingdom. May I therefore urge the Home Secretary to stand firm and use all possible legal means to keep these people out of our country?

I will not talk about a particular case, but I absolutely understand the sentiments that my hon. Friend has expressed, and I think that they are the sentiments of the vast majority of the constituents whom we are all here to represent. We must indeed use all the legal means that we have to ensure that those who have supported terror groups, either at home or abroad, are always punished for that, and are brought to justice.

I thank the right hon. Gentleman for welcoming the scheme for the 3 million-plus EU citizens living here, whether in Northern Ireland or anywhere else in the UK. They are welcome to stay and indeed we need them to stay. I said earlier, and I say again, that whether we have a deal or no deal, that scheme and their rights will be protected. On the specific issue of Northern Ireland and regional shortages, we have in the White Paper committed for the first time to a separate shortage occupation list for Northern Ireland, which I think will make a big difference.

I, too, visited the Crick Institute this morning and I am sure that it will welcome the White Paper, as I do. I particularly welcome the consultation on the minimum salary requirements because, as my right hon. Friend will know, scientists, researchers and particularly technicians, who contribute hugely to our economy, are not always rewarded in the most profitable way. Salary is not a proxy for skills. I know that my right hon. Friend gets that point, but we cannot say it too often.

My hon. Friend has emphasised an important point. The logic of having a salary threshold is strong, but it is also right that we look at cases where that will not quite work. He has given the example of lab technicians, whose salaries can be around £21,000. There are a variety of ways of trying to deal with that in the White Paper and I hope that he will welcome them.

First and foremost, we should look at what is happening on the online platforms, which is why the conversations with craigslist and others are so important. As the hon. Lady knows, we are investing £150,000 in research into what prostitution in the 21st century looks like, and I very much hope that that research will look at this important subject, because we know that, sometimes, people who are extremely vulnerable are being exploited by their landlords, and that is simply unacceptable in this day and age.

The Government are considering a range of options for a future immigration system. Any decisions taken in respect of our future system will be based on evidence and extensive engagement. We will publish a White Paper on the future border and immigration system soon.

As my right hon. Friend will know, the science and research community thrives on international collaboration, which brings great benefits to the UK and helps us to maintain our position as a science superpower. However, technicians, scientists and researchers are not always the most highly paid individuals who visit the UK. Will he therefore confirm that any future immigration system will recognise the skills that an individual brings, not just their level of pay?

Britain is at its best when we are open to talent from across the world. I can confirm to my hon. Friend that we will take into account what he has said. I agree that mobility is vital for research and innovation in particular, and I want Britain to remain at the forefront of these vital industries.
